Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological en...Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.展开更多
The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facili...The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facilities is an inevitable requirement for promoting the construction of people centered cities.This paper takes the old urban area of Guangzhou as the research area,measures the accessibility of multiple types of public service facilities based on an improved two-step floating catchment method,and combines Palma Ratio and location quotient methods to explore the fairness of urban public service facilities from two dimensions:social equity and spatial equity,with supply and demand relationship analysis as the main line.Research has shown that:①there is a significant spatial difference in the accessibility of public service facilities in the old urban areas of Guangzhou,and the comprehensive accessibility is generally higher in the central and southeastern regions of the old urban areas with fewer residential populations;②from the perspective of social equity,the resource allocation of public service facilities in the old urban areas of Guangzhou is in a seriously unfair state(with a fairness index of 2.99),and there are also varying degrees of unfairness within the streets;③from the perspective of spatial equity,the location quotient of public service facilities in the old urban areas of Guangzhou shows a pattern of multil center circles decreasing,indicating a significant spatial mismatch between the accessibility supply side of public service facilities and the demand side of the residential population.The research conclusion will provide scientific basis for optimizing the allocation of urban public service facilities and ensuring the equalization of public services.展开更多

This study investigated public relations practices for effective service delivery in polytechnic libraries in North-Central,Nigeria.The study was guided by two research questions.The descriptive survey research design...This study investigated public relations practices for effective service delivery in polytechnic libraries in North-Central,Nigeria.The study was guided by two research questions.The descriptive survey research design was adopted for this study.The population of the study was 107 library staff consisting of both federal and state polytechnic libraries in North-Central,Nigeria.There was no sampling as all the population of the study was used as sample.Two sets of instruments were used to collect data for the study:questionnaire for library staff and interview guide for the polytechnic librarians.The instruments were subjected to face validation by two experts.Quantitative data were analyzed using descriptive and inferential statistics while the qualitative data were transcribed,coded,and analyzed through document analysis as confirmatory to the quantitative data collected.The formulated hypotheses were tested using t-test.The findings revealed that public relations practices used by librarians were attending to users’enquiries on the public information desks and providing suggestion boxes to collect users’opinions,etc.(X=3.20,Sd=0.77;X=3.10,Sd=0.73);Projectors and bulletin boards were the facilities employed in public relations practices(X=3.21,Sd=0.86;X=3.18,Sd=0.69).Based on the findings,it was recommended that,the library management should create awareness on the public relations practices used for effective service delivery through such fora as workshop,orientation,and seminar to educate library users on the relevance of public relations;also librarians should use every possible avenue to be abreast with state-of-the-art facilities that can be employed in public relations practices in polytechnic libraries for effective service delivery,among others.展开更多

The United Nations has recommended integrating digital technology into various aspects of life, including public services. The objective is to offer real-time, high-quality digital services, improve the delivery of public services, enhance their effectiveness and efficiency, while achieving objectives such as transparency, interoperability and citizen satisfaction. However, most governments in developing countries are unable to keep up with this trend. As a result, they often create digital public services that fall short of users’ expectations. This study aims to identify the fundamental factors influencing the quality of service in relation to user satisfaction and to explore the relevance of digital technology in implementing this quality within Cameroon public administrations. To achieve this, we used a qualimetric research method, which included non-directive interviews, questionnaires, and structured observations. The results showed that the public services offered in our study environment did not meet users’ expectations. However, the study identified the fundamental aspects to be considered in providing quality public services connected to user satisfaction, as well as the strengths of digitization in achieving this quality.展开更多

The Geographic Information System (GIS) technology has been applied to investigate the spatial distribution of some selected public services over the municipal election areas within Makkah city, Saudi Arabia. These services include education, health, security, religious, commercial, and sports services. The attained results show that except for religious services, other public services are not quantitatively proportional with the population variations in Makkah. It has been found that the third election area posses almost one third of five public services and two thirds of the sport services. That might be attributed to the fact that the third election area possesses almost a quarter of the city population. But, although the first election area has a closer percentage of the total population, it does not include a comparable percentage of public services. On a spatial basis, results of GIS spatial analysis (particularly the Euclidian distance, the mean distance band to a neighbor, the standard distance, the directional distribution ellipse, and the average nearest neighbor ratio tools) have concluded that there is inequity in the services distribution over municipal election areas in Makkah city. Consequently, it is recommended that local planners and decision makers should take the obtained results into consideration to achieve fair and better distribution of public services in the city.展开更多

