English Translation of Chinese Natural Ecological Discourse:A Corpus-based Case Study on Xi Jinping:The Governance of China

Amid the increasingly severe global natural eco-environment,it is necessary to build a natural ecological civilization by constructing an ecological civilization discourse.Against this background,this study compiles a corpus of natural ecological discourse in the English translation of Xi Jinping:The Governance of China(short for Xi).By using Wordsmith and AntConc,this study explores the linguistic features of the ecological discourse in English translation of Xi in the following dimensions,including high-frequency words,keywords,word collocations,concordance lines.This study aims to analyze the concepts and attitudes towards natural ecology,so as to provide certain valuable insights for the construction of China’s discourse on natural ecological civilization.The study found that the natural ecology discourse involving in the English translation of Xi turned out to be ecologically beneficial.

The Construction of PLA Image in China’s Official Discourse From the Perspective of Positive Discourse Analysis——Based on Government Work Reports Over the Last 15 Years

Government Work Report is essential for domestic and international understanding of China’s national conditions.This paper selects the national defense section in Government Work Reports released by the State Council of the People’s Republic of China over the last fifteen years from 2009 to 2023 as an example of China’s official discourse.From the perspective of positive discourse analysis,the theory of three meta-functions of language proposed by M.A.K.Halliday in Systemic Functional Linguistics is used in this article in terms of transitivity,appraisal,mood,modality,and theme to explore the constructing of the People’s Liberation Army(PLA)image.This study finds that,by using the goals and circumstances with optimistic meaning in material processes,adopting more appreciation in attitude,applying more declaratives in mood,utilizing modal operators with high modulation,and implicit objective modal adjuncts,and employing government-focused themes,China’s official discourse objectively and authentically conveys a positive image of the brave and just PLA both at home and abroad which advocates itself to peace-keeping,and mission-fulfilling.

Positioning of Developing Low-carbon Agriculture in Local Governments

[Objective] To analyze the positioning of low-carbon agriculture development in local governments of China. [Method] The emissions of green-house gas, the connotation and characteristics of low-carbon agriculture, and the necessity of developing low-carbon agriculture were analyzed, obtaining the positioning and measures for the development of low-carbon agriculture in local government. [Result] Government plays a leading role in the development of low-carbon agriculture. The development of low-carbon agriculture can be promoted through the formulation of scientific low-carbon agricultural development plan, culturing new talents on low-carbon agriculture, promoting low-carbon agricultural technology, establishing low-carbon agricultural risk prevention mechanisms. [Conclusion] Making economy, environment and resources coordinated with each other, leading by the concept of scientific development with the concept of sustainable development, is where the future of agricultural development in China lies.

A Corpus-Based Critical Discourse Analysis of Trump and Biden Administrations’China Policies

The theory of proximization is an effective discourse strategy to study the speaker’s ability to achieve his own legitimacy or reinforce the other’s illegitimacy,and its superiority can be maximized by means of quantitative and comparative analysis.In this study,we collected reports on Trump’s and Biden’s policies on China to build two small corpora,with a total of 11,030 words in the Trump corpus and 17,566 words in the Biden corpus.The critical discourse analysis is combined with proximization theory.With the help of BFSU Qualitative Coder 1.2,Antconc 3.5.7,and Log-Likelihood and Chi-Square Calculator 1.0,a critical cognitive score of the relevant discourse was conducted from the perspective of proximization theory.It has been found that:(1)Both Trump and Biden administrations resort to a large number of spatial proximization strategies to build ODCs converging to IDCs with China as the ODC,posing a threat to internal physical IDCs;(2)in the use of temporal proximization strategy,both administrations use primarily modal verbs and various entities to construct ODCs that extend indefinitely into the present and future,emphasizing the urgency and the threat of the effect and reinforcing the legitimacy of their actions;(3)in terms of axiological proximization strategy,the two administrations differ greatly from each other,indicating that there are still discursive biases.

A Summary of the Seminar on “Construction of China's Human Rights Discourse System in the New Era”

A seminar on Construction of China’s human Rights discourse System in the new era was held in Central South University(CSU) on April 12, 2018. The event was sponsored by the China Society for human Rights Studies and the Publicity department of the hunan Provincial Committee of the Communist Party of China, and hosted by the CSU Research Center for human Rights and the CSU School of law. nearly 70 experts and scholars in law, international relations, and communication from institutes of higher learning, research institutions, and practical work departments from around the country shared their opinions on three topics: Cultivation of a Chinese human Rights discourse System in the new era, Communication of the Chinese human Rights discourse in the new era, and Chinese human Rights discourse and International human Rights Governance in the new era. They conducted an in-depth discussion on enhancing human rights self-confidence, grasping the characteristics of the new era and the general development trend, consolidating consensus between domestic and overseas human rights discourses, and effectively carrying out international human rights exchanges. Fully reflecting the in-depth thinking and insights of attending experts and scholars on the matter, the seminar effectively promoted the development of research on Construction of China’s human rights discourse system in the new era.

