Spatial spillover effects of official development assistance on environmental pressure in sub-Saharan African(SSA)countries

Impoverished sub-Saharan Africa(SSA)is under increasing environmental pressure from global environmental changes.It is now generally accepted in academic circles that economic development in SSA countries can cause environmental pressure in other countries.However,there is research gap on the impact of economic assistance on environmental pressure in SSA countries and whether economic assistance causes spatial spillovers of environ-mental pressure between SSA countries.To better understand the impact of economic assistance on environmental pressures in SSA,a dynamic spatial Dubin panel model was developed.It helped us explore the spatial spillover effects of economic assistance on environmental pressures in recipient countries based on the panel data from 34 SSA countries.The results show that economic assistance had a positive stimulating effect on environmen-tal pressures of recipient countries,which means that the degree of human disturbance to the environment has deepened.Due to the regional correlation effect,neighboring countries were saddled with environmental pres-sures from the target country.Moreover,environmental pressures have time inertia,which can easily produce a snowball effect.The decomposition of effects shows that the impact of economic assistance on environmental pressures is relatively minor.Environmental pressures have spillover effects,so to deal with diffuse risks,joint regional prevention and control policies should be developed.

The Construction of PLA Image in China’s Official Discourse From the Perspective of Positive Discourse Analysis——Based on Government Work Reports Over the Last 15 Years

Government Work Report is essential for domestic and international understanding of China’s national conditions.This paper selects the national defense section in Government Work Reports released by the State Council of the People’s Republic of China over the last fifteen years from 2009 to 2023 as an example of China’s official discourse.From the perspective of positive discourse analysis,the theory of three meta-functions of language proposed by M.A.K.Halliday in Systemic Functional Linguistics is used in this article in terms of transitivity,appraisal,mood,modality,and theme to explore the constructing of the People’s Liberation Army(PLA)image.This study finds that,by using the goals and circumstances with optimistic meaning in material processes,adopting more appreciation in attitude,applying more declaratives in mood,utilizing modal operators with high modulation,and implicit objective modal adjuncts,and employing government-focused themes,China’s official discourse objectively and authentically conveys a positive image of the brave and just PLA both at home and abroad which advocates itself to peace-keeping,and mission-fulfilling.

社交媒体为悼念行为提供了新的可能。本文以“墨茶official事件”为例,使用python爬虫采集了2021年1月1日至2022年10月9日墨茶official发布的最后一条B站动态下的根评论数据,分析并阐释社交媒体时代对普通民众的悼念行为。研究认为,同情情感是普通民众能够成为悼念对象且使公众发生悼念行为的主要原因。这一情感依托于人物的悲情形象而实现,公众会随着媒介叙事下人物形象的转变对悼念对象产生不同的道德评价,由此可能产生不同主体情感上的冲突。在悼念过程中,媒体和公众都应注重对逝者权益的维护。

情感治理是社会治理的重要部分,对负面情绪的治理是当下情感治理的重点之一。在"墨茶official"事件中,网络中的哀悼者们通过"悲情叙事"引发共情和认同,形成了带有负面情绪的情感共同体。文章认为,从实践来看,对该群体进行的情感治理实际上是由媒体机构、政府和网民共同参与的多元化治理。政府和媒体机构用提供事实的方式,唤起网民的理性,形成情感共同体内部的"自净",并鼓励由共情形成的利他行为。这种"柔性治理"+"多主体协调治理"的方式,可以看作情感治理中的一种路径。

The publishing conference of the Chinese version of National Comprehensive Cancer Network （NCCN） Clinical Practice Guidelines in Oncology （hereinafter referred to as NCCN Guidelines） and the inaugural peer reviewer meeting of NCCN Clinical Practice Guidelines in Oncology： Digestive System Cancers （hereinafter referred to as NCCN Guidelines on Digestive System Cancers） were held in People＇s Medical Publishing House in January 28^th, 2016 （Figure 1）.

