Issues of "Agriculture, Rural Areas and Farmers" from the Perspective of Economy and Ideological System : Based on the Background of All-round Well-off Society

Based on CNKI core journals and CSSCI database, "agriculture, rural areas and farmers" were used as the key words to summarize 20 core articles and CSSCI articles with "agriculture, rural areas and farmers" as the key words from 2015 to 2020, so as to let more researchers have a deeper understanding and grasp of China s current problems of "agriculture, rural areas and farmers". Through the method of comparative analysis of studies, the problems that need to be solved in the work of "agriculture, rural areas and farmers" were discussed, so that other scholars can further clarify the research results and experience of "agriculture, rural areas and farmers", so as to deepen the reform of rural land system and steadily promote the work of "agriculture, rural areas and farmers" in the future. This study can provide thinking and reference for deepening the reform of rural land system and steadily promoting the work of "agriculture, rural areas and farmers".

Impact of COVID-19 on Agriculture,Countryside and Farmers and Countermeasures

COVID-19 outbreak has great impact on agricultural and rural farmers.In order to effectively cope with the impact of COVID-19 epidemic and promote agricultural and rural development,this paper expounds the impact of the epidemic from three aspects of agricultural production,farmers and rural development,and puts forward corresponding countermeasures:building development platform for rural electric business,implementing the development mode of"Internet plus agriculture",strengthening the input and publicity of agricultural insurance to benefit farmers,and increasing support for local employment and entrepreneurship of migrant workers.

The Problems of Coordinating Urban-rural Development of Chongqing City and Corresponding Measures of Financial System

The thesis researches urban-rural coordination which is incorporated into the framework of "agriculture,rural areas and farmers",and it focuses on farmers' human resources development,agricultural industrial adjustment,rural regional coordinated development and so on.The main problems existing in the process of coordinating urban-rural development of Chongqing City are discussed under the foregoing framework.We find that input and flow direction of capital deviating from "agriculture,rural areas and farmers" is the direct cause of insufficient rural educational input,insufficient agricultural input,and irrational rural input,while the fundamental reason lies in the irrational financial policy.Based on this,the measures of innovating upon financial policy and financial system are put forward.

Development Strategies for Rural Key Circulation Service Network

The rural key circulation service network is an important channel for ensuring agricultural products'entry to market and urban industrial products'entry to rural areas.Through in-depth survey and research,we took a look at development changes and current situations of three circulation service networks,namely,circulation of nondurable consumer goods,circulation of agricultural means of production,and circulation of agricultural products.Based on several key problems in rural circulation service network,such as logistics problem,delivery problem,backward transaction mode,and the last kilometer information,we put forward corresponding development countermeasures.

Digital Advisory Systems in Zimbabwean Agriculture: Opportunities and Constraints

The adoption of digital advisory systems is transforming smallholder agriculture in Zimbabwe, a country where agriculture remains the primary livelihood for most of the population. Despite significant investments in digital technologies, agricultural productivity continues to underperform. This study explores the barriers preventing the scaling of digital advisory services among smallholder farmers and identifies strategies to optimize their adoption. Using a mixed-methods approach, data were collected from 854 smallholder farmers, 40 extension staff, and 8 development workers across six districts in Zimbabwe. The study reveals a high mobile penetration rate of 91%, higher than the 85% reported in the literature. However, challenges such as limited digital literacy, poor network connectivity, and financial constraints hinder the effective use of mobile advisory services. The findings also highlight a strong reliance on basic communication tools like SMS (42.83%) and WhatsApp (25.14%) for receiving agricultural information, while more advanced tools like mobile apps have lower adoption. Key recommendations include investing in nationwide digital literacy programs, incentivizing mobile network operators to improve rural connectivity, and developing human-centered, scalable digital solutions tailored to farmers’ needs. Furthermore, integrating AI-driven advisory systems with popular platforms like WhatsApp could significantly enhance the delivery of site-specific, actionable farming advice. This research provides insights into how digital advisory systems can be leveraged to improve agricultural productivity in Zimbabwe and other similar contexts.

