Examining Construction Quality Supervision and Organization Procedures for BOT Projects by Comparing with DBB Projects

Adopting the BOT （build-operate-transfer） delivery method has brought opportunities and challenges in construction time and quality for urban infrastructure. Many studies investigate the upstream issues of BOT projects such as concessionaire selection criteria and risk factors. But the project execution becomes complicated such as the escalated quality supervision organization and procedure at the construction stage. This extra supervision may have constituted hidden redundancies as waste to economic sustainability. This paper investigated construction quality supervision of BOT projects to pinpoint adequate degree of supervision and detect redundant organization and procedures. The study adopted ten subway construction projects as cases in which five were from the traditional design-bid-build （DBB） and five from the BOT methods. Thirty six project participants including owners, contractors, designers, and concessionaire managers of the ten projects were interviewed to tell their views on these issues. The quality supervision measures of the DBB projects were used as the baseline and compared with those of the BOT projects. The research results show that the construction quality seems no difference for the DBB and BOT projects. Construction quality comes out of supervision but excessive supervision organization and procedures do not necessarily improve quality. This finding indicates that adequate degree of supervision is enough to achieve required quality to save immense paperwork for large construction projects.

Measures to strengthen engineering quality supervision in construction management

A Suggestion for Teaching the Construction of"X What(Y)+All+Z"in the Process of TCSL

The construction of“X What(Y)+All+Z”generally appears in speaking and listening TCSL textbooks and some reading materials.In most cases,it is not listed in those textbooks as a key expression and more likely to be shown together with other similar constructions.However,foreign students tend to make mistakes when using it.This paper designs a teaching plan of the construction by using the“constructionchunk”teaching method,and puts forward some suggestions for teaching from the aspects of teaching materials,teachers and students.

Safety Risks and Preventive Measures for Construction Supervision of Construction Projects

Based on the analysis of construction project safety risk and its preventive measures, it is first necessary to clarify the safety risks and existing problems of construction project supervision and to formulate effective construction procedures. It is necessary to check the production safety of the construction unit, strengthen the company's own safety production management, and reasonably control the risk to familiarize with the construction drawings, and make a special construction plan for the work of the bottom line. Finally, an elective solution is drawn to comprehensively expound the importance of construction project construction safety risk and its preventive measures.

Views on Differential Management in Safety Supervision of Construction Engineering

Given the advances in science and technology,rapid development of socialist market economy and continuous advance of urbanization,it is necessary to enlarge the scale of engineering construction.As the form of engineering structure becomes more complex,large-scale and high-level projects with deep foundation have appeared in engineering construction.For construction engineering,one of its technologies includes solving the difficulties in construction.It is required to deal with the safety risk of construction in time to guarantee safety construction,timely solve the management difficulties and contradictory problems of the project and ensure both the safety of engineering construction and the rationalization of the institution setting of the safety supervision on the project.

Suggestions and Reflections on Inheritance Strategy of Traditional Residence Construction Technique of Ethnic Minorities in Western Hubei

The traditional residence of ethnic minorities in western Hubei has a long history,and their construction skills reflect the wisdom and culture of the nation.Due to the limitation of geographical environment,the development of modern cities and towns,and the influence of foreign culture,the inheritance of traditional construction skills is facing a great crisis.This paper analyzes the research status of traditional residence of ethnic minorities and summarizes the necessity of inheriting the traditional residence construction technique.Moreover,strategies and suggestions about inheritance are put forward from four aspects:the national policy guidance and local implementation,building characteristic area of traditional residence,establishing and improving the theoretical framework of building skills,and building digital platform.The ways and methods of integrating traditional construction skills and culture into the training process of colleges and universities are explored.

FIDIC new conditions of contract and their applying prospects for the construction industry in China

In this paper, the author gives a brief introduction to the evolution of FIDIC conditions of contract, particularly the background of the 1999 new editions. A detailed discussion is made of the applying prospects referring to the new editions of FIDIC Conditions of Contract in China in 6 aspects: revisions of the existing model contract forms; finding solutions to the payment delay problem; advocating the Design/Build and EPC turnkey project delivery system; clarifying the roles of supervising engineers and opening up the new regions of their work. This paper also prepares a short form model contract for small projects in China, improving the settlement of construction disputes.

Construction Technique Analysis and Improvement for Rammed Earth Wall of Rural Houses in Hanzhong

Rammed earth wall technique is one of the local widespread traditional construction methods, and it has superior physical property and ecological protection characteristic. When contemporary raw-soil building is replaced by industry building, the hometown building culture is perishing gradually. In order to inherit and develop the Hanzhong local building, rammed earth wall in Taiyangling and Cangshe hometown is investigated, and the characteristics and construction techniques of the local rammed earth wall are concluded. According to the construction problems, the improvement suggestions are put forward, which establishes the foundation to investigate rammed earth wall further, and guide Rural House construction.

