Zambia like any other country in most African regions is still grappling with the dynamics of harnessing technology for the betterment of Higher Education. The onset of the Covid 19 pandemic brought a test for the preparedness of the Zambian Higher Education Institutions (HEIs) in harnessing technology for pedagogical activities. As countries worldwide switched to electronic learning during the pandemic, the same could not be said for Zambian HEIs. Zambian HEIs struggled to conduct pedagogical activities on learning management platforms. This study investigated the factors affecting the implementation and assessment of learning Management systems in Zambia’s HEIs. With its focus on assessing: 1) system features, 2) compliance with regulatory standards, 3) quality of service and 4) technology acceptance as the four key assessment areas of an LMS, this article proposed a model for assessing learning management systems in Zambian HEIs. The issue of new technology applications in education is a worldwide concern.Following a thorough review of current studies,this paper believes that new technology in a broad sense has"hard technology"(referring to new inventions,discoveries,and creations that can be practically operated and applied)and"soft technology"(generally referring to technology formed in all industry fields in response to new changes,new markets,new industries,and new business models,such as innovative marketing models,new team building,and management strategizing,cultural and creative skills,etc.),with distinctive and external and internal connotations.In a narrow sense,new technology refers to the most recent and cutting-edge technology in a particular industry field.There are also definitions that are based on their applicability,such as referring to new operation methods as new technologies.The premise of how to precisely implement new technology application education in higher education is to understand how students in higher education institutions think.For this reason,this study takes senior graduate students as its target,and through the statistics and analysis of survey data,we get three results.First,education featuring applications of new technology proves highly compelling,particularly given its importance in graduates'career development,thus garnering support;second,such education is both conceptual and practice-based;third,education concerned with the application of new technologies can be carried out in any major,both in engineering and non-engineering disciplines,with different requirements for educational content and technical skills according to the varying disciplines.Based on the investigation and analysis,we propose solutions and recommend methods of applying new applications in higher education. 展开更多

Along with the development of information and communications technology,open educational resources were widely applied in training usage.The use of these resources facilitates the access to knowledge by enabling learners to transcend time and space.In this way,learners are able to obtain new knowledge more actively and efficiently than before.Using Technology Acceptance Model(TAM)as the theoretical foundation,this study aims to explore the learning outcome of using open educational resources with the perceived convenience as the external variable.In this study,the open educational resources were defined as online courses on the Open Course Ware(OCW)and Massive Open Online Courses(MOOCs),on which the learners choose courses themselves and study without the impact from people,matters,time,space,and things with the help of the Internet.To achieve the objectives of the study,the researchers conducted a survey with the participants who had already used the open educational resources.In total,124 valid samples were collected.The Partial Least Squares(PLS)statistical method was used to carry out the analysis.Overall,the model of this study has good prediction and explanatory power.After the data analysis,the study found that the perceived convenience exerts a positive impact on the use of the open educational resources.In addition,among the four TAM variables,the perceived usefulness does not exert a significant impact on the behavioral intention to use,but the other three TAM variables all have a significant impact on the behavioral intention. 展开更多

Quality education is one of the pillars in the United Nations 2030 Agenda for Sustainable Development,which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.This overall goal can be connected to some general trends affecting education in the information age.We argue that education is key to the future quality of human life and the sustainability of the world.Generally,education is being transformed in both formal and informal learning contexts by new digital technologies.Overall,some of these major innovations and how they are changing education can be summarized into the following aspects:1)our educational aims and objectives;2)educational ecologies and contexts of learning;3)the processes of learning;4)the processes of teaching;and 5)educational governance and policy.Meanwhile,we note some of the potential risks and downsides of these technology trends.From the sustainable perspective,our review points to a great potential for educational reform,but it can only be achieved if we are willing to rethink and even abandon some of our traditional ways of doing things in education. 展开更多

Under the background of green development,the function direction of technological innovation to green development efficiency,which includes economy,resources and environment,needs to be observed by demonstration.In this paper,the green development efficiency of 30 provinces(cities and districts)in China from 2004 to 2017 is measured and its intertemporal changes,regional differences of green development efficiency are analyzed by using the super efficiency SBM model,further through theoretical analysis and empirical study,the influence of technological innovation on regional green development efficiency and its impact mechanism are investigated.The influence mechanisms of the technological innovation on green development efficiency are clarified and empirically tested by spatial econometric models from the perspectives of the growth sources and quantitative analysis.The results show that during the observation period,the green development efficiency in China exhibits a U-shaped variation,but there are huge regional differences with the obvious polarization in Eastern and Midwestern regions,and that technological innovation has some effect in promoting the regional green development efficiency,but not significant enough,which are heterogeneous according to the time periods and regions. 展开更多

