Analysis on the Configuration Path of Improving the Quality and Efficiency of County-Level Libraries in China

County-level libraries have an inescapable responsibility for cultivating local cultural identity and realizing rural revitalization.Therefore,we analyzed factors that afect the service fficiency of gass-1oots libraries in Henan Province through a field investigation and qualitative comparative analysis(QCA),and proposed a higlh-efficiency configuration.In addition,we put forward the strategy of improving the quality and efficiency of our country's county-level libraries in the electonic information age.

The Role of Library and Information Science Education in the Development of Community Health Information Services for People Living with HIV/AIDS: Perspectives of Directors and Managers of Public Libraries

This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

An empirical research on strategic planning in public libraries of China's Mainland

Purpose: As an important issue, strategic planning in public libraries has been paid more attention in China recent years. However, a comprehensive and systematic research, especially strategic models based on empirical studies, is required in the public library strategic planning. The purpose of this research is to investigate the current practices and propose an appropriate reference and guidance of strategic planning in public libraries in China’s mainland.Design/methodology/approach: A questionnaire-based survey method is carried out to collect the views of public libraries staff at different levels in China’s mainland. The questionnaire is designed on the following four aspects toward strategic planning in public libraries: The attitude, the status quo, basic issues and the guides. The 882 valid questionnaires are processed by a statistic analysis to reflect the current practices of strategic planning in public libraries in China’s mainland.Findings: Our research results reveal that the unclear and confused understanding of the strategic planning still exist among the public libraries staff in China’s mainland. However, the majority of respondents still believe that the strategic planning in public libraries is significant and the library developments will be affected for lacking strategic planning. Moreover, it is considerable that the strategic plans are jointly made by independent agencies and public libraries, or by the public library itself. Also, guidelines and a set of softwares in strategic planning are needed.Research limitations/implications: The study was restricted to six main areas in China. A wider geographic sampling can preferable show the basic status of strategic planning in public libraries.The procedures of data collection would be another limitation. Nevertheless, case studies should be used in the further research.Originality: The importance of this research originates from a large number of first-hand data about strategic planning in public libraries in China’s mainland. The results provide extra perception into the future development of Chinese public libraries. The understanding obtained from this study will play a part in forthcoming evolution of this area of research.

Current Status and Analysis on Space Service in East China Public Libraries: A Case Study

This paper provides references for the space service of public libraries in China. 51 public libraries in East China were investigated in terms of space type, space facilities and space service reconstruction;the current situation of space service was analyzed and some problems were revealed. Based on the investigation, the characteristics of public libraries’ space service in East China are summarized from the perspective of space type, space service concept and space service mode. And the problems in the aspects of new space service level, space service facility construction and space service evaluation mechanism are pointed out. Through the analysis, space service strategies of public libraries in China are proposed: libraries’ overall quality should be strengthened;space service based on information technology should be promoted;users’ needs should be respected and evaluation mechanism should be developed.

A survey of public needs for government information service in libraries

Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public libraries meet the user needs.Design/methodology/approach:The paper is founded on a survey among library users,librarians and non-library users.Paper questionnaires were distributed in the National Library of China and 32 provincial public libraries in China and electronic questionnaires were sent to non-library users.A total of 909 valid questionnaires were collected.Findings:A lot of attention is paid to policies,laws and regulations relating to common people’s work and lives such as science,technology,education,culture,finance,market supervision,health care,sports,urban construction and environment protection.A wide variety of government information resources is needed and information delivered to users shall be accurate and timely.Internet has become the main means of accessing government information and mobile phones the preferred Web access channel,while printed materials are considered important information sources.Users need assistance and training in the use of library information resources and services.Research limitations:The sample was limited to respondents from provincial-level public libraries,but city and county-level library users were not included.Practical implications:The survey results are beneficial for the Chinese public libraries to design service programs and improve their services.Originality/value:The paper is one of the comprehensive surveys on public needs for government information service in the Chinese libraries and some of die findings will be of wider interest for other libraries.

Should Campus Libraries Open to the Public?

Arecent regulation encoctraging China＇s libraries in universities and research institutes to open to the public stirred up heated debate among the public. The regulation is part of China＇s newly adopted law on public libraries, which took effect on January 1. 2018.

Public libraries in China:Development and challenge

Since the start of the new century, public libraries in China have shown a healthy trend of development, featuring an ever-increasing scale, an initially established service system, a steady progress in infrastructure construction, improvement in networking, digitization and modernization levels, and strengthening of service efficacy. Nevertheless, there are also serious problems, such as a weak foundation, insufficient funding, lagging legislation,and shortage of professionals. For the present and for a certain period to come, the focus of the building of public libraries should be placed on further seeking financial support, promoting the building of service systems covering both urban and rural areas, and improving services.

A survey of public needs for digital information service in libraries and museums

Purpose:The purpose of the research is to investigate public needs for digital information service in the Chinese libraries and museums and seek ways to help these public service institutions improve their service to meet user needs.Design/methodology/approach:An online questionnaire survey was used to study the publicneeds for digital information service provided by libraries and museums.A total of 474 valid questionnaires were retrieved for analysis.Findings:The primary purpose of using the digital library and museum service was for knowledge acquisition,followed by work or class assignment and leisure and entertainment.Users need one-stop information service that provides information and service in a more integrated form and allows cross-database searching as well.Research limitations:A majority of the respondents were young and middle-aged people who often use the Internet.We would need to increase our sample size and include different groups of users such as children and retirees to make the sample more representative.Practical implications:Libraries and museums should collaborate to provide the users with one-stop digital information service.Meanwhile,the research can serve as a reference source for the future studies of digital library and museum service.Originality/value:Few studies were published on the public needs for digital library and museum service in China.This study bridges the gap and contributes to our understanding of the Chinese users’ needs for digital information service in libraries and museums.

