The establishment of the territorial spatial plan system is an important space reform act to meet the new era in China.The reform of territorial spatial plans according to classification is in line with the characteri...The establishment of the territorial spatial plan system is an important space reform act to meet the new era in China.The reform of territorial spatial plans according to classification is in line with the characteristics of China’s current territorial spatial administration and urban development.At present,China’s provincial and municipal territorial spatial plans have been publicized,and county-level territorial spatial plans are being approved one after another,while the compilation of township-level territorial spatial plans is being carried out in an orderly manner.In this paper,based on the historical background of the establishment of territorial spatial plan system integrating“multiple plans”,the background of territorial spatial plans and the important role of county-level territorial spatial plans were first elaborated,and then the progress of the compilation of county-level territorial spatial plans in Jiangxi Province was sorted out.Finally,the problems existing in the compilation were discussed,and corresponding suggestions were put forward to provide a certain reference for the construction of a scientific and reasonable territorial spatial plan system.展开更多

[Method] By constructing an evaluation index system of economy and human settlement, and using the coordinate measurement model of them, 22 county-level cities in the Yellow River Basin were analyzed. [Result] In the Yellow River Basin, the construction level of economy and human settlement in those county-level cities is low with distinct spatial differences and deteriorating polarization; there is a great spatial corresponding between coordinated development degree and economic level, the higher the economic development level, the higher coordinated development degree in county-level cities; county-level cities around the boundaries of provinces have difficulties in development. [Conclusion] Evaluation standards and models are clear in significance, convenient in application, which can successfully evaluate the coordination of human settlement development in the study region.展开更多

After the cluster analysis on GDP per capita and GDP per area of each county in Liaoning Province, this paper finds the similarity of population size, land use intensity, and economic development of each county. Location quotient reflects the specialization intensity of industries in each county, and it also reflects the spatial differences of county-level industrial development. Economic development level is higher in the southeast than in the northwest of Liaoning, and the industry driving effect on county-level economy is apparent. The main influenc- ing factors include location, industrial foundation and economic system reform, capital input level, knowledge and technology dissemination, conditions of domestic and overseas markets, population and labor force transfer. Industri- alization is an important approach to urbanization for the counties in Liaoning Province. The proportion of agriculture is much higher in the northwest than in the southeast of Liaoning, so it will be take longer time for counties in the northwest of Liaoning to make industrialization, urbanization and modernization.展开更多

Most of the trauma patients were sent to prima hospitals to receive...Severe trauma has the characteristics of complicated condition, multiple organs involved, limitq auxiliary examinations, and difficulty in treatment. Most of the trauma patients were sent to prima hospitals to receive treatments. But the traditional mode of separate discipline management can easi lead to delayed treatment, missed or wrong diagnosis and high disability, which causes a high mc tality in severe trauma patients. Therefore, if the primary hospitals, especially county-level hospit~ (usually the top general hospital within the administrative region of a county), can establish a sc entific and comprehensive trauma care system, the success rate of trauma rescue in this region can ] greatly improved. On March 1st, 2013, Tiantai People's Hospital of Zhejiang Province, China set up trauma care center, which integrated the pre-hospital and in-hospital trauma treatment procedur~ and has achieved good economic and social benefits. Till March 1st, 2017, 1265 severe trauma patier (injury severity score 〉16) have been treated in this trauma center. The rescue success rate reach~ 95~ and the delayed and]or missed diagnosis rate was less than 5%. Totally 86 severe cases of peK fractures with unstable hemodynamics were treated, and the success rate was 92%. The in-hospil emergency rescue response time is less than 3 min, and the time from definite diagnosis to surge is within 35 min.展开更多