The results show that if without control over exogenous environment variables and random brunt,the classic DEA method will overestimate the rural public service efficiency; after controlling the impact of the external environmental factors,the mean of supply efficiency of rural public service in 31 provinces and regions of China is 0. 697; the improved rural per capita income,population density,population size and the educational level of residents,is a significantly favorable factor for enhancing the supply efficiency of rural public service,while the increase in the proportion of fiscal spending on rural public service to GDP plays no significant role in improving the rural public service efficiency; according to their efficiency type,the provinces and regions should adopt some measures,such as improving the management level or expanding the supply scale,to improve the supply efficiency.展开更多

A DE-supported online oceanic educational public service and popularization system, iOcean, is studied. First, the vision for the public's engagement with "digital ocean" is described: an analysis is presented from four aspects, i.e., the space dimension, the time dimension, the state dimension and its relationship with human beings. Second, the technical framework of iOcean is discussed, including data updating and model computing, the data, the function, and the application layers. Third, two key technolo- gies are studied in detail that will enable the construction of iOcean. More than half a million public viewers have used the current version's website. Practical demonstrations show that iOcean can bring virtual oceans to web browsers and desktops and construct a bridge between government departments and the general public.展开更多

Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with...This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with statistical data in 2012. The results demonstrate that expenditures on different types of public services present different spatial autocorrelation patterns. Although the spatial differences in basic public service expenditures are relatively small, a clear fan-shaped spillover to the east can be seen in Chengdu City. Chengdu also shows high clustering of advanced public service expenditures, being a typical core-periphery pattern. Post-earthquake reconstruction expenditures are clustered in the "5.12 Wenchuan earthquake" region and spill over toward cities to the east. The efficiency of public services in the mountainous areas in western Sichuan is low and exhibits a pattern of low-low spatial autocorrelation. The efficiency of public service supply is affected by economic, social, political and geographical factors. Based on the results of this analysis, we recommend a supply strategy that incorporates different types of public services and a specialized public service supply strategy for mountainous areas. Overall public service efficiency should be enhanced by focusing on narrowing the gap in farmers' income among regions and accelerating urbanization. Decision-makers should consider moresupportive policies with regard to providing basic public services in mountainous areas to ensure an equalized supply of basic public services. To enhance the efficiency of advanced public service supply, additional growth pole should be encouraged and incentivized; however, investments are required to drive the development of the peripheral regions through regional economic integration. Both software and hardware types of infrastructure are required to supply services efficiently during post-disaster reconstruction.展开更多

Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.展开更多

Analysing residents' satisfaction wit...Abstract: Enhancing the efficiency of public services is essential to residents in mountainous areas. It is also important to promote sus- tainable development of these regions. Analysing residents' satisfaction with public services in mountainous areas can help in evaluating outcomes of fiscal investment and identifying potential coping approaches for improving public service efficiencies. The residents' satisfaction with public services and the factors that influence such satisfaction were examined in this study. A study of 12 towns located in the southwestern Sichuan Province was performed using an entropy-weighted analytic hierarchy process (EWAHP), the technique for order preference by similarity to ideal solution (TOPSIS) and Tobit regression methods. The results indicate that: 1) the spatial distribu- tion of satisfaction with public services is non-uniform, and the spatial distribution structure varies for different types of public services. 2) Residents' satisfaction with public services is influenced by both objective and subjective factors. Population density, economic dis- tance, social and cultural divisions and elevation are the major objective factors, whereas bounded rationality, the hierarchy of needs and service expectations are the main subjective factors. The most effective strategies for enhancing residents' satisfaction with public ser- vices are likely to be clustering the population, choosing supply centres with different public services, regulating the cultural division in ethnic minority towns, selecting supply priorities in accordance with residents' needs, implementing targeted intervention policies and establishing 'bottom-up' and 'top-down' integrated decision-making mechanisms. 文摘Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

