Development and Protection: Reshaping Cultural Policies——A Study of the UN's Advancement of Cultural and Creative Industry in Developing Countries

Cultural diversity originates from modern cultural industries. The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China&#... Cultural diversity originates from modern cultural industries. The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Nevertheless, the development of the in ternet and digital technology may create an opportunity for developing countries to catch up with and surpass their developed neighbors. China's unique approach to cultural and creative development may serve as a model for the international community to pursue sustainable development in the future. 展开更多

Since the turn of the century,creative industries have displayed considerable power in transforming the social and economic landscapes of most global metropolises,including such Chinese mega-cities as Beijing and Shanghai.However,the story of creative industries does not end there.Recent studies have focused on the role of creative sector in the countryside.It has been argued that the creative sector can effectively contribute to diver­sifying socio-economic development in rural areas by increasing employment,enhancing the quality of life,and promoting social inclusion and community development.With the aim to chart new paths for China’s rural revitalisa­tion and address the country’s‘three rural issues’(i.e.agriculture,rural areas and farmers),this paper examines the potentials and challenges to developing the creative sector in rural China.It first reviews the academic debate about expanding the development of creative industries from urban to rural areas.Drawing on the research and classifica­tion of creative industries in rural Western Ireland,this study identifies industries characterised by‘content creation and production’and‘creative design services’,which would have potential in rural China.The major impediments to and crucial factors for developing rural creative industries in China are investigated and appraised within the frame­work of‘creative people,creative place,and creative support’.After analysing emerging practices in Jiangsu Province,this paper highlights the potential of abandoned industrial complexes in rural parts of China’s coastal regions,which can act as incubators for creative industries.Those former manufacturing plants are the remains of township-village enterprises(TVEs),which constituted part of China’s flagship policy for rural regeneration in the 1980s.Not only do they have special architectural attributes favourable for creative production,but also represent the socio-economic entity of the village collective and are the carriers of cultural meanings and memories.This paper concludes with a set of recommendations for both public and private sectors.It calls for a more proactive stance from governments to promote the creative sector in rural areas and revitalise rural economies and communities through the reuse or regeneration of former TVEs. 展开更多

Abstract The slogan"One Country,Two Systems"guides the political,economic and cultural development of Hong Kong–one of the world’s most important financial centers.However,the city is more than just a financial center and a tradehub.The city also has a strong civil society,and the members of the civil society have much interest in culture and cultural identity.The city aims to strengthen its position as a prominent center of higher education in Asia.Therefore,cultural facilities,infrastructure,festivals(such as the Hong Kong Film Festival)and culturerelated fairs,as well as cultural and creative industries,are high on the political agenda,dedicated to promoting Hong Kong to be a cultural center in Asia.In recent years,a number of studies have been commissioned to explore the potential of cultural and creative industries under the urban economy.The findings suggest that cultural and creative industries are one of the economic development fields that the Hong Kong Special Administrative Region(HKSAR)Government should support and promote in the future.A design center and agency,called Cyberport,has been established to create institutions that can support the evolution of cultural and creative industries.In addition,the Hong Kong Special Administrative Regional Government of China decided in 2008 to develop a prime location in the middle of the city into a cultural district.The West Kowloon Cultural District will position the city on the cultural map of Asia. 展开更多

Taipei is a city full of oriental traditional culture.Different from other Chinese cities,Taipei has a very specific urban fabric and development context that provides excellent conditions for the development of cultural and creative industries(CCIs).Since 2011,Taipei City Government has set up 11 creative quarters that have demonstrated the unique features and lifestyles of Creative Taipei.In this paper,the authors introduce Creative Taipei in 4 parts:examining the CCIs conditions of Taipei,identifying strengths of Taipei’s CCIs,understanding governance strategies and policies,and analyzing creative city governance through case studies.Looking into the future of Creative Taipei,this paper concludes that the clear leading policies,the attractive investment environment for private investors,and the cross-boundary integration are three dimensions to further strengthen the power of CCIs in Taipei. 展开更多
