Spatial restructuring and the logic of industrial land redevelopment in urban China: Ⅳ. A case study of jointly redevelopment by multi-actors

Within the inventory era, urban shrinkage characterized by economic decline and space decay has been widely witnessed in China. The modes and trajectories of urban redevelopment have thus become areas of major concern for both policymakers and scholars. Taking the multi-actor participation nature of redevelopment, this paper stemming from the game-theoretical approach demonstrates in empirical terms on two major fronts. First, the redevelopment of industrial land without the transfer of land use right is shown to be deadlocked by the incapacitation of the original land-user and unlocked with the participation of the new developer. Second, the preference of the original land-user to maximize its interests by operating by itself rather than continue to cooperate with the new developer is observed in the post-redevelopment stage. Therein, the entrepreneurial local government acts only as a “mediator” between the two market entities and tends not to directly intervene in their cooperation. Thus that, it is the reasonable distribution of potential benefits or the pricing of different rights in the land property right bundle rather than their definition that matters more for land redevelopment. Because the delineation of land property rights has never been a problem in a mature land market, particularly for stock industrial land.

The Community Renewal of Shantytown Transformation in Old Industrial Cities:Evidence from Tiexi Worker Village in Shenyang,China

There are many problems,such as poverty,unemployment,poor infrastructure and how to improve the ecological environment,in the shantytowns of old industrial cities.Shantytowns are the most centralized areas with different contradictions,referred to as the‘problem areas’of urban sustainable development.The shantytown transformation of old industrial cities is a typical process of unit community disintegration,which is reflected not only in the reconstruction of physical space but also in the community renewal of social spatial integration and culture reconstruction.Based on qualitative research,questionnaires and in-depth interviews,taking Tiexi Worker Village in Shenyang as a research case,this paper attempts to analyse the characteristics and driving forces of the community renewal of shantytown transformation in old industrial cities.We found that the physical space of Tiexi Worker Village has changed considerably,which is embodied in its land use structure,living environment and community service facilities,reflecting the development of community function from simple industrial function to comprehensive functions.The residents in this community have experienced a transformation from a period of homogeneity to one of heterogeneity.The social network of the community has been destroyed.Social stratification,social differentiation and higher fluidity have occurred.Community renewal is mainly affected by macro factors such as policy regulation,economic driving,condition constraints,and micro factors such as residents’choice of living space and willingness to renew their communities.The transformation policy of the old industrial zone and the development policy of the new urban area are the fundamental and deep-seated reasons for the renewal of Tiexi Worker Village,which determine the direction of the renewal and development of the community.The paid use of land and the development of the real estate industry are the direct stimulating factors for the renewal of Tiexi Worker Village,which become the direct reasons for the spatial transformation.The changes in the population in urban and rural areas and the promotion of traffic are the driving factors for the renewal of the community,while the choice of residents and their willingness regarding community renewal are the endogenous forces for promoting community renewal.Finally,the author attempts to put forward a model of the interlaced mechanism of the forming of community renewal at the macroscopic and microcosmic levels,which are the urban renewal and reconstruction and social space differentiation of community residents,respectively.

Analyzing Industrial Structure Evolution of Old Industrial Cities Using Evolutionary Resilience Theory：A Case Study in Shenyang of China

The recession and revitalization of old industrial cities concerns urban industrial evolution and its characteristics. Based on the theory of evolutionary resilience, we developed an analytical framework for the industrial structure evolution of old industrial cities, and applied the framework to a case study in Shenyang. The following conclusions are drawn. First, since 1978, Shenyang's industrial growth capacity has shown fluctuation between ‘contraction-expansion'. As the secondary industry has a much stronger expansionary and contractionary capacity for growth, this results in lacking stability leading to industrial structure transformation. Second, since 1999, the orientation towards a high-end manufacturing industry in Shenyang has weakened, and the evolution of the new and old growth path is characterized by low-end orientation. Third, since 2007, Shenyang's industrial innovation output capacity has dropped sharply which has been significantly affected by scientific and technological personnel and enterprise-owed science and technology institutions and to a less extent by R&D expenditure. We applied the resilience theory to study the industrial evolution of an old industrial city, explored new study perspectives on industrial evolution and verified the applicability of the resilience theory. This paper provides a scientific reference for understanding the recent deceleration in economic growth in the Northeast old industrial base, and for exploring new paths toward revitalization.

