The disposal of contaminated water from Japan’s Fukushima nuclear power plant is a significant international nuclear safety issue with considerable cross-border implications.This matter requires compliance not only w...The disposal of contaminated water from Japan’s Fukushima nuclear power plant is a significant international nuclear safety issue with considerable cross-border implications.This matter requires compliance not only with the law of the sea but also with the principles of nuclear safety under international law.These principles serve as the overarching tenet of international and China’s domestic nuclear laws,applicable to nuclear facilities and activities.The principle of safety in nuclear activities is fully recognized in international and domestic laws,carrying broad legal binding force.Japan’s discharge of nuclear-contaminated water into the sea violates its obligations under the principle of safety in nuclear activities,including commitments to optimum protection,as low as reasonably practicable,and prevention.The Japanese government and the International Atomic Energy Agency(IAEA)have breached the obligation of optimum protection by restricting the scope of assessments,substituting core concepts,and shielding dissenting views.In the absence of clear radiation standards,they have acted unilaterally without fulfilling the obligation as low as reasonably practicable principle.The discharge of Fukushima nuclear-contaminated water poses an imminent and unpredictable risk to all countries worldwide,including Japanese residents.Japan and the IAEA should fulfill their obligations under international law regarding disposal,adhering to the principles of nuclear safety,including optimum protection,the obligation as low as reasonably practicable,and prevention through multilateral cooperation.Specifically,the obligation to provide optimum protection should be implemented by re-evaluating the most reliable disposal technologies and methods currently available and comprehensively assessing various options.The standard of the obligation as low as reasonably practicable requires that the minimization of negative impacts on human health,livelihoods,and the environment should not be subordinated to considerations of cutting costs and expenses.Multilateral cooperation should be promoted through the establishment of sound multilateral long-term monitoring mechanisms for the discharge of nuclear-contaminated water,notification and consultation obligations,and periodic assessments.These obligations under international law were fulfilled after the accidents at the Three Mile Island and Chernobyl nuclear power plants.The implications of the principles of nuclear safety align with the concept of building a community of shared future for nuclear safety advocated by China.In cases of violations of international law regarding the disposal of nuclear-contaminated water that jeopardize the concept of a community of a shared future for nuclear safety,China can also rely on its own strength to promote the implementation of due obligations through self-help.展开更多
The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contamina...The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contaminated water is a starting point to combat these risks and seek remedies for the rights and interests of all concerned parties.The establishment of a mechanism for international cooperation in this respect is necessary to handle the risks of the Fukushima nuclear-contaminated water and to lay the foundation of a framework for tackling any future disposal of nuclear-contaminated water following Japan’s example.At present,the international legal systems in the spheres of nuclear safety and security,marine environmental protection,and other areas,as well as the questioning of the monitoring reports of the International Atomic Energy Agency(IAEA)by the relevant parties,the monitoring practices of historical nuclear accidents,and numerous radioactivity monitoring mechanisms have provided the institutional and practical basis for constructing such a mechanism.The mechanism can be promoted by the IAEA through its existing mechanisms or be jointly initiated by China,the Russian Federation,the Republic of Korea,the Democratic People’s Republic of Korea,and the Pacific Island countries,among other stakeholders.Specifically,this mechanism should consist of three levels:first,the framework of the basic legal system,including the cooperative principles of national sovereignty,interest-relatedness,and procedural fairness,and the signing of the Framework Convention on the Monitoring of Fukushima’s nuclear-contaminated water and its Optional Protocol;second,the organizational structure and its responsibilities,which may include the Conference of Parties as the decision-making body,the Secretariat as the central coordinating body,and the monitoring committees in various fields as specific implementing agencies;and third,specific administrative arrangements,which involve the standardization of monitoring,the management system of monitoring networks and stations,the rules for monitoring procedures,and the rules for the utilization of the monitoring data,etc.With the urgent need for the scientific and fair monitoring of Fukushima’s nuclear-contaminated water,China,as a stakeholder country,can promote the establishment of such a mechanism for monitoring nuclear-contaminated water through the following paths:①It is necessary to clarify the factors affecting the construction of an international cooperation mechanism for monitoring nuclear-contaminated water so as to ascertain the standpoints of the stakeholders,claims of their interests,contents of their cooperation,and the relevant international relations.