Construction industry is a generally risky business; it remains one of the most dirty, difficult and dangerous with poor working conditions. Despite recent efforts to improve site safety, it still accounts for a disproportionate number of occupational-related fatalities what is supported by statistics. According to the International Labour Organization, it accounts for 30-40% of the world's fatal injuries. In The European Union around thirteen employees out of every one hundred thousands are killed each year. Hence, construction site safety is a matter of global concern. However it is not easy to describe and define how to deport safely at some actual site because the workers are exposed to many safety risks varying in con^nection with conditions of the construction realization and with technologies using. The paper provides a brief knowledge from the study comparing the construction safety in Europe and North America referencing to presented statistics. There are also analyzed, described and systemized the principal groups of construction safety risks; described the interdependencies among safety risks, affecting by spatial, technological and time parameters of the building process, as well as by the site conditions. 展开更多

Knowledge graph technology play a more and more important role in various fields of industry and academia.This paper firstly introduces the general framework of the knowledge graph construction,which includes three stages:information extraction,knowledge fusion and knowledge processing.In order to improve the efficiency of quality and safety supervision of transportation engineering construction,this paper constructs a knowledge graph by acquiring multi-sources heterogeneous data from supervision of transportation engineering quality and safety.It employs a bottom-up construction strategy and some natural language processing methods to solve the problems of the knowledge extraction for transportation engineering construction.We use the entity relation extraction method to extract the entity triples from the multi-sources heterogeneous data,and then employ knowledge inference to complete the edges in the constructed knowledge graph,finally perform quality evaluation to add the valid triples to the knowledge graph for updating.Subgraph matching technology is also exploited to retrieve the constructed knowledge graph for efficiently acquiring the useful knowledge about the quality and safety of transportation engineering projects.The results show that the constructed knowledge graph provides a practical and valuable tool for the quality and safety supervision of transportation engineering construction. 展开更多

Health and Safety issues in the construction industry are of much concern to stakeholders, particularly because of their impact on the industry. This paper explored the roles and responsibilities of stakeholders in ensuring health and safety at the construction site. A well-structured interview guide was adopted for the qualitative study. Content analysis was adopted for the analysis of the results. The study revealed that the twelve roles identified by the stakeholders are only limited to the few laws and regulations they are aware of. Whereas the Contractors identified provision of welfare facilities, provision of health and safety policy, and health and safety plan as their key roles, the Consultants’ role was mainly limited to provision of competent site agent and provision of site layout. Abiding by the contractors’ instruction was identified by the Construction Workers as their key responsibilities. The local government officials also identified enforcement of CHS laws and regulations and reporting of incidents to the appropriate authorities, whereas the traditional authorities identified the enforcement of CHS laws and regulations including bye laws and enforcement of customs as their key roles. The findings further show that the stakeholders failed to appreciate some key roles and responsibilities enshrined in CHS laws and regulations in Ghana. The findings contribute to knowledge on stakeholders’ responsibilities in ensuring CHS, and provide valuable reference and insight to practitioners on the roles and responsibilities of the various stakeholders. It is recommended to train and educate stakeholders on all the relevant laws and regulations on CHS in order to improve health and safety at the construction site. The government should also set up a body such as Construction Authority to educate, coordinate, monitor and audit the activities of stakeholders to improve CHS at construction sites. 展开更多

This paper explored stakeholders’ compliance with existing laws and regulations related to construction health and safety (CHS) in the Ghanaian construction industry (GCI). Qualitative research approach was adopted for the data collection, using semi-structured interview guide. An in-depth face-to-face interview based on the grounded theory approach was conducted with actors who play important roles in ensuring health and safety at the construction site as well as key officers and professionals who are the major stakeholders in the GCI. Content analysis was adopted for the analysis of the qualitative data. The findings of the study show customary laws, bye laws, Labour Act, 2003 (Act 651), Local Governance Act, 2016 (Act 936) and the contract document as the key existing CHS related laws and regulations that the stakeholders comply with. The stakeholders also identified the following construction health and safety related regulations in the GCI which have low compliance rate: Factories, Shops and Offices Act, 1974 (Act 323), Environmental Protection Act, 1994 (Act 490), among others. The findings of the research contribute to knowledge of stakeholders’ compliance with existing laws and regulations related to CHS, and underscore the need to ensure monitoring and enforce compliance in the GCI. The findings further identify areas for stakeholders to focus attention on ensuring good health and safety practices, and also expose critical training and education needs for stakeholders in the GCI. The findings provide valuable insights on stakeholders’ compliance with laws and regulations related to CHS in Ghana, which may be applicable to other developing countries with similar construction industry. 展开更多

