One of the drivers of this shift is the implementation of policies that favor sedentary farming. However, there is inadequate information on how this transformation operates at the village level. Based on a case study of one village in Central Tanzania, this study demonstrates that the village land use plan is the primary policy tool for the transformation and intensification of shifting cultivation at the village level. Through the land use planning process, land is allocated only for lawful uses such as settlement, permanent cultivation, and the village forest reserve. No land is designated for shifting cultivation. Additionally, the land use plans are accompanied by by-laws that restrict shifting cultivation practices, such as the use of fire during land preparation and leaving the land fallow for more than 3 years. The intensification of shifting cultivation was not associated with an increase in the use of farm inputs such as improved seeds, fertilizer, or irrigation, as is commonly practiced in sustainable intensive agriculture. Instead, it was associated with the adoption of short fallow farming systems and labor-intensive land preparation methods, such as deep plowing to loosen the soil and sub-soiling vegetation.展开更多

An increased need for food globally, changing environmental conditions and increased demand for environmentally sound agriculture and food systems, all require better integration of planning for rural land use and food production. A literature analysis was conducted including coding of 76 papers, to answer the question on how and to what extent, literature addresses the integration of land use policy and planning, and food system planning, in the context of sustainable rural development and agri-food production. The results indicate that land use and food system planning co-occur in literature, yet lacking the perspective of sustainable rural development, suggesting that integrated planning for sustainable rural land use and food systems needs to be strengthened. Food system research has largely focused on availability and access, or what can be associated with consumers, rather than rural land use. Likewise, the inclusion of food systems is neither common in rural land use planning nor in agricultural policies. Holistic planning for a sustainable food system may be suffering from a disjointed approach, e.g., planning for farmland may not have any links to planning for accessibility, consumer preferences or food marketing. Increased cooperation between stakeholders is necessary to break down the silos in the food system. Policies and plans for rural land use and agri-food production should be coordinated for the common goal of sustainability.展开更多

For a long time, the independence of the two is more prominent than their organic connection. This research has made preliminary considerations from three aspects. First, it concerns infusing the concept of ecology, contemplating and demonstrating space, as well as reducing the incidence of plant diseases and insect pests of urban green land. Second, the arrangement of flowers and trees for the planning and design of urban green land should comply with the biological attributes of flowers and trees to realize the organic unification of biological and scenic attributes of flowers and trees. Third, the planning and design of urban green land should attach importance to the organic unification of biological and scenic attributes of lawn grass seeds and reduce the difficulty of maintaining lawn. This research attempts to reduce the pressure of maintaining urban green land from the beginning, i.e. the planning and design of urban green land. It also tries to reduce the cost of maintenance and management to the realize planning and design goals of urban green land and the sustainability concerning its maintenance and management and arrive at the mutual unification of the planning and design as well as maintenance and management of urban green land.展开更多

However, the local governments, when making land use planning, often aim at economic development, and rarely refer to the coordination of compatibilities and conflicts between industrial actions and landscape behaviors in the mosaic structure. In this study land use in the Jinyun Mountain and its surrounding area, Chongqing is adjusted by gray multi-objective programming approach and local-level decision-making process to cope with conflicts between objectives for human welfare and objectives for landscape conservation. The results indicate that: 1) the compatibilities and conflicts among different behavior characters and different landscape types result in the compatibilities of landscape to human behavior; 2) a land use planning in the study area is produced based on the sustainable land use and social-eco development, which pays more attention to the resources and environment constraints and economic objectives, and follows the distribution law of rare resources; 3) in the study area, cultivated land of 1,207.27 ha can meet the demands for food and byproducts by the residents there, orchard land and forestland of 632.55 ha, 2,276.61 ha, respectively can provide enough spaee for the local people to improve their living structure and meet their demands for reereational activities, and urban residential land, rural residential land, mining land and transportation land of 1107.60 ha, 120.27 ha, 162.48 ha, 100.91 ha, respeetively can satisfy the resident's eeonomie development and infrastructures; 4) the equilibrium among industrial actions, landscape accessibility and ecological conservation can be obtained by analyzing the possible impaets of human activities on landscape eeologieal proeess in open spaee of metropolitan suburbs in mountain areas.展开更多

