As countries worldwide switched to electronic learning during the pandemic, the same could not be said for Zambian HEIs. Zambian HEIs struggled to conduct pedagogical activities on learning management platforms. This study investigated the factors affecting the implementation and assessment of learning Management systems in Zambia’s HEIs. With its focus on assessing: 1) system features, 2) compliance with regulatory standards, 3) quality of service and 4) technology acceptance as the four key assessment areas of an LMS, this article proposed a model for assessing learning management systems in Zambian HEIs. The issue of new technology applications in education is a worldwide concern.Following a thorough review of current studies,this paper believes that new technology in a broad sense has"hard technology"(refer...The issue of new technology applications in education is a worldwide concern.Following a thorough review of current studies,this paper believes that new technology in a broad sense has"hard technology"(referring to new inventions,discoveries,and creations that can be practically operated and applied)and"soft technology"(generally referring to technology formed in all industry fields in response to new changes,new markets,new industries,and new business models,such as innovative marketing models,new team building,and management strategizing,cultural and creative skills,etc.),with distinctive and external and internal connotations.In a narrow sense,new technology refers to the most recent and cutting-edge technology in a particular industry field.There are also definitions that are based on their applicability,such as referring to new operation methods as new technologies.The premise of how to precisely implement new technology application education in higher education is to understand how students in higher education institutions think.For this reason,this study takes senior graduate students as its target,and through the statistics and analysis of survey data,we get three results.First,education featuring applications of new technology proves highly compelling,particularly given its importance in graduates'career development,thus garnering support;second,such education is both conceptual and practice-based;third,education concerned with the application of new technologies can be carried out in any major,both in engineering and non-engineering disciplines,with different requirements for educational content and technical skills according to the varying disciplines.Based on the investigation and analysis,we propose solutions and recommend methods of applying new applications in higher education.展开更多
Along with the development of information and communications technology,open educational resources were widely applied in training usage.The use of these resources facilitates the access to knowledge by enabling learn...Along with the development of information and communications technology,open educational resources were widely applied in training usage.The use of these resources facilitates the access to knowledge by enabling learners to transcend time and space.In this way,learners are able to obtain new knowledge more actively and efficiently than before.Using Technology Acceptance Model(TAM)as the theoretical foundation,this study aims to explore the learning outcome of using open educational resources with the perceived convenience as the external variable.In this study,the open educational resources were defined as online courses on the Open Course Ware(OCW)and Massive Open Online Courses(MOOCs),on which the learners choose courses themselves and study without the impact from people,matters,time,space,and things with the help of the Internet.To achieve the objectives of the study,the researchers conducted a survey with the participants who had already used the open educational resources.In total,124 valid samples were collected.The Partial Least Squares(PLS)statistical method was used to carry out the analysis.Overall,the model of this study has good prediction and explanatory power.After the data analysis,the study found that the perceived convenience exerts a positive impact on the use of the open educational resources.In addition,among the four TAM variables,the perceived usefulness does not exert a significant impact on the behavioral intention to use,but the other three TAM variables all have a significant impact on the behavioral intention.展开更多

Under the background of green development,the function direction of technological innovation to green development efficiency,which includes economy,resources and environment,needs to be observed by demonstration.In th...Under the background of green development,the function direction of technological innovation to green development efficiency,which includes economy,resources and environment,needs to be observed by demonstration.In this paper,the green development efficiency of 30 provinces(cities and districts)in China from 2004 to 2017 is measured and its intertemporal changes,regional differences of green development efficiency are analyzed by using the super efficiency SBM model,further through theoretical analysis and empirical study,the influence of technological innovation on regional green development efficiency and its impact mechanism are investigated.The influence mechanisms of the technological innovation on green development efficiency are clarified and empirically tested by spatial econometric models from the perspectives of the growth sources and quantitative analysis.The results show that during the observation period,the green development efficiency in China exhibits a U-shaped variation,but there are huge regional differences with the obvious polarization in Eastern and Midwestern regions,and that technological innovation has some effect in promoting the regional green development efficiency,but not significant enough,which are heterogeneous according to the time periods and regions.展开更多

Innovative economic optimization systems are widely needed to face the problem of the dynamic of the poverty in Burundi. The Burundian economy shows an inflation rate of -1.5% in 2018 for the Gross Domestic Product growth real rate of 2.8% in 2016. In this research, the aim is to find a model that contributes to solving the problem of poverty in Burundi. The results of this research fill the knowledge gap in the modeling and optimization of the Burundian economic system. The aim of this model is to solve an optimization problem combining the variables of production, consumption, budget, human resources and available raw materials. Scientific modeling and optimal solving of the poverty problem show the tools for measuring poverty rate and determining various countries’ poverty levels when considering advanced knowledge. In addition, investigating the aspects of poverty will properly orient development aid to developing countries and thus, achieve their objectives of growth and the fight against poverty. This paper provides a new and innovative framework for global scientific research regarding the multiple facets of this problem. An estimate of the poverty rate allows good progress with the theory and optimization methods in measuring the poverty rate and achieving sustainable development goals. By comparing the annual food production and the required annual consumption, there is an imbalance between different types of food. Proteins, minerals and vitamins produced in Burundi are sufficient when considering their consumption as required by the entire Burundian population. This positive contribution for the latter comes from the fact that some cows, goats, fishes, ···, slaughtered in Burundi come from neighboring countries. Real production remains in deficit. The lipids, acids, calcium, fibers and carbohydrates produced in Burundi are insufficient for consumption. This negative contribution proves a Burundian food deficit. It is a decision-making indicator for the design and updating of agricultural policy and implementation programs as well as projects. Investment and economic growth are only possible when food security is mastered. The capital allocated to food investment must be revised upwards. Demographic control is also a relevant indicator to push forward Burundi among the emerging countries in 2040. Meanwhile, better understanding of the determinants of poverty by taking cultural and organizational aspects into account guides managers for poverty reduction projects and programs.展开更多

