Coordinated development of Yunnan's frontier culture and economy under the regional economic integration pattern

This paper constructs the index system by means of quantitative analysis. We choose the coordination degree of Yunnan province from 2012 to 2015. The regional cultural and economic development in Yunnan's frontier are analyzed so that we can provide the reference for the sustainable development of Yunnan's frontier and realize the coordinated development of culture in Yunnan's frontier and economic system in order. The results show that the culture and economy in Yunnan's frontier are coupled with formation of the coordinated development of culture and economy; economic development is the main reason to promote the coordinated development of culture and economy in Yunnan's frontier, and it contributes to the main force of improving the coordinated development of evolution types; the coordinated development degree of the overall level is low and still in the China's backward level.

Characteristics and prospects analysis of China＇s regional coordinated development of regional economy

According to proposed research methods of national coordinated development of regional economy, we calculated national coordinated development degree of regional economy in recent year and analyzed the trend and characteristics. The result shows that： the overall level of national coordination development of regional economy improved significantly, reaching a higher level of coordination.

Ecological and Environmental Protection Requirements in China s Regional Coordinated Development Strategy in the New Era

Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.

Research Progress of High-Quality and Equilibrium Economic Development of Ethnic Regions in the Context of Digital Economy

A new generation of information technology is driving the growth of digital economy across the world.In recent years,China has attached great importance to the development of digital economy and digital technology.With the support of a series of policies,the digital industry has been able to develop at an astounding rate,and at the same time the integration of other industries with digital technology has been strengthened.The profound changes in production factors,production methods,and production approaches have promoted high-quality regional economic development.Literature statistics have shown an increasing trend in digital economy research in recent years.In this paper,literature on digital economy development,digital economy and high-quality economic development,the current situation of economic development in ethnic regions,and digital economy and economic development in ethnic regions is recapitulated in an attempt to learn from existing studies.

Coordinated Development Level of Economic Society and Ecological Environment in Binzhou City

Based on the data of GDP per capita and emissions of major pollutants in Binzhou City from 2013 to 2017,the changing trends of emissions of major pollutants with the increase of GDP per capita,as well as the coordinated development level of ecological environment and social economy in Binzhou City were studied.The results showed that with the increase of GDP per capita,the changing curves of industrial wastewater and industrial soot in Binzhou City were inverted-U-shaped,and the emission of industrial wastewater reduced after peaking.However,the production of industrial solid waste and the emission of industrial waste gas did not show a downward trend with economic growth,and still increased year by year.The coordination degree of economic development and ecological environment protection in Binzhou City was moderately lagged.By the adjustment of industrial structure,environmental protection and control should be increased,and relevant regulations should be formulated to control pollutant emissions,thereby achieving sustainable development and coordinated development of regional ecology and environment.

Measurement of Urban Economic Gravity of China’s Three Major Agglomerations and Its Implications for the Coordinated Development of the Beijing-Tianjin-Hebei Region

This paper adopts the perspective of urban economic linkage and the modified urban economic gravity model to conduct a comparative analysis of the economic gravity among cities in China’s three major urban agglomerations,including the Beijing-Tianjin-Hebei region,the Yangtze River Delta,and the Pearl River Delta.The results show that,despite the ever-tightening economic linkages among cities in the urban agglomerations,the development of the Beijing-Tianjin-Hebei region falls behind that of the Yangtze River Delta and the Pearl River Delta in terms of coordination,closeness,and balance.The economic linkages among cities in the Beijing-Tianjin-Hebei region are not as cohesive as they could be and display a significant“siphon effect”through Beijing and Tianjin as well as a prominently unidirectional economic flow.This study suggests that efforts should be put into directing the orderly flow of resources from Beijing and Tianjin to cities in Hebei and promoting a balanced economic flow among cities,thus facilitating the coordination of regional development.