Results indicated that: 1) From 1992 to 2002, land use changes focused on 12 patterns with the total conversion area of 92.11%, which were related to cultivated land, residential and industrial-mining area, and orchard land. Urbanization and economic reconstruction were the leading driving forces. 2) There was obvious difference of the areas of ecotypes driven by land use change in wide valley and mild slope between 1992 and 2002, while there were little or no difference in steep slope and very steep slope. 3) Both of the conditions of ecological health in 1992 and 2002 were sound, and the ecotypes focused on the types of health and sub-health. But, health ecosystem in 1992, with an area of 764.64ha, accounting for 38.51% of the total evaluation area, was better than that in 2002, with an area of 636.10ha, accounting for 34.19% of the total evaluation area. 4) The ecotypes involved into different ranges have already degenerated, due to humankind’s disturbance, while the conditions of ecological health in the same ranges in 1992, regardless of stability and reconstruction, were better than that in 2002. 5) The planning scenario based on ecological health was accorded with the practice condition of Beiwenquan Town: 388.29ha of cultivated land could meet the Beiwenquan demand of food and byproduct; 1045.26ha of forest land area, the Beiwenquan demand of ecological health; and 1004.73ha of the residential and industrial-mining area, the Beiwenquan building demand. 6) Sustainable land use planning based on ecological health had higher useful value, because it not only stood to ecological theory, but also satisfied the developmental demand of society and economy.展开更多

In order for land use planning to have reasonable flexibility, uncertain optimization should be applied for LUSO. In this paper, the researcher first expounded the uncertainties of LUSO. Based on this, an interval programming model was developed, of which interval variables were to hold land use uncertainties. To solve the model, a heuristics based on Genetic Algorithm was designed according to Pareto Optimum principle with a confidence interval under given significance level to represent LUSO result. Proposed method was applied to a real case of Yangzhou, an eastern city in China. The following conclusions were reached. 1) Different forms of uncertainties ranged from certainty to indeterminacy lay in the five steps of LUSO, indicating necessary need of comprehensive approach to quantify them. 2) With regards to trade-offs of conflicted objectives and preferences to uncertainties, our proposed model displayed good ability of making planning decision process transparent, therefore providing an effective tool for flexible land use planning compiling. 3) Under uncertain conditions, land use planning effectiveness can be primarily enhanced by flexible management with reserved space to percept and hold uncertainties in advance.展开更多

The output of a land use model can serve as a major input to a transportation model; conversely, transportation model output can provide a critical input to a land use model. The connection between the two models can be achieved by an accessibility measure. This paper presents an iterative approach to solving a regression-based land use model and a transportation model with combined trip distribution- assignment. A case study using data from a small urban area is presented to illustrate the application of the proposed modeling framework. Tests show that the procedures can converge, and the modeling framework can be a valuable tool for planners and decision-makers in evaluating land use policies and transportation investment strategies.展开更多

Data were collected using conditional surveys through key informant interviews with the project’s district stakeholders in each district, focused group discussions with selected villagers and participatory mapping of natural resources. Soil health, land degradation, carbon stock, and hydrological conditions were assessed in the seven pilot villages in all seven districts using DMTs as part of testing and validation. Results indicated soils of poor to medium health, and land degradation as portrayed by gullies and wind erosion in lowlands and better in uplands. Carbon and forest disturbance status could not be assessed using one-year data but hydrological analysis revealed that water resources were relatively good in uplands and poor in the lowlands. Challenges with regard to land use include increased gully erosion, decreased stream flow, reduced vegetation cover due to shifting from coffee with tree sheds to annual crops farming, cultivation near water sources, and overgrazing. Empowering the community with decision making tools at village level is essential to ensure that village land uses are planned in a participatory manner for sustainable land and natural resources management in Kilimanjaro and other regions in Tanzania.展开更多

