Adjustment of Administrative Divisions and Upgrading of Industrial Structure in Hefei Metropolitan Area:Taking"Partitions of Chaohu"as a Quasi-natural Experiment

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.

The Differences between County,County-level City and Municipal District in the System of Administrative Divisions in China

Administrative division is an important means of political power reorganization and management,resource integration and optimal allocation,which profoundly shapes the spatial layout of urban development in China.To clarify and compare differences between counties,county-level cities and municipal districts is the primary premise for the study of administrative division and urban development.This paper analyzes the institutional differences between counties and county-level cities,as well as counties,county-level cities and municipal districts,from the aspects of organizational structure,urban construction planning,land management,finance,taxation and public services.The research shows that the establishment of counties,county-level cities and municipal districts adapt to different levels and stages of economic and social development,and the conversion from county to county-level city and the conversion from county(or county-level city)to municipal district are both important transformation ways to change their administrative systems,which has different management system and operation pattern.At the same time,the transformation of county-level administrative region is also a“double-edged sword”,we should think about the administrative system as a whole to decide whether it should be adjusted,and effectively respond to the actual needs of local economic and social development.

Comparisons of Undergraduate Business Administration Education in Greater Bay Area, China

Business administration education plays an important part in supporting the development of business industry and ensuring the ongoing supply of qualified human resources to meet the demanding industry requirements.However,the dramatic growth of the economy has not been accompanied by an adequate response from the education system.It is therefore,necessary to review the existing business administration programs.This paper will make a comparison of the current undergraduate programs in Business Administration in Guangdong-Hong Kong-Macao Greater Bay Area in the six dimensions:curriculum and instruction;strategic planning;administrative management;faculty;student achievements;and resources.Suggestions for the further development of Business Administration programs in the bay area will then be proposed.

Space-time Relationship Between Urban Municipal District Adjustment and Built-up Area Expansion in China

Municipal district adjustment and built-up area expansion are two main forms of urban spatial expansion. Using geometric methods, this study constructed a space-time path method to characterize the space-time relationship between municipal district adjustment and built-up area expansion, and drew the space-time path sets of major prefecture level cities from 2000 to 2010 by constructing a coordinate system of the standardized built-up areas and municipal district areas. This divided them into four quadrants, namely, H-H, L-H, L-L, and H-L, based on the relative mean value to evaluate overall and individual stability by three indexes of the trajectory vectors, namely, direction, length, and slope. Results provide the following conclusions. 1) Municipal district adjustment is an effective spatial expansion way for city-scale promotion in China. Since 2000, municipal district adjustments have been mainly distributed in the eastern coastal regions and mid-western capital cities along with their surrounding cities. 2) Municipal district adjustment affects the scale and status of a city in China. Many cities that have expanded municipal districts behave stably and cross quadrants. 3) Great majority second-tier cities have effectively promoted their scale and status through municipal district adjustment. The municipal district adjustment of medium and small cities in the mid-west area is relatively advanced compared with city development. 4) Municipal district adjustment with minimal magnitude is severely restricted from upgrading the scale and status of a city. The transformation from entirely incorporated counties or cities to municipal districts should be the mainstream in future municipal district adjustment.

The construction of a mountain expressway is critical to the development of the mountain economy and the creation of mountain areas.However,since the service life of many mountain expressways continues to increase,municipal transformation design is required to improve the smoothness of the expressway,make efficient use of space,and reduce resource waste.The author investigates the current challenges in the construction of a mountainous expressway and proposes an effective method for municipal reconstruction design of a mountainous expressway,in the hopes of assisting in the optimization and development of the mountainous expressway.

[Objectives]To explore innovative strategies for rural agricultural economic development in the context of the Belt and Road Initiative.[Methods]This research adopts the method of literature review and field research,systematically combs the research results related to the Belt and Road Initiative and rural agricultural economic management,and deeply understands the actual situation of rural agricultural economic management.[Results]The research shows that in the context of the Belt and Road Initiative,the rural agricultural economy is facing new development opportunities and challenges,but there are also some problems.In the new period,we should accelerate the innovative development of rural agricultural economy by promoting market-oriented reform,strengthening scientific and technological innovation,optimizing the industrial structure,deepening international cooperation and other measures.The Belt and Road Initiative provides an important opportunity for the innovation of rural agricultural economic management.Rural agricultural economic management should be actively integrated into the Belt and Road construction to improve the level of rural agricultural economic management.[Conclusions]This study provides useful exploration and reference for the innovation of rural agricultural economic management models,which helps to promote the healthy development of rural agricultural economy and achieve the goal of rural revitalization.

