The Historical Resultant Theory and The Scientific Outlook on Development are consistent in essence,with the former serving as the philosophical foundation of the latter,and the latter being the new and modern form of the former.Thorough analysis and deep understanding of the dialectical relationship of the two theories contributes a lot to promoting China's localization of Marxism and to building a harmonious socialist society,both theoretically and practically.

Dimensions and Approaches of University Development Under the Guidance of the Scientific Outlook on Development

This study analyzed the performance of university development which deviated from the scientific outlook on development, then elaborated four dimensions of sustainable development in universities including the cultural perspective dimension of people-oriented, the qualitative perspective dimension of personnel training, the innovative perspective dimension of academic research, and the strategic perspective dimension of scientific development. Finally, this article analyzed the scientific development approaches on coordinating the university extensive expansion and content development, special development and overall development, teaching and research as well as interests of current and long-term development were proposed.

To Improve the Effectiveness of Anti-secession and Anti-osmosis in Ideological Field of Xinjiang Higher Vocational Colleges under the Guidance of Scientific Outlook on Development

The source structure of students in Xinjiang higher vocational colleges is complicated; most of the students have multi-variant ideologies and weak self-control ability. Under such background, the struggle of anti-cession and anti-osmosis in the ideological field of Xinjiang higher vocational colleges will become more severe. As the domestic and foreign hostile forces conduct more and more osmosis means in the ideological field of Xinjiang higher vocational colleges and the situations become more and more complicated, the splittism of Xinjiang nations gradually escalates. They have not only made some violent and terrorist activities in the society, but also used the religion to split and permeate the students in higher vocational colleges and some teenagers. Higher vocational colleges are the main export to transmit talents to the nation and the society, so we have to pay enough attention to ideological cultivation and education of students.

Analysis on Evaluating Comprehensive Efficiency of Enterprise Leaders＇ Performance Based on Scientific Development Outlook

In former researches there are primary theoretical studies and qualitative analyses on enterprise leaders＇ effectiveness and performance, and there are a few studies on quantitative analyses which mostly relies on the method of comparing differences and ratio of divergence to evaluate leaders＇ performance by stage statistics. This paper illustrates how to evaluate Comprehensive Efficiency （CE） based on Scientific Development Outlook, which reflects overall development of enterprise leaders＇ performance, depends on measuring Output Efficiency Index （OEI） and Cost Efficiency Index （CEI） of enterprise leaders＇ performance, and adopts the C^2R model in Data Envelopment Analysis （DEA）.

Forum on Scientific Outlook Toward Development,Human Rights

How the scientific outlook toward developmem is related to human rights in China was the theme of a forum held in Beijing by the Human Rights magazine on April 18. Attending were a dozen experts from the Chinese Academy of Social Sciences, the Central Party School, Beijing University, Renmin University of China, China Political Science and Law University, PLA Airforce Command Institute and China Society for Human Rights Studies. They discussed a range of questions including the connotation of the scientific outlook toward development, how the scientific outlook toward development is related to human rights and how it guides the development of human rights in both theory and practice, and the significance of the inclusion of human rights into China＇s Eleventh Five-Year Program for Economic and Social Development （2006-2010）.

Actively Dealing with Climate Change and Striving to Strengthen the Capability of Sustainable Development

Either from the perspective of the finite supply capacity of global resources and energy,or from the perspective of global environment restrictive conditions,developing countries can not repeat the old development road of developed countries,either in view of the international pressure China is currently facing,or in view of China's own resources endowment and stages of development,we must actively face such a challenge of climate change.We must recognize that the issue of climate change may be a great restraint to the present and future eco-social development,and may also be an important driving force and new opportunity to push forward the transformation of development pattern,to take a new road of industrialization and to realize sustainable development.This demands us,on the one hand,to take the Scientific Outlook of Development as the guide to make efforts to control the emission of greenhouse gases and continuously increase the capability of adapting to climatic change,and set up the overall plan to respond to climate change of our country,and on the other hand,we should unswervingly take the road of sustainable development,save energy,optimize energy structure and strengthen biological protection in slowing and adapting to climate change.

论抗米勒管激素调控卵泡生长发育与“肾藏精主生殖”的微观联系

抗米勒激素(AMH)水平能够体现卵巢原始卵泡池的状态,是预测卵巢储备功能的可靠标志物,可调控卵泡生长发育,在原始卵泡启动阶段抑制卵泡募集转化,保护卵泡池;在后续初级卵泡周期性募集、选择的过程中,促进优势卵泡发育。肾精,系藏于肾的先、后天之精,和AMH在来源、分布、生命节律及功能上具有一定相似性。“肾藏精主生殖”是《黄帝内经》对人体生殖功能的高度概括,肾中阴阳相互依存、制约,充养冲任胞宫,“肾藏精”是“肾主生殖”功能发挥的前提与基础。在原始卵泡发育阶段,精气藏之于肾,肾中阴精发挥封藏固摄作用;在后续初级卵泡发育阶段,在精气藏于肾的基础上,肾中阳气发挥“主生殖”功能,与AMH调控卵泡生长发育有一定的内在联系。

我国油气需求高位增长且主要依赖进口,自主保障能力不足,是我国能源安全保障中的最大短板。加强油气勘探开发理论技术创新可拓展资源勘探开发边界,增加可采资源总量并降低生产成本,是实现增储上产的根本动力和重要抓手。初步统计显示,2011—2020年我国累计新发现亿吨级油田18个、千亿立方米级大气田21个,累计新增探明地质储量石油超100×10^(8)t、天然气超10×10^(12)m^(3),同期关键勘探开发理论技术创新累计获得国家科学技术进步奖25项,关键勘探开发理论技术创新对我国油气储量增长的贡献率达到32.1%,其中石油、天然气储量增长的贡献率分别达到39.6%和24.0%。为加快关键技术创新突破和重大科研成果转化应用,提出加强创新联合体与科研基础平台建设、建立完善油气科研资源与成果共享交流平台、完善科研考核和激励机制、加快油服企业市场化改革等政策建议。
