It was the subject of a priority axis of the national plan for monitoring and evaluating the fight against HIV (2006-2010) that was aimed at strengthening the capacities of actors in this area. To increase the critical mass of competent human resources in the short term, the National Institute of Public Health (NIPH) of Côte d’Ivoire organized monitoring and evaluation training sessions for healthcare professionals from 2011 to 2016. Methods: A single case study with multiple levels of analysis was carried out, combining a qualitative survey and a literature review. An evaluation was carried out six months after each training session. In addition, the results of the pre- and post-tests and of the daily and final evaluations that accompanied the various training sessions were used to provide further information. The qualitative data collected were analyzed using INVIVO 15 software. Results: Some 89 health professionals (69% men and 31% women) working at the national level (51% at the central level, including 58% in health programs) and in development partner agencies (37%) participated in this capacity building program. Most participants were senior health managers (56%), data managers (23%), and statisticians and computer scientists (10%). Almost all the trainings were financed by 16 technical and financial partners (85%), mainly the MEASURE Evaluation project (27%). Conclusion: M&E training, despite all its imperfections, has made it possible to identify M&E training needs at the national level and to increase the critical mass of national skills and to have some culture in M&E.展开更多

Assigning the severity of a research experiment is the result of an analysis of records of observations of the animal’s behavior, and clinical signs. The aim of this study was to describe the importance of carrying out a severity assessment associated with clinical and behavioral monitoring of rodents and rabbits during experimentation to maintain the welfare of these animals undergoing scientific research. Methods: The literature search was carried out using the following terms: “Monitoring”;“Humane endpoints”;“Animal welfare”, “Rodents”;“Rabbits”, and as connectors “and”;“or”, in the following databases: PubMed;LILACS/BIREME and SciELO. Results: A total of 987 articles were identified in the databases, and 20 of these studies were included in this review. Conclusions: Humane endpoint protocols and procedure severity tables are of the utmost importance, both from an ethical point and to refine the results of research conducted on laboratory animals. They should be drawn up jointly by the teams responsible for the project and the maintenance of the animals during the research period, and the data obtained should be published so that the scientific community can have access to it, helping to disseminate these practices, as well as helping to draw up new procedures. Monitoring and evaluating the welfare and clinical condition of animals undergoing scientific research procedures is the responsibility of the professors, researchers, veterinarians, and animal facility coordinators. The Ethics Committee on the Use of Animals must monitor all the activities conducted with the animals, by inspecting the experimental procedures and the physical environment of the laboratory animal facility where the animals are housed.展开更多

Using acceptance criteria defined in terms of inter-story drift, residual drift, and floor acceleration, this study presents a multiplelevel performance-based seismic evaluation of two five-story unbonded post-tensioned jointed precast wall systems. The design and analysis of these two wall systems, established as the direct displacement-based and force-based solutions for a prototype building used in the PREcast Seismic Structural Systems (PRESSS) program, were performed at 60% scale so that the analysis model could be validated using the PRESSS test data. Both buildings satisfied the performance criteria at four levels of earthquake motions although the design base shear of the direct displacement-based jointed wall system was 50% of that demanded by the force-based design method. The study also investigated the feasibility of controlling the maximum transient inter-story drift in a jointed wall system by increasing the number of energy dissipating shear connectors between the walls but without significantly affecting its re-centering capability.展开更多

Due to the special and narrow underground field of the coal mine, the electromagnetic interference can cause a series of misstatements and false positives on the monitoring system, which will severely hamper the safe production of coal industry. In this paper, first, the frequency characteristics of the interference source on the power line are extracted when equipment runs normally. Then the finite difference time domain method is introduced to analyze the effects of the electromagnetic interference parameters on the security monitoring signal line. And the interference voltage of the two terminal sides on the single line is taken as evaluating indexes. Finally, the electromagnetic interference parameters are optimized by orthogonal experimental design based on the MATLAB simulation on the normal operation of equipment.展开更多