文摘The technical route of partial revision in overall plan of land use is briefly described. It is pointed out that problems of area measuring in the technical route are mainly due to the digital process. The digital problems of partial revision in overall plan of land use are presented as follows:the maps are not proofread before digitalization;the coordinate matching and projection transformation are not conducted on the maps;the information is asymmetrical pre and post the digitalization;the location lacks precision;the result maps are substandard. The causes of these problems are analyzed, which cover the following aspects. The lack of united management regulations;uneven working abilities of the staff in the compilation units;unawareness of the importance of map digilalization;poor basic conclitions of the original plan maps.At last, the relevant suggestions are put forward, for instance, releasing the national united management methods and technical criteria, establishing industrial admittance system and qualification system of complication units, setting up the mechanism of supervising digitalized results and controlling the quality, conducting coordinate matching and projection transformation and unifying the specification and mode of the results of maps so as to provide technical support for the overall plan of land use, play the micro-regulating role of land use and take a leading role in the sustainable development of social economy.
文摘This paper gives some guidelines of land use planning firstly.A framework of agriculture land use planning is designed based on land use suitability evaluation using integrated technologies of RS and GIS.Further work expected is also given.
文摘There has been increasing interests in developing land use models for small urban areas for various planning applications such as air quality conformity analysis. Tests show that the procedures can converge, and the modeling framework can be a valuable tool for planners and decision-makers in evaluating land use policies and transportation investment strategies.

文摘The overall planning of land use is a complex process of joint action of social system, natural and economic conditions. On the basis of summarizing the existing researches, we select Shaanxi's Shangluo City, located in the Qinba mountainous area as the study object, to expound the concept and steps of scenario analysis based on land use change data, under the guidance of ecological safety and sustainable development theory. We design four different scenarios of land use planning program in Shangluo City during the period 2006-2020, and use grey linear programming model to analyze each scenario. The results show that the scenario analysis is feasible in the adjustment of land use structure in Shangluo City; operable in the determining of land use planning program on a macro-municipal scale.
文摘Zoning system is the basic mode of establishment of overall land use planning. In this study, the zoning mode and practice in the three rounds of overall land use planning that have been carried out in China were analyzed and summarized firstly, and then some obvious problems existing in the implementation of the zoning mode were analyzed. Finally, countermeasures and suggestions were put forward to provide necessary reference for further development and improvement of the zoning mode and the development of overall land use planning at all levels in China.
文摘This paper focuses on participatory testing of decision making tools (DMTs) at village level to assist in development of land use plans (LUPs) for sustainable land management (SLM) in Kilimanjaro Region, Tanzania. Empowering the community with decision making tools at village level is essential to ensure that village land uses are planned in a participatory manner for sustainable land and natural resources management in Kilimanjaro and other regions in Tanzania.

文摘In this paper, the theory and approach of environmental impact assessment in general land use planning are studied from different aspects.First, starting from the content and concept of general land use planning, the necessity of environmental impact assessment in general land use planning is illustrated. On the basis of its evaluation theories and methodologies,it attempts to establish index system of environmental impact assessment in general land use planning, and point outs that current general land use planning requires public participation.
文摘On the basis of describing characteristics and condition of application of natural growth model of population, weighted average growth model, regression forecast model and GM(1,1) forecast model, taking Gushi County in Henan Province as an example, according to the statistics of population in Gushi County Statistical Yearbook from 1991 to 2007,we establish four models to conduct fitting on population change respectively, and meanwhile,we predict population size from 2008 to 2009 and conduct preciseness test on the population size. The test results show that the preciseness of forecast results of natural growth model is not high, and the preciseness of forecast results of weighted average growth model is not scientific when the total size of population is unstable. The results of GM(1,1) forecast model and regression forecast model largely conform to the actual data,so we can take the mean of the two as the final forecast result.