An empirical test based on 2,067 counties (cities) provides robust evidence for the existence of productive expenditure bias at the county level. Such bias causes a serious impediment to the construction of a system of public finance and the transformation to public service-oriented government in China. The accurate prediction of soybean yield is of great significance for agricultural production, monitoring and early warning.Although previous studies have used machine learning algorithms to predict soybean yield base...The accurate prediction of soybean yield is of great significance for agricultural production, monitoring and early warning.Although previous studies have used machine learning algorithms to predict soybean yield based on meteorological data,it is not clear how different models can be used to effectively separate soybean meteorological yield from soybean yield in various regions. In addition, comprehensively integrating the advantages of various machine learning algorithms to improve the prediction accuracy through ensemble learning algorithms has not been studied in depth. This study used and analyzed various daily meteorological data and soybean yield data from 173 county-level administrative regions and meteorological stations in two principal soybean planting areas in China(Northeast China and the Huang–Huai region), covering 34 years.Three effective machine learning algorithms(K-nearest neighbor, random forest, and support vector regression) were adopted as the base-models to establish a high-precision and highly-reliable soybean meteorological yield prediction model based on the stacking ensemble learning framework. The model's generalizability was further improved through 5-fold crossvalidation, and the model was optimized by principal component analysis and hyperparametric optimization. The accuracy of the model was evaluated by using the five-year sliding prediction and four regression indicators of the 173 counties, which showed that the stacking model has higher accuracy and stronger robustness. The 5-year sliding estimations of soybean yield based on the stacking model in 173 counties showed that the prediction effect can reflect the spatiotemporal distribution of soybean yield in detail, and the mean absolute percentage error(MAPE) was less than 5%. The stacking prediction model of soybean meteorological yield provides a new approach for accurately predicting soybean yield.展开更多
In order to evaluate whether or not the county units′ economy in the Changsha-Zhuzhou-Xiangtan(Chang-Zhu-Tan) Urban Agglomeration was growing as expected, this study analyzed the spatial economy pattern at county-lev...In order to evaluate whether or not the county units′ economy in the Changsha-Zhuzhou-Xiangtan(Chang-Zhu-Tan) Urban Agglomeration was growing as expected, this study analyzed the spatial economy pattern at county-level by using the Exploratory Spatial Data Analysis(ESDA) method. In this process, the global Moran′s I and local Getis-Ord G*i indexes were employed to analyze indicators including per capita GDP and three industrials(i.e. primary, secondary and tertiary industry) from 2000 to 2010. The results show that: 1) the county units′ economy in the Chang-Zhu-Tan Urban Agglomeration has exhibited a strong spatial autocorrelation and an accelerated integration trend since 2008(Moran′ s I increased from 0.26 to 0.56); 2) there is a significant difference in economy development between the northern and southern county units in the Chang-Zhu-Tan Urban Agglomeration: the hotspot zone with high economic level was formed among the northern county units whereas the coldspot zone with low economic level was located in the southern areas. This difference was caused primarily by the increasingly prominent economic radiation effect of Changsha ′upheaval′; 3) town density, secondary industry, and the integration policy are the major contributors driving the evolution of the spatial economy pattern in the Chang-Zhu-Tan Urban Agglomeration.展开更多

The results of the analysis revealed the following cha...By studying the county-level census data of 1990 and 2000, we analyzed the spatial and temporal changes in the floating population in China between 1990 and 2000. The results of the analysis revealed the following characteris- tics. First, the spatial distribution of the migrants (referred to as 'floaters' in this paper) became increasingly concentrated in the cities during the 1990s. Second, the number of floaters increased rapidly during this period, and the area in which the floaters settled expanded quickly into four population explosion belts: the coast, the Changjiang River Delta, the Beijing-Guangzhou Railway and national border belts. Third, the number of inter-province floaters increased rapidly and exceeded that of intra-province floaters in the 1990s. In addition, to obtain a quantitative relationship between the number of floaters and 10 socio-economic variables by using statistical methods and also to find the chiefly important pulling factors of the migration destination, the authors selected approximately 100 cities with the largest population of floaters. Consequently, we found that four factors-GDP, passenger trips per 10,000 persons, per capita GDP and foreign direct investment-could provide an explanation for 83.7% of the number of floaters in 2000. The GDP showed the highest correlation with the number of floaters, suggesting that a highly developed economy is the most important factor that attracts floaters. Furthermore, a fairly close relationship between the number of floaters and the GDP was also found in 2000 for all the counties.展开更多