Suggestions on Strengthening Greening Construction of Ecological Residential Areas

Greening construction is an important part of the construction of ecological residential areas,but there exist some misunderstandings in greening construction of ecological residential districts at present.Based on the description of functions of green space in ecological residential areas,the summarization of principles of greening design,and the discussion of questions in greening construction of ecological residential districts,some suggestions as well as specific measures for strengthening greening construction of ecological residential areas were proposed to promote the healthy development of greening construction in ecological residential areas.

Key Points in the Supervision of Road Landscaping Project——A Case Study of the South 3^(rd) Ring Road in Yanta District of Xi'an City,China

Characteristics of road landscaping were analyzed,as a kind of "linear" landscaping,it could be classified into urban street landscaping,urban ring road and expressway landscaping.Differences between road landscaping projects and other garden landscaping projects or construction projects were analyzed.Landscaping project for the South 3rd Ring Road of Xi'an City(in Yanta District)was taken for an example to summarize construction experience,discuss present conditions and features of garden landscaping supervision in China.The artistic and physiological properties of garden landscaping,as well as the supervision during maintenance period were stressed,but it was also pointed out that garden landscaping supervision in China was actually not given sufficient attention.On this basis,key points in the supervision of road landscaping project were proposed:understanding design ideas,selection of landscape plants,quality control of concealed works,prevention and control of diseases and insects,construction safety management and overall image;only by effectively implementing these key points,a high-quality road landscaping project could be realized to improve the image of a city and beautify its environment.

An evaluation of the economic,social,and ecological risks of China-Mongolia-Russia high-speed railway construction and policy suggestions

The construction of China-Mongolia-Russia high-speed railways is a strategic move to promote transportation infrastructure inter-connectivity between these countries, which will accelerate the implementation of the China-Mongolia-Russia Economic Corridor. However, well-planned China-Mongolia-Russia high-speed railways demand accurately identifying construction risks, scientifically evaluating risk levels, and mapping the spatial distribution of these risks. Therefore, this study established the integrated risk evaluation model(IREM) to scientifically evaluate the economic, social, and ecological risks of China-Mongolia-Russia high-speed railway construction and determine their magnitude and spatial distribution pattern. Based on this analysis, we propose designs for the east and west China-Mongolia-Russia high-speed railways and policy suggestions to mitigate construction risks. Suggestions include developing innovative cooperation of the "high-speed railway for resources and market", strengthening communication and technology dissemination, and applying innovative engineering techniques and setting buffers; establishing collaborative prevention and control systems to mitigate the three major ecological risks in the China, Mongolia, and Russia trans-border areas; and promoting economic integration by improving strategic coordination. In summary, this study provides scientific support for designing the China-Mongolia-Russia high-speed railways minimizing construction risks.

Problems of Rural Food Safety and Strategies of Constructing Supervision System

This paper expounds the practical necessity of constructing diversified rural food safety supervision system as follows: it is the necessary requirements of guaranteeing people's health and life safety; it is an important component of governmental function of social management and the logical extension of administrative responsibilities; it is the basis of maintaining order of rural society and constructing harmonious society. The main problems existing in the supervision of rural food safety are analyzed as follows: first, the legislative work of rural food safety lags behind to some extent; second, the supervision of governmental departments on rural food safety is insufficient; third, the industrial supervision mechanism of rural food security is not perfect; fourth, the role of rural social organizations in supervising food safety is limited; fifth, the farmers' awareness of food safety supervision is not strong. 国内地下储气库库址变化新趋势与发展建议

“十四五”期间,国内地下储气库巨大的调峰缺口与资源劣质化形成鲜明对比,储气库建设面临库址资源缺乏、技术难度升级等技术挑战。通过系统调研分析全球储气库类型及特征,提出了国内储气库库址变化新趋势;从建库新模式、理论技术、配套政策等方面探索了储气库建设发展对策,并针对国内天然气资源与市场分离、多调峰方式并存、储气库类型地域差异等特点,构建了储气库建设总体布局与数字化发展方向。研究得出,国内储气库库址呈现多样化、大型化、复杂化和数字化4大新趋势;通过采用大面积低渗透岩性气藏“三区带”和油藏气驱采油与储气库协同建库的新模式,能够激活一批库址资源,极大提升调峰能力;攻关储气地质体动态密封性评价、高速交互注采渗流机理与库容设计、复杂盐层造腔新工艺及提高空间动用等新技术,能大幅提升运行效率、降低安全风险。研究结果为充分挖掘库址资源、指导复杂储气库高效设计提供了科学支撑。
