Discussion on Cultural Inheritance of Water Parks in the Yellow River Basin

At the Symposium on Ecological Protection and High-quality Development of the Yellow River Basin, General Secretary Xi Jinping pointed out that "it should deeply explore the time value contained in the Yellow River culture, tell the story of the Yellow River well, and protect, inherit and carry forward the Yellow River culture". Water park is an important carrier of the Yellow River culture transmission. In this paper, the basic characteristics and regional distribution of water parks in the Yellow River basin are analyzed. For the problems faced by cultural heritage of water parks in the Yellow River basin, from three aspects of exploring and integrating the connotation, innovating communication methods, and shaping brand IP, cultural heritage of water parks in the Yellow River basin is discussed. It is beneficial to carry forward the Yellow River culture, and better meet the spiritual and cultural needs of the people.

Rural Domestic Sewage Treatment Model: Case Study Based on Dongying Section of the Yellow River Basin

The 20th National Congress of the Communist Party of China proposed to promote the improvement of urban and rural living environment and build livable and workable villages and beautiful villages. The development and challenges of rural domestic sewage treatment coexist. Based on the field investigation of 15 administrative villages in 3 districts and counties of Dongying City, there is a big gap between the development status of rural domestic sewage treatment and expectations. Investigate rural domestic sewage treatment cases in-depth, and condense four modes of primitive, developmental, mature and advanced in a variety of different rural domestic sewage treatment models for discussion, among which, the village sewage treatment work under the mature mode has achieved remarkable results, and is at the forefront of the current rural domestic sewage treatment. Through the multi-case analysis method, the practical dilemma of sewage treatment in different models of villages is summarized, and the feasible improvement path is explored, which contributes to the ecological protection and high-quality development of Dongying and the Yellow River Basin.

Changes of Coastal Wetland Ecosystems in the Yellow River Delta and Protection Countermeasures to Them

Coastal wetlands in the Yellow River Delta are typical new wetland ecosystems in warm temperate zone. In recent years, influenced by natural and human factors, these coastal wetlands in the Yellow River Delta have undergone changes of landscape fragmentation, vegetation degradation, pollution, species reduction, and harmful exotic species invasion. These changes have influenced sustainable and healthy development of marine economy of the Yellow River Delta. To protect natural ecological environment of the Yellow River Delta, the authors recommended that it should establish and improve policies, laws and regulations of wetland protection; carry out wetland resource investigation and assessment and monitoring; strengthen comprehensive protection and control of wetland; reduce wetland degradation and promote sustainable use of wetland.

Study on the Characteristics and Protection of Famous Historical and Cultural Cities, Towns and Villages in River Basins from the Perspective of Cultural Ecology: A Case Study on Sanggan River

With the continuous progress of the comprehensive implementation of the rural revitalization strategy, the protection of famous historical and cultural cities, towns and villages has received great attention from the state and society. With the continuous improvement of the level of economic development and the further advancement of industrialization and urbanization, the current historical and cultural environment and ecological environment are increasingly eroded and destroyed. From the perspective of cultural ecology, based on exploring the cultural ecological characteristics of Sanggan River Basin, this paper classified and analyzed the historical and cultural cities, towns and villages in the basin according to three levels: natural ecological elements, historical functions of towns and historical function forms of villages, and further explored their overall protection methods, hoping to provide some reference for the protection of other famous historical and cultural cities, towns and villages in China.

Protection and Utilization of Ecotourism Resources at the Estuary of the Yellow River

There are plentiful ecotourism resources at the estuary of the Yellow Rive. The characteristic of the resources are vast, wild. rare, peculiar and fresh. Some natural resources, ecotourism resources on the wetland nature reserve of the estuary, and the special landscape ecology resources are introduced in this paper. The author also suggests that the sustainable development of the travel industry at the estuary should be based on the protection and reasonable utilization of the ecosystem.