THE DIFFERENCE OF ECONOMIC FUNCTION AND THE TRENDS OF INDUSTRIAL DEVELOPMENT IN CENTRAL CITIES ALONG THE XIJIANG RIVER

The Xijiang River is an important link between Guangdong Province and the Guangxi Zhuang Autonomous Region, and a tie between its basin and the world. The zone which consists of 12 cities backing onto the main channel, including Guangzhou, Shenzhen, Nanning and Bose, etc., is an economic growing point and industry spreading origin of all the river basin. According to the nonagricultural population scale, these cities are divided into four grades. By analyzing seven indexes (GDP, nonagricultural population, gross values of industrial output, postal and telecommunication service scales, social commodity total volume of retail sales,resident saving balance, student sum in college), these cities are divided into four kinds of growing points, which show the different radiating function in different regions. The 12 cities, which have differed obviously in industry structure and the scale of the secondary＆ tertiary industry, are divided into three industry steps. By studying the difference of urban industrial function specialization in the 12 cities, the problems have been revealed in the urban industry structure developing. They are about the lower levels of the three industries, the lack of coordination with city status in the development of specialized departments, the similarity of the industry structure and the specialized departments, and so on. Based on the pattern of urban industry structure developing and the theory of regional economic step transferring, some suggestions have been discussed. They include the trends of cities’ industry developing, the change and improvement of the percentage of the three industries, the adjustment and amendment of the region and industry structure, and the labor division and location of cities manufacture.

Protection, Development and Utilization of Industrial Heritage Under the Background of Transformation of Exhausted Cities: A Case Study of Construction Planning of Anyuan National Mine Park

Firstly,the status quo of Pingxiang City as a resource-exhausted city was introduced firstly,and then the development situation of Anyuan Coal Mine,which is the representative of traditional coal industry in Pingxiang,was summarized.Moreover,the classification and value of mining heritage were analyzed,and it is proposed that the development of mine heritage tourism and urban transformation should be combined.The planning of Anyuan National Mine Park under the background of urban transformation was analyzed to provides an idea for the protection and utilization of industrial heritage.

Influences of Different Transport Routes and Road Nodes on Industrial Land Conversion: A Case Study of Changchun City of Jilin Province, China

Nowadays, urban transit system has become one of the major forces underlying urban pace transformation via changing accessibility of related land parcels, which leads to the changes of land value and land use structure. This paper studied the interaction between land use changes and related transport routes, particular about how different transport routes and road nodes influence the conversion of industrial lands to residential and commercial uses respectively. Taking Changchun, an old industrial city in the rust belt of China as a case of study, we explored and compared the influences of different transport routes and road nodes on industrial land conversion. We found that surrounding the studied transport routes, more industrial lands were replaced by residential lands than by commercial lands. Also, apparent differences exist in the corridor effects of different transport routes(i.e., light rail, expressway and trunk road) and road nodes(i.e., expressway nodes and trunk road nodes) while the industrial lands convert to residential and commercial uses. Our research findings help us to illuminate the interactive relationships between transportation and industrial land conversion in old industrial cities which are undergoing social, economic and the related urban transition in Northeast China.

Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

Laiwu——A New Emerging Industrial City in Shandong

Laiwu,a developingindustrial city in the middle eastof Shandong Province,is situatedat the eastern foot of Mount Taiand is known for its steel andcoal production.Covering an areaof 2,239 square kilometres,ithas two districts, Laicheng andGangcheng, and 30 towns underits jurisdiction with a populationtotalling 1.2 million.