Cross-region innovation is widely recognized as an important source of the long-term regional innovation capacity.In the recent past,a growing number of studies has investigated the network structure and mechanisms of cross-region innovation collaboration in various contexts.However,existing research mainly focuses on physical effects,such as geographical distance and high-speed railway connections.These studies ignore the intangible drivers in a changing environment,the more digitalized economy and the increasingly solidified innovation network structure.Thus,the focus of this study is on estimating determinants of innovation networks,especially on intangible drivers,which have been largely neglected so far.Using city-level data of Chinese patents(excluding Hong Kong,Macao,and Taiwan Province of China),we trace innovation networks across Chinese cities over a long period of time.By integrating a measure on Information and Communications Technology(ICT)development gap and network structural effects into the general proximity framework,this paper explores the changing mechanisms of Chinese innovation networks from a new perspective.The results show that the structure of cross-region innovation networks has changed in China.As mechanisms behind this development,the results confirm the increasingly important role of intangible drivers in Chinese inter-city innovation collaboration when controlling for effects of physical proximity,such as geographical distance.Since digitalization and coordinated development are the mainstream trends in China and other developing countries,these countries'inter-city innovation collaboration patterns will witness dramatic changes under the influence of intangible drivers. 展开更多

The mathematical and statistical modeling of the problem of poverty is a major challenge given Burundi’s economic development. Innovative economic optimization systems are widely needed to face the problem of the dynamic of the poverty in Burundi. The Burundian economy shows an inflation rate of -1.5% in 2018 for the Gross Domestic Product growth real rate of 2.8% in 2016. In this research, the aim is to find a model that contributes to solving the problem of poverty in Burundi. The results of this research fill the knowledge gap in the modeling and optimization of the Burundian economic system. The aim of this model is to solve an optimization problem combining the variables of production, consumption, budget, human resources and available raw materials. Scientific modeling and optimal solving of the poverty problem show the tools for measuring poverty rate and determining various countries’ poverty levels when considering advanced knowledge. In addition, investigating the aspects of poverty will properly orient development aid to developing countries and thus, achieve their objectives of growth and the fight against poverty. This paper provides a new and innovative framework for global scientific research regarding the multiple facets of this problem. An estimate of the poverty rate allows good progress with the theory and optimization methods in measuring the poverty rate and achieving sustainable development goals. By comparing the annual food production and the required annual consumption, there is an imbalance between different types of food. Proteins, minerals and vitamins produced in Burundi are sufficient when considering their consumption as required by the entire Burundian population. This positive contribution for the latter comes from the fact that some cows, goats, fishes, ···, slaughtered in Burundi come from neighboring countries. Real production remains in deficit. The lipids, acids, calcium, fibers and carbohydrates produced in Burundi are insufficient for consumption. This negative contribution proves a Burundian food deficit. It is a decision-making indicator for the design and updating of agricultural policy and implementation programs as well as projects. Investment and economic growth are only possible when food security is mastered. The capital allocated to food investment must be revised upwards. Demographic control is also a relevant indicator to push forward Burundi among the emerging countries in 2040. Meanwhile, better understanding of the determinants of poverty by taking cultural and organizational aspects into account guides managers for poverty reduction projects and programs. 展开更多

Technology Importation and Domestic Technology Acquisition in China from the Perspective of Innovation

In recent years, Chinese firms have spent less on importing foreign technology and more on acquiring domestic technology. Based on the panel data model, state space model(SSM) and the Bayesian vector autoregressive model, this paper finds that the purchase of domestic technology plays a critical role in the innovation of high-tech firms with an elasticity coefficient higher than that of technology importation before 2010. China's high-tech firms can effectively absorb purchased domestic technology, which also brings about an increase in their independent R&D input and contributes more to innovation output than imported technology. Performance of technology importation is lackluster but shows an improving trend. Technology importation is not correlated with innovation output and has a substitutive effect with independent R&D input. China is yet to enhance its absorption of imported technology. Elasticity coefficient of technology importation turned positive in 2007 and increased year by year. China should promote synergy between technology importation and domestic technology acquisition. 展开更多