Exploring Regional Ecological Cultures in the Upper Reaches of the Yellow River in the Ming and Qing Dynasties from the Perspective of "Top Eight Views"

By studying typical "Top Eight Views" in cities like Xining,Lanzhou and Yinchuan in the upper reaches of the Yellow River,mountain and water landscapes in the study area were analyzed in terms of natural ecology;bridges,canals,ferries,pavilions,mansions,towers,temples,historical sites,production and living landscapes were analyzed in terms of humanistic ecology.On this basis,"Top Eight Views" in the upper reaches of the Yellow River were compared and the following conclusions obtained:mountain landscapes were distributed in the whole region,waterscapes unevenly valued in different cities,bridges,canals and ferries mostly located in Ningxia,temples commonly found in all cities,garden arts introduced into cities,traditional cultures carried forward by historical relics.Then the relationship between "Top Eight Views" and regional eco-cultures was analyzed,and it was proposed that humanistic and cultural connotations of these "Top Eight Views" contributed a lot to beautifying urban environment,satisfying needs of the locals' spiritual life,carrying forward local history and culture,enriching urban cultural connotations,expanding living spaces of local residents and improving integrated functions of cities."Top Eight Views" culture complied with the construction gist of urban ecological cultures,and was of great referential value for the construction of urban ecological cultures in the upper reaches of the Yellow River,and also the healthy,scientific and sustainable development of local cities.

Natural Disasters of the Lower Reaches of Yellow River during the Longshan Period——The Natural Background of Dayu's Flood Control

It is very important to study the archaeological culture and origin of civilization in ancient China.The changes of the channels in the lower reaches of the Yellow River in the prehistoric period are part of the natural environmental background of the development of the ancient civilization in that area to be explored.This paper presents a series of legends,indications,scientific evidence,and macroscopic geographical background information of the evolution in the lower reaches of the Yellow River during the Longshan period.At first the river flowed from Northern Henan and Hebei to southwestern Shandong Province and Northern Anhui–Jiangsu provinces,and the mainstream of the Yellow River changed from the southeast to return to the north and flowed into the Bohai Sea in the late Longshan Period.During this period,floods were frequent.Various ethnic groups in the northern China plains suffered natural disasters and made great migrations which also contributed to the ethnic exchanges and integration.The people of the Central Plains made more dynamic adjustments in the relationship between mankind and the land by primitively escaping from the water and self–defensively controlling the rivers then to maintaining the local ecological environment by large–scale flood control measures,which promoted the settlement of Shandong,Henan,Jiangsu and Anhui provinces,the urban cultural development,and social evolution.Based on these events,the culture symbol of Dayu's Flood Control could be formed.

Survey on Bio-resources of Zhengzhou Yellow River Wetland and Protective Measures

Upon the basis of comprehensive survey on the bio-resources of Zhengzhou Yellow River Wetland Nature Reserve,we analyzed the relationship between wetland ecology and bio-resource protection,the problems encountering wetland development and protection,and further put forward corresponding protective measures.

Analysis on Typical Spatio-temporal Characteristics of Open-cast Mining and Its Countermeasures

In order to deal with the special spatio-temporal environmental changes encountered in the process of open-cast mining,taking Huolinhe No.1 Open-cast Mine as the research object,this paper studied its typical problems in river reconstruction and cultural relics protection.The study focused on eight key core aspects,including the design optimization of the spatial layout of the mining area,the accurate estimation of the mineral resources reserves,the scientific theoretical demonstration of the mining scale,the fine analysis and calculation of the stripping ratio,the comprehensive consideration of the transport distance and efficiency,the accurate judgment of the best time for the implementation of the transformation,the analysis and evaluation of the slope stability,and the overall planning of the production system.The results show that the extracted problem-solving strategies and scheme system for special mining conditions can not only provide specific and practical guidance for Huolinhe No.1 Open-cast Mine,but also serve as a valuable reference and practical reference for other open-cast mine enterprises facing similar challenges.

Flow or Fence: Learning, Preserving, and Redefining the Riverfront Cultural Landscape

The Chao Phraya River and the network of canals or “klongs” are the origin of Bangkok’s nick-name “Venice of the East”. Its amphibian nature of lower delta area where used to be covered by the sea around 5000 years ago provides a water-based settlement for the citizens. Rivers as an agricultural irrigation system are also used for daily consumption, transportation, and drainage channels. Bangkok was established in 1782 as the capital of Thailand by King Rama I of the Chakri Dynasty. The location is on a flood plain delta of the Chao Phraya River with the same consideration as the up north old capital Ayutthaya;the river is performed as a natural defense against enemies and also provides a water-based settlement for the citizens. The worst flood in Thailand’s history occurred during the 2011 monsoon season;July to November;that became the severest flood disaster hit parts of the capital city of Bangkok and resulted in a total of 815 deaths and 65 of Thailand’s 77 provinces were declared flood disaster zones, and over 20,000 square kilometers (7700 square miles) of farmland was damaged. The most affected areas were the recent capital Bangkok and the old capital Ayutthaya. The major causes were not only from the natural disaster but also water management failures from the human disaster. The studies aimed to include the survey of after-flood areas, reviewing the history of the waterfront communities and their attitudes toward development and changes, then discussed threats and crisis to the cultural landscape, the cause and effects of the disaster, the theoretical framework of the best management practices and the resolutions models proposed by the involved authorities. Whilst, history also gives us a sense of identity and traditional wisdom, the paper tried to find a paradigm shift and invented best practices for future generation flood protection using “the meaning and spirit of cultural landscape” model.