②On the basis of existing practices,China should consider improving the monitoring mechanism to cope with the risks of the discharge of Fukushima’s nuclear-contaminated water by formulating targeted policies and systems,setting up specialized monitoring institutions,and establishing a systematic monitoring network system.③This is an effective way for China to actively promote the participation of stakeholders in the construction of an international cooperation mechanism for monitoring nuclear-contaminated water in Fukushima by further innovating the dissemination mechanism to address the risk of Fukushima’s nuclear-contaminated water discharging into the sea and facilitating the identification of issues for international cooperation in monitoring Fukushima’s nuclear-contaminated water based on the concept of a community with a shared future for mankind.展开更多

Methods:The study was cross secti...Objective:To ascertain the level of intestinal parasites vis-a-vis the quality of housing and water supply,and sanitary conditions among the people of Kuraje village in Zamfara state. Methods:The study was cross sectional in nature.Individual households were selected using systematic random sampling methods and pre-tested questionnaires were administered to all the members of each household.Stool samples were collected and processed using standard laboratory procedures.Housing conditions,sources of water and sanitary conditions of the households were also inspected.Results were analysed using Epi Info 2006 model.Results: The prevalence of intestinal parasites was 67.0%(347/519).72.3%(251/347),17.0%(59/347),and 10.7%(37/347) had one,two and three or more parasites,respectively.The associated factors with intestinal parasites were poor housing and sanitary conditions,lack of potable water and illiteracy.The commonest parasites encountered were hookworm(22.0%),Ascaris lumbricoides (18.5%),and Strongyloides stercoralis(15.6%) while the least common was Enterobius vermicularis (1.6%).Others were Giardia lamblia(5.7%),Hymenolepsis nana(5.0%),Trichuris trichiura(8.8%), Entamoeba histolytica(14.4%) and Schistosoma mansoni(8.4%).Conclusions:The infection rate of intestinal parasites in Kuraje village is high.More efforts should be intensified towards improvement in sanitary and housing standards,supply of potable water and institution of a more comprehensive literacy programme for the people of the community.展开更多
Pesticides provide the primary means for controlling organisms that compete with man for food and fibre or cause injury to man, livestock and crops. They played a vital role in the economic production of wide ranges o...Pesticides provide the primary means for controlling organisms that compete with man for food and fibre or cause injury to man, livestock and crops. They played a vital role in the economic production of wide ranges of vegetable, fruit, cereal, forage, fibre and oil crops which now constitute a large part of successful agricultural industry in many countries. After application to the target areas, pesticide residues are removed from applicators by rinsing with water which results in the formation of a toxic wastewater that represents a disposal problem for many farmers. Pesticides can adversely affect people, pets, livestock and wildlife in addition to the pests they are intended to destroy. The phenomenon of biomagnification of some pesticides has resulted in reproductive failure of some fish species and egg shell thinning of birds such as peregrine falcons, sparrow hawk and eagle owls. Pesticide toxicity to humans include skin and eye irritation and skin cancer. Therefore, care must be exercised in the application, disposal and treatment of pesticides. Currently, disposal of pesticide wastewater is carried out by: 1) land cultivation, 2) dumping in soil pits, plastic pits and concrete pits or on land and in extreme cases in streams near the rinsing operation, 3) use of evaporation beds and 4) land filling. These methods of disposal are unsafe as the surface run off will reach streams, rivers and lakes and the infiltration of the wastewater into the local soil will eventually reach ground water. The treatment methods currently used for pesticide wastewater include: 1) incineration (incinerators and open burning), 2) chemical treatments (O3/UV, hydrolysis, Fenton oxidation and KPEG), 3) physical treatments (inorganic, organic absorbents and activated carbon) and 4) biological treatments (composting, bioaugmentation and phytoremediation). Therefore, the choice of safe, on farm disposal techniques for agricultural pesticides is very important. A comparative analysis was performed on 18 methods of pesticide disposal/treatment using six criteria: containment, detoxification ability, cost, time, suitability for on farm use, size and evaporation efficiency. The results indicated that of the 18 methods evaluated, 9 scored above 80/100 and can be used on farm. They were organic absorbents (97), composting (94), bioaugmentation (92), inorganic absorbents (90), Fenton oxidation (86), O3/UV (83), activated carbon (82), hydrolysis (82), and land cultivation (80). The number of interurban and urban-rural travelers in the city of Yaounde has recently exceeded one hundred thousand per year, yet surprisingly few studies have assessed travelers’ behavior, illness, and risk factors...The number of interurban and urban-rural travelers in the city of Yaounde has recently exceeded one hundred thousand per year, yet surprisingly few studies have assessed travelers’ behavior, illness, and risk factors in a sanitary risks setting. Particularly scarce are surveys of data spanning travel, return, and follow-up of the same cohort in traveling agencies and parks. This study examines behavior and illness among travelers moving from Yaounde to other urban and rural areas of Cameroon and beyond. Patterns of behavior connected to a type of travel and illness are characterized in this study so as to identify risks factors and provide background data for pre-travel advice in our traveling agencies. Assessing the susceptibility that imported cases could pose to the national response to infectious diseases depends both on public health, health services and infrastructures. The six agencies assessed: Nvan, Mokolo, Tongolo, Biyem Assi, Mimbowman and Etoudi reveal that the sanitary infrastructures for faecal and urinary disposal are not sufficient and more so, some agencies do not keep enough cleanliness, let alone provide adequate hand washing material as prescribed by national and international concerns to combat the global health challenges. The integration of the photocatalytic effect into solar steam is highly desirable for addressing freshwater shortages and water pollution.Here,a ternary film structure for the adsorption and photothermal and photocata...The integration of the photocatalytic effect into solar steam is highly desirable for addressing freshwater shortages and water pollution.Here,a ternary film structure for the adsorption and photothermal and photocatalytic treatment of wastewater was designed by combining the technique of self-assembled carbon nano paper with a nitrogen composite titanium dioxide(N-TiO_(2))deposited on the surface of carbon nanotubes(CNT)using polyvinylidene fluoride(PVDF)as a substrate.The photogeneration of reactive oxygen species can be promoted by rapid oxygen diffusion at the three-phase interface,whereas the interfacial photothermal effect promotes subsequent free radical reactions for the degradation of rhodamine B(93%).The freshwater evaporation rate is 1.35 kg·m^(-2)·h^(-1)and the solar-to-water evaporation efficiency is 94%.Importantly,the N-TiO_(2)/CNT/PVDF(N-TCP)film not only effectively resists mechanical damage from the environment and maintains structural integrity,but can also be made into a large film for outdoor experiments in a large solar energy conversion device to collect fresh water from polluted water and degrade organic dyes in source water simultaneously,opening the way for applications in energy conversion and storage.展开更多

文摘The integration of the photocatalytic effect into solar steam is highly desirable for addressing freshwater shortages and water pollution.Here,a ternary film structure for the adsorption and photothermal and photocatalytic treatment of wastewater was designed by combining the technique of self-assembled carbon nano paper with a nitrogen composite titanium dioxide(N-TiO_(2))deposited on the surface of carbon nanotubes(CNT)using polyvinylidene fluoride(PVDF)as a substrate.The photogeneration of reactive oxygen species can be promoted by rapid oxygen diffusion at the three-phase interface,whereas the interfacial photothermal effect promotes subsequent free radical reactions for the degradation of rhodamine B(93%).The freshwater evaporation rate is 1.35 kg·m^(-2)·h^(-1)and the solar-to-water evaporation efficiency is 94%.Importantly,the N-TiO_(2)/CNT/PVDF(N-TCP)film not only effectively resists mechanical damage from the environment and maintains structural integrity,but can also be made into a large film for outdoor experiments in a large solar energy conversion device to collect fresh water from polluted water and degrade organic dyes in source water simultaneously,opening the way for applications in energy conversion and storage.
