A study of CALIS evaluation indicator system for digital resources and its practical application considerations

Based on our theoretical studies and practical experience related to the digital resource evaluation activities,which were undertaken jointly by CALIS and Peking University Library,this paper discusses the targeted object,content,the structure and the attributes of CALIS evaluation indicator system for digital resources.We also offer a detailed guideline for professional practice in terms of using this particular indicator system to evaluate the viability and the collection strength of a given digital library.

The hot issues of studies in China on digital information resources: Based on co-word analysis

With the SPSS and the help of factor method and hierarchical clustered method,journal articles on digital information resources(DIR) from CNKI in the past ten years are analyzed with a co-word analytical method in this paper. A framework for basic administrative metadata in digital libraries

Administrative metadata means the expansion of the metadata research to the administrative level of resource development. Based on the basic administrative sections in the information resource lifecycle(IRL), the framework for basic administrative metadata(FBAM) is helpful in constructing open interoperable platforms for acquisition, processing and services of information resources in digital libraries. It facilitates the seamless communication, the cooperative construction and management, and the sharing of digital resources.The formulation of FBAM follows the principles of modularity and openness that promote interoperability in resource management. It also adopts the structured methodology of information system design, with which the FBAM data model is developed in conformity with <indecs> and PREMIS. The capabilities of FBAM are driven by a metadata repository with administrative information that is contained in FBAM records.

General review of National Digital Library development in the National Library of China

As an important part of National Digital Library(NDL),the National Digital Library Project(NDLP),which was launched in 2005,has attracted wide attention of the society in general.This paper introduces the general situation of the project from the following aspects,namely,the characteristics,objectives and contents.It also expounds on the basic ideas and the overall structure of the project and gives an introduction to the design of its basic platform,its application platform,its business management system and its standardization control system.In this paper,the digital resources construction and service delivery of the National Library of China(NLC)are introduced to cover both its present operation as well as those in conjunction with the opening of its new library building during its second-phase of library development.Finally,the most important and difficult point in the construction of the National Digital Library Project is analyzed from the following four perspectives:1)The long-term preservation of digital resources;2)the construction of knowledge organization system;3)the organic integration of the digital library and the traditional library;and 4)the risk of project management and system integration.

Metropolitan digital library services evaluation: Measures and approaches

This paper reviews the evaluation model and measurements according to metropolitan digital library activities. Through literature review and historical research, the authors argue that the evaluation of the digital library(DL) is still in a research stage and not yet of value to the real achievement of the DL in operation. Because of the variety of the understandings of the digital library and the complexity of the technical factors, we can put forward a set of reference models, measurements and approaches to combine with the various researches on the evaluation theory and practice in the digital library area. The authors primarily discuss and conclude with a digital library evaluation model and measurement index system according to the requirements of the world metropolitan libraries.

A preliminary study on criteria weights for a library's digital resource selection:From the viewpoints of both users and librarians

Through investigating both users' and librarians' perceptions of the relative importance of the major criteria governing the selection of digital resources, we attempted to develop a criterion weight framework for a library's selection of digital resources, which can meet both the users' requirements and the library's goal of developing digital collections. The respective weight of each specific criterion is decided through the Analytic Hierarchy Process(AHP) Method. The findings of this study indicate that, when assigning weights to the selection criteria, it is important to consult the opinions of a wide crosssection of people, especially the views of different users. As a result, the digital resource selection system characterized by the criteria weights can reflect more comprehensively the users' requirements, and meanwhile it enables librarians' more rational selection of digital resources.

An investigative report on current long-term digital preservation situation among major Chinese libraries

The paper reports a survey on the attitudes,arrangements,and operational model of more than 40 major Chinese libraries(CL)on long-term digital preservation.It reveals that digital preservation becomes an urgent concern for these libraries in our survey.Most of these libraries take a pro-active approach to the issue and most of them are in favor of participation in a certain collaborative preservation system,though a few still remain in a wait-and-see posture.

Dwell Scheduling Algorithm for Digital Array Radar

Aiming at the problem of resource allocation for digital array radar（ DAR）,a dwell scheduling algorithm is proposed in this paper. Firstly,the integrated priority of different radar tasks is designed,which ensures that the imaging tasks are scheduled without affecting the search and tracking tasks; Then,the optimal scheduling model of radar resource is established according to the constraints of pulse interleaving; Finally,a heuristic algorithm is used to solve the problem and a sparse-aperture cognitive ISAR imaging method is used to achieve partial precision tracking target imaging. Simulation results demonstrate that the proposed algorithm can both improve the performance of the radar system,and generate satisfactory imaging results.

An empirical study on user satisfaction in relation to those influencing factors for the development of database resources

In taking into full consideration of the technology acceptance model(TAM),this empirical study has made a few assumptions and also has formulated a model for the study on the level of satisfaction of database users. This research project was conducted by collecting relevant data from library users of five universities. Specifically, it aimed to measure database users' level of satisfaction and tried to find factors affecting these graduate students who are using databases regularly at their university libraries. An analysis of the collected data shows that the level of database users' satisfaction could be directly affected by the database service quality, the easiness of accessing the system and user perceived notion of usefulness of those databases that they use often. This study also found that database users' gender could be a significant factor in their perceived notion of easiness of accessing databases, and also in their perceived notion of satisfaction for their successful information retrieval operations. The frequency of accessing databases by these graduate students has an impact on users' perceived notion of easiness of database access. The users' school classifications could make a significant difference in their perceived notion on the extent of usefulness of a particular database.

Construction Direction and Development Path of Digital Educational Resources in the Era of New Educational Infrastructure Construction

Digital educational resources have become essential elements of modern educational public services.China’s national program on new educational infrastructure construction has proposed to take new infrastructure construction of digital educational resources as one of the critical tasks.This paper aims to provide a theoretical basis for advancing the reform and development of digital educational resources in the new era.It classifies the current development and realistic challenges of China’s digital educational resources,and summaries and interprets the directions of the three construction projects of new type resources and tools,the resource supply system,and the resource supervisory system.It depicts the prospect of digital educational resource construction in the intelligent era in the combination of the strategic layout of the policies on new educational infrastructure construction.It also discusses such key technologies supporting new infrastructure construction of digital educational resources as multimodal learning analytics,disciplinary knowledge graphs,machine learning,and blockchain.It finally proposes a specific development path for new infrastructure construction of digital educational resources.

From institutional merger integration to institutional strategic transformation:A case study of the strategic management paradigm at Shanghai Library

This article attempts to apply the strategic management theory to the subsequent shaping up of a readjusted strategic development policy for Shanghai Library after its merger with the Institute of Scientific and Technological Information of Shanghai(ISTIS)in 1995.It also tries to analyze and explicate such an empirical implementation of institutional reintegration process through strategic management at Shanghai Metropolitan Library.By doing so,it aims to present an objective case study of activities based on the strategic management paradigm at a major Chinese metropolitan public library.