Research on the Coupled and Coordinated Development of Tourism and Transport in Chengdu City

Based on a total of 16 indicators selected from the tourism and transport industries,an evaluation index system of the coupling and coordination development level of tourism and transport is constructed.The entropy value method and the coupling coordination degree model are used to conduct an empirical study on the development level and coupling coordination level of the transport and tourism industries in Chengdu City from 2011 to 2020.The results show that,on the whole,the coupling coordination degree of transport and tourism in Chengdu is poor and has been in a state of mild to moderate dysfunction.The development level of tourism lagged behind the development of transport from 2011 to 2012,and the two were in a state of mild dysfunction.However,from 2013 onwards,the development level of tourism was prioritized over the development level of transport.This shift caused the coupling coordination degree of the two industries to decline sharply to 0.23305 in 2013.The development level of the tourism industry increased again,reaching 0.34206 in 2019,which marked an improvement.Consequently,the coordination degree of the transport and tourism industries evolved from moderate dislocation to mild dislocation.Finally,the results of the empirical research are analyzed,and corresponding suggestions are put forward to promote the sustainable growth of the transport and tourism industries in Chengdu City.These suggestions aim to improve the coupled and coordinated development level of the two industries.

Industry-City Integration in Eco-industrial Park of China

Industry-city integration in industrial park has stepped into quick development with the continuous advancement of urbanization in China. Relying on the developed ecological industry chain,sustainable development ability and good ecological service,eco-industrial park is at the forefront of industry-city integration,and accumulates rich experience in practice. The operation mechanism model includes government development,development of large state-owned enterprises,and public-private partnership. The space structures involve the relation between central urban district and new industrial town,overall layout of production,living and ecological space in eco-industrial park. In the aspect of system innovation,park management system,household registration management system,cultural system of community and environmental governance system face the challenges.

Research on the Innovation and Development of Regional Industrial Chain in the Context of Guangzhou-Foshan City

Based on the research on regional industrial chain innovation and development in the context of Guangzhou-Foshan City,this paper examines the industrial complementarity between Guangzhou and Foshan and finds that while Guangzhou-Foshan City is developing,there are still some issues,such as the homogenization and competition of industrial development,a lack of profound integration of industrial chain with innovation chain,and the need to optimize the innovative coordination system.Finally,it proposes some countermeasures to promote the innovation and development of Guangzhou-Foshan regional industrial chain from several aspects,including implementing regional advanced industrial base and modern industrial chain,promoting the deep integration of industrial chain with innovation chain,and optimizing the spatial layout of collaborative innovation.

Industrial Structure Evolution and Economic Growth in Dingxi City Based on Shift-Share Method and Location Quotient Analysis

According to the statistical data in the years 2004-2008, both Shift-Share Analysis and Location Quotient Analysis are used to compare the economic development status of counties (districts) in Dingxi City in the years 2004 and 2008. Advantages and disadvantages of industrial structure and competitiveness are analyzed, as well as the impacts of existing industrial structure on economic growth. Development direction and development focus of primary, secondary and tertiary industries are found out. Countermeasures for accelerating the economic development of counties (districts) in Dingxi City are put forward, such as increasing the inputs in characteristic agriculture, promoting the development of primary industry, speeding up the construction of large and medium industrial enterprises, enhancing the development of secondary industry, strengthening comprehensive environmental improvement in tourist area, and actively developing tertiary industry.

Construction of Chaihu Selenium Industrial Demonstration Area in Zhongxiang City of Hubei Province

In order to develop selenium industry in Jianghan Basin,Hubei Provincial Party Committee decided to build Chaihu selenium industrial demonstration area in Zhongxiang City.This paper introduced general situation of Chaihu Town,analyzed countermeasures for construction of selenium industrial demonstration area in depth,and finally came up with 12 constructive and pertinent recommendations.

A Brief Reading of American Urban Culture in Post-Industrialization Era

In the wake of great expansion of cities as centers of production,the post-industrialization era saw American urban tran-sitions and transformations with cultural diversification highlighting consumption,service,marketing and cultural integration.Cul-tural variations in cities,under the influence of non-material production,constantly worked for urban re-invention and urban re-newal,facilitating and expediting a high-level urban development.