Based on GIS/RS techniques, autologistic mo...Land change science (LCS) strives to understand and model land-use change, which will further advance the understanding of multiple issues in the socio-ecological systems. Based on GIS/RS techniques, autologistic model, and household survey method, this study investigated major land use changes and their causes from 1978 to 2008 in Uxin Banner (county-level), Inner Mongolia in China and then developed an understanding of the relationships between household livelihood and land-use pattern. Results showed that cultivated land increased from 1988 to 2000, and leveled offafter 2000. Built-up land increased stably for the period 1978 2008. The change of grassland and bare land differed among the three periods. From 1978 to 1988, grassland increased by 23.3%, and bare land decreased by 20.48%. From 1988 to 2000, bare land expanded by 1.7%, but grassland declined by 1.3%. From 2000 to 2008, an increase in grassland area by 1.8% was observed, but a decrease in bare land area by 9.0% was witnessed. The autologistic models performed better than logistic models as indicated by lower Akaike Information Criterion (AIC) values. Factors associated with human activities significantly correlated with the change of cultivated land, forest land, grassland, and built-up land. The produce prices and extensive cultivated land use are major issues in the farming area. This study suggests that completing land circulation systems and maintaining the stability of price are effective solutions. By contrast, reclamation and overgrazing are major concerns in the pastoral areas. Implementing environmental policies effectively, transferring population out of rural pastoral areas, and developing modem animal husbandry are effective ways to address these issues.展开更多

Over recent years,the reform-driven development of education has been one primary idea of the Chinese government under the leadership of Xi Jinping.Above all,the reform of the personnel system,closely related to the i...Over recent years,the reform-driven development of education has been one primary idea of the Chinese government under the leadership of Xi Jinping.Above all,the reform of the personnel system,closely related to the interests of teachers,becomes the most sensitive link in the educational reform.To root out the restriction of education system on teachers and enhance their enthusiasm for work,Jia County carried out a reform of teacher personnel system from 2013 to 2016,including breaking the hierarchical restriction on teachers’administrative promotion,decentralizing the power of confirming the teachers’professional titles,eliminating the teachers with the worst performances,practicing performance salary,and other measures.In this study,we tracked 627 teachers regarding their work enthusiasm and stress during the three-year reform,analyzed the data through the Hierarchical Linear Model(HLM),and found that:(1)The teachers’enthusiasm for work increased over time,but did not significantly change with the consideration of the influence of the principals’leadership in teaching.The personnel system reform aiming at motivating teachers failed to work as expected.(2)The teachers’work stress still increased year by year.Therefore,this study concludes that the reform in Jia County failed to fulfill its goals and that the vigorous top-down reform did not lead to ideal results.A reason might be that the reform damaged the vested interests of teachers who represent the deep-rooted nepotism typically in the Chinese education community.Reforms of educational personnel system should give schools a full play regarding educational governance in the future.展开更多

Mianzhu is an example that is officially named as one of the pilot cities for multi-plan integration on the county level. The paper firstly analyzes the problems associated with multi-plan integration in Mianzhu, including the indeterminate hierarchy of the planning system, the disunity of technical standards, problems regarding spatial order, coordination and division of powers and functions, and the intensive utilization of spatial resources, the lack of a coordination mechanism, and low participation of experts and the public. Secondly, by learning from Germany's spatial planning, and also practical experiences of pilot cities for multi-plan integration in China, this paper creatively brings in the connotation of multi-plan integration on the county level, and further proposes a power division based on three-level planning system and three kinds of space, the reinforcement of a spatial order, intensive spatial utilization, and a planning coordination mechanism, hoping to provide reference to other cities.展开更多

Therefore, if the primary hospitals, especially county-level hospit~ (usually the top general hospital within the administrative region of a county), can establish a sc entific and comprehensive trauma care system, the success rate of trauma rescue in this region can ] greatly improved. On March 1st, 2013, Tiantai People's Hospital of Zhejiang Province, China set up trauma care center, which integrated the pre-hospital and in-hospital trauma treatment procedur~ and has achieved good economic and social benefits. Till March 1st, 2017, 1265 severe trauma patier (injury severity score 〉16) have been treated in this trauma center. The rescue success rate reach~ 95~ and the delayed and]or missed diagnosis rate was less than 5%. Totally 86 severe cases of peK fractures with unstable hemodynamics were treated, and the success rate was 92%. The in-hospil emergency rescue response time is less than 3 min, and the time from definite diagnosis to surge is within 35 min.

