Design and Construction of Rainwater Harvesting and Water-saving Irrigation System of Toona sinensis on Mountain Slopes

In order to collect rainwater and resist drought to enhance the utilization rate of rainfall and water resources, through project rainwater harvesting measures, the total annual rainwater harvesting amount of the six greenhouses was calculated according to annual average precipitation 542.2 mm, up to 1 095.7 m^3. The upper natural slopes of cultivated land were as rainwater harvesting areas, and total annual rainwater harvesting amount was 49 242 m^3 on the mountain slopes with an area of 73.37 hm^2, while total water storage amount was 39 394 m^3 in theory, so it could meet water use for the irrigation of 26.28 hm^2 of T. sinensis land. To be convenient for rainwater harvesting, irrigation and supplying water to the water-saving cellars, one pert-cut and part-fill reservoir （which was 470 m^3 in volume） was built on the mountain slopes at the right rear of the greenhouses, and their altitude difference was 50 m. The reservoir was sealed and was built with reinforced concrete. Water-saving cellars were distributed in front and the middle and at the back of two rows of greenhouses, and they were connected with each other. The reservoir could supply water to the water-saving cellars and also collect water by mountain slopes, from the lower water-saving cellars or deep wells. Two rainwater hervesting ditches that were 1 650 m in length were at the lower edge of arable land in the upper reaches of slopes to intercept rainfall runoff and make it flow into channels and then the sedimentation tanks. The total annual rainwater harvesting amount of the reservoir and water-saving cellars was 1 222.5 m^3.

From the viewpoint of strengthening the government management and control of rural collective construction land transfer,this paper gives relevant definitions and puts forward institution and policy of construction land for township enterprises and rural housing land. It is expected to provide institutional guarantee for standardizing the market order of rural collective construction land use right transfer.

Research on the institution of China construction employee based on relation theory

Based on the theory that the management is about dynamic ＂relations＂, this paper analyzes the relationship between the construction industry and the ＂peasant laborer＂ in different stages, different contents and different aspects. It establishes the three-dimensional model for these relations and points out that a good relationship between the construction enterprise and the construction employees in this crucial time of construction industry is a very crucial link of the achievements, as well as the well-being of the construction enterprises.

Research on the Construction of Pharmacy Organization and the Development of Pharmaceutical Services in China’s Primary Medical and Health Institutions—Based on the Survey of 5 Provinces

Objective To explore the current situation and problems of the pharmacy organization and pharmaceutical services in primary medical and health institutions so as to provide a reference for improving relevant policies.Methods Multi-stage stratified random sampling was used to collect questionnaires from primary medical and health institutions in 5 provinces,and 102 questionnaires were distributed.Then Excel 2016 and IBM SPSS 21.0 software were applied for descriptive statistical analysis,chi-square test and multiple response analysis.Results and Conclusion A total of 92 primary medical and health institutions participated in the survey,and 92 valid questionnaires were recovered.The survey shows that 54.1%of the institutions have established more than 8 pharmaceutical administration regulations.63.5%and 31.8%of the institutions have formulated pharmaceutical administration and pharmacotherapy team charters(or management systems).29.7%of institutions have pharmacy personnel in accordance with relevant regulations.The higher proportion of pharmacy services are prescription review and adjustment,medication guidance,collecting and reporting adverse reactions,medication errors and medication hazard information.Primary medical and health institutions still need to further improve their pharmaceutical administration system,organizational structure,pharmacy professional training and clinical pharmacy service.

Informatization Construction for Personnel Management in Agricultural Research Institutions

In view of the existing problems in the informationization construction for personnel management in agricultural research institutions in China,this paper analyzed countermeasures for strengthening the informationization construction for personnel management in agricultural research institutions from transforming concept of personnel information management,enhancing the safety construction of personnel informationization management,integrating basic data of personnel management information platform,and construction of personnel management team.

