The main question concerns what human knowledge determines the success of the construction cost estimation process. To address this question we have applied Delphi technique and the output is eleven factors that are enough to precisely represent construction cost estimator knowledge. Then we have used First Order Logic (FOL) to represent these factors in terms of predicates and rules. These FOL rules could be used for evaluating construction cost estimator knowledge in five classes: fail, pass, acceptable, good, and very good. It results serious negative influence on the local government and enterprises that the common cost overrun of projects, and the risk factors of it is different in the different countries, different stages and projects types. So in this paper, we generate an evaluation index system of highway construction projects cost overrun risk in Vietnam in the perspective of different project participants, and also evaluate the effects of these factors in method of regression analysis. The empirical results confirmed 7 main factors that have aggravated cost overrun risk in construction stages, e.g. survey and design scheme risk. In final, the corresponding suggestions are proposed to reduce the project cost overrun risk.展开更多

Construction project scheduling is one of the most critical factors for project success measurement.Not only for the project planning but for construction process management,the scheduling is the basic tool for commun...Construction project scheduling is one of the most critical factors for project success measurement.Not only for the project planning but for construction process management,the scheduling is the basic tool for communication between the owner and the project manager.By developing the schedule before the project starts,the owner knows in advance that the expected timeline of the project.By preparing construction process scheduling,the owner and general contractor can better manage the subcontractors,sub-trades progress,materials storage and deliveries,labors schedule and equipment set up which will eventually save time,money and hassle.Basically,Critical Path Method(CPM) is commonly used in the construction industry.CPM is a deterministic method that assumes that through the network,there is at least one path that determines the project duration and that the path is the critical path.CPM does not consider the uncertainty in the activities;rather it assumes that each activity can be finished in the given situation.Program Evaluation and Review Technique(PERT) is a stochastic technique which is based on the assumption that the duration of a single activity can be described by a probability density function.PERT takes into account the uncertainty during the construction process and has been created out of the need to plan,schedule and control complex projects with many uncertainties.The PERT approach is stated in some books and papers,but there is no deep investigation on the application in the schedule risk assessment.This paper investigates the PERT work process and takes a valuable try on the construction schedule risk assessment by using case studies.The utilization in the estimate the construction liquidated damage with the uncertainties is performed,which also can be used in the insurance company to calculate the insurance premium.展开更多
Construction according to green principles rather than traditional methods poses a new set of risks to project participants.These risks should be appropriately identified and managed in order to prevent cost overruns....Construction according to green principles rather than traditional methods poses a new set of risks to project participants.These risks should be appropriately identified and managed in order to prevent cost overruns.This study aims to identify construction risks and their cost impacts in LEED-certified projects.For this purpose,thirteen risks were identified based on a literature survey and were categorized under four groups of issues:(i)consultant,contractor and subcon-tractor,(ii)material,product and process,(iii)legal,regulatory and contractual,and(iv)financial and economic.A survey was then administered to green build-ing design and construction practitioners in the U.S.to assess the likelihood of occurrence of these risks and their respective impacts on project cost.According to the survey results,the risks associated with consultant,contractor and subcon-tractor issues have the highest expected impact on costs.The top five risk factors were determined as(1)contractors and subcontractors agreeing to standards that are not within their expertise and competence,(2)high cost of certification,(3)lack of expertise in new products/technologies,(4)doubts about the long-term viability and performance of new and untested products,materials and tech-nologies,and(5)inadequate definition of project parties’contractual roles and responsibilities.Mitigating the cost impact of risks is of great value to owners and designers and contractors.Recognizing the risks associated with LEED-certified projects and their cost impacts can be of benefit to all practitioners.展开更多

文摘Construction project scheduling is one of the most critical factors for project success measurement.Not only for the project planning but for construction process management,the scheduling is the basic tool for communication between the owner and the project manager.By developing the schedule before the project starts,the owner knows in advance that the expected timeline of the project.By preparing construction process scheduling,the owner and general contractor can better manage the subcontractors,sub-trades progress,materials storage and deliveries,labors schedule and equipment set up which will eventually save time,money and hassle.Basically,Critical Path Method(CPM) is commonly used in the construction industry.CPM is a deterministic method that assumes that through the network,there is at least one path that determines the project duration and that the path is the critical path.CPM does not consider the uncertainty in the activities;rather it assumes that each activity can be finished in the given situation.Program Evaluation and Review Technique(PERT) is a stochastic technique which is based on the assumption that the duration of a single activity can be described by a probability density function.PERT takes into account the uncertainty during the construction process and has been created out of the need to plan,schedule and control complex projects with many uncertainties.The PERT approach is stated in some books and papers,but there is no deep investigation on the application in the schedule risk assessment.This paper investigates the PERT work process and takes a valuable try on the construction schedule risk assessment by using case studies.The utilization in the estimate the construction liquidated damage with the uncertainties is performed,which also can be used in the insurance company to calculate the insurance premium.
文摘Construction according to green principles rather than traditional methods poses a new set of risks to project participants.These risks should be appropriately identified and managed in order to prevent cost overruns.This study aims to identify construction risks and their cost impacts in LEED-certified projects.For this purpose,thirteen risks were identified based on a literature survey and were categorized under four groups of issues:(i)consultant,contractor and subcon-tractor,(ii)material,product and process,(iii)legal,regulatory and contractual,and(iv)financial and economic.A survey was then administered to green build-ing design and construction practitioners in the U.S.to assess the likelihood of occurrence of these risks and their respective impacts on project cost.According to the survey results,the risks associated with consultant,contractor and subcon-tractor issues have the highest expected impact on costs.The top five risk factors were determined as(1)contractors and subcontractors agreeing to standards that are not within their expertise and competence,(2)high cost of certification,(3)lack of expertise in new products/technologies,(4)doubts about the long-term viability and performance of new and untested products,materials and tech-nologies,and(5)inadequate definition of project parties’contractual roles and responsibilities.Mitigating the cost impact of risks is of great value to owners and designers and contractors.Recognizing the risks associated with LEED-certified projects and their cost impacts can be of benefit to all practitioners.
