Impact of BRICS Trade Facilitation on China's Exports Using Cross-Border E-Commerce

With the rapid growth of the global digital economy, cross-border e-commerce, as an emerging form of trade, has gradually become a powerful engine to promote the development of global trade. BRICS is an important force in the global economy, and the progress of the BRICS countries' trade facilitation level has an important impact on the global trade environment. This paper conducts an in-depth study of the dynamic changes in BRICS trade facilitation from 2013 to 2022, and uses an extended gravity model to analyze the specific impact of this change on China's exports using cross-border e-commerce. The results show that although the BRICS countries have made some progress in trade facilitation, the overall level still needs to be improved, and there are obvious differences among member countries. However, the improvement of trade facilitation among BRICS countries has undoubtedly brought significant positive effects to China's exports using cross-border e-commerce.

This paper explores the operational strategies of cross-border micro, small, and medium enterprises (MSMEs). Against the backdrop of globalization and digitalization, cross-border trade has become one of the important pathways for many MSMEs to achieve growth and competitive advantage. Firstly, the paper outlines the concept and characteristics of cross-border MSMEs, as well as the analysis of their operational environment in the context of globalization, including political, economic, social, technological, environmental, and legal factors. Secondly, the paper proposes operational strategies for cross-border MSMEs, including international market selection and positioning, cross-border marketing strategies, supply chain management, cross-border financial management, and cross-border risk management. Finally, the paper summarizes the importance of effectively implementing these strategies for cross-border MSMEs to seize international market opportunities, reduce operational risks, and enhance competitiveness and profitability.

In order to explore and foster innovation in international exchange and cooperation,this study focuses on the background of the construction of the Hainan Free Trade Port.It delves into the current development status,characteristic demands,and potential challenges of its international exchange and cooperation mechanisms.Through a comprehensive analysis of relevant cases,survey questionnaires,and literature,this study aims to provide feasible innovative models and recommendations to promote the sustained development of the Hainan Free Trade Port in the field of international exchange and cooperation,injecting new vitality into China’s economic globalization.This exploration contributes to a deeper understanding of the development of free trade ports and provides insights and references for other countries and regions.

An Analysis on the Application of Business English in Port Trade

Business English has been working as a vital tool in the port trade,such as the way of learning trade information,and the tool of improving the image of foreign trade personnel.Yet the lack of business knowledge lead to many problems.And we proposed some strategies to counter these barriers.

Cross-border E-commerce and China's Exports during the COVID-19 Pandemic

China's exports experienced a rapid recovery after the outbreak of the 2019 COVID-19 pandemic.A primary engine was cross-border e-commerce(CBEC)trade,which bucked the downward export trend during the pandemic.By exploring the variation in the number of CBEC comprehensive pilot zones across provinces,we identified the causal impact of CBEC on exports using monthly province-product-destination data for 2019 and 2020.We found strong and robust evidence that CBEC contributed to exports during the pandemic by promoting the expansion of incumbent exports(intensive margin)rather than through the expansion of product categories and exporting partners(extensive margin).Specifically,higher pandemic risk suppressed the role of CBEC at the intensive margin while enhancing it at the extensive margin.Exports to developed countries benefited more from CBEC,both intensively and extensively.Compared with final products,a larger number of intermediate products were exported through CBEC after the outbreak of the pandemic.

Mozambique Ports in the 16th Century： Trade Routes, Changes, and Knowledge in the Indian Ocean Under Portuguese Rule

Arriving to the east African coast in the 16th century, Portuguese faced an important and well-structured commercial network dominated by Muslim merchants. Operating throughout the Indian Ocean and in articulation with the inland African trade routes by way of the coastal settlements from Bazaruto up to the north of Mozambique, this network bustled luxury goods and basic goods benefiting either from a network of inter-personal relationships and kinship that supported the whole business, or from an ancestral knowledge on the techniques and particular procedures indispensable to navigating in the Indian Ocean. This trade made the prosperity of small southern ports, like Sofala or Mozambique long before the Portuguese arrival. However, this trade was so much dependent on the network＇s capacity of organisation and the supply demand relation of the goods involved, as well as on other factors such as the political stability of the African kingdoms, the environmental changes that shaped flows and trade routes or the actual knowledge of the region and of the different forms of organization of local communities. By focusing in the ports of Sofala and Mozambique and the information provided by the Portuguese documents we intend to analyse its evolution during the 16th century in order to understand its role in the Indian Ocean commercial network under Portuguese rule.