The Discourse Practice of the White Papers on Human Rights and Their Sociocultural Function: 1991-2021

2021 marks the 30;anniversary of China’s first white paper on human rights.Textual sorting and discourse analysis of the white papers over the years since then reveals how China’s expression of“human rights”demonstrates its endogenous power and sense of autonomy in human rights development.As a discourse practice,the white papers on human rights have gradually refined the rights to subsistence and development,expanded and expressed social rights,responded to the real needs of society,and charted the progress in the legal protection of human rights.The white paper on human rights is the official text for understanding China’s human rights cause,as it proceeds from a“practical”perspective to give full play to the social and cultural functions of subject identity,concept cultivation,and communication media and unleash the potential power of multiculturalism,thus laying a solid foundation for enhancing the discourse power of domestic and international human rights.

A Study on Conceptual Metaphors in the Report on the Work of the Government (2020)

The Report on the work of government(2020)is an annually political discourse,which provides a consistent topic to linguistic research.And conceptual metaphor provided by George Lakoff,is an important part of cognitive linguistics and a way of discourse analysis.From the perspective of conceptual metaphor,this study explores proportion and distribution of conceptual metaphor used in the discourse,and analyzes the function of major metaphors.It is proved that there are totally 12 categories of metaphors,which are made up of 8 major metaphor and 4 minor metaphor.The major metaphors function hierarchically and reflect effect of epidemic represented in the discourse.By analyzing the conceptual metaphor in the discourse,it is expected to shade a light on the understanding of metaphor illustration of the discourse.

论高校内部治理的症结及疏解策略

高校内部治理是高校治理的重要环节,关系着高等教育的质量和水平。科层制模式下,高校内部治理存在着政府外部行政权传导的高校内部行政权与高校办学自主权之间的矛盾、高校内部学术权力与行政权力之间的矛盾、学生组织与学校党政职能部门之间的矛盾,并表现为人事治理症结、财务治理症结、合同治理症结。究其原因,法治保障的缺乏、行政权力的过分倚重、机构权责不清、监督机制缺乏是高校内部治理矛盾和症结的成因。因此,必须从积极推进依法治校、优化高校内部权力配置、摒弃落后的管理理念与习惯、实现多元主体的治理动能等层面予以疏解。

中国贫困治理对外话语体系建构研究

改革开放以来,中国让数亿农民摆脱了绝对贫困,过上了小康生活,其经验与智慧受到海外受众的广泛关注。消除贫困、改善民生是全球各国社会治理的主要目标,有共通之处,易于引起共鸣和认同,这为讲好中国扶贫故事、传播中国优秀传统文化和价值观提供了契机。但如何讲好中国扶贫故事,如何使这些故事与世界各国政治和学术话语融合,成为共通共情话语,是我们亟需探讨的重要现实问题。文章突破传统意义上的“形式/意义”两个层面,从符号媒介、结构形式、语义内容、实践语境和意识形态五层次建构中国贫困治理五大对外话语体系。该话语体系的建构可促进中国贫困治理理念和实践经验上升为知识体系,助力于中国国际减贫合作和破解全球减贫难题,推进人类命运共同体建设,并进一步提升中国贫困治理话语权、国际传播能力和国际形象。

构建中国特色体育法学话语体系的时代意义与现实路径

构建中国特色体育法学话语体系以推进我国体育法学学科学术体系发展和体育法治建设为背景,是我国体育法学学科、学术建设的必然延伸,也是解读我国体育法治实践的现实需要,还是供给体育法治话语、引领国际体育治理的必然要求。体育法学话语体系是我国参与解决体育治理议题、传递我国观点立场的表达基础。中国特色体育法学话语体系是站在中国立场、立足中国实践,表达体育法学理论的话语系统,其依托中国特色体育法学学科、学术体系的发展而不断完善。在路径选择上,我国体育法学话语体系的构建应以反哺学科、学术体系为直接目标,通过完善体育法理论体系、整合言语表达、转向多元共治,以及推进内外联动的现实路径,积极开展中国特色体育法学话语体系建设,以提升我国国际体育治理的影响力。