新时代中国重大战略区域的高质量发展之路:逻辑、成效与展望

进入新时代以来,国家相继部署五大区域重大战略,推动国家重大战略区域走出了一条中国特色的高质量发展之路。在对重大战略区域高质量发展的基本逻辑和实践历程梳理基础上,基于新发展理念内涵,构建高质量发展评价指标体系对国家重大战略区域高质量发展进行全面立体地评估。研究发现,国家重大战略区域的高质量发展水平总体呈现平稳上升趋势但存在空间极化现象,其中,长三角、粤港澳和京津冀多极分化现象相对突出。短期来看,低、中低、中高水平城市转移趋势各异,但随着时间跨度的延长,各城市基本趋向于更高水平发展。研究认为国家重大战略区域发展过程中应聚焦各区域高质量发展相对短板,协同提升各维度发展水平,根据区位条件和发展基础制定差异化的发展政策,进一步弱化各区域高质量发展的空间不平衡。

新质生产力与城乡均衡发展:耦合协调、区域差异与动态演进

新质生产力作为高科技、高效能、高质量的生产力,对我国经济转型升级与区域协调发展至关重要。基于2013—2022年中国31个省域的面板数据,构建新质生产力与城乡均衡发展的综合评价指标体系,采用熵权法测算两者的发展指数,并通过耦合协调度模型、Dagum基尼系数与Kernel密度函数,对二者耦合协调的程度及其地区差异与空间演化规律进行深度分析。结果表明:新质生产力和城乡均衡发展水平普遍上升,但整体水平不高,区域差异显著,东部地区发展较快。两者之间的耦合协调度稳步增长,从低度协调发展到中度,再到高度协调。地域上,东部领先,中部居中,西部滞后。新质生产力与城乡均衡发展水平的耦合协调度地区差异逐渐增大,主要由区域内和区域间差异引起。

新亚欧陆海联运通道建设中跨区域协同发展对策研究

新亚欧陆海联运通道建设是推动区域经济一体化发展的重要战略,跨区域协同发展则是通道建设的方向和保障。近年来,通道建设取得了显著进展,但跨区域协同发展水平仍有较大提升空间,并亟待寻求解决方案,以促进江苏沿海地区独特区位优势更好地转化为开放发展优势,更好服务于我国新发展格局构建。在对现有文献进行综述基础上,本文对新亚欧陆海联运通道建设中跨区域合作现状及问题进行了分析。结果表明,新亚欧陆海联运通道建设中面临的主要问题是支撑不牢、流通不畅、能级不高和保障不足,需进一步健全基础设施、优化配套服务,优化运输物流、提升物流效率,构建全方位协同开放体系、推动区域经济一体化,加强政策支撑、完善统筹协调机制,以促进跨区域协同发展,进而推动新亚欧陆海联运通道建设。

新基建与区域经济协调发展的时空耦合及影响因素

基于2013—2020年中国31省(市、区)的面板数据,在测算出各省级行政单元新基建发展水平和区域经济协调发展程度的基础上,运用耦合协调度模型测算出二者的耦合协调度并分析其时空演化格局及影响因素。结果发现:①中国新基建发展水平、区域经济协调发展程度及二者的耦合协调度均逐年升高,其增长幅度皆呈增加趋势;②新基建与区域经济协调发展的耦合协调度存在明显的空间异质性,东部地区高于中部和东北地区,西部地区最低;③新基建发展水平在省域之间具有负向空间溢出效应,而区域协调发展程度及二者的耦合协调度在省域之间具有正向空间溢出效应;④影响新基建与区域经济协调发展时空耦合的主要因素是产业结构和城市化进程。本文对中国新基建发展水平、区域经济协调发展程度及二者耦合协调度的演化特征及影响因素进行了研判,期望为中国新基建和区域经济协调发展的良性互动提供决策参考。

Evaluation and countermeasures for coordinated development in the active export-oriented region: a case study on Zhejiang, China

Taking a typical active export-oriented region Zhejiang as an example, this paper tries to evaluate its Coordinated Development Degree （CDD） form 1997, focusing on the characteristics of its export-oriented econom〉 and regional environment. The results show that Zhejiang ＇s CDD has kept increasing steadily after its slight drop in 1998. Finally, four measurements are proposed to promote sustainable development, including increasing and equalizing region＇s environmental investment, changing pollution-intensive export structure to avoid restricting the whole industrial structure, restricting simple spatial translocation of high-material consumption, high-energy consumption and high-pollution industries, etc.

