The enormity of the problem of construction accidents and hazards in the Ghanaian construction industry (GCI) calls for the need to engage in relevant research to equip stakeholders with the required knowledge to improve construction health and safety (CHS) and reduce site accidents and hazards. The complexity of the problem of accident causation explains a large number of conceptual models developed to aid the understanding of the dynamics involved in CHS. This paper involved a qualitative study to identify causes of accidents and hazards in the GCI and underlying issues requiring remedying and also a desk study to review Health and Safety related theories and concepts from extant literature to explain and contribute to the improvement of CHS. The paper contributes to the use of theories to advance studies on improving health and safety at construction sites, especially in developing countries like Ghana, where such studies have so far attracted little attention. The framework may enable construction stakeholders to easily identify problem areas on site and apply required improvement measures to create a healthier and safer construction site. The findings may provide useful knowledge to improve CHS and reduce site accidents and hazards, and also provide a multi-theory approach for understanding the dynamics of the complexity of the problems involved in CHS. 展开更多

Direct damages can lead to th... Building construction site plays an important role in the economic aspect of a region. So any disruption due to hazard event like earthquake can cause several direct and indirect damages. Direct damages can lead to the loss of equipments and qualified persons. Indirect damages can lead to inflation and loss of purchasing power. To deal with that situation, parameters that govern the vulnerability of building construction site have been identified. Using a MCDM (multiple criteria decision making) method, the priority order of these parameters has been set. Then a PVI (partial vulnerability index) and a GVI (global vulnerability index) are proposed. These indexes allow the classification of building construction sites according to their intrinsic vulnerability and seismic vulnerability respectively that is through the use of a given classification. Several Algerian building construction sites belonging to different seismic zones were considered in order to show the applicability of the method. 展开更多

OSH star enterprise pilot scheme——a partnership approach to improve the safety performance of construction industry in Hong Kong SAR

Background: The Occupational Safety and Health Council(OSHC) is committed to improve the safety performance of the high risk construction industry.In the past three years,about 40% of the fatal accidents in the construction industry were related to Renovation,Maintenance,Alteration and Addition(RMAA).Due to the poor safety record,some of the RMAA contractors have difficulty in obtaining the Employees' Compensation Insurance(ECI) cover in the market,or if they could obtain the ECI,the premium rate would be exceedingly high.In view of this,the OSHC,the Labour Department jointly launched"OSH Star Enterprise-Pilot Scheme on Safety Accreditation for the RMAA Industry",which prompts the industry to take practicable safety measures to improve the safety of working environment and reduce occupational injuries.The program also helps the stakeholders and insurers to identify safety-conscious contractors and thereby provide them with a favourable premium rate under the Employees' Compensation Insurance Residual Scheme(ECIRS).Objectives: The OSHC launches the Pilot Scheme to improve the safety performance of the RMAA industry through providing safety training,subsidizing enterprise to purchase safety equipment and providing safety audit.We also use financial incentive to encourage RMAA enterprises to join the Pilot Scheme-for those who are accredited as "OSH Star Enterprise"could receive a premium discount from the ERIRS when obtaining the ECI.The scheme also differentiates those safety-conscious and law-abiding enterprises from the poor performers,which helps the industry and public identifying the RMAA contractors who pay attention to work safety.Methods: The Pilot Scheme targets RMAA enterprises that employ less than 50 employees in Hong Kong.A three-pronged approach is used to improve the safety performance of the RMAA industry: the Pilot Scheme provides(1) financial support for the RMAA contractors to buy a transportable temporary anchor device and full body safety harness and its anchor system;(2) safety training on RMAA work safety and safety & health supervisor course;and(3) safety audit.Results: Enterprises that successfully pass the safety audit and satisfied the Scheme requirements will be accredited as"OSH Star Enterprise",which will be valid for two years.These enterprises can also be upgraded to"OSH Gold Star Enterprise"based on their continuous improvement in safety performance.OSHC will set up a register of OSH-accredited enterprises in RMAA works for reference of the public to facilitate their choosing of accredited contractors.The Employees' Compensation Insurance Residual Scheme Bureau will provide privileged premium rate for enterprises with OSH accreditation."OSH Star Enterprise"could enjoy 40% discounts when joining their insurance scheme.For example,a skilled worker's annual premium can be reduced by about HK $ 36,000.While,the "OSH Gold Star Enterprise"could enjoy 50% discounts when joining their insurance scheme,which means a skilled worker's annual premium can be reduced up to HK $ 45,000.Achievements: This Pilot Scheme offers practical assistance as well as attractive financial incentives for the RMAA industry to improve their safety performance.The Employees'Compensation Insurance Residual Scheme provides premium discounts for enterprises that have a good safety record.It provides incentive for RMAA contractors to actively participate in the Pilot Scheme.The Scheme demonstrates that by providing a safe working environment and appropriate personal protective equipment to workers,the enterprise not only helps to reduce the accident rate of the industry but also receive an economic return.The Pilot Scheme bridges stakeholders of RMAA industry,the government and the insurance industry creating an "all-win"situation.This partnership approach to prevent injuries and accidents in the construction industry could be an effective model for other industries. 展开更多