In recent years, the Western-led globalization has been on the horns of dilemma with endemic political crises occurring in the United States and European countries. Within the West, liberalism and pluralist ideology have begun to be critidzed and rejected. What is wrong with the West today？ Is it periodic oscillation, evolutionary setback or fundamental failure？ Is it decadence of political system, failure of state-building or even failure of civilization model？ The general judgment of this essay is that the current crisis in the West is primarily registered as fundamental political systemic crisis.

Research on the Optimization Path of College Counselor Team Construction in the New Era

In the new era,the team of college counselors,as an indispensable and important component of the higher education system,bears multiple responsibilities such as ideological and political education,daily student management,mental health counseling,and employment and entrepreneurship guidance.With the rapid development of society and the diversified transformation of student groups,the construction of the counselor team is facing new challenges and opportunities.In-depth research on the optimization path of the construction of the college counselor team is not only significant for improving the overall quality and work efficiency of the counselor team but also directly related to the completion effect of the fundamental task of cultivating morality and talents in colleges and universities,as well as the achievement of the goal of cultivating more high-quality talents for the country.Based on this and the author’s work experience,this paper first elaborates on the necessity of the construction of the college counselor team,and then conducts a deep analysis of its optimization path and strategy,aiming to provide a useful reference for the professionalization and professional development of the college counselor team,thereby promoting the sustainable development of higher education and the comprehensive growth of students.

The paper describes function,guiding ideology,and construction of discipline construction,based on giving a national-level professional research institute directly under the Ministry of Science and Technology,as an example. Furthermore,according to current situation of discipline construction in a professional research institute,the paper discusses development ideas of discipline construction. The final goal of the paper is to provide basis and reference for reinforcing discipline construction of professional research institutes.

Constructal Law of Institutions within Social Organizations

This work looked for a unifying theory between physical-biological domain and social sciences. Constructal law unified physical and biological domain by telling the general sense in which flow systems tend to evolve. Management theory looks for relations between institutions and human agency. Although being state of mind entities, institutions follow constructal law. This work proposed the main organization flows are information and credit. Biologic instincts derived from Darwinian natural selection are the driving or blocking forces of such flows. Once biologic instincts systematically block information and credit flows in large numbers, this work proposed every human organization must have institutions to inhibit some behaviors. Those institutions need to be present, at least partially, in formal rules of social groups. This way it is possible to predict expansion or downfall of human groups using objective and quantifiable data. Therefore, further studies may employ classical history to confirm this theory. This work analyzed some case studies to show qualitatively the application of proposed theory. Concluding, this work gave physically-biologically grounded guidance for institutional changes.

Image Instrument Construct Validation of University Institutions

The main purpose of this study was to determine the validation of construct and reliability of the image instrument in educational institutions. A non-random sample selection of 314 high school students from Montemorelos, Nuevo Leon was made. An instrument with 25 statements was created to measure the image of The University of Montemorelos （reliability a = 0.956）. The methodologies that were utilized in the validation were factorial analysis and confirmatory analysis, with the latter made with structural equations. In the factorial analysis, it was observed that the statements were grouped into four dimensions, as it was initially planned. With the exception of one item, all the other statements were grouped in the proposed dimension. In the confirmatory validation utilizing structural equations, all the selected criteria were fulfilled.

An Assessment of Occupational Health and Safety Regulations in Ghana: A Study of the Construction Industry

Occupational health and safety continues to be a major component of the built environment. The study investigates the effectiveness of occupational health and safety laws and regulations in the construction industry in Ghana and identifies the influencing factors. Face-to-face interviews were conducted among 49 stakeholders from four relevant groups—regulatory institutions, consultants, contractors, artisans and labourers. The findings of the study suggest that the existing occupational health and safety legal and regulatory framework is barely effective. Stakeholders were aware of the existence of some laws and regulations but mostly could not identify the specific laws and their relevant contents. Consequently, compliance is found to be irregular. The key recurring factors affecting effectiveness of occupational health and safety laws and regulations include: negligence and lack of priority for occupational health and safety, lack of training, lack of funds for occupational health and safety, lack of capacity of regulatory and supervisory institutions, and lack of occupational health and safety education within construction firms. The findings of the study are foundational in strategic interventions aimed at improving compliance with occupational health and safety laws and regulations in the construction industry of Ghana.