农村数字经济与农业绿色发展的耦合协调研究

基于2014—2020年中国省级样本数据测算农村数字经济和农业绿色发展水平,采用修正的耦合协调模型、Dagum基尼系数及QAP模型实证分析农村数字经济与农业绿色发展的耦合发展水平差异及其原因。结果表明:尽管农村数字经济和农业绿色发展均处于发展推进期,但目前两者并未达到最优耦合状态;农村数字经济与农业绿色发展耦合水平差异经历“缩小-平稳-增大”的过程,缩小地区间差异和地区内差异都是解决耦合不平衡的关键;政府调控水平、运输邮电水平以及外贸开放水平差异是造成各省耦合水平差异的主要原因,而科技水平的差异化有利于缩小各省耦合度的差异。据此,建议由地方政府牵头将现代信息技术深度融入农业农村发展,打造高效高质寄递运输网络,健全农产品国内统一大市场体系,并坚持创新驱动发展。

京津冀高质量协同:发展历程、取得成效与未来展望

京津冀协同发展是重大国家战略。经过10年来的发展,京津冀协同发展已迈入高质量协同发展阶段,在科技创新、空间布局、生态保护、对外开放、民生领域等方面取得一系列显著成效,但也存在创新转化能力不足、产业转移承接断层、“过密过疏”现象突出、生态联合治理及生态补偿机制有待完善等挑战。面向中国式现代化建设的先行区、示范区这一目标任务,应进一步完善顶层制度设计和空间功能布局,以新质生产力为协同发展的新引擎,让数据要素成为协同发展的新动能,推动京津冀协同发展迈向更高质量、更高水平。

数字经济背景下江苏新零售模式创新研究

数字经济赋能区域高质量发展的溢出效应研究

基于数字经济突破空间距离约束的集约优势,使用2012-2021年30个省(市、区)1的面板数据,通过区域协同的空间分层逻辑,实证探究数字经济赋能区域高质量发展的效应及其作用机制。实证结论表明:(1)数字经济对经济高质量发展呈现显著的直接效应和空间溢出效应。(2)数字经济促进经济高质量发展的根本动能源于数字经济驱动产业结构高度化、合理化、技术化“三位一体”共生互促。(3)数字经济对区域经济高质量发展的溢出效应在东部和西部表现明显,中部则不显著。为此,本文从区域协同促进区域共享发展视角提出相应对策,即:补齐数字经济区域发展短板,放大数字经济空间溢出效应优势,推进数字经济与产业发展深度融合。

数字经济对国民经济的引领作用研究——基于多区域投入产出表

为探究数字经济对国民经济发展的作用效果,编制中国数字经济多区域投入产出表,将产业关联系数的计算拓展到多地区多部门情形,并通过定义溢出效应来区分各地区数字经济发展对地区内外经济拉动和推动的差异化效果。研究发现:数字经济对国民经济发展的拉动效应强于推动效应。东部地区已经实现服务业拉动转向数字产业拉动的动力转换,中西部地区则展现了由工业拉动直接转向数字产业拉动经济发展的演变模式;各地区数字经济发展主要拉动和推动本地区经济增长,但数字经济对拉动和推动城市群内部经济协调发展效果显著,如长三角和珠三角等区域;经济发展水平较高地区的数字产业属于“消费依赖型”产业;而工业发达地区和欠发达地区数字经济发展更依赖于投资。研究数字经济与实体经济融合发展具有重要的理论价值与现实意义,据此提出推动数字经济发展的政策参考。