The Yellow Emperor Culture and the Yellow River Culture

As long as we have a thorough understanding of the Yellow Emperor culture and the Yellow River culture, we can grasp the mainstream essence, root and excellence of the traditional Chinese cultures. Thus we will have a better understanding of the history and reality of the Chinese nation and that of Henan Province. We will be able to better inherit and carry forward the fine traditional Chinese cultures, and better construct and promote cultural prosperity with Chinese characteristics, so as to benefit the Chinese people, influence international society and advance cultural progress.

黄河文化保护传承弘扬的形势分析及对策建议

黄河文化是中华文明的重要组成部分,是中华民族的根和魂。深入推进黄河文化保护传承弘扬,实现黄河文化创造性转化和创新性发展,对推动实现黄河流域生态保护和高质量发展重大国家战略向纵深推进、坚定文化自信、建设中华民族现代文明具有重大历史意义和现实意义。分析了新形势下黄河文化在研究、保护、传承、弘扬方面存在学科融合不足、联动机制不全、资源利用率不高、国际传播不够等问题,从黄河文化的精神内核阐释、时代价值挖掘、黄河国家文化公园建设、研究体系架构、国际传播体系构建等方面,提出新形势下深入推进黄河文化保护传承弘扬的对策建议。

黄河流域“水资源-生态保护-高质量发展”空间均衡性诊断

为促进黄河流域空间均衡发展,在测算黄河流域9个省区水资源可承载水平、经济社会发展水平以及生态保护水平的基础上,分析了各省区内部水资源、生态环境和经济社会3个子系统间的耦合协调发展水平,并分别以水与经济均衡、水与生态均衡、经济与生态均衡为子目标,构建了空间均衡性诊断模型,对黄河流域相邻“省区对”进行了空间均衡性诊断,反向追踪各“省区对”空间不均衡的原因。结果显示:除宁夏、甘肃外,黄河流域其他省区内部3个子系统间均已达到初级或中级协调发展阶段;黄河流域上游和下游的相邻“省区对”分别通过了均衡性判别;宁夏、甘肃、山西和内蒙古4个省区严重影响了省区间的均衡性,抑制了黄河流域整体的空间均衡发展。

黄河流域生态保护和高质量发展研究述评与展望

黄河流域生态保护和高质量发展重大国家战略提出已近5 a,在此期间国家及社会各界做出了不懈努力,黄河流域保护治理水平得以飞速提升。然而,黄河保护治理问题错综复杂,绝非一朝一夕可以解决,针对黄河流域现状及存在问题,亟须对近5 a的研究和成果进行系统总结,并对未来发展进行展望。从科研项目、学术论文、学术专著和研究平台4个方面,系统总结了黄河流域生态保护和高质量发展重大国家战略提出后社会各界针对黄河所做的研究与贡献;运用系统论、辩证论、和谐论等理论,并结合黄河流域现状及亟待解决的重大问题,对推进黄河流域生态保护和高质量发展重大国家战略提出5点展望:多学科交叉融合、多部门协同治理、多层级联合攻关、多平台培养人才、多途径保护治理。

关于黄河流域生态保护和高质量发展的思考

黄河是中华民族的母亲河,黄河流域是重要的生态屏障和经济带,也是重要的粮食和能源基地,对我国政治、经济和文化发展具有不可替代的重要作用,黄河流域生态保护和高质量发展已上升为一项重大国家战略。黄河又是世界上最为复杂难治的河流之一,我国治理黄河历史悠久,人民治黄以来,黄河流域治理和生态保护取得了举世瞩目的成就,但仍面临诸多亟待解决的重大问题。梳理了人民治黄的辉煌成就,分析了当前治黄面临的形势与挑战,并针对如何实现黄河流域长治久安与高质量发展提出了构建流域水资源保障体系、实现流域重点地区生态环境修复与保护、完善流域防洪防凌与水沙调控工程体系等对策建议。