The presence of contamination in groundwater poses significant challenges to its delineation and quantification. The remediation of a contaminated site requires an optimal decision making system to identify the pollutant source characteristics accurately and efficiently. The source characteristics are generally identified using contaminant concentration measurements from arbitrary or planned monitoring locations. To effectively characterize the sources of pollution, the monitoring locations should be selected appropriately. An efficient monitoring network will result in satisfactory characterization of contaminant sources. On the other hand, an appropriate design of monitoring network requires reliable source characteristics. A coupled iterative sequential source identification and dynamic monitoring network design, improves substantially the accuracy of source identification model. This paper reviews different source identification and monitoring network design methods in groundwater contaminant sites. Further, the models for sequential integration of these two models are presented. The effective integration of source identification and dedicated monitoring network design models, distributed sources, parameter uncertainty, and pollutant geo-chemistry are some of the issues which need to be addressed in efficient, accurate and widely applicable methodologies for identification of unknown pollutant sources in contaminated aquifers.展开更多

Therefore, it is essential to design and implement a planned monitoring net-work to obtain essential information required for establishing the potential contamination source locations, i.e., waste dumps, tailing dams, pits and possible pathways through the subsurface, and to design a remediation strategy for rehabilitation. This study presents an illustrative application of modeling the flow and transport processes and monitoring network design in a study area hydrogeologically resembling an abandoned mine site in Queensland, Australia. In this preliminary study, the contaminant transport process modeled does not incorporate the reactive geochemistry of the contaminants. The transport process is modeled considering a generic conservative contaminant for the illustrative purpose of showing the potential application of an optimal monitoring design methodology. This study aims to design optimal monitoring network to: 1) minimize the contaminant solute mass estimation error;2) locate the plume boundary;3) select the monitoring locations with (potentially) high concentrations. A linked simulation optimization based methodology is utilized for optimal monitoring network design. The methodology is applied utilizing a recently developed software package CARE-GWMND, developed at James Cook University for optimal monitoring network design. Given the complexity of the groundwater systems and the sparsity of pollutant concentration observation data from the field, this software is capable of simulating the groundwater flow and solute transport with spatial interpolation of data from a sparse set of available data, and it utilizes the optimization algorithm to determine optimum locations for implementing monitoring wells.展开更多

The comprehensive evaluation of the co-designers for the collaborative design resources has been done from different aspects using Analytic Hierarchy Process (AHP) ,and according to the evaluation results, the candidates are determined. Meanwhile, based on the principle of minimum cost, and starting from the relations between the design tasks and the corresponding co-designers,the optimizing selection model of the collaborators is established and one novel genetic combined with simulated annealing algorithm is proposed to realize the optimization. It overcomes the defects of the genetic algorithm which may lead to the premature convergenee and local optimization if used individually. Through the application of this method in the ship collaborative design system,it proves the feasibility and provides a quantitative method for the optimizing selection of the design resources.展开更多

The irrigation system in Sindh province depends on three barrages. The canals off taking from these three barrages irrigate 5.5 million hectares of agriculture land. Sukkur Barrage, which is the oldest one, irrigates more than 2.0 million hectares of land. The Dadu Canal off taking from Sukkur barrage is an earthen canal. A huge amount of irrigation water is lost from the canal in the form of seepage from banks and bed. It is estimated that 40 to 50 per cent of water is lost between the canal head works to the farm-gate. The seepage from the canal creates twin problems of salinity and water logging consequently a large agriculture land has gone out of use, and this process is continued particularly in Sindh. Lining of Canals is considered an effective solution to this problem. But lining of canals in Sindh is a great issue as canals will need to be closed long enough to deprive the farmers at least one crop season and the farmers are unable to pay this price for canal. Therefore, in this study, the Dadu Canal is proposed to be redesigned as an adjacent lined canal which involves design of cross section for various lining options at locations where changes in the hydraulic conditions occur at cross regulators and fall structures. The proposed lining is preferred to be plain cement concrete lining which is selected after investigating local conditions. Quantity and cost estimation at selected RDs (Reduced Distance) proved feasible and significant in long term functioning of Dadu Canal.展开更多

Finally, the electromagnetic interference parameters are optimized by orthogonal experimental design based on the MATLAB simulation on the normal operation of equipment.

