The purpose of this study is to analyze the dynamics of changes in land use in the context of cross-border cooperation. Geographic information systems and remote sensing were used to produce the various land use maps. For this purpose, the MERIS satellite images for the periods 1992, 2005 and 2018 were used. The exploration of the different images and the field visits made it possible to identify the following six land use classes: dense forests, degraded/deforested forests, savannas, swamp forests, buildings and bare soils, water surfaces. It emerges that the TRIDOM landscape is mainly occupied by dense forests which represent 97.02%, 96.72% and 96.52% respectively in 1992, 2005 and 2018. Then, degraded/deforested forests and savannas which would correspond to cultivation areas and fallow land only represent respectively 1.06% and 0.68% of the landscape in 1992. This proportion in 2005 is respectively 1.22% and 0.77%, whereas in 2018, it is respectively 1.36% and 0.81% of the massif. The landscape of TRIDOM has not experienced any significant land use change during the period after the signing of the cooperation agreement. Historical rates of deforestation are low during the period under study. They are estimated at 0.042% and 0.030% respectively for the period 1992-2005 and the period 2005-2018. These low rates of deforestation seem to be due to the measures taken to secure and sustainably manage the massif taken by the three countries, the low population density in this area and the still difficult level of accessibility of a large part of the massif.展开更多
The Shanghai Cooperation Organisation(SCO)is the most extensive and populous comprehensive regional cooperation organization in the world,covering about half of the world's population,with not only a huge consumer...The Shanghai Cooperation Organisation(SCO)is the most extensive and populous comprehensive regional cooperation organization in the world,covering about half of the world's population,with not only a huge consumer market,but also rich natural resources and strong productivity.As one of the important platforms for the implementation of the Green Belt and Road Initiative,it is an important opportunity for the SCO to actively participate in global governance and contribute to building a community of global life.To investigate the status of biodiversity conservation in the SCO countries,we used literature analysis approach.We surveyed the performance and international cooperation status of the SCO countries in the implementation of the Convention on Biological Diversity(CBD),listed facing problems and threats to biodiversity conservation,including not optimistic biodiversity conservation project implementation status,contradiction between ecological protection and economic development,impacts of human activities,lack of funds and talents,etc.,and analyzed the biodiversity protection needs of the SCO countries from the perspectives of project and policy implementation status and international cooperation.According to the cooperation between China and the other SCO countries on biodiversity conservation and the post-2020 global biodiversity framework goals,we gave some recommendations:(1)promoting access to genetic resources and benefit-sharing;(2)integrating multiple funds and innovating the implementation of funding mechanism;(3)developing talent training and exchange programs and deepening multilateral cooperation;(4)strengthening cross-border cooperation and improving cooperation network;and(5)establishing a coordination mechanism for biodiversity conservation within the framework of the SCO.展开更多

The poorest and inaccessible remote Golden Triangle now faces the opportunity to develop and participate in the global economic system. Not only has the traditional border tourism between two countries in this region been growing rapidly and various tourism products cross the regions also have been developed. The article attempts to explore the multiplier effects of tourism on regional cooperation. These consequences of tourism cooperation take effect through the infrastructure improvement, facilitation of the free movement, improvement of communication and promotion of the alternative economy. The study also points out the unexpected negative consequences to limit its role as a regional cooperative engine due to the lack of consideration of the dual economic and social structure in tourism development. The special attention should be drawn to consider the limited benefits for the marginalized community, the high transaction of the social costs related with the drug tourism and sex tourism. The paper calls for more rigorous cooperative regional plans and policies to the complexity of tourism development in this region.展开更多

On the one hand, resources, products, market and infrastructure in tourism are characteristics of half-public goods, which are the externalities. On the other hand, tourism competition has evolved from individual scenic spot, or firm competition to regional competition, which also requires urgent regional tourism cooperation. In recent years, the regional economic cooperation has been becoming popular in the world. The triangle tourism zone of Liaoning Province, constituted by Shenyang, Dalian and Dandong, is the core region of Liaoning tourism system. This regional tourism cooperation has been raised for a long time, but has not made substantial progress as yet. In recent years, the strategic cooperation among them has been becoming urgent, along with the change of tourism competition models, as well as the desire for building a Northeast Asia tourist economy circle. Based on literature, this paper establishes a conceptual frame of regional tourism cooperation and applies it in the analysis of the strategic tourism cooperation of Liaoning Province’s golden triangle zone. This paper firstly examines both qualifications and motives concerning with cooperation among the three cities, and believes that the biggest difficulties involve traditional ideas, administrative institutions, communications, economic performances, time constraints, and more overlap among their tourist markets. Then this paper continues to construct a cooperating mechanism, including participant arrangements, construction of operating mechanism and construction of assisting mechanism. At last, this paper proposes approaches to the strategic cooperation such as introducing Xiuyan County, strategic integration and developing differentiated and complemented tourism products.展开更多
Recent advances in on-board radar and missile capabilities,combined with individual payload limitations,have led to increased interest in the use of unmanned combat aerial vehicles(UCAVs)for cooperative occupation dur...Recent advances in on-board radar and missile capabilities,combined with individual payload limitations,have led to increased interest in the use of unmanned combat aerial vehicles(UCAVs)for cooperative occupation during beyond-visual-range(BVR)air combat.However,prior research on occupational decision-making in BVR air combat has mostly been limited to one-on-one scenarios.As such,this study presents a practical cooperative occupation decision-making methodology for use with multiple UCAVs.The weapon engagement zone(WEZ)and combat geometry were first used to develop an advantage function for situational assessment of one-on-one engagement.An encircling advantage function was then designed to represent the cooperation of UCAVs,thereby establishing a cooperative occupation model.The corresponding objective function was derived from the one-on-one engagement advantage function and the encircling advantage function.The resulting model exhibited similarities to a mixed-integer nonlinear programming(MINLP)problem.As such,an improved discrete particle swarm optimization(DPSO)algorithm was used to identify a solution.The occupation process was then converted into a formation switching task as part of the cooperative occupation model.A series of simulations were conducted to verify occupational solutions in varying situations,including two-on-two engagement.Simulated results showed these solutions varied with initial conditions and weighting coefficients.This occupation process,based on formation switching,effectively demonstrates the viability of the proposed technique.These cooperative occupation results could provide a theoretical framework for subsequent research in cooperative BVR air combat.展开更多
