Discussions on the Land Consolidation to Promote Development-oriented Poverty Alleviation in Binchuan County of Yunnan Province

Land consolidation is an important way to improve the conditions of agricultural production and promote poverty alleviation and development in poor areas. This paper attempts to take Binchuan County of Yunnan Province as an example to explore the main practices,typical experiences and achievements of land consolidation in promoting poverty alleviation and development,so as to provide evidence for further development of relevant policies. It is found that in recent years,through the construction of rural production and living facilities,increase of employment for farmers in poor areas,promotion of the development of special industrial area and other measures,Binchuan County has effectively used the land consolidation platform,and has made outstanding achievements in poverty alleviation and development,so as to improve agricultural production conditions,improve the level of agricultural production,increase farmers' income,speed up the pace of poverty reduction,strengthen ecological protection and promote the sustainable development of economy and society. However,there are still some problems in the land consolidation,which need to be paid attention to and solved in the struggle against poverty.

基于CiteSpace的农产品直播电商研究热点及趋势的可视化分析

乡村振兴背景下,农村电商正逐步实现规模化发展,并正向直播电商模式转型。本文借助Citespace文献计量工具,选取CNKI和中国知网学术期刊网络出版总库的CSSCI期刊和中文核心期刊中945篇相关文献进行网络共现分析和可视化,探索农产品直播电商研究热点和发展趋势。研究表明:当前农产品电商直播的有关研究正处于上升期,各研究人员和机构之间的合作关系有待加强;研究热点涵盖网络直播、直播平台、电商扶贫、农业电商、新农人等;研究趋势朝“新农人”、技术创新及质量融合等方向发展。未来相关研究应致力于不断完善农产品直播电商的理论框架,拓宽研究领域,并加强跨学科的研究合作,以推动该领域的全面深入发展。

Rural households’livelihood responses to industry-based poverty alleviation as a sustainable route out of poverty

Industrialization is one way to achieve a sustainable route out of poverty.During the implementation of industry-based poverty alleviation projects,rural households’livelihood responses to change are crucial.A stronger livelihood response is conducive to multidimensional poverty relief due to industry-based poverty alleviation projects.Effective poverty alleviation can also stimulate stronger household responses.There is a positive cycle between livelihood response and multidimensional poverty relief effects that can help achieve sustainable poverty alleviation goals.Using a synergistic perspective on the relationship between“people–industry–land”,this paper explains the poverty alleviation logic connecting livelihood response,multidimensional poverty relief,and sustainable routes out of poverty by constructing a four-dimensional livelihood response measurement system with three elements of intensity.We analyzed survey data collected from 2363 households from 4 sample counties in 4 contiguous poverty-stricken areas,and measured and compared the characteristics of rural households’livelihood responses and the factors influencing poverty alleviation projects.Rural households’livelihood responses in four sample counties were moderate.The four dimensions of responses were ranked as livelihood strategy response,livelihood space response,livelihood output response,and livelihood capital response.The three intensities indicated that the perception and willingness elements of livelihood response were very similar,but there was a big gap between those elements and livelihood response actions.At the group level,poor households had higher and more consistent livelihood response than non-poor households.External environment factors(such as location,industry type,village organizational ability,and village atmosphere)and internal family factors(such as resource endowment,income sources,health,education,labor quantity,policy trust,credit availability,and social networks)had a significant impact on households’livelihood response.However,this impact varied across different dimensions and had different intensities.This paper proposes a multidimensional poverty relief mechanism and suggests sustainable routes out of poverty.

The Poverty Alleviation Model for Poor Nationalities in the Mountainous Areas of Western China: A Case Study of “Promotion for the Entire Lisu Nationality” in Naimu Danxia Village Group

In poor minority areas, poor living conditions, single industrial structure and weak public basic services often lead to a deep degree of poverty. This is the most difficult problem to solve in the fight against poverty. Yunlong Township, Luquan Yi and Miao Autonomous County, which is located in the alpine canyon area of Jinsha River in China, is a semi-closed agricultural township integrating "nationality, mountain area, poverty and backwardness". Located in the Xinshan Village Committee of this township, Naimu Danxia village group is a typical Lisu settlement. It is a key village group with a deep degree of poverty, and the incidence of poverty is 17.00%. In recent years, Naimu Danxia village group has adhered to the direction of unified promotion, internal and external blood creation and resource integration in the poverty alleviation work of the Lisu nationality in Luquan County. It has successfully taken a road of national unity, self-reliance and common poverty alleviation, and formed a unique poverty alleviation model of "promotion for the entire nationality". At the end of 2018, the incidence of poverty dropped to 0, successfully building a "demonstration village of national unity" at the municipal level in Kunming. Based on the field research and interviews, this paper analyzes and summarizes the specific methods, main achievements, practical experience and popularization and application measures regarding the poverty alleviation model of "promotion for the entire Lisu nationality" in the village group. It tries to provide necessary reference for accurate poverty alleviation and poverty eradication in similar minority areas in Yunnan Province and other provinces.