共生与共享:晋陕豫民间体育文化创新促进黄河流域高质量发展

在国家重大战略高质量发展和传统文化“双创”要求的时代背景下,运用共生理论阐释晋陕豫民间体育文化资源与黄河流域的深度融合发展,旨在延续黄河历史文脉、推动中华民族伟大复兴。研究认为,晋陕豫三省民间体育文化资源具有表征黄河文明的区域性特质、融汇风土人情的大众性特质、彰显文化生机的流变性特质;以地缘环境、文化相近、经济基础、政策扶持为二者深度融合共生发展的作用机理。在此基础上,提出守正创新彰显文化价值、数字化科技赋能发展、产业化多渠道融合发展、情景化人文关怀发展等路径,以晋陕豫民间体育文化创新促进黄河流域的高质量发展。

基于黄河文化的沿黄高职院校专业课程思政育人探究

黄河文化富有深厚的精神内涵和鲜明的地域特征,是沿黄高职院校开展专业课程思政育人的资源宝库。然而,黄河文化融入沿黄高职院校专业课程思政育人面临着不少亟待破解的困境。聚焦破解和增强黄河文化融入沿黄高职院校专业课程思政育人困境和效能,应该提高思想认识,创新黄河文化教育方式;加强校内部门间矩阵式纵横协调机制,构建黄河文化专业课程思政育人新格局;精准论证和科学设计,将黄河文化高质量融入专业课程教学体系;优化校园文化建设,打造黄河文化时代价值校园环境。

沿黄城市生态保护与高质量发展耦合协调时空演变分析

为丰富黄河流域生态保护和高质量发展研究,并为沿黄城市经济发展提供对策建议,分别构建生态保护和高质量发展评价指标体系,以60个沿黄地级市为样本单元,采用熵值法对指标赋权并计算2010—2020年沿黄各市生态保护指数、高质量发展指数,采用耦合协调度模型计算生态保护与高质量发展耦合度、协调度并划分协调等级,计算相对发展度以判断生态保护与高质量发展耦合协调类型,分析沿黄城市生态保护与高质量发展耦合协调动态演变情况,结果表明:2010—2020年沿黄城市生态保护与高质量发展协调度大都稳中有升、少数城市呈下降趋势,2020年协调等级整体上还较低,尚有37个城市处于失调状态,生态保护与高质量发展的耦合协调任重道远;从空间上看,沿黄城市生态保护和高质量发展协调度总体上呈现下游>中游>上游的格局,研究时段生态保护与高质量发展协调度平均值大小排序前十位的城市多为沿海城市或省会城市、后十位的城市多为各省(区)的边缘城市,地理位置、资源禀赋、政策扶持程度和经济发展模式等对耦合协调度有重要影响;2020年沿黄城市生态保护与高质量发展耦合协调类型为生态保护滞后型的城市有31个、为均衡型的城市有5个、为生态保护领先型的城市有24个,表明沿黄城市生态保护整体上滞后于高质量发展。

基于黄河流域生态保护视角的绿色税制优化研究

为推动黄河流域生态保护和高质量发展,基于绿色税制对生态环境保护和绿色发展的作用机制,从黄河流域生态保护视角重点分析了绿色税制主体税种、税收优惠和征收管理现状及面临的挑战。结果表明:当前绿色税制面临主体税种生态调控作用有限、税收优惠政策激励不足与征收管理效率不高等挑战,必须围绕生态保护和绿色发展目标,同时紧密结合黄河流域生态保护核心内容的要求优化绿色税制;应该注重完善主体税种的征收范围、税率水平与税收优惠政策,注重税种间相互配合,注重绿色税制建设与黄河保护法和生态保护相关政策的衔接,并发挥法律合力;建立黄河流域跨部门跨区域的征收管理执法合作机制,并推进税收征收管理现代化。

流域保护区域协同立法的功能定位与规范进路

《长江保护法》《黄河保护法》为长江、黄河流域的区域协同立法提供了法律依据,在流域保护区域协同立法“入法”后,需要明晰其权力空间与运行规则,提升其科学化、规范化水平。流域保护区域协同立法在本质上仍属于地方立法,是功能主义进路下解决跨行政区域流域保护难题的一种选择,是流域整体性保护的立法回应。就其功能而言,具有落实国家立法确立的流域保护整体目标的实施性功能,以地方合作为中心,解决那些通过单独地方立法难以解决的跨行政区域地方性流域保护问题的协调性、自主性、创新性功能。在此基础上,应当通过明晰其立法层级,建立地方立法规划协同机制,改、废、释的协同机制,交叉备案与后评估机制,深化公众参与机制,完善流域保护区域协同立法的运行规则。