Effectiveness of Land Use Structure Evolution to Industrial Structure Transformation

Scarcity of land resources and transformation of industrial structure is a pair of contradictory elements.We derive the characteristics of land use structure and industrial structure transformation in Xining City using Transformation Coefficient(TC):first,in the period 1999-2000,the land use structure coefficient(θ1) declined by 79.55%,but the overall evolution trend is gentle;second,the transformation coefficient of industrial structure(θ2) tended to decline ceaselessly on the whole,a decrease of 36.09%(overall,the transformation coefficient of industrial structure is slightly greater than the land use structure coefficient);third,the inter-annual variation of the two experienced ups and downs(in the period 1999-2007,the inter-annual variation was great and in the period 2008-2010,the inter-annual variation tended to be gentle).On the basis of autocorrelation and co-integration model,we draw the following conclusions through analysis:first,the land use structure in Xining City plays a role in promoting industrial structure transformation;second,there is a long-term equilibrium relationship between the two.Finally,relevant policy recommendations are put forward for the industrial development in Xining City.

Eco-environmental Impact Assessment of the Change of Regional Industrial Structure and Regulative Measures

Acting as an important driving force for the change of the regional land use,the change of industrial structure also has some influences on the ecological environment.The assessment and mechanism analysis of these influences will be beneficial to the sustainable development of regional economy and the im- provement of relationships between man and earth.Taking Chuzhou City in Anhui Province as an example,on the basis of a qualitative analysis of the influence of the development of differ- ent industry on the regional ecological environment,this paper builds the influence factor of industrial structure on natural envi- ronment and the influence index of industrial structure on natural environment,makes a quantitative assessment of the change of the industrial structure and its comprehensive influences on the eco- logical environment in the Chuzhou City from 1974 to 1995. Studies show that,during the analysed period,Chuzhou City's industrial structure has changed markedly,having undergone two transformations.The influence of industrial structure on natural environment from 1974 to 1995 increased as a whole,while from 1996 to 2004,the influence of industrial structure on natural en- vironment decreased year-on-year.These changes indicate that the regional change of industrial structure results in better ecological effects.Finally,we propose appropriate regulatory measures ac- cording to our research results.

Based on the analysis of manufacturing landscape, the landscape changes caused by the transportation revolution, and the urban landscape of the newly-developed houses caused by the industrial revolution, the landscape changes in England during the industrial revolution were summarized to fill the research gaps in this field and lay the foundations for relevant research.

An Analysis of Current Situation of Industrial Land Use in Chizhou Economic and Technological Development Zone

This paper analyzes the current situation of industrial land supply,use and structure and industry pattern in Chizhou Economic and Technological Development Zone,and selects 83 typical enterprises which can reflect the comprehensive industrial land utilization within this zone and the problems in economical and intensive utilization,to carry out the evaluation of economical and intensive utilization of industrial land. Based on the evaluation results,we find the problems in industrial land use and set forth corresponding recommendations in order to provide a reference for the future sustained land use in the development zone.

The impact of industrial distribution on the distribution of pollution:Evidence from China

This study aims to investigate the effect of industrial development strategies on the distribution of pollution in China.For this purpose,it uses the Theil index to measure the degree to which pollution was concentrated in particular areas of China from 2003 to 2015.Using chart analysis,it shows that industries became more widely spread out over time,and finds water-polluted cities but no air-polluted cities in areas of high industry concentration.Employing estimates from the Theil indices,I find that,while the within-region and between-region imbalances of industrial output were both reduced by the strategic plan,the speed of water pollution diversion does not align with the overall movement of industries,and there is not much between-region movement in wastewater pollution.The distribution of soot emissions is found to differ significantly from that of industrial output,with negligible initial levels and subsequent changes in the between-region concentration of soot emissions.Most of the initial concentration and changes in concentration are within region,suggesting that industrial development strategies have helped spread industries out more evenly.Meanwhile,the distribution of industries is found to have changed the distribution of water pollution,but it did not have any impact on the concentration of air pollution.