Research on the Achievement Motivation of the University Student Village Officials in the Suburbs of Beijing

[Objective] The aim was to explore the achievement motivation of the university student village officials in the suburbs of Beijing.[Method] The research made an investigation on 429 university student village officials in the suburbs of Beijing by the Achievements Motive Scale(AMS).[Result] The achievement motivation of these student village officials was not on a high level,but they tended to pursue the success motivation rather than the motivation to avoid failures obviously.There was a significant difference in the achievement motivation between different genders,majors and jobs.The males' motivation for success was higher than the females'.The motivation of avoiding failures among officials in Humanities was higher than in Science and in Fine Art.And the university student village officials in professional and technical posts or in business posts rated the motivation to avoid failures more important than in basic management posts.But achievement motivations in different urban-rural areas,educational levels,political backgrounds,whether student leaders or not,and durations were no definite differences.Besides,it had a significant effect on these student village officials' achievement motivation whether advices and suggestions were accepted;if yes,the motivation was higher.[Conclusion] This study had provided stability and development for building rural talent groups.

FUZZY SYNTHETICAL EVALUATION ON THE GOVERNMENT OFFICIALS’ CONSCIOUSNESS ON THE IPE BASIS

Government policy is the key to the development of the individual and private economy (IPE).In the making of a policy, the social consciousness of government officials is one of the important factors to affect the policy made. Since the social consciousness on the development of IPE varies from person to person, it is conventionally indefinite and fuzzy. This paper applies fuzzy sets to analyse the government officials’ social consciousness on the IPE basis.

Research on the Relationship between Little Village Official's Career Choice and Human Capital,Social Capital

The career planning plays an important role in little village official's development. The study uses stata SE12 statistical software based on the sample survey of little village official in China. And it studies the relationships of human capital,social capital and career planning of little village official. It shows that:( i) After the village work,to be civil servant is the preferred way for little village official,and the female and unmarried choosing this are more than others. The probability of taking the civil service exam diminishes with age,but increases with the increasing human capital and social capital.( ii) Working in institution is the second choice of little village official. The female,married and older have greater proportion than the others. The trend is diminishing with increased human capital and social capital.( iii) The male,married,older,or little village officials employed by provincial government or working in the central and western regions of China choosing to be selected as township deputies are more than others.( iv) The married and older would like to remain in office,but this probability diminishes with the increased human capital and social capital.( v) The male,older,or the little village official working in the central region,employed by municipal government and employed by county government would like to start up their own businesses.( vi) Few of them choose their jobs by themselves,continue further education,or choose enterprise work and social work. There are more little village officials graduating from " 985 project" or " 211 project" universities choosing to work in enterprises.

Application of the Probability Model for Starting Period to Initiate to Take Palivizumab by Prefecture Using National Official Sentinel Surveillance in Japan

Background: Palivizumab were used for the premature infant or a high-risk infant with congenital heart disease. However, recently outbreak pattern of respiratory syncytial (RS) virus infection has been varying year by year. Moreover, it also has some regional difference. Therefore, the object of the present study was to develop early detection of the timing of that outbreak had started in each prefecture. Method: We used data in National Official Sentinel Surveillance for Infectious Diseases (NOSSID). Study period was March 16th, 2011 to December 30th, 2018. We defined stating period to initiate to take palivizumab as 8 - 12 weeks before from the peak of outbreak. We estimated whether the week is included in starting period or not from April 1st to the peak of outbreak by the past number of patients of RS virus infection on week and its squared. Additionally, we have to take delay in NOSSID into consideration. Results: In nationwide, the last two seasons, the model predicted precisely the starting period. At prefectural level, the model predicted the starting period precisely in 16.6% of all year and prefectures pairs. When we consider the delay in NOSSID into consideration, the patients can start to take in 14.9% of all year and prefectures pairs. Discussion and Conclusion: The result of the probability model was not good, and thus we have to develop more sophisticated model for prediction at prefecture level.