文摘The groundwater system is often polluted by different sources of contamination where the sources are difficult to detect. The effective integration of source identification and dedicated monitoring network design models, distributed sources, parameter uncertainty, and pollutant geo-chemistry are some of the issues which need to be addressed in efficient, accurate and widely applicable methodologies for identification of unknown pollutant sources in contaminated aquifers.
文摘In abandoned mine sites, i.e., mine sites where mining operations have ended, wide spread contaminations are often evident, but the potential sources and pathways of contamination especially through the subsurface, are difficult to identify due to inadequate and sparse geochemical measurements available. Given the complexity of the groundwater systems and the sparsity of pollutant concentration observation data from the field, this software is capable of simulating the groundwater flow and solute transport with spatial interpolation of data from a sparse set of available data, and it utilizes the optimization algorithm to determine optimum locations for implementing monitoring wells.
文摘Based on the monitoring results of environmental quality in the sea area near the Aojiang estuary in Wenzou during 2010-2012,the present situation of environmental quality in the sea area was analyzed and evaluated. The results show that p H,DO,CODMn,petroleum, and heavy metals( Cu,Pb,Zn,Cd,Hg,As and Cr) in the sea area near the Aojiang estuary did not exceed the second-class standard of Seawater Quality Standard( GB 3097-1997),but both inorganic nitrogen and reactive phosphate in the sea area exceeded the second-class standard seriously, and the water quality of the sea area was in an eutrophic state; domestic sewage and fertilizer loss were the main sources of nitrogen and phosphorus. The standard index of most evaluation factors of sediment quality except for Zn was smaller than 1,meeting the demands of sediment quality for environmental protection.

文摘The shale gas accumulation conditions in the basin-margin transition zone of southeastern Chongqing in SW China are complex. In order to improve single-well productivity in this area, the geologic characteristics, major factors controlling the occurrence of sweet spots, and drilling/fracturing optimization were investigated in this study. The sweet spot evaluation system and criteria were established, and the horizontal-well-design technology was developed. The following three conclusions were drawn.First, the accumulation and high-productivity-oriented approaches for sweet spot evaluation are proposed and the criteria are established based on screened key indicators.Second, the horizontal well was designed based on:(1)the“six-map”method,to identify both the geology and engineering sweet spots for well locations;and(2)seismic attributes,to predict the development of fractures and cavities, and thus, avoid mud loss and improve the drilling efficiency. The target window,well-azimuth optimization, and the curvature were forecasted to improve the fracturing performances.Third, the Pingqiao anticline,Dongsheng anticline,Jinfo slope, and Wulong syncline were selected as Type I sweet spots.Currently, shale gas has been successfully discovered in the basin-margin transition zone and is being commercially developed.

文摘Recent advances in broadband technology have caused forwarding engines to handle pack- ets with over 10 gigabit per second. In this paper, we present a high-speed forwarding pipeline which can finish all of the routing and forwarding tasks in the way of pipelining. We also establish the analysis model of the pipeline with which one can evaluate some key performance parameters of the forwarding engine such as forwarding rate and forwarding delay. We find that the pipeline is of good scalability and can forward unicast packets up to the speed of 40Gbit/s.
文摘The characteristics of the design resources in the ship collaborative design is described and the hierarchical model for the evaluation of the design resources is established. Through the application of this method in the ship collaborative design system,it proves the feasibility and provides a quantitative method for the optimizing selection of the design resources.
文摘Background:Influenza is an acute respiratory infectious disease with a high incidence rate in the Chinese army, which directly disturbs military training and affects soldiers’health.Influenza surveillance systems are widely used around the world and play an important role in influenza epidemic prevention and control. Methods:As a theater centers for disease prevention and control,we established an influenza monitoring platform(IMP)in 2014 to strengthen the monitoring of influenza-like illness and influenza virus infection. In this study,we introduced the constitution, influenza virus detection, and quality control for an IMP.The monitoring effect was also evaluated by comparing the monitoring data with data from national influenza surveillance systems. The experiences and problems associated with the platform also were summarized. Results:A theater IMP was established based on 3 levels of medical units, including monitoring sites, testing laboratories and a checking laboratory.A series of measures were taken to guarantee the quality of monitoring, such as technical training,a unified process, sufficient supervision and timely communication. The platform has run smoothly for 3 monitoring years to date.In the 2014–2015 and 2016–2017 monitoring years, sample amount coincided with that obtained from the National Influenza Surveillance program. In the 2015–2016 monitoring year, due to the strict prevention and control measures,an influenza epidemic peak was avoided in monitoring units, and the monitoring data did not coincide with that of the National Influenza Surveillance program.Several problems, including insufficient attention, unreasonable administrative intervention or subordination relationships, and the necessity of detection in monitoring sites were still observed. Conclusion:A theater IMP was established rationally and played a deserved role in the prevention and control of influenza. However, several problems remain to be solved.
文摘Pakistan livelihood depends on agriculture and so for this on irrigation system. Quantity and cost estimation at selected RDs (Reduced Distance) proved feasible and significant in long term functioning of Dadu Canal.