丹江口库区及其上游流域是南水北调中线工程水源地,是保障南水北调中线工程受水区供水安全“生命线”。丹江口库区及其上游流域水质安全保障工作涉及多区域、多领域和多部门,需要共同配合、联合行动。梳理了10年来水行政执法协作成果,从完善法规制度、加强执法监管、提升法治能力等方面总结了执法协作成效。通过分析丹江口水库水质安全保障工作极端重要性及长江保护法强调协同治理、强化流域治理管理相关要求,从健全水法规制度体系、加大执法监管力度、不断凝聚执法合力、加快推进智慧执法等方面提出了深化执法协作思路,从而构建上下贯通、横向联动、全域覆盖、共同发力的工作格局,打造具有涉水执法特点、区域协作特色、智慧执法特征的水行政执法协作“丹江口样本”,维护丹江口库区及其上游流域水质安全。

大都市圈协同发展为政区边缘城镇功能转型提供契机,如何突破“行政区经济”桎梏,发挥“行政区资源”效应,根本在于城镇自身发展思维与治理方式的转变。以上海嘉定区外冈镇为例开展实证研究发现,政区边缘城镇受“行政区经济”影响,面临着城镇吸引力下降、产业式微、交通不畅、文化边缘化等问题。因此,应在都市圈背景下,围绕打造嘉昆太城镇连绵区的专业中心这一目标,从高水平乡村治理、高品质城镇建设、高效能交通提升、高质量产业发展等维度转变发展模式。从发展边缘向专业中心转变,都市圈协同发展仅仅是基本条件之一,关键在于城镇发展思维转换、发展价值转化、合作模式转型、发展动力转变等,期待对当前都市圈内政区边缘城镇的高质量发展提供参考。

抗战时期陕西国统区粮政机构研究

抗战时期,陕西国统区粮政机构基本上是按照国民政府的统一部署组建设置,经历了草创、创建、完善、成熟四个阶段,由陕西食粮管理处到陕西省粮食管理局,到田赋机关与粮食机关分立时期的陕西省粮政局和陕西省田赋管理处,再到陕西省田赋粮食管理处,构成了省—县—乡镇的多层级粮政机构体系。该省粮政机构益趋健全成熟,真正承担起粮政责任,粮政机构完成了从理念到实践的转变。但是,其粮政机构的创设明显具有滞后性、战时性,且人员更迭太过频繁,亦影响其稳定性。庆幸的是,其粮政机构的多次变更,总体上朝着有利于粮政的方向发展,在抗战经济史上亦可圈可点。

集中管辖制度产生于我国的司法实践,是指定管辖的制度衍生品。其优势在于能够统一类案裁判尺度、降低地方保护主义影响、促进司法资源合理配置。由于不是法定管辖种类,集中管辖面临双重挑战:法官法定的理论抵牾和人权保障的实践障碍。因此,最高院有必要对集中管辖统一部署,合理确定集中管辖法院,构建全流程集中管辖模式。从提升运行效果来看,借助在线审理、数据留痕等措施,能够有效化解跨行政区域带来的负面影响。

建安三年(198),曹操委“青徐豪霸”以“青、徐二州附于海”,并调整了“附于海”地的政区格局。此举旨在稳定“郡滨山海”的“附于海”地,其地“群贼”众多,活动轨迹多变,颇具现实威胁。“东莱贼”和“海贼”同气连枝,是近海“群贼”的代表。经此调整,“附于海”地政区格局在汉魏之际出现了从简入繁再入简的波动,“青徐豪霸”和“群贼”异构同源,在曹操“厚纳待”下“执义征暴,清定海岱”。南北近海政权围绕“附于海”地积极开展海上事业,“追求从陆到海”之新海洋意识在汉魏之际的“附于海”地得到了具体呈现。

目的为粤港澳大湾区药品监管规则的衔接提供参考。方法运用政策分析法,对内地、香港地区、澳门地区的进口药品上市注册和上市后监管要素进行对比,分析异同点,探索在“一国两制”、3种法治并行的特殊区域内,确保药品质量安全的前提下,如何通过协同认可、规则衔接最终达到顺利通关和“要素流通”的目的。结果与结论三地现有的药品监管制度是药品质量保障的坚实后盾。尽管制度存在差异,但通过挖掘内在联系,理清本质与表象的关系,通过协同认可的途径可实现区域化的制度接轨,从而解决制度执行中遇到的问题。

有明一代,大规模府州县治城池的建设是中央王朝在云南建立和维持其统治的重要举措,并成为遍及全国的筑城运动的重要组成。由于云南特殊的地理区位、历史沿革及社会状况,其府州县治城池的建设表现出与中原地区不尽相同的特征。基于历史文献,梳理明代云南府州县治城池的建设情况,结合明代云南自然地理、社会结构及中央王朝的边疆治理策略,对其规模等级及分布特征进行剖析。