Review and Prospect of Development Capability of New Generation Farmers

In the context of dual economic structure,there occurs shift of numerous rural surplus labors in China. As a special group lingering about in the edges of urban and rural areas,the new generation farmers become a hot spot of research. How to help them smoothly become successors of China's agricultural modernization construction is a focus of academic circles. Based on literature review,this paper analyzed connotation of development capability of new generation farmers from agricultural modernization,thinking ability construction,system and policy,and new farmers. Finally,it came up with prospect for development of new generation farmers.

新农科背景下生物化学与分子生物学“根植三农聚焦融合”的课程思政教学实践

“根植三农聚焦融合”是河南牧业经济学院服务区域农牧产业发展,实现高水平应用型大学发展的重要抓手。生物化学与分子生物学课程是我校涉农专业的学科基础课程,新农科建设过程中学科融合的重要载体。为了新农课背景下课程思政目标的实现,课程组在思政案例凝练上,从学科发展史、三农实践应用、校友优秀案例、生态文明、职业道德与生物伦理等方面,搭建学生“三农”情怀的培养平台;在课程思政案例和实践项目安排上,对接行业发展、三农实践、教师科研、校企合作项目和学生自主创新项目等,建立学生知识应用的“融合”平台,从而实现对学生“根植三农”的情怀培养和“聚焦融合”的能力提升。授课过程中以线上线下混合式教学为主线,将单一的课堂讲授改造为人才培养全周期的参与。在课前的线上布置任务、课中的“六环节”教学和课后的第二课堂等环节中融入思政元素,通过具有一定挑战度、高阶性和创新性的知识应用达到思政目标。通过课程改革,学生在三农行业一线的就业率明显提升,利用学科融合解决三农问题的能力得到有效提升,增强了学生服务“三农”的意识,强化了学生的专业思想,激发了学生利用课程知识服务“三农”实践的内生动力。

电子商务进农村综合示范政策对县域农业增长的影响研究

本文利用2000—2019年我国县域数据,采用多期DID等方法探讨了电子商务进农村综合示范政策对县域农业发展水平的影响。研究结果显示,电子商务进农村综合示范政策对县域农业经济发展水平提高具有显著的促进作用,且这种促进作用具有长期效应。这一结果在考虑实验组非随机分配、更换因变量和调整样本后仍然稳健。电子商务进农村综合示范政策主要通过农业产业集聚、农业金融服务改善两个途径对县域农业发展水平产生影响。异质性分析表明,电子商务进农村综合示范政策对粮食主产区、经济欠发达地区、地形平缓地区的农业发展水平的促进作用更强。因此,应重视农村电子商务发展对推进乡村全面振兴、促进共同富裕的重要作用,政府要在农村电子商务带头人培训、电子商务基础设施建设、农业产业集聚的产业空间布局规划等方面发挥作用,注重数字普惠金融与县域农业发展的融合,强化数字普惠金融的支持力度。

数字赋能农村公共体育服务高质量发展:基本内涵、作用机制与创新路径

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。

农业强国视域下粮食产区粮食产业与特色农业协同发展研究

为更好地实现“加快建设农业强国”目标,对于粮食产区而言,保证粮食安全、促进农民增收、发展现代农业、增加地方收入等是必须完成的发展任务。需要分析如何在保证粮食产业健康发展的同时,通过发展具有区位比较优势的高附加值特色农业,实现农民增收和地方财力增长,进而实现乡村振兴和农民农村共同富裕这一重点问题。结果表明,粮食产业与特色农业之间存在着诸多差异,这些差异会导致二者在发展中产生问题和矛盾。为促进粮食产业与特色农业的协同发展,应以组织方式集体化,实现粮食产业与特色农业的利益协同;以技术研发基地化,实现粮食产业与特色农业的科技协同;以生产方式工业化,实现粮食产业与特色农业的生产协同;以销售推广网络化,实现粮食产业与特色农业的渠道协同。说明粮食产业与特色农业协同发展,是农业强国视域下实现粮食产区乡村振兴和农民农村共同富裕目标的有效路径。