中国英语在提升国际话语权中的作用与路径

国际话语权的提升离不开语言这一载体,认同中国英语是中国文化的一部分,借力中国英语是提升中国国际话语权的有效路径之一。为实现有效沟通,建议利用主流媒体统一规范有争议的中国英语表达;鼓励中国公民利用微信、抖音等现代媒体进行民间中国英语交流,表达中国理念和声音;培养译者创新意识,做到“言之有礼”。

网络民粹主义话语表达的表征、心理根源及其纠偏

当下,网络民粹主义逐渐演化为一种干扰舆论生态乃至潜移默化影响人们思想观念和现实生活的社会思潮。网络民粹主义话语表达更多表现为社会底层大众表达不满情绪、维护自身利益与话语权的一种显性和常态性的话语抗争。网络民粹主义话语表达主要表征为:以泛道德化-道德绑架为主要特点的道德异化,情绪渲染与激进表达下的情感异化,以污名化和标签化为代表的人际交往异化。就其生成的社会心理而言,网络民粹主义话语表达往往与草根网民群体心理相契合。纠偏网络民粹主义话语表达需要从三个方面着手,即话语制衡——一元主导与多元话语协同发展,话语规制——诉求回应与制度约束的“双重保障”,以及话语重塑——以理性认知重构社会认同。

基于体育全球治理的中国体育国际议程设置能力:困境与对策

运用文献资料法,以中国体育国际议程设置能力为研究对象,在体育全球治理视阈下,明确体育国际议程设置能力的概念及内涵,在此基础之上,提出影响中国体育国际议程设置能力的因素,依据该因素找出提升中国体育国际议程设置能力存在的困境,最后提出提升对策。目的是通过提升体育国际议程设置能力积极参与体育全球治理,助力体育强国建设,推动构建人类命运共同体。研究认为,中国体育国际议程设置能力的内涵包括议题框定能力、属性叙事能力、平台搭建能力、受众掌控能力;提升中国体育国际议程设置能力面临着话语制高点被西方占据,议题框定主体较为单一;中国特色话语体系缺位,国际舆论环境不容乐观;数字媒体平台搭建遇阻,对外交往布局尚待铺开;有的放矢融通中外不足,体育全球治理人才缺失四个方面的困境;提升中国体育国际议程设置能力要增强国际议程设置意识,探寻中外共享议题共识;建构本土体育话语体系,营造有利外部舆论环境;打造多种旗舰媒体平台,拓宽体育对外交往布局;广泛调研国际社会公众,培养体育全球治理人才。

人类命运共同体理念下“全球行政法”的证成、范畴、效力模式

在全球化受阻及全球治理危机不断涌现等百年未有大变局下,“全球行政法”应运而生,但亦面临不少理论困境。作为中国原创智慧,人类命运共同体理念与“全球行政法”创新的结合,可为“全球行政法”重构提供理论基础,是中国开创原创性话语体系的努力。人类命运共同体理念下的“全球行政法”巧妙跳脱出传统国际法囿于常自愿缔约加入、退出导致的效力不彰等困局,从规制执行包括国际法等规范在内的行政行为,和完成全球行政任务的不同视角,新颖地以行政法方法探索“全球行政空间”中对各国政府在内的全球行政主体行政行为的规范方案。人类命运共同体理念可帮助“全球行政法”重新确立内涵;在外延上,人类命运共同体理念下“全球行政法”可实现与国际法、国际行政法、国内行政法的区分;人类命运共同体理念下“全球行政法”以“综合方式”发挥法效力。由于全球治理和国家治理相互关联,以人类命运共同体理念为基础重塑“全球行政法”也可提升我国国家治理体系和治理能力现代化水平。依法规范行政行为和实现善治是世界较为公认的理念和共识,在全球化不断受挫的时代背景下,人类命运共同体理念下的“全球行政法”也有利于在新的语境重新汇聚全球共识,从规范行政权行使角度进一步推进全球法治文明的发展、完善全球法治秩序。人类命运共同体理念下的“全球行政法”并非要取代传统国际法,而是与国际法相辅相成,以法治的方式共同促进全球治理目标的实现。