文摘Radio frequency identification (RFID) has prominent advantages compared with other autoidentification technologies. Combining RFID with network technology, physical object tracking and information sharing can possibly be carried out in an innovative way. Regarding open-loop RFID applications, RFID public services infrastructure (PSI) is presented, PSI architecture is designed, and service modules are implemented, and a demonstrative application system, blood management and traceability system, is studied to verify PSI. Experimental results show the feasibility of the proposed architecture and the usability of PSI framework software.
文摘The spatial fairness of public services is a major aspect in offering a healthy and cheerful living environment in a city. The Geographic Information System (GIS) technology has been applied to investigate the spatial distribution of some selected public services over the municipal election areas within Makkah city, Saudi Arabia. These services include education, health, security, religious, commercial, and sports services. The attained results show that except for religious services, other public services are not quantitatively proportional with the population variations in Makkah. It has been found that the third election area posses almost one third of five public services and two thirds of the sport services. That might be attributed to the fact that the third election area possesses almost a quarter of the city population. But, although the first election area has a closer percentage of the total population, it does not include a comparable percentage of public services. On a spatial basis, results of GIS spatial analysis (particularly the Euclidian distance, the mean distance band to a neighbor, the standard distance, the directional distribution ellipse, and the average nearest neighbor ratio tools) have concluded that there is inequity in the services distribution over municipal election areas in Makkah city. Consequently, it is recommended that local planners and decision makers should take the obtained results into consideration to achieve fair and better distribution of public services in the city.
文摘Improving the supply efficiency of rural public service is an important way to solve the severe shortage of rural public service. In this article,we use three-stage DEA model to carry out empirical research of the supply efficiency of rural public service in 31 provinces and regions of China. The results show that if without control over exogenous environment variables and random brunt,the classic DEA method will overestimate the rural public service efficiency; after controlling the impact of the external environmental factors,the mean of supply efficiency of rural public service in 31 provinces and regions of China is 0. 697; the improved rural per capita income,population density,population size and the educational level of residents,is a significantly favorable factor for enhancing the supply efficiency of rural public service,while the increase in the proportion of fiscal spending on rural public service to GDP plays no significant role in improving the rural public service efficiency; according to their efficiency type,the provinces and regions should adopt some measures,such as improving the management level or expanding the supply scale,to improve the supply efficiency.

文摘According to the initial vision of "digital earth" (DE), the public should constitute a significant proportion of its users. However, to date, most of the studies and applications have focused on science, the private sec- tor and government. A DE-supported online oceanic educational public service and popularization system, iOcean, is studied. First, the vision for the public's engagement with "digital ocean" is described: an analysis is presented from four aspects, i.e., the space dimension, the time dimension, the state dimension and its relationship with human beings. Second, the technical framework of iOcean is discussed, including data updating and model computing, the data, the function, and the application layers. Third, two key technolo- gies are studied in detail that will enable the construction of iOcean. More than half a million public viewers have used the current version's website. Practical demonstrations show that iOcean can bring virtual oceans to web browsers and desktops and construct a bridge between government departments and the general public.
文摘Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.
文摘This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

文摘In this paper,we use DEA-Tobit model to conduct empirical study on the governmental supply efficiency of public service in Chongqing's 38 counties and the influencing factors during the period 2008-2011.The results show that the supply efficiency of basic public service at county level is generally low,and there is significant regional differences and strong volatility;per capita GDP,population density and population size,and level of education of the residents,are significantly correlated with the supply efficiency of basic public service at county level,but traffic density,urbanization level,and the proportion of government spending on public service to total fiscal expenditure,have no significant effects on the efficiency of basic public service at county level.Based on this,we propose some policy recommendations for enhancing the level of local economic development and the level of education,and reasonably guiding the residents'agglomeration.

