Ocean ecological compensation mechanism in Liaoning area from the angle of ecological civilization——based on analysis of Dalian's cooperative governance

How to speed up the establishment of marine ecological compensation and the ecological compensation system is inevitable choice from ocean country to marine power.Therefore,construction of marine ecological compensation mechanism is the effective means which incentives marine ecosystem services supply,improves the quality of marine ecology,and promotes the ocean to the green transformation.Combined with Dalian maritime case study in Liaoning Province,three dimensional interactive marine ecological compensation mechanism,the compensation frame work,path and operation mechanism were built up.Suggestions on accelerating the legislation process;perfecting the management system;establishing proper system for both incentive constraint and reward-punishment;increasing the source of Ocean Ecological Compensation funds;accelerating On the study of the Ocean Ecological Compensation Mechanism in Liaoning Area from the Angl-e of Ecological Civilization Based on Case Analysis of Dalian.

A multiple case study on the cooperative governance model of treating environmental deterioration

Managing the acute problem of environmental deterioration due to the industrialization of modern China is necessary.Using three cases from a theoretical perspective of procedure-structure,this study explored how environmental deterioration is governed in three circumstances.Research findings revealed that the pattern to treat the worsening environment is associated closely with individual-specific circumstances,and thus three patterns of governance are developed:bureaucratic,contractual,and network-based cooperatives.The cases and the results are described the advantages and disadvantages of these models are discussed.Suggestions on how to more effectively manage these urgent problems are as follows:first,the governance must fit the circumstance,namely,its physical,biological,and social attributes;second,the regulations and conditions regarding the government-dominated pattern are came up from the perspective of mega-governance,mutual trust contracts,benefit sharing,and social capital;and third,the government should abandon the pattern based on the single subject and adopt a plural subject governance model to integrate all the relevant forces to facilitate the attainment of benign environmental governance.

A study of cooperation processes in multi-agent systems of storm surge disaster

Collaborative governance mechanism is a public management process that emphasizes the establishment of trust relationship between various subjects within the government and between multiple subjects such as the government and non-government based on the needs of the interest community,so as to achieve the advantages of collaborative governance.It is an important measure to improve the national storm surge disaster management system and realize the modernization of disaster management capacity.It is also the trend of the government to improve public management.Based on the results of relevant national bulletins,the storm surge disaster is selected which is the most characteristic of Marine disasters in the scope of marine public management.We select Zhejiang Province as the research area,which is heavily affected by storm surge disaster.Based on the case subjects of previous major storm surge disasters in Zhejiang Province,we analyze the specific measures taken by relevant subjects to deal with storm surge disasters.This paper presents the current situation of the participants and the cooperation problems among the participants,finds out the causes of the problems,studies and puts forward countermeasures and suggestions for the coordination management among the participants,provides certain ideas for further developing the disaster prevention and reduction and emergency management of storm surge disasters in coastal areas in order to improve the understanding of multiple subjects on the emergency management of storm surge disasters.

On the Relationship between China and the International Energy Agency

As China needs to play a more active role in global energy governance, it must create a diversified, multi-level system to enhance energy security and to alleviate environmental pressures. A China-IEA bilateral relationship exists under an Association Initiative, but a stronger bond is needed. Though it is not an IEA member, China's massive energy needs makes it sensible that the two sides overcome existing obstacles that include OECD membership, statistical information issues and energy autonomy. In this regard an "IEA+China" might be a feasible model.

Reflections on the Participation of Social Organizations in the Prevention of COVID-19

Objective To study the problems of Chinese social organizations in participating in the prevention and control of the COVID-19 pandemic so that we can standardize the participation mechanism,improve the collaborative management mechanism,and promote the development of social organizations.Methods Through the analysis of CNKI,news reports,industry conferences and other data,combined with the current situation,the participation of social organizations in public health emergencies were investigated.Results and Conclusion The coordination between government and social organizations is not good.Social organizations in the field of public health are unable to stand out in a timely manner.The public do not have self-management ability.Some of the media spread rumors.Besides,most social organizations are highly dependent on the government and they are ack supervision.Social organizations should be incorporated into the emergency management system and national hub-based social organizations must be established.In addition,supervision should be strengthened to increase the credibility of social organizations.The responsibilities of community and emergency management at the grassroots level should be enhanced.The public opinion response and disposal system should be improved.Lastly,the responsibility of social organizations in the field of public health must be fulfilled.