由强省到强国:省级政府推进特色农业强国政策体系的异质性研究

农业强省是农业强国的有机组成部分,地方政府对农业强国战略的推进是农业强国建设的重要环节。农业强国的政策体系主要以政策背景、政策手段和政策目标三大要素来构成。其中,政策背景作为出发点,分别从制度空间、经济空间、社会空间描绘出现实图景。各省以构建保障体系、产业体系、支持体系和创新体系的政策手段来贯彻落实农业强国战略,勾勒出鲜明的农业强国建设着力点。政策目标是政策体系的归宿点,央地政策的精准匹配体现出协同治理的思想。在建设农业强国的实践中,各省级政府要统筹发挥好不同体系的作用,打造具有弹性的特色农业强国建设体系,协调好中央与地方治理的关系,实现央地协同发展。

农业农村数字经济对城乡共同富裕的影响研究——基于电子商务进农村综合示范县准自然实验的证据

以2010—2022年中国2843个县域面板数据作为样本,借助多时点双重差分模型与调节效应模型,实证检验农业农村数字经济对城乡共同富裕的直接效应与作用机制。结果显示,农业农村数字经济对城乡共同富裕产生正向推动作用,该结论经过多种形式稳健性检验与考虑内生性问题后依旧成立。中介效应结果表明,农业农村数字经济可通过提升区域创新能力与促进农村产业融合,间接赋能城乡共同富裕。调节效应结果表明,普惠金融可正向放大农业农村数字经济对城乡共同富裕的推动作用。异质性结果显示,相较于贫困县、粮食主产区,农业农村数字经济对非贫困县地区、非粮食主产区城乡共同富裕的推动作用较强。

乡村数字经济促进农村公共服务高质量发展研究

为了解数字经济对农村公共服务质量的影响,以2013—2022年30个省份为样本,采用基准回归和门槛效应模型进行分析。结果表明,数字经济显著提升了农村公共服务质量和农民满意度;乡村数字经济对农村公共服务质量的促进作用在经济发展和农村人力资本水平达到一定阈值之后会显著增强,应注意“数字鸿沟”的门槛效应;异质性分析表明,农村公共服务质量受数字经济影响最大的是东部地区。据此,地方政府应强化数字经济在农村公共服务体系的嵌入、培养高素质农民。

农民数字素养对其数字乡村参与的影响机制研究

【目的】作为数字社会的弱势群体,农民的数字化认知普遍较差,数字化“新农具”的操作应用能力普遍不强,直播电商等“新农活”的参与能力较弱,本研究旨在激发农民的积极性、主动性、创造性,充分发挥农民的主体作用,推动其更加积极主动投身到数字乡村这一伟大实践中。【方法】在梳理国内外文献和对北京13个涉农区1500位农民开展问卷调查的基础上,从数字意识、数字通用素养、数字技术素养等6个维度搭建农民数字素养体系,并基于KAP模型构建“农民数字素养-对政府数字服务满意度-农民数字乡村参与行为”理论模型,采用中介效应模型和调节效应模型,探索农民数字素养影响数字乡村参与的作用路径,提出激发农民参与数字乡村的相关政策建议。【结果】(1)农民的数字素养提升其数字乡村参与具有显著的推动作用;(2)农民对政府数字服务的满意程度会间接影响其对数字乡村的参与程度;(3)数字化基础设施在农民数字素养影响农民数字乡村参与的关系中起正向调节作用。【结论】扎实推进数字乡村,让农民多参与、广收益,一是要通过构建农民数字素养培训体系和加强农民数字素养与应用能力培训等方式大力提升农民数字素养,二是要通过加强优质农村服务资源供给与共享和推动服务多元化参与等方式强化农村数字化服务水平,三是要通过强化农村网络承载能力和推动现有技术设备“适农化”改造等方式不断完善农村数字化基础设施建设。

百年中国现代化进程的历史反思与时代性超越——兼论“三农”问题的历史累积与乡村振兴的实现

以洋务运动为始,中国走上以工业化为主导的现代化道路。但是,中国传统文明与西方式现代化取向之间形成历史“悖论”,这种悖论关系更突出体现在城乡背离化发展态势上。如何走出具有中国特色的现代化道路,并从根本上摆脱这一困境,一直是中国共产党的历史使命之一。在总结和汲取近代以来中国现代化发展经验和教训的基础上,中国共产党领导人民成功走出中国式现代化道路。中国共产党通过乡村振兴战略的全面实施,从根本上突破近代以来百余年的“三农”困境,从而解决了中国现代化发展中的“悖论”问题。
