Guiding the healthy and ordered development of urban spaces was the key part and important approach to realize ecological cities. The guiding thought for development construction of ecological cities had been discussed, which was conducting laddered development according to the location and coverage of urban ecologically sensitive areas and protection grades of these sensitive areas. Then, it had proposed four kinds of protection and construction modes, which were tourism leisure green lands, relevant expositions, industrial areas and new city groups, and which had been analyzed by combining with successful cases, so as to provide feasible win-win development strategies of ecology and economy for the planning of urban ecologically sensitive areas in the future.展开更多
Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a co...Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a comprehensive method combining resources and environmental carrying capacity(RECC)and land development suitability(LDS)was developed by using techniques of GIS,analytic hierarchy process(AHP)and threedimensional magic cube.Taking Aba prefecture in Sichuan Province of Southwest China as a case study,LDS for transportation was analyzed from three aspects,including overall planning layout,different transport modes,and transportation projects.The results showed that the transport planning scales of most counties in Aba were suitable,and the order of LDS of different transport modes was railway>highway=superhighway>tourism track,which already included 42 new transportation projects.We found that two counties(Maoxian County and Jiuzhaigou County)should improve the ecological protection level of transportation,in which the railway network construction should be encouraged,and some transportation projects with low LDS should be postponed or constructed harmlessly.We suggest the combination of RECC and LDS for transportation could enhance the territorial space optimization and sustainable transport construction.展开更多

TSM&O is traditionally managed by traffic...Guided by the federal highway administration (FHWA), many states are promoting the implementation of transportation systems management and operations (TSM&O) pro- grams. TSM&O is traditionally managed by traffic engineers that focus on optimizing ef- ficiency and operations within a particular corridor utilizing common techniques such as re-timings and access modifications. With the emphasis moving towards maximizing current infrastructure, the practice of managing TSM&O can be applied to all units and disciplines, within a transportation entity, for increased efficiency. One main reason of the stagnated integration is the lack of policies which could support the integration of TSM&O strategies within the planning or design stages. This paper provides detailed guidance on how to apply TSM&O strategies from the planning stages to the construction phase of any general transportation project. TSM&O programs established around the nation are dis- cussed to understand the current initiatives underway and the best practices to create a robust and performance-based program. The developed TSM&O project cycle process provides a detailed structure for the potential interactions between phases of a project and department staff as a key to ensure that the program achieves the highest level of opti- mization. Continuous evaluation must be undertaken by the agencies to ensure that theperformance of the system is at an optimal level. Developing performance measures, which accurately describe the objectives of the agency, is critical to ensure the plan to be brought to practice.展开更多

As for the urbanizing China, do the mainstream planning approaches fail to take equity issues into account? What are outcomes and the potential countermeasures based on Chinese cities' spatial and policy contexts? From the perspective of transportation equity, this article aims to examine the multidimensional effects related to equity concerns of urban transportation planning and policies in China. It suggests that the municipal government should enhance the service level of public transit and efficiently address the inequity issues of transportation systems. The potential measures include: building a multi-modal transit system, linking affordable housing to the transportation system, highlighting the role of non-motorized mode, and offering proper parking spaces around transit stations.展开更多

In the new round of compilation of Beijing City Master Plan, the management of construction land use is under the rigid restriction of the bearing capacity of resources and the environment. Setting the upper-limit of the population size, a general strategy of decremented development of urban-rural construction land has been put forward, in order to realize a transition from quantitative expansion planning to qualitative upgrading planning. By "decremented development," "decremented" means a more rigid bottom-line restriction, and "development" means a more scientific allocation of resources. From the master planning level, the new Beijing City Master Plan establishes a comprehensive control framework and restrictive index system from perspectives including land use scale, construction scale, space boundary, urban and rural structure, land use structure, and cross-boundary collaboration; and in practice, it promotes strict management methods by setting up a dismantle-construction land ratio, dismantle-construction building area ratio, employment and residence land ratio, and "two lines and three districts," which is an exploration on the planning management method of construction land use that is stock-based and decremented master planning. Considering that decremented development is a major reform and a special challenge to planning implementation, the Beijing City Master Plan carries out explorations in terms of the planning management method, land policy, jurisdiction division, assessment and supervision, etc.展开更多
The lack of efficient application of transportation planning process in developing cities, such as Gaza, leads to deficiency in adopting the suitable transport policies to mitigate the transportation problems resultin...The lack of efficient application of transportation planning process in developing cities, such as Gaza, leads to deficiency in adopting the suitable transport policies to mitigate the transportation problems resulting from urbanization and rapid increase of population. The mode choice model is probably the most important element in transportation planning and policy making. The aim of this study is to develop mode choice model for work trips in Gaza city and therefore investigating the factors that affect the employed people’s choice for transport modes. The model was developed using about two thirds of 552 questionnaires distributed for this purpose. The rest remaining third of questionnaires were used to validate the chosen models. The results of this research show that the factors that significantly affect the choice of transport modes are: total travel time, total cost divided by personal income, ownership of means of transport, distance, age, and average family monthly income. The developed model is able to predict the choice behavior of employed people in Gaza city as it is valid at 95% confidence level. This study can be used by transportation planners to predict the employed people’s behavior and travel demand analysis. The developed model can be used for predicting the future modal split by inputting predicted future value of exploratory variables.展开更多