Construction industry is a generally risky business; it remains one of the most dirty, difficult and dangerous with poor working conditions. Despite recent efforts to improve site safety, it still accounts for a disproportionate number of occupational-related fatalities what is supported by statistics. According to the International Labour Organization, it accounts for 30-40% of the world's fatal injuries. In The European Union around thirteen employees out of every one hundred thousands are killed each year. Hence, construction site safety is a matter of global concern. However it is not easy to describe and define how to deport safely at some actual site because the workers are exposed to many safety risks varying in con^nection with conditions of the construction realization and with technologies using. The paper provides a brief knowledge from the study comparing the construction safety in Europe and North America referencing to presented statistics. There are also analyzed, described and systemized the principal groups of construction safety risks; described the interdependencies among safety risks, affecting by spatial, technological and time parameters of the building process, as well as by the site conditions. 展开更多

The construction sites of mega construction projects(MCP) often have numerous participants with interfacing work within a highly complex system. It is critical how to realize collaborative work and information sharing among such participants. The information and communication technologies(ICTs) provides a technical guarantee for solving this problem. Existing research has been achieved the partial processes digitization of construction site, but certain problems still exist: 1)information perception of the construction site is passive.2) common collaboration and coordination problems in the construction industry have not been addressed. The emerging trends of ICTs have resulted in the integration of various computer technologies such as CPS, BIM, big data, and cloud computing into construction process,which would changes behavioral and management mode of construction sites. These new ICTs have been applied successfully in MCP, in particular, Hong Kong-ZhuhaiMacao Bridge project. A new management mode of construction sites is inspired by these case. In this paper, a new management mode of construction site for MCP has been proposed, namely, smart construction site. The ultimate goal of smart construction site is to accomplish safe, efficient and high-quality construction. This study put forward the conceptual framework for smart construction site, and have identified three key elements of smart construction site, including information support platform,collaboration work, and intelligent construction management. A case study on Hong Kong-Zhuhai-Macao Bridge project work as an evidence to support the practicability of the proposed mode. Significant contributions of this study is to propose a new management mode for MCP in construction industry, which would enrich the body of knowledge or the construction management community.Future research should be dedicated to further explore the potential of smart construction site in MCP management. 展开更多

Despite the increasing dissemination of the Building Information Modeling(BIM)approach,many firms are still far from BIM and are only starting to adopt information technologies.We conducted an ethnographic action research with an industrial partner that implements information technologies on its construction sites,with a strong preference for home-made applications.Results show that the development of such applications faces difficulties and that multiple iterations and versions are necessary before achieving the expected goals because the required competencies are lacking among internal development teams.Moreover,initial needs evolve considerably throughout the application’s development and evaluation process.However,notwithstanding the difficulties encountered during the different application development phases,the industrial partner believes the decision to be worthwhile because of the desire to have internal control over the project data and the need to consider certain specificities related to business processes. 展开更多

The research focused on the analysis of construction and demolition debris in a sample Brazilian city with the objective to propose a management scheme tailored to private initiative intervention. The debris was found to be produced at a rate of 1.55 kg per person per day for a total of 5177 tons per month. The composition report showed 75% material reusable for construction purposes, 15% material recyclable through reverse logistics and 10% refuse to be disposed of at landfills. The study developed legal and managerial instruments that stimulate private operators to achieve landfill diversions in the order of 90% of this waste. The arguments were supported by a flow diagram that indicates the correct destination of all waste items and an economic balance of private waste movement. Proactive legal scriptures were sketched out that can assist the local administration in setting the timeframe for reaching the diversion target. 展开更多

The system mainly includes digital dam, three-dimensional design, construction quality monito- ring, safety assessment and warning, etc, to integrally manage and analyze the dam design, constructional quality and safety monitoring information. It realized the dynamic updates of the comprehensive information and the safe- ty quality monitoring in the project life cycle, and provided the basic platform for the scientific management of the construction and operation safety of high earth-rock dam.