Exploration on MOOC Teaching Pilot College Construction Planning

The spread and innovative application of MOOC in China has rapidly triggered a profound revolution in the curriculum construction and teaching reform of universities,promoting significant results in teaching and talent cultivation.Based on the practice of“MOOC teaching pilot colleges”carried out by the China University Computer Education MOOC Consortium in some universities in China,this paper proposes the overall plan of MOOC teaching pilot colleges construction through the analysis of typical cases,pointing out the purpose and significance of the reform of the pilot college and giving the relevant concepts and requirements.This thesis focuses on the reform of teaching methods,assessment methods,grade calculation and credit recognition,and stress assessment,emphasizing the need for a three-dimensional process management of teachers,students,and college teaching administrators,and the need to focus on institutional development to provide protection.MOOC teaching pilot colleges should reform and innovate in practice,and they should keep solving the problems they encounter and deepen the reform,so as to provide useful experiences and reference practices for the landing and high-quality development of MOOC teaching in more universities.

Integrating ecological civilization concept into the environmental legal institution

Integrating the ecological civilization concept into many aspects such as environmental legislation and judicial enforcement is an important measure of constructing ecological civilization. It has three aspects. In the aspect of the legislation, we should take the ecological civilization concept into the environmental legislation in order to construct perfect environmental legislation institution, to strengthen the coordination of environmental legislation related regulations, and then to improve the operability of the environmental legislation. In the aspect of the environmental judice, we must strength the construction of environmental legal institution, promote establishing environmental courts, strength the judicial personnel construction and improve the level of environmental justice. In the aspect of the enforcement of the law, we must establish environmental management institution immediately, i.e., to establish environmental administrative law enforcement questioning mode, and to strength cooperation between environmental law enforcement and enhance their law enforcement responsibility.

High Logistics Cost, Toll Road and Institutional Factors Countermeasure in China

Logistics industry has become the driving force of economic growth. However, the logistics industry develops very slowly because the institutional factors have critically hindered the whole development of logistics industry in China. Institutional factors are regarded as the important factor for logistics cost under the market segmentation of peasant mentality. By comparison of the institutional costs in United States, Japan, India and the Europe, deep reason of high cost behind cost driving force is analyzed. Countermeasure is put forward, such as reducing the prices of domestic toll road, using fuel tax as implemented for highway construction funds, and decreasing the restricted policy for carrying freight cars etc..

A Comparative Analysis of Owner-Contractor Agreements in the Turkish and US Construction Industry

Successful and cost-effective construction relies upon appropriate communication of the participants of the construction project. Hence, it is important to define the rights and responsibilities of the parties, and relationships among them. In this context, well-designed and complete agreement is essential and necessary for the successfully completion of a construction project within the desired time, quality and budget. In this paper, it is aimed to analyze and compare the owner-contractor agreements in the Turkish and the US construction industry. First, the importance of construction contracts and contractual elements of an agreement is determined, and then, the standard owner-contractor agreement which is used in the Turkish construction industry is analyzed and compared with the US standard owner-contractor agreement. Finally, the differences between these agreements are put forward, the lack and deficiencies of Turkish standard agreement form are determined, and appropriate suggestions are improved.

Development and construction of China's higher education libraries

Libraries in China's higher education institutions have been developing in keeping pace with the flourishing development of China's higher education. This article aims to make an introduction to the construction of China's higher education libraries, especially the recent three decades' achievements since China's reform and opening-up in 1978. In this article, the authors draw a general picture of the development of libraries in China's higher education institutions, covering such eight aspects as management, types and positioning,organizational structure and personnel, expenditure and buildings, reader service, building and sharing of resources as well as automation system.

Suggestions for New Socialist Countryside Construction Based on Current Situations

According to our field survey,we analyzed current situations and existing problems in the new socialist countryside construction of Hebei Province. Based on these,we put forward our suggestions: put the government and farmers in correct place; improve farmers' quality and educational level; implement the new socialist countryside construction under the guidance of overall rural plan and combining natural and economic conditions of rural areas; and ensure continuous and long-term work.