OSH star enterprise pilot scheme——a partnership approach to improve the safety performance of construction industry in Hong Kong SAR

Background: The Occupational Safety and Health Council(OSHC) is committed to improve the safety performance of the high risk construction industry.In the past three years,about 40% of the fatal accidents in the construction industry were related to Renovation,Maintenance,Alteration and Addition(RMAA).Due to the poor safety record,some of the RMAA contractors have difficulty in obtaining the Employees' Compensation Insurance(ECI) cover in the market,or if they could obtain the ECI,the premium rate would be exceedingly high.In view of this,the OSHC,the Labour Department jointly launched"OSH Star Enterprise-Pilot Scheme on Safety Accreditation for the RMAA Industry",which prompts the industry to take practicable safety measures to improve the safety of working environment and reduce occupational injuries.The program also helps the stakeholders and insurers to identify safety-conscious contractors and thereby provide them with a favourable premium rate under the Employees' Compensation Insurance Residual Scheme(ECIRS).Objectives: The OSHC launches the Pilot Scheme to improve the safety performance of the RMAA industry through providing safety training,subsidizing enterprise to purchase safety equipment and providing safety audit.We also use financial incentive to encourage RMAA enterprises to join the Pilot Scheme-for those who are accredited as "OSH Star Enterprise"could receive a premium discount from the ERIRS when obtaining the ECI.The scheme also differentiates those safety-conscious and law-abiding enterprises from the poor performers,which helps the industry and public identifying the RMAA contractors who pay attention to work safety.Methods: The Pilot Scheme targets RMAA enterprises that employ less than 50 employees in Hong Kong.A three-pronged approach is used to improve the safety performance of the RMAA industry: the Pilot Scheme provides(1) financial support for the RMAA contractors to buy a transportable temporary anchor device and full body safety harness and its anchor system;(2) safety training on RMAA work safety and safety & health supervisor course;and(3) safety audit.Results: Enterprises that successfully pass the safety audit and satisfied the Scheme requirements will be accredited as"OSH Star Enterprise",which will be valid for two years.These enterprises can also be upgraded to"OSH Gold Star Enterprise"based on their continuous improvement in safety performance.OSHC will set up a register of OSH-accredited enterprises in RMAA works for reference of the public to facilitate their choosing of accredited contractors.The Employees' Compensation Insurance Residual Scheme Bureau will provide privileged premium rate for enterprises with OSH accreditation."OSH Star Enterprise"could enjoy 40% discounts when joining their insurance scheme.For example,a skilled worker's annual premium can be reduced by about HK $ 36,000.While,the "OSH Gold Star Enterprise"could enjoy 50% discounts when joining their insurance scheme,which means a skilled worker's annual premium can be reduced up to HK $ 45,000.Achievements: This Pilot Scheme offers practical assistance as well as attractive financial incentives for the RMAA industry to improve their safety performance.The Employees'Compensation Insurance Residual Scheme provides premium discounts for enterprises that have a good safety record.It provides incentive for RMAA contractors to actively participate in the Pilot Scheme.The Scheme demonstrates that by providing a safe working environment and appropriate personal protective equipment to workers,the enterprise not only helps to reduce the accident rate of the industry but also receive an economic return.The Pilot Scheme bridges stakeholders of RMAA industry,the government and the insurance industry creating an "all-win"situation.This partnership approach to prevent injuries and accidents in the construction industry could be an effective model for other industries. 展开更多