A discourse on creating and rendering educational and cultural enrichment services to rural migrant workers by public libraries

As far as China's enormous success in her economic reforms and development is concerned,Chinese rural migrant workers indeed have had their biggest share of contributions.Yet ironically in return,they have only received a disproportionate meager share of benefit rewards.These people represent a huge economically deprived group at the bottom of the social totem pole in China's metropolises.On the whole as a social group,their educational attainment is relatively low as compared to their average urban coworkers.As such being the case,their rights to access some of the cost-free cultural and educational enrichment programs in the society are limited and not always assured.Nevertheless and in general speaking,they manifest a strong and consistent desire to acquire all sorts of new and practical knowledge by means of accessing the resources and facilities of their local public libraries.It is suggested in this paper that public libraries are in a good position to give strong support to the central government's strategic planning for the development of a public culture service systema).In implementing such a government initiative with an unswerving purpose of advancing social justice and equality,public libraries should strife to provide as many as possible their library services at no cost to the public,especially to those socially deprived rural migrant workers.

American Sunday-School Libraries in the 19th century

American Sunday-school libraries in the 19th century,as an activity of Protestant Christian missions,provided Christian and moral education for children.They were established in the early 19th century and became the main channel for the dissemination of religious literature and children’s books in the United States around 1850.After 1880,they gradually declined.As an important library type before the rise of public libraries,their aims,functions and contributions need to be investigated carefully in order to promote the research of American library history and comparative librarianship.In Sunday-school libraries for children,most of the books changed from Christian literature to secular works.The classifications and catalogs were inconsistent because they were newly developed,there were strict regulations on reader’s services,and most Sunday-school libraries adopted a close-stack approach.They were the first to provide free access to children and acted as the forerunner of children’s libraries.They helped children form the habit of reading and advanced education in the US.They broke free from the barriers of class,race and gender,and promoted the ideas of democracy,equality and inclusiveness through the library services.They were widespread in the US and laid the foundation for US rural libraries.

场景理论视角下“图书馆+地铁”公共文化服务创新研究

图书馆与地铁跨界融合,共同打造公共文化空间,是拓展公共文化服务覆盖的有效途径,也是公共文化服务融合发展的新思路,而“场景”本质上是更高级形式的文化空间,本文在既有研究和我国实践探索经验基础上,提出“图书馆+地铁”这一公共文化融合服务场景概念,并引入场景理论,论证分析其应用于建设“图书馆+地铁”场景的契合性。在场景理论指导下,从合法性、真实性、戏剧性3个维度出发,打造深入人心的公共文化服务场景,探索“图书馆+地铁”的更多可能性,为公共文化服务发展注入活力。

欠发达地区县级公共图书馆法治建设任重道远——对鄂、渝、湘、黔若干县级图书馆的调研分析

文章选取了我国欠发达地区25个县级公共图书馆,围绕《中华人民共和国公共图书馆法》的具体实施情况开展深入调查。发现当前我国欠发达地区县级公共图书馆的法治化治理水平有所提升,但地方政府依法保障的情况仍然堪忧。为此提出了4个基层公共图书馆法治建设着力点,为新时代基层公共图书馆的法治化建设和高质量发展提供参考。

我国公共图书馆法人治理结构建设实践的文本表征——基于公共图书馆章程的考察

在法人治理结构建设背景下,章程是公共图书馆理顺内外关系、确立决策与管理体系的根本性规章。本研究对我国5省的74家省市级公共图书馆官方网站进行调查,获取17份包含法人治理结构建设内容的章程文本,从组织目标、管理运行架构、理事长与馆长的产生、运行规范4个方面,分析法人治理结构在其中的表现与设计情况,发现在公共图书馆章程中关于法人治理结构的设计尚存在组织目标不够完备、管办分离有待深化、监督机制设计不完整、信息沟通反馈机制尚待健全等问题,建议从加强组织目标设计、强化理事会职权、健全监督机制、完善配套制度建设和建全信息沟通反馈机制等方面进行优化。

文章以2022年公共图书馆在官方微信公众平台推送的图书推荐类推文为研究对象,分析公共图书馆微信公众平台的社会影响力、公共图书馆基于微信公众平台的图书推荐模式、图书推荐的品牌和所推荐图书的类型分布等内容,并提出了切实可行的公共图书馆基于微信公众平台进行图书推荐的策略,以期促进我国公共图书馆图书推荐工作的开展。

公共图书馆理事会的多元构成及其履职情况分析——以京津冀地区16家公共图书馆为例

理事会的构成和运行情况是公共图书馆法人治理结构改革的重要指标,可以直接反映改革的具体成效。本文对京津冀地区43家公共图书馆进行调研,遴选16家公共图书馆作为数据样本,对图书馆理事会成员结构、理事长任职、理事会履职情况等进行分析,对京津冀公共图书馆法人治理结构改革提出完善“多元共治”新治理格局、深化“管办分离”、完善制度体系建设等优化建议。

公共图书馆非基本服务项目收费的现实需求、困境与对策

非基本服务项目收费是推动公共图书馆社会化发展的重要举措。虽然公共图书馆非基本服务项目收费在我国有着强烈的现实需求和法律政策依据,但实践中面临着诸多困境,主要表现为:非基本服务项目收费的法律政策不够完善,收费行为影响基本服务项目的高质量供给,收费审批程序、定价和用途较为随意,容易形成“以文养文”的局面。解决之道包括:完善非基本服务项目的收费政策,加强政府的主体保障责任,规范收费审批程序、定价及用途。参考文献19。
