While researchers have applied differe...Developing countries establishing international branch campuses (IBCs) is an emerging trend, and currently compromises 17% percent of the market in terms of the number of IBCs. While researchers have applied different social science perspectives to analyze cross-border higher education and IBCs, they usually emphasize developed countries as exporters and developing countries as importers of higher education. The phenomenon of developing countries as exporters of higher education has seldom been looked at so far in the research. This paper first describes the current development of IBCs, then illustrates what social science perspectives have been used on this topic, followed by how push-pull theory relates to developing countries being exporters of IBCs. The paper aims to combine E.S. Lee's push-pull theory and Gu's push-pull framework to analyze the push and pull factors in their advertisement and marketing claims when higher education institutions (HEIs) from developing countries plan to establish branch campuses in foreign countries. Soochow University in Laos is used as a case study. Furthermore, intermediate barriers and solutions are also identified in this case study. The article highlights aspects that should be considered during an open Research,Development,and Innovation(RDI)process cycle to improve the utilization of research data and foster open cooperation between higher educ...The article highlights aspects that should be considered during an open Research,Development,and Innovation(RDI)process cycle to improve the utilization of research data and foster open cooperation between higher education and businesses.The viewpoint here is in publicly funded joint research projects of the universities of applied sciences(UAS),the concept is,however,applicable in other higher education and research organizations as well.There are various challenges related to research data management in general as well as to the openness and reuse of data and results.The findings of this article are based on the results of a two-day expert workshop,and these results are interlinked with five phases of an open RDI process cycle:planning,implementation,documentation,sharing,and commercialization.Various drivers and barriers can be identified in different stages of the process.On a general level,special attention must be paid to critical factors such as ownership and sharing of data and results,confidential information and business secrets as well as following the requirements of the Open Science(OS)policies of the participating organizations and funders.This article also highlights several best practices that should be considered in each phase of an open RDI process cycle with businesses.展开更多

The foundation of Shanxi University is a prime example of the collaborative efforts in higher education between the Chinese and British in late Qing China(1842-1912).Both sides made compromises,with the Chinese adapti...The foundation of Shanxi University is a prime example of the collaborative efforts in higher education between the Chinese and British in late Qing China(1842-1912).Both sides made compromises,with the Chinese adapting their ideas of educational sovereignty,and the British agreeing to work under the supervision of the local government.Such a collaboration was made possible by the individual personalities of the two founders and their visions for China’s higher education.The dual structure of the university,with one department to teach Chinese learning and the other to teach Western learning,showed that,at a local and personal level,these officials and missionaries opted for direct cooperation,despite the myriad changes and upheavals following the Boxer Movement.In addition,by allowing foreign missionaries into critical roles in a government university,the principle of ti-yong dualism was gradually being adapted.The formation of Shanxi University not only demonstrates the dynamics of the Sino-Western educational relationship and the roles individuals played in it,but also stimulates reflection on China’s contemporary cross-border partnerships in higher education.展开更多