Occupational health and safety continues to be a major component of the built environment. The study investigates the effectiveness of occupational health and safety laws and regulations in the construction industry in Ghana and identifies the influencing factors. Face-to-face interviews were conducted among 49 stakeholders from four relevant groups—regulatory institutions, consultants, contractors, artisans and labourers. The findings of the study suggest that the existing occupational health and safety legal and regulatory framework is barely effective. Stakeholders were aware of the existence of some laws and regulations but mostly could not identify the specific laws and their relevant contents. Consequently, compliance is found to be irregular. The key recurring factors affecting effectiveness of occupational health and safety laws and regulations include: negligence and lack of priority for occupational health and safety, lack of training, lack of funds for occupational health and safety, lack of capacity of regulatory and supervisory institutions, and lack of occupational health and safety education within construction firms. The findings of the study are foundational in strategic interventions aimed at improving compliance with occupational health and safety laws and regulations in the construction industry of Ghana. 展开更多

Alarming statistics indicate thatthe construction industry accounts for 55,000 fatal injuries each year. That is because construction sites are often filled with potential hazards that can lead to serious injury or death. Responsibility for these injuries may be attributed to a variety of individuals including owners, contractors or subcontractors, engineers, equipment manufacturers, and architects. This mandated a new safety culture to emerge resulting in a decline in the incidence rate of all recordable nonfatal injury and illness for construction workers. This study explores the safety culture encountered in twolarge construction companies in the USA and Egypt, over the last five years. Comparison of the results recorded in both companies was also conducted. The study also investigated the benefits of focusing on the occupational health in the construction field in Egypt and USA. In addition to the literature review, the research methodology used for this study was inspired by the Contextual Design (CD) Methodology. The study indicated thepositive impact of implementing safety programs on significantly reducing the recordable injuries. Although some perceptions of the workers may seem absurd to others, these components are part of their reality. Worker behavior is an extremely important factor in workplace safety as many accidents are often caused by insecure actions, in which combinations of human behavior are the consequence of such perceptions. The aim of this study was to explore workers’ perceptions of safety practices in their habitual work environment, a building site in Mexico. Worker perceptions of safety practices were captured using an instrument in which the following dimensions were taken into consideration: Education and training, Work motivation, Family and social integration, Work place integration, Safety awareness integration, and Accidents. The conclusion was that the workers have received very little education and possess a limited culture of safety awareness, which has led them to perceive that their lack of precaution is the main cause of accidents. 展开更多

The enormity of the problem of construction accidents and hazards in the Ghanaian construction industry (GCI) calls for the need to engage in relevant research to equip stakeholders with the required knowledge to improve construction health and safety (CHS) and reduce site accidents and hazards. The complexity of the problem of accident causation explains a large number of conceptual models developed to aid the understanding of the dynamics involved in CHS. This paper involved a qualitative study to identify causes of accidents and hazards in the GCI and underlying issues requiring remedying and also a desk study to review Health and Safety related theories and concepts from extant literature to explain and contribute to the improvement of CHS. The paper contributes to the use of theories to advance studies on improving health and safety at construction sites, especially in developing countries like Ghana, where such studies have so far attracted little attention. The framework may enable construction stakeholders to easily identify problem areas on site and apply required improvement measures to create a healthier and safer construction site. The findings may provide useful knowledge to improve CHS and reduce site accidents and hazards, and also provide a multi-theory approach for understanding the dynamics of the complexity of the problems involved in CHS. 展开更多

With the coordinated development of social economy and technology today,various advanced construction techniques and well-established management measures have begun to be widely used in coal-tunnel construction.However,in the construction process of low-gas tunnels,it will also cause a certain degree of adverse impact on the construction quality and safety due to the lack of technical experience and management experience to a certain extent.Based on this,this paper takes the actual tunnel project of a coal mine as an example to analyze the main construction technology and safety management measures of low-gas tunnels,so as to provide guarantee for the quality and safety of such tunnel construction. 展开更多