文摘In recent years,leisure individual travel has become a trend of tourism development.Visitors are highly dependent on the public service system of scenic spots.The educational circles at home and abroad are paying more and more attention to the study of tourism public services.Based on the theory of tourist satisfaction evaluation,this paper made an empirical study on the tourism public service system of Kunyu Mountain National Forest Park.It was found that there was a contradiction between the demand for tourism public services and the actual supply in Kunyu Mountain National Forest Park.Based on this,some measures were put forward,such as strengthening the construction of tourist information signs in scenic spots,strengthening the construction of communication facilities and convenient services for tourists,strengthening the training and supervision of service practitioners,and construction of organizations for protecting the legitimate rights and interests of tourists.
文摘Taking Sichuan Province as an example,by using the overall evaluation function of Sichuan's rural public service equalization development level and rural socio-economic development level,we conduct profound analysis on coordination between public service in Sichuan's rural areas and socio-economic development from 2003 to 2008.The results show that the coordination between rural public service and socio-economic development in Sichuan Province is not high,and the equalization phenomenon of rural public service construction and socio-economic development is very prominent.The equalization development of public service in rural areas of Sichuan Province from 2003 to 2008 lags behind socio-economic development.The coordination between public service equalization system in rural areas of Sichuan Province and socio-economic development system abates continuously;the coordination between infrastructure and socio-economic development increases slowly;the coordination between education and socio-economic development declines sharply;the coordination between public culture and socio-economic development tends to decrease;the coordination between ecological environment construction and socio-economic development decreases continuously with great amplitude;the coordination between public health and socio-economic development decreases continuously;the coordination between science and technology and socio-economic development lingers at low level;the coordination between social security and employment,and socio-economic development increases in fluctuation,but with small amplitude.

文摘This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with statistical data in 2012. The results demonstrate that expenditures on different types of public services present different spatial autocorrelation patterns. Although the spatial differences in basic public service expenditures are relatively small, a clear fan-shaped spillover to the east can be seen in Chengdu City. Chengdu also shows high clustering of advanced public service expenditures, being a typical core-periphery pattern. Post-earthquake reconstruction expenditures are clustered in the "5.12 Wenchuan earthquake" region and spill over toward cities to the east. The efficiency of public services in the mountainous areas in western Sichuan is low and exhibits a pattern of low-low spatial autocorrelation. The efficiency of public service supply is affected by economic, social, political and geographical factors. Based on the results of this analysis, we recommend a supply strategy that incorporates different types of public services and a specialized public service supply strategy for mountainous areas. Overall public service efficiency should be enhanced by focusing on narrowing the gap in farmers' income among regions and accelerating urbanization. Decision-makers should consider moresupportive policies with regard to providing basic public services in mountainous areas to ensure an equalized supply of basic public services. To enhance the efficiency of advanced public service supply, additional growth pole should be encouraged and incentivized; however, investments are required to drive the development of the peripheral regions through regional economic integration. Both software and hardware types of infrastructure are required to supply services efficiently during post-disaster reconstruction.
文摘Rectifying the structural imbalance between the provision of and demand for rural public services can effectively boost the efficiency of public funds utilization and the level of public service provision. Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.

文摘Abstract: Enhancing the efficiency of public services is essential to residents in mountainous areas. It is also important to promote sus- tainable development of these regions. Analysing residents' satisfaction with public services in mountainous areas can help in evaluating outcomes of fiscal investment and identifying potential coping approaches for improving public service efficiencies. The residents' satisfaction with public services and the factors that influence such satisfaction were examined in this study. A study of 12 towns located in the southwestern Sichuan Province was performed using an entropy-weighted analytic hierarchy process (EWAHP), the technique for order preference by similarity to ideal solution (TOPSIS) and Tobit regression methods. The results indicate that: 1) the spatial distribu- tion of satisfaction with public services is non-uniform, and the spatial distribution structure varies for different types of public services. 2) Residents' satisfaction with public services is influenced by both objective and subjective factors. Population density, economic dis- tance, social and cultural divisions and elevation are the major objective factors, whereas bounded rationality, the hierarchy of needs and service expectations are the main subjective factors. The most effective strategies for enhancing residents' satisfaction with public ser- vices are likely to be clustering the population, choosing supply centres with different public services, regulating the cultural division in ethnic minority towns, selecting supply priorities in accordance with residents' needs, implementing targeted intervention policies and establishing 'bottom-up' and 'top-down' integrated decision-making mechanisms.