文摘Being responsible mainly to their superiors, decision-makers at the county level in China pursue the maximum growth rate rather than their residents’ welfare. This leads to a preference for productive expenditure in their fiscal decisions. An empirical test based on 2,067 counties (cities) provides robust evidence for the existence of productive expenditure bias at the county level. Such bias causes a serious impediment to the construction of a system of public finance and the transformation to public service-oriented government in China. 文摘The accurate prediction of soybean yield is of great significance for agricultural production, monitoring and early warning.Although previous studies have used machine learning algorithms to predict soybean yield based on meteorological data,it is not clear how different models can be used to effectively separate soybean meteorological yield from soybean yield in various regions. In addition, comprehensively integrating the advantages of various machine learning algorithms to improve the prediction accuracy through ensemble learning algorithms has not been studied in depth. This study used and analyzed various daily meteorological data and soybean yield data from 173 county-level administrative regions and meteorological stations in two principal soybean planting areas in China(Northeast China and the Huang–Huai region), covering 34 years.Three effective machine learning algorithms(K-nearest neighbor, random forest, and support vector regression) were adopted as the base-models to establish a high-precision and highly-reliable soybean meteorological yield prediction model based on the stacking ensemble learning framework. The model's generalizability was further improved through 5-fold crossvalidation, and the model was optimized by principal component analysis and hyperparametric optimization. The accuracy of the model was evaluated by using the five-year sliding prediction and four regression indicators of the 173 counties, which showed that the stacking model has higher accuracy and stronger robustness. The 5-year sliding estimations of soybean yield based on the stacking model in 173 counties showed that the prediction effect can reflect the spatiotemporal distribution of soybean yield in detail, and the mean absolute percentage error(MAPE) was less than 5%. The stacking prediction model of soybean meteorological yield provides a new approach for accurately predicting soybean yield.

文摘In order to evaluate whether or not the county units′ economy in the Changsha-Zhuzhou-Xiangtan(Chang-Zhu-Tan) Urban Agglomeration was growing as expected, this study analyzed the spatial economy pattern at county-level by using the Exploratory Spatial Data Analysis(ESDA) method. In this process, the global Moran′s I and local Getis-Ord G*i indexes were employed to analyze indicators including per capita GDP and three industrials(i.e. primary, secondary and tertiary industry) from 2000 to 2010. The results show that: 1) the county units′ economy in the Chang-Zhu-Tan Urban Agglomeration has exhibited a strong spatial autocorrelation and an accelerated integration trend since 2008(Moran′ s I increased from 0.26 to 0.56); 2) there is a significant difference in economy development between the northern and southern county units in the Chang-Zhu-Tan Urban Agglomeration: the hotspot zone with high economic level was formed among the northern county units whereas the coldspot zone with low economic level was located in the southern areas. This difference was caused primarily by the increasingly prominent economic radiation effect of Changsha ′upheaval′; 3) town density, secondary industry, and the integration policy are the major contributors driving the evolution of the spatial economy pattern in the Chang-Zhu-Tan Urban Agglomeration.

文摘By studying the county-level census data of 1990 and 2000, we analyzed the spatial and temporal changes in the floating population in China between 1990 and 2000. The results of the analysis revealed the following characteris- tics. First, the spatial distribution of the migrants (referred to as 'floaters' in this paper) became increasingly concentrated in the cities during the 1990s. Second, the number of floaters increased rapidly during this period, and the area in which the floaters settled expanded quickly into four population explosion belts: the coast, the Changjiang River Delta, the Beijing-Guangzhou Railway and national border belts. Third, the number of inter-province floaters increased rapidly and exceeded that of intra-province floaters in the 1990s. In addition, to obtain a quantitative relationship between the number of floaters and 10 socio-economic variables by using statistical methods and also to find the chiefly important pulling factors of the migration destination, the authors selected approximately 100 cities with the largest population of floaters. Consequently, we found that four factors-GDP, passenger trips per 10,000 persons, per capita GDP and foreign direct investment-could provide an explanation for 83.7% of the number of floaters in 2000. The GDP showed the highest correlation with the number of floaters, suggesting that a highly developed economy is the most important factor that attracts floaters. Furthermore, a fairly close relationship between the number of floaters and the GDP was also found in 2000 for all the counties.