In recent years, Chinese firms have spent less on importing foreign technology and more on acquiring domestic technology. Based on the panel data model, state space model(SSM) and the Bayesian vector autoregressive model, this paper finds that the purchase of domestic technology plays a critical role in the innovation of high-tech firms with an elasticity coefficient higher than that of technology importation before 2010. China's high-tech firms can effectively absorb purchased domestic technology, which also brings about an increase in their independent R&D input and contributes more to innovation output than imported technology. Performance of technology importation is lackluster but shows an improving trend. Technology importation is not correlated with innovation output and has a substitutive effect with independent R&D input. China is yet to enhance its absorption of imported technology. Elasticity coefficient of technology importation turned positive in 2007 and increased year by year. China should promote synergy between technology importation and domestic technology acquisition.展开更多

文摘Improving the quality of human resources through edu-cation and training is of great strategic significance.However, few people have done in depth and systematicstudies on the relationship between education and pro-ducttvity in China. This study developed an educationproductivity transform model and empirically tested themodel using data on the most districts of China. The ba-sic notion is that the effect depends both on the capabilityresulted from education, and on the environment inwhich this capability can be exercised, the effect is a re-sult of two factors combined.

And the backwardness of science and technology at the grassroots level has undoubtedly restricted the process of China’s construction of socialist new countryside. Taking socio-economy and the devel- opment of science and technology in Jiaxing as a breakthrough point, and based on the related data of Jiaxing during 1998?2004, this paper analyzes thoroughly the interactive relationship be- tween socio-economy and the development of science and tech- nology. This paper strives to summarize the development track and model of the grassroots work of science and technology so as to provide local governments with references and grounds for drawing up policies for the local work of science and technology.
文摘Technological innovations have revolutionized the educational technology into various dimensions. Educational processes without educational technology have no value in this modern world. In education domain, the educational software has simplified the processes in greater extend. A implemented while developing such educational software. In particu proper lar, the development methodology has to be software developed to enrich these education processes should follow a development strategy to motivate the end users to utilize the hypermedia potentials. The software development life cycle (SDLC) has different phases in designing such educationa technology and assists the end users to benefit from the modern technology. This study identifies the various factors to be considered at each phase of the SDLC while developing educational software. Also, this study proposes some suggestions to be followed in ESDLC with respect to educational processes perspectives. The core idea of this study is to identify the various issues in implementing such educational software in day to day teaching and learning processes.
文摘The mathematical and statistical modeling of the problem of poverty is a major challenge given Burundi’s economic development. Innovative economic optimization systems are widely needed to face the problem of the dynamic of the poverty in Burundi. The Burundian economy shows an inflation rate of -1.5% in 2018 for the Gross Domestic Product growth real rate of 2.8% in 2016. In this research, the aim is to find a model that contributes to solving the problem of poverty in Burundi. The results of this research fill the knowledge gap in the modeling and optimization of the Burundian economic system. The aim of this model is to solve an optimization problem combining the variables of production, consumption, budget, human resources and available raw materials. Scientific modeling and optimal solving of the poverty problem show the tools for measuring poverty rate and determining various countries’ poverty levels when considering advanced knowledge. In addition, investigating the aspects of poverty will properly orient development aid to developing countries and thus, achieve their objectives of growth and the fight against poverty. This paper provides a new and innovative framework for global scientific research regarding the multiple facets of this problem. An estimate of the poverty rate allows good progress with the theory and optimization methods in measuring the poverty rate and achieving sustainable development goals. By comparing the annual food production and the required annual consumption, there is an imbalance between different types of food. Proteins, minerals and vitamins produced in Burundi are sufficient when considering their consumption as required by the entire Burundian population. This positive contribution for the latter comes from the fact that some cows, goats, fishes, ···, slaughtered in Burundi come from neighboring countries. Real production remains in deficit. The lipids, acids, calcium, fibers and carbohydrates produced in Burundi are insufficient for consumption. This negative contribution proves a Burundian food deficit. It is a decision-making indicator for the design and updating of agricultural policy and implementation programs as well as projects. Investment and economic growth are only possible when food security is mastered. The capital allocated to food investment must be revised upwards. Demographic control is also a relevant indicator to push forward Burundi among the emerging countries in 2040. Meanwhile, better understanding of the determinants of poverty by taking cultural and organizational aspects into account guides managers for poverty reduction projects and programs.

文摘Foreign and domestic technologies play different roles in a country's innovation. In recent years, Chinese firms have spent less on importing foreign technology and more on acquiring domestic technology. Based on the panel data model, state space model(SSM) and the Bayesian vector autoregressive model, this paper finds that the purchase of domestic technology plays a critical role in the innovation of high-tech firms with an elasticity coefficient higher than that of technology importation before 2010. China's high-tech firms can effectively absorb purchased domestic technology, which also brings about an increase in their independent R&D input and contributes more to innovation output than imported technology. Performance of technology importation is lackluster but shows an improving trend. Technology importation is not correlated with innovation output and has a substitutive effect with independent R&D input. China is yet to enhance its absorption of imported technology. Elasticity coefficient of technology importation turned positive in 2007 and increased year by year. China should promote synergy between technology importation and domestic technology acquisition.