On the Cross-border E-commerce Development Strategy in the Context of the Belt and Road Initiative

As the "Internet +" action plan proceeds, e-commerce further integrates traditional sectors and increasingly promotes development. In the context of the Belt and Road Initiative, Chinese cross-border e-commerce, through channel expansion and market share increase, is taking the lead in trade and investment development, and facilitating labor division & coordination, resource & product sharing, as well as opening new markets. To promote the long-term economic development of countries along the Belt and Road, a series of development strategies have been designed, which concern constructing an "online silk road" for cross-border e-commerce, building new trade passages and bridges, innovating traditional trade models, and gathering a trade development momentum.

SWOT Analysis and Countermeasures Study on TCM Industry in Hainan Free Trade Port

Objective To study the status of the Hainan’s traditional Chinese medicine(TCM)industry and propose countermeasures to promote the construction of Hainan’s modern TCM industry against the background of Hainan Free Trade Port construction,thus transforming the TCM industry into a modern TCM industry.Methods Sociology method and SWOT model in strategic management were used to analyze the current situation of the Hainan TCM industry.Results and Conclusion By using sociological methods(field investigation,policy research,and exchange interviews)and adopting the SWOT model in strategic management,and the current situation of the Hainan TCM industry was clarified,such as strength and weakness,opportunities and threat,thus nine suggestions were put forward for the construction of Hainan modern TCM industry.

By analyzing the current situation of smart tourism construction in combination with the actual tourism situation in Sanya,this study aims to find out the problems existing in the current smart tourism construction and understand the various factors affecting the smart tourism construction in Sanya.Then,relevant theories and practical applications were used to study the ways to carry out smart tourism construction with the help of policy,location,and other advantages to meet the needs of the development of the times.Based on the study,practical countermeasures and suggestions were given to provide reference for the construction of smart tourism,ensure the continuous improvement of smart tourism construction,and help the upgrading and transformation of tourism in Sanya.Based on the analysis of the construction and data of smart tourism and tourism informatization in Sanya,this article has formed a useful method to help Sanya build an international tourist island and a modern smart tourism city using the Hainan Free Trade Port construction policy.

口岸经济高质量发展水平评价指标体系构建与测度——基于云南的实证研究

加快口岸由“通道经济”转型为“产业经济”,是“一带一路”建设高质量发展的重要内容。基于高质量发展目标要求,对口岸经济高质量发展的内涵、特征进行学理性探讨,依托层次分析思想构建测度口岸经济高质量发展水平的评价指标体系。以边境口岸数量多、类型丰富的云南省为研究对象,选取2012—2021年数据,运用CRITIC权重法,对云南口岸经济高质量发展水平进行测度并分析其趋势特征。研究发现:样本期内云南口岸经济高质量发展水平总体呈现上升趋势,口岸经济协调发展和开放发展提升显著,创新发展有待加强,共享作用显现,绿色发展不平稳,岸城协调性不足。推动云南口岸经济高质量发展要转变发展理念,扩大高水平对外开放,建立岸岸、岸城协调发展机制,完善口岸基础设施,加强口岸开放发展能力,以此推进云南口岸现代化建设进程。

我国边境地区“海港-互市-加工”发展模式研究

习近平总书记在第十七届中国—东盟博览会和中国—东盟商务与投资峰会开幕式中提出了“推进边民互市贸易进口商品落地加工”指示要求。按照国务院《关于边境贸易有关问题的通知》、海关总署和外经贸部《关于边民互市贸易管理办法的通知》文件要求,边境地区边民在我国陆路边境20 km以内,经政府批准的开放点或指定的集市上、在不超过规定的金额8000元/d范围内(免关税和进口环节税)进行的商品交换活动,海上互市不仅解决原来互市进口原料通道单一问题,可向东盟十国选购原料,保证原料价格优惠、货源稳定;还可通过海运大幅降低进口原料物流成本,有利于发展边民互市商品落地加工项目。以北部湾港东兴港点为例,梳理以海运方式为支撑的互市贸易和落地加工的港产联动发展需求,分析东兴市港口发展现状和建港条件,结合北部湾港空间总体布局特点,提出东兴港点的选址方案,为促进中国—东盟合作升级、打造“海港-互市-加工”三位一体的边民互市商品落地加工产业集群提供了技术参考。

海南自贸港建设的境外英文媒体舆情分析

2018年以来,境外英文媒体对海南的报道集中在免税购物、奢侈品牌、疫情影响、对中国香港的挑战、海航、博鳌亚洲论坛、海南国际电影节等议题。报道的感情色彩整体以积极(55.2%)和中性(33.3%)为主,不同国家和地区略有差异。相较于其他国家和地区,来自中国香港的报道的正面信息比例偏低,负面信息比例略高。2018年以来,中国香港对海南的报道议题展现了从房产博彩、科技创新、竞争对手到合作伙伴的动态变化过程。