Complete Path of Rural Poverty Alleviation System in Guizhou Province Based on Empirical Investigation and Analysis of 4 Typical Counties in Guizhou Province

Guizhou Province has the highest incidence and severity of poverty throughout the country.The investigation on its poverty alleviation is of typical significance for the poverty relief and development of concentrated and continuous destitute areas in the new time.On the basis of in-depth research,the 4 typical counties on poverty relief and development in Guizhou Province- Changshun,Yinjiang,Qinglong and Weining have been studied intensively.In the meanwhile,their common successful experiences and existing problems have been summarized.With regard to the complete path for the next stage of poverty alleviation system in Guizho Province,the following recommendations have been proposed: establish a multi-level system for sending agricultural technicians down to the countryside; improve the autonomy of primary-level organizations,especially the anti-poverty organizations at the county level; standardize the allocation of welfare projects; promote agricultural insurance; and improve the sustainable development capacity and market competition ability of farmer specialized cooperative economy organizations.

后脱贫时代乡村产业振兴的伦理审视与价值重构——基于“休闲农业和乡村旅游”发展的问题分析与优化思考

后脱贫时代选择什么产业及其发展道路承接乡村振兴和巩固脱贫成果是乡村社会发展迫切需要解决的重大问题,而借助“休闲农业和乡村旅游”发展起来的“旅游型”或“消费型”村庄,作为“乡村性”向城市“反向输出”消费功能在现实层面获得具体实践的结果,本身确是实现乡村产业振兴的有效形式,但也不免落入“另类商品化”的窠臼,生成新乡村增长主义条件下的农民“劳动-休闲”异化。休闲本原化以其“劳闲对立”的解构思维进行一种“低人本”的发展设计,变相增强农民休闲工具化、商业化以获得现实物质利益的冲动,而不可能真正实现其“诗意地栖居”。尤其是对那些缺乏足够经济实力支持而被动接受休闲的农民而言,现实的乡村产业振兴及其“美好发展”必须具体化为一种合乎人性的“劳闲融合”策略,即以增强农民劳动认同为核心,致力于农民劳动休闲化和休闲劳动化的融合统一,才能在解构新乡村增长主义和重塑农民“劳动-休闲”之维的过程中真正落实其美好生活的实践逻辑。

脱贫地区实现共同富裕的基础、挑战及路径

实现共同富裕是社会主义的本质要求。当前,我国实现共同富裕的短板主要在农村,尤其是农村已脱贫地区。这些地区迈向共同富裕的经济社会基础普遍较为薄弱,加上国内外不确定性因素影响,导致实现共同富裕面临诸多现实挑战,包括:弱势群体和边缘群体脱贫成效不稳定,产业发展前景受困,人力资本提升缓慢以及从脱贫攻坚到共同富裕基层工作思路转换不顺等。由此,推进我国脱贫地区实现共同富裕应该明确一个前提和一个关键点,把握好一个根本和一把利器。以筑牢返贫防火墙作为第一步,在此基础上牢牢把握住人力资本提升这个关键,以破解产业发展困局作为根本出路,同时善用脱贫攻坚阶段所打下的组织管理基础。

农村电商助力脱贫地区帮扶产业提档升级与可持续发展研究

在后脱贫时代背景下,家庭经济困难学生的心理状态已然成为资助育人工作的关注重点。高校尤其是农业类高校要适时做出调整,将资助工作重点从基础物质保障向精神层面延展,深入分析家庭经济困难学生心理问题的表征和产生的主客观原因,探讨如何将资助育人和心理育人有机结合,开展以物质资助为基础心理、教育为主导的帮扶措施,引导学生树立正确的价值观,全面提升家庭经济困难学生的综合素质和核心竞争力。