Investigation on the Benefits and Satisfaction Degree of the Electronic Official Document On-line Submission and Approval System-A Case Study of a Medical Center in Southern Taiwan

Purpose:The aim of the study was to investigate the actual benefits of the electronic official document online submission and approval system and the satisfaction of hospital staff in a medical center in southern Taiwan,and to find out whether there are any differences between medical institutions and general government personnel.Methods:A cross-sectional study was conducted to investigate satisfactory outcome with questionnaires.The subjects were administrators,healthcare professionals and medical personnel of a medical center in the southern part of Taiwan who had signed electronic documents online.A total of 395 questionnaires were sent out,147 of which were valid,and the rate of collecting data survey was 37%.We analyzed with SPSS version 20.Results:The official document approval system was mainly used by administrative units and contractors,accounting for more than 50%of users.Besides,the frequency of use was at least more than once a week.As for the user’s perception of operating system,most people thought that it is easier to choose the format of official document and to set up the duty agent on leave,but in the part of the signing and approval process setting or modifying,it was considered more difficult,accounting for 38.1%.In terms of perceptual usefulness,the average value was 3.81,which showed that the user agreed that the system has met the needs of daily official documents.When some users of service area encountered problems with their use,the clerical staff were able to provide services immediately and have the professional ability to resolve problems,in order to agree to the majority,accounting for 53.7%.In addition,nearly 60%of users rated the official document system positively,with an average of 3.84 satisfaction,which was higher than the certified value of 3,conforming to the standards for satisfaction with the use of official documents.In addition,the role authorization,perceptual easy-to-use and service area were significant(p<0.05).The perceptual usefulness of Subordinate units was also significant(p=0.016).The frequency of use,perceptual easy-to-use,perceptual usefulness,service area and satisfaction were significantly different(p<0.05).The correlation coefficient between perceptual usefulness and user satisfaction was 0.833,indicating that there was a high correlation.The daily usage frequency of contractors was higher than supervisors.However,supervisors had the highest frequency of use every quarter(p=0.135).There was no significant difference between contractors and supervisors in the frequency of use.Conclusion:It is suggested that education and training on the operation of the electronic official document on-line submission and approval system should be conducted,which can enhance the education and training of supervisors and medical personnel.Continually,invite supervisors and medical personnel to provide advices on the official document system as a reference for future improvements of the system.

Attitudes, knowledge levels and behaviors of Islamic religious officials about organ donation in Turkey: National survey study

BACKGROUND The most important factors affecting the decision of organ donation are socioeconomic,educational,cultural,and religious factors.AIM To evaluate Islamic religious officials’attitudes and behaviors toward and level of knowledge on organ donation and transplantation.METHODS This study surveyed 2350 Islamic religious officials in Turkey.To ensure a representative sample,we used and modified the Nomenclature of Territorial Units for Statistics.Based on the Nomenclature of Territorial Units for Statistics-II,Turkey was divided into 26 regions.The number of Islamic religious officials in each city and town in each of the 26 regions was proportionate to the population.A stratified sampling method based on demographic factors,such as age,marital status,and educational level,was used.Data were collected by PRP Research and Consultancy Company using computer-assisted personal interviewing.RESULTS Of the 2350 religious officials surveyed,59.9%were in the age group of 35-54 years;84.7%had either a bachelor’s or a master’s degree;99.7%never donated an organ;and 75.4%were not considering donating in the future.About 22%of the religious officials said religious belief was their reason for not donating;45.3%did not indicate any reason.Although 41.5%of participants considered cadaveric organ donation as the best source of organ transplantation,36.3%deemed living donor transplantation as the best option.Meanwhile,52.9%of participants considered donating an organ from a brain dead relative in case they were asked for permission;80.1%considered donating to a relative,if necessary;81.6%considered undergoing organ transplantation,if necessary.About 83.7%of participants deemed organ donation as a proper human behavior;60.5%believed that it is allowed by Islam;55%said they preach for organ donation at their mosque;and 41.1%said their views of organ donation were influenced by their leaders in society.CONCLUSION Religious officials are unsure whether or not organ donation is respectful of their religious belief,but they consider donating an organ if a relative need to undergo organ transplantation.