文摘Land change science (LCS) strives to understand and model land-use change, which will further advance the understanding of multiple issues in the socio-ecological systems. Based on GIS/RS techniques, autologistic model, and household survey method, this study investigated major land use changes and their causes from 1978 to 2008 in Uxin Banner (county-level), Inner Mongolia in China and then developed an understanding of the relationships between household livelihood and land-use pattern. Results showed that cultivated land increased from 1988 to 2000, and leveled offafter 2000. Built-up land increased stably for the period 1978 2008. The change of grassland and bare land differed among the three periods. From 1978 to 1988, grassland increased by 23.3%, and bare land decreased by 20.48%. From 1988 to 2000, bare land expanded by 1.7%, but grassland declined by 1.3%. From 2000 to 2008, an increase in grassland area by 1.8% was observed, but a decrease in bare land area by 9.0% was witnessed. The autologistic models performed better than logistic models as indicated by lower Akaike Information Criterion (AIC) values. Factors associated with human activities significantly correlated with the change of cultivated land, forest land, grassland, and built-up land. The produce prices and extensive cultivated land use are major issues in the farming area. This study suggests that completing land circulation systems and maintaining the stability of price are effective solutions. By contrast, reclamation and overgrazing are major concerns in the pastoral areas. Implementing environmental policies effectively, transferring population out of rural pastoral areas, and developing modem animal husbandry are effective ways to address these issues.

文摘Environmentally Extended Input-Output(EEIO)tables have become a powerful element in supporting information-based environmental and economic policies.National-and provincial-level 10 tables are currently published by the National Bureau of Statistics of the People's Republic of China according to well-defined conventions.However,county-level 10tables are not provided as a rule by official statistics organizations.This paper conducts an overview of compiling EEIO tables for environmental and resources accounting at the county level and then answers several questions:First,what kind of data should be prepared for the compilation of county-level EEIO tables?Second,how can we set up comprehensive EEIO tables at the county level?Third,regarding the survey methods and the indirect modeling,which one should be chosen to build EEIO tables at the county level?Finally,what policy questions could such a table answer?EEIO tables at the county level can be used to predict the economic impacts of environmental policies and to perform trend and scenario analysis.
文摘Over recent years,the reform-driven development of education has been one primary idea of the Chinese government under the leadership of Xi Jinping.Above all,the reform of the personnel system,closely related to the interests of teachers,becomes the most sensitive link in the educational reform.To root out the restriction of education system on teachers and enhance their enthusiasm for work,Jia County carried out a reform of teacher personnel system from 2013 to 2016,including breaking the hierarchical restriction on teachers’administrative promotion,decentralizing the power of confirming the teachers’professional titles,eliminating the teachers with the worst performances,practicing performance salary,and other measures.In this study,we tracked 627 teachers regarding their work enthusiasm and stress during the three-year reform,analyzed the data through the Hierarchical Linear Model(HLM),and found that:(1)The teachers’enthusiasm for work increased over time,but did not significantly change with the consideration of the influence of the principals’leadership in teaching.The personnel system reform aiming at motivating teachers failed to work as expected.(2)The teachers’work stress still increased year by year.Therefore,this study concludes that the reform in Jia County failed to fulfill its goals and that the vigorous top-down reform did not lead to ideal results.A reason might be that the reform damaged the vested interests of teachers who represent the deep-rooted nepotism typically in the Chinese education community.Reforms of educational personnel system should give schools a full play regarding educational governance in the future.

文摘The current planning system in China lacks coordination, which is a crucial issue to be explored to fully implement the multi-plan integration. Mianzhu is an example that is officially named as one of the pilot cities for multi-plan integration on the county level. The paper firstly analyzes the problems associated with multi-plan integration in Mianzhu, including the indeterminate hierarchy of the planning system, the disunity of technical standards, problems regarding spatial order, coordination and division of powers and functions, and the intensive utilization of spatial resources, the lack of a coordination mechanism, and low participation of experts and the public. Secondly, by learning from Germany's spatial planning, and also practical experiences of pilot cities for multi-plan integration in China, this paper creatively brings in the connotation of multi-plan integration on the county level, and further proposes a power division based on three-level planning system and three kinds of space, the reinforcement of a spatial order, intensive spatial utilization, and a planning coordination mechanism, hoping to provide reference to other cities.