通商开埠、条约联系与中国近代贸易

近年来逆全球化趋势愈演愈烈,贸易政策不确定性有所增加,而中国则坚持高水平的对外开放。本文以近代中国通商开埠为准自然实验,重新检验开放与贸易的关系。晚清政府被迫与西方列强签订条约以开放特定通商口岸,条约联系可以降低贸易政策的不确定性,促进通商口岸对外贸易。利用1927-1931年50个通商口岸与32个国家(地区)之间进出口贸易数据的研究发现,条约口岸进出口贸易额显著高于主动自开口岸,但与约定自开口岸规模相当。在条约口岸(含约定自开口岸)内部,势力范围的作用不显著,口岸与贸易国之间的条约联系,尤其是租界条约联系对通商口岸对外贸易至关重要。机制分析表明,条约联系可以促进口岸府外商直接投资,进而增加进出口贸易。在1929年关税自主改革冲击下,口岸进口贸易额显著下降,但首次条约国利用其“先占者”优势扩大对华出口。

面向海南自贸港建设的MTA人才“双跨融合”培养模式研究

发展专业学位研究生教育是主动服务创新型国家建设,为国家区域发展战略提供高层次应用型人才支撑的重要路径。海南省旅游管理硕士专业学位(以下简称“MTA”)人才培养应和海南自由贸易港“三区一中心”的重大战略同频共振,分类分层次培养具有地域化特色明显、专业能力与实践能力强、跨界融合与跨文化融合特性突出、能够创造性从事海南自由贸易港建设实际工作的高级应用型人才。针对海南省MTA人才培养中现存的问题,构建MTA双跨融合教育共同体,提出共育自贸港特色专业群、共建跨界融通课程体系、共享专业师资团队、共创生产实践平台、共筑分类分层次培养计划等MTA人才培养创新路径,实现教育链、人才链、产业链、创新链之间的有机融合。

阿拉山口口岸开放特征分析及对策建议

阿拉山口口岸位于我国新疆博尔塔拉蒙古自治州境内,是第二亚欧大陆桥中国段的西桥头堡,是我国向西开放的重要门户。本文先从自然资源和政策扶持两个角度,探讨了阿拉山口口岸开放的优势和机遇。其次,从口岸能力、综合保税区、中欧班列和外贸新模式等几个方面对阿拉山口口岸的开放特征进行分析。进一步地,研究得出目前阿拉山口口岸在政策落地实施、产业发展不平衡以及人才储备等方面存在不足。未来阿拉山口地区应该利用现有的政策红利,积极推动数字口岸建设、多功能物流基地建设和现代化产业链建设,以促进口岸从“通道经济”向“产业经济”的转型,有力带动博州以及周边地区的经济发展。

中国特色自由贸易港产业布局政策法治化研究

中国特色自贸港建设凸显了政府意志,其产业布局政策应从经济规律、政策工具、法治保障的三维视角进行分析,并从中央视域下全国自贸港的总体布局与自贸港视域下产业园区再布局的二重结构作进一步透视,在此基础上借鉴域外经验,探索中国特色自贸港产业布局政策的法治化道路。当前,中国特色自贸港产业布局政策存在中央层面缺乏统一立法、地方层面文件层级较低且不完善等问题,建议由全国人大或其常委会制定《自由贸易港产业布局法》,将中央与地方关于自贸港设立、运行等的博弈引入法治轨道,再由海南省人大或其常委会制定《海南自由贸易港产业园区管理条例》,建立自贸港产业园区的设立、调整及责任追究等具体制度。

海洋经济生态系统构建新方法——以海南为例

文章根据复杂经济思想构建了海南自贸港海洋经济生态系统,即海洋产业、海洋生态及海洋相关产业与政策在自贸港制度集成创新中一体化协同发展的开放型系统。研究结果表明,海南自贸港海洋经济具有典型的复杂经济生态系统特征,海洋产业发展要与海南自贸港产业链、供应链、生态链、价值链融和共生,创造海洋经济新价值;海洋经济发展要与海洋生态环境保护治理协同,在高质量发展海洋产业的同时促进形成以人为本的海洋生态文化;海南自贸港政策优势可进一步转化为海洋经济生态系统的内外部环境优势,应重视战略性新兴海洋产业发展,培育海洋经济新的增长点。