泛道德主义社会视角下“人肉搜索”致人自杀死亡的刑法评价

互联网“人肉搜索”由来已久,而对其致人自杀死亡结果的刑法评价却争议不断。基于泛道德主义社会的基本视角,通过群体极化理论、批评话语分析理论以及符号暴力理论,反思“人肉搜索”网络暴力行为的原理,发现该行为产生的“暴力”本质在于道德话语权力关系下被害人人格的解构与重构。以刑法教义学的视角观之,在“人肉搜索”致人自杀死亡的全流程中,参与者依其介入时机和行为性质有主次之分,其实行行为之心态为故意,侵害客体为被害人的名誉权、个人信息权、健康权甚至生命权。然而,在互联网技术与泛道德主义双重力量的异化下,该行为对被害人的实质风险在于剥夺了其作为道德主体参与公共事务和继续正常生活的资格和自由,进而导致自杀死亡的结果。鉴于当前立法无法完整评价这一行为及其结果,应当在排除网络平台、新闻媒体等参与者的刑事责任后,依照“人肉搜索”网络暴力行为的原理机制,设立单独罪名予以处罚与治理。

压力型体制:一个描绘和解释中国政府运行机制的概念

“压力型体制”是描绘和解释中国政府运行机制的本土原创性概念,得到研究中国政治和治理同行的重视。压力型体制概念的解释力既来源于对制度运行的整全性理解,也来自其生动的描绘力。压力型体制概念是研究者对地方官员生动的实践话语的学理化提炼,并从历史源流、演变过程和具体运行等方面进行了系统化构建。压力型体制的生成是中国在实现赶超式现代化进程中的制度性选择,在传统政治中的“比限”制度、现代化的“动员体制”以及“发展型国家”中能找到痕迹、联系以及参照对象。压力型体制概念的形成过程说明,扎根经验事实,定准理论坐标,重视实践话语向学术话语的转化,是生产解释中国当代政治和治理学术概念的重要路径。而中国丰富的治理经验和创新为更多原创性概念的生产提供了肥沃的土壤和持续的动力。

社会治理共同体建构的理论、特征与方案

建设社会治理共同体是新时代社会治理现代化的善政基准与善治标尺,也是新时代全面推进中国式现代化的必然产物。目前学界对社会治理共同体的研究大致从理论、历史、实践和时代四个维度进行了较为细致的讨论,但也呈现出碎片化、片面性和结合弱的问题,且有游走于构筑社会基础本原特性与外生特性之间的倾向。因此,对社会治理共同体的理论意蕴与现实旨趣进行回顾就具有重要意义。当前社会治理共同体建设所呈现的特征较为明显,既是历史经验总结和现实发展需要的统一,也是社会实践性与活力秩序性的统一;既是边界开放性与核心主体性的统一;也是强烈公共精神与总体制度意识的统一。按照党的十九届四中全会描绘的“中国之治”制度图景,新时代社会治理共同体建设的理想方案,要着眼于社会治理体系和治理能力现代化的目标,在科学把握社会治理共同体建设整体性、效能性、基层性、共享性和保障性的前提下,朝着共建共治共享的社会治理格局目标协同推进。

自我革命这一话语概念是中国共产党对马克思主义政党话语和新时代革命话语的创新性表达,其话语叙事逻辑体现了内在与外在的辩证叙事、历时与共时的时空叙事、宏大与微观的方法叙事。在中国式现代化背景下,利用叙事学理论分析中国共产党自我革命话语叙事的逻辑结构,从话语生产、话语传播、话语创新、话语认同的角度建构自我革命话语叙事体系,是当前党的建设理论研究的新命题。

新时代中国新型政党制度的理论建构与效能提升路径分析

中国新型政党制度在中国式现代化进程中展示了其无与伦比的适应性和优越性,理解这一制度的关键在于理解中国共产党与民主党派的结构关系,以及理解中国共产党和民主党派在国家政权与社会治理中的功能差异。中国新型政党制度的理论逻辑重在阐释中国民主党派的政党属性、中国党际关系的合作属性和中国新型政党制度的现实规定性。多党合作与竞争是政党政治的两种不同运行方式,适应不同的现代化发展条件。多党合作是中国革命与现代化建设的历史产物,不仅适应中国实际,也带来了民主、稳定、秩序和繁荣。据此逻辑构建中国新型政党制度的理论体系和话语体系,就能提升中国新型政党制度的全球影响力和国际话语权。面向新时代全面建设社会主义现代化国家的新征程,必须坚持和完善中国新型政党制度,最大限度地提升其治理效能,为此必须正确处理加强党的全面领导与发挥新型政党制度作用的关系,真正做到党的领导、统一战线和协商民主的有机统一,并加强各民主党派的自身建设,使之成为有位有为、有力有效的中国特色社会主义参政党。
