Excess cost control requires to be maintained throughout the project life of building beginning from the initial stages of design. Scrutinizing the project well and considering all possible alternatives particularly in design stage are important for achieving optimum cost. In this study, how the principles of VE (value engineering) are applied in construction projects is explained, and by covering Bregana-Zagreb-Dubrovnik Motorway construction in Croatia by BECHTEL -ENKA joint venture as the sample project, practices of VE in this project are described. The satisfactory results of time and cost saving are achieved by applying value engineering principles through the VE team during the project preparation phase and project revision phase. Approximately 43,000,0005 and 12 months of time were saved in total thanks to all these VE works. This saving provided builder company with 6% financial saving and 17% work time reduction.展开更多

Based on 50 civil engineering projects in Libya from the database of the Great Man-Made River Syst...Public construction project data were analyzed to develop models for the actual construction duration and actual cost. Based on 50 civil engineering projects in Libya from the database of the Great Man-Made River System 1992-2009, the models identified extension as a main factor that affecting both the actual duration and cost of a project, while considering the contract cost and contract duration as fixed for the project. The suitability of each model was confirmed by examining RMSE (root mean squared error), NSE (Nash-Sutcliffe efficiency), and MEF (modeling efficiency factor). The models were validated with data from 17 different projects. The validation of both models demonstrated that models are very practical and accurate. The models are very effective in capturing the uniqueness of Libyan construction industry practice.展开更多

To ensure rapid and sustainable economic growth, strong support from the energy sector is required. Governments in Vietnam have invested in numerous hydropower projects, many of which employ the EPC (Engineering, Procurement and Construction) contract. However, the EPC general contractors are facing many difficulties, resulting in schedule delays and considerable losses. This research is conducted to highlight the main risk factors in the delays of hydropower construction projects in Vietnam. The research employs the method of statistical calculations and risk analysis to obtain feedback from experts participating in similar projects. The research outcomes are as follows: identifying the risks that can cause delays in EPC hydroelectric construction projects in Vietnam;calculating and classifying the degree of impact of each risk to the progress of the construction. Forecasting for construction project is a complicated process need more than applying one equation only. As assuming that, project performance during finishing stage will be similar to project performance during concrete stage is totally wrong. The case study techniques have been used to prove an important idea and also to implement a suggested protocol which actually implemented and tested and it should be considered as a research finding. The project used in this case study is "Hurgadah Intemational Airport--New Terminal Building", while executing this complex construction projects with different stages the forecasting for the project end date and final end budget were completely not realistic. The above leads to questioning the next: "Is it true that using the earned value indexes for forecasting construction projects end date and final budget is the right way? And if not, what is the right process that should be used in order to reach acceptable forecasting method?" We implement the EV measurements by the normal technique and also implement in the same month the suggested protocol for forecasting, comparing the results proof the effectiveness of the suggested protocol. The findings prove that, the construction projects need special treatment when use the EVM for forecasting. The earned value indexes created to serve the projects which have repeated tasks or can say which got one stage only, like information technology (IT) projects as those projects depending on manpower productivity and also based on few different qualifications. The method of awarding projects to the lowest responsible tenderer was originally implemented to guard against corruption of state officials. However, an investigation of the construction industry in the Canadian province of Quebec showed that lowest-tender-offer procurement gave rise to collusion of companies tendering for the contracts. Alternatively, bestvalue procurement has been used for decades, but here problems arise owing to the necessity of subjective judging of measures other than price to compare bids, giving rise to time-and money-consuming protests. The paper proposes a compelling argument that the construction engineering management(CEM) culture should refocus its efforts on enhancing project cost certainty rather than merely searching for means to design a project in a manner that produces the lowest initial cost, and awards the construction to the lowest tender offer that focuses on cost savings during the project development and delivery process. The difference in the two approaches is subtle but extremely important. To make the transition, the engineering management tools must be advanced to the next level.This means that all project control tools for managing cost,schedule, and technical scope must be transformed from working in the deterministic mode to the stochastic mode,thus making the probability of completing the projectwithin or below its official budget the primary decision criterion. The effect on the travel time of a link decreases as its distance from the road construction project increases. In addition, the effect could extend to the connecting arterial street links within the vicinity of the road construction project. Therefore, the focus of this research is to model the effect of a road construction project on the freeway and connecting arterial street link-level travel times. Data pertaining to a resurfacing construction project, which lasted for six months,was gathered from the traffic incident management systems(TIMS). The travel time data was collected and processed, for each selected freeway and connecting arterial street link,for six months before the start of the resurfacing construction project and six months during the construction of the resurfacing project. Generalized linear models(GLM) were developed and validated for before and during the construction project periods with the average travel time on a link as the dependent variable. Data such as time-of-the-day, dayof-the-week, the distance of a link from the work zone, subject link characteristics, and upstream and downstream link characteristics were collected and used as the predictor variables. The results indicate that the subject link, upstream link and downstream link characteristics have a significant effect on the freeway and connecting arterial street linklevel travel times due to the resurfacing construction project.展开更多