乡村振兴视域下隆阳区相对贫困治理机制研究

2020年,我国步入脱贫攻坚完美收官之年。在消除绝对贫困的同时,积攒了相对贫困治理的丰富经验。如今,乡村振兴战略视域之下,相对贫困治理成为扶贫工作的主要战场。隆阳区近年来在扶贫治理中取得一定的成绩,但是受到经济、脱贫人中自身发展等因素的限制,目前该地区脱贫任务仍然比较艰巨。部分脱贫户可能返贫、一些边缘农户可能会成为新的贫困户。所以,就需要加强隆阳区相对贫困治理,采取完善农村公共服务保障制度、扶贫与扶志相结合、打造多元主体相对贫困治理机制、完善村集体造血增收机制等措施,建立起健全的相对贫困治理机制,确保隆阳区相对贫困治理工作开展有据可循、有路可行。

少数民族脱贫地区的高素质农民培育效果评价及障碍因子诊断

随着农业农村现代化快速发展,人才振兴对促进“三农”发展极具重要意义。依托新疆农业大学在南疆四地州开展的高素质农民培育课程,以人力资本理论为基础,运用熵权TOPSIS模型从反应层、学习层、行为层、效果层四个层面选取指标测度实证分析南疆四地州高素质农民培育效果,并以此模型结果为基础,进一步运用障碍度模型,实证诊断分析新疆南疆四地州高素质农民培育效果的制约因素。研究发现:新疆南疆四地州高素质农民培育效果分数处于0.6~0.8之间,处于良好阶段;通过障碍度模型发现,学习层阻碍程度最高,负面影响值为0.042 8;反应层阻碍程度次之,负面影响值为0.005 68;行为层较小,负面影响值为0.005 4。因此,政府部门应改进实施机制,加强宣传引导以及提供政策保障,以进一步削弱并减少影响农民培育效果的阻滞因素,从而有效提升新疆南疆四地州高素质农民培育效果。

脱贫旅游地农户生计风险感知及管理策略研究

生计风险及管理是可持续科学研究的重要领域,也是巩固脱贫攻坚成果的关键。本文以伏牛山区旅游脱贫县—栾川为案例地,使用农户调研数据,采用典型相关、logistic回归等方法,考察旅游农户风险及管理策略。结果发现:①后脱贫时代,旅游农户面临主要风险为市场竞争和市场需求的变化;②生计资产影响农户对长、短期风险的敏感性,并进一步对应于发展适应性和被动响应性风险管理策略;③生计风险与管理策略之间表现为特定压力—响应关系。研究的政策含义为:应强化知识、信息、心理等新兴资产建设;在增进农户与外部社会资本衔接的过程中,推动本地社会资本的复兴;对于高资产和低资产农户,应分别增进知识、就业信息的供给,以推动农户生计有序转型;通过社区旅游发展模式、政府支农政策等结构环境的创新,推动农户生产组织方式的企业化转型,是破解农户生计不确定性、增进农户生计可持续性的重要机制。

2019-2021年云南省脱贫地区居民健康素养水平及其影响因素研究

目的掌握2019-2021年云南省脱贫地区居民健康素养水平及其变化趋势,并研究其影响因素,为制定有针对性的健康政策提供依据,为巩固拓展脱贫攻坚成果同乡村振兴有效衔接提供助力和参考。方法每年均采用分层多阶段随机抽样的方法,抽取云南省原88个贫困县15~69岁的常住居民进行入户问卷调查,对调查结果进行分析。结果2019、2020和2021年云南省脱贫地区居民健康素养水平分别为13.51%、16.62%和18.71%。对2021年监测数据进行多因素logistic回归分析显示,云南省脱贫地区居民中,居住在城市、年龄在25~44岁、小学及以上文化程度者健康素养水平较高,居住在农村、年龄在15~24岁、45~69岁和小学以下文化程度者健康素养水平较低。结论云南省脱贫地区居民健康素养水平逐年提高,但仍有较大提升空间,主要影响因素为文化程度、居住地和年龄等。

职业院校深化教育扶贫嵌入式机制的实践路径

在相关部门提出“坚决打赢脱贫攻坚战,巩固脱贫攻坚成果,建立解决相对贫困的长效机制”的口号之后,我国的扶贫工作得到很大推进。但是现在仍有部分地区没有跟上国家脱贫的步伐,对这些地区需要采用聚焦手段。扶贫最终需要落实到教育扶贫上,职业院校作为专门的职业技能教育机构,应该利用自身优势,充分响应国家脱贫号召,将扶贫的嵌入式机制彻底实施。基于此,本文将从扶贫的价值和重要性出发,论述职业院校深化教育扶贫嵌入式机制的实践对策和细节,希望能为相关工作提供参考。