城市网红经济的形成与传导机制--兼论淄博烧烤走红的区域经济学意义

淄博烧烤由网络热点下的区域性经济事件发展成为区域公用品牌,有效带动了周边区域经济的发展。在促进区域经济增长、推动产业转型升级、提升城市品牌建设和优化空间资源配置等方面具有重大经济意义。以区域经济学视角为切入点,基于淄博烧烤事件发展过程和特征,深入剖析淄博烧烤走红对以淄博为核心的区域经济的影响,结合现实经验和未来挑战梳理淄博烧烤事件的区域经济意义。研究发现,鼓励民营经济发展、提升城市服务水平、发掘区域文化资源、抢抓流量营销机遇、扩大区域消费市场和推动政府-市场协同用力是淄博烧烤走红的六大核心机制;保持服务品质、应对市场竞争、提升创新能力是淄博烧烤行业长期发展中的关键着力点。淄博烧烤的成功为有效应对流量经济潮流,打造新型消费热点,促进区域经济转型提供有益参考,在我国推动有为政府和有效市场高效结合,激发人口大市场消费动能,促进区域经济一体化和高质量发展中具有重要实践意义。

数实融合推进新质生产力发展的逻辑机理和传导路径研究

本文基于2013~2022年我国30个省(区、市)的面板数据,构建数实融合和新质生产力的指标体系,实证分析数实融合推进新质生产力发展的影响效应与作用机制。结果发现,数实融合对新质生产力发展具有显著正向推动作用,并且该结论在进行内生性问题处理和稳健性检验之后依然成立。异质性检验发现,数实融合对新质生产力发展的影响呈现“东部>西部>东北>中部”的差异分布格局,并且人才越丰富的省(区、市),数实融合越能推进新质生产力的发展。作用机制检验结果表明,全要素生产率和技术创新在数实融合对新质生产力发展的影响中发挥中介作用。本文研究结果可以为数实融合推动新质生产力的发展提供数据支撑和路径参考。

雄安新区缩小与北京公共服务差距的理论逻辑与实现路径

雄安新区缩小与北京公共服务差距,是有序疏解北京非首都功能的重要前提和京津冀协同发展的本质要求,在推进共同富裕、区域协调、高质量发展和中国式现代化的理论和实践创新中发挥着引领带动作用。七年来,雄安新区坚持以人民为中心推进基本公共服务均等化,在教育、医疗、社保、就业、住房等重点领域率先取得突破。然而由于经济发展阶段不同,雄安新区与北京公共服务差距依然较大,存在资源分布不均衡、北京功能疏解有阻力、雄安自身供给能力不足、共建共享机制不健全等难题。建议正确处理政府与市场关系,从优化公共服务资源布局、完善承接配套政策体系、创新公共服务供给方式、推进公共服务共建共享等几个方面着手,率先推进基本公共服务均等化,动态扩大普惠性非基本公共服务供给,不断满足人民群众日益多元化的公共服务需求。

中国消费中心建设:现有格局、调整逻辑与发展路径

在制造业大国、生产中心背景下,我国又提出经济的消费转型,要建设消费大国,打造(国际)消费中心(城市)。当前,我国一些传统消费型城市经历了历史嬗变,后发的消费型城市更多立足于生产制造,一些偏远、基层城镇逐渐向消费中心转型,但大多数消费中心还未能实现专门性独立发展。从生产中心到消费中心有着很深的内在调整逻辑,包括经济增长动力改变,由供给推动向需求拉动转型;社会主要矛盾改变,更多化解发展不平衡不充分矛盾;经济水平提高,消费大发展的条件已经具备;资源和环境面临危机,需要以消费经济化解生产经济紧约束;国内外环境改变,消费中心担负经济突围重任。我国消费中心建设还存在诸多制约因素,如收入分配不合理,区域消费制约严重;过多生产作业加班,挤占生活消费空间;城市拥挤,消费流动不畅;公共设施落后,不能支撑消费大场景;更重生产,消费经济功能发挥有限;片面追求物质财富的拥有,全民生活消费筹划建设不够;内卷化竞争过于激烈,消费激情难以焕发;过多追名逐利,消费价值观有待重建。需要进行相关体制机制建设,政策调整方向包括适应生产劳动人工时间减少的趋势,增加消费时间;调整城市布局,畅通消费流;强化公共消费设施建设,营造消费大场景;调整收入分配,构建外向型消费结构;深化规律性认识,发挥好后工业时代消费对经济的主功能作用;引导消费,积极筹划消费蓝图;防范内卷化竞争,焕发全民消费激情;全面发展,重构生产价值和消费价值观体系。
