Based on the monitoring data of ambient air quality and meteorological observation data,the characteristics and meteorological influencing factors of air pollution in Luojiang District of Deyang City from 2018 to 2022...Based on the monitoring data of ambient air quality and meteorological observation data,the characteristics and meteorological influencing factors of air pollution in Luojiang District of Deyang City from 2018 to 2022 were analyzed.The results show that from 2018 to 2022,the main air pollutants affecting the air quality of Luojiang District of Deyang City were PM_(2.5) and PM_(10),and the primary pollutant on heavy pollution days was basically PM_(2.5).PM_(2.5) and PM_(10) pollution showed obvious seasonal differences,and PM_(2.5) concentration exceeded the limit mainly in spring and winter,among which it was the most serious in early spring,especially in January and February,followed by December.PM_(10) exceeding the standard had a high seasonal correlation with PM_(2.5) exceeding the standard,mainly in spring and winter,among which it was the most serious in winter,especially in December,followed by January.PM_(2.5) and PM_(10) pollution showed an overall weakening trend.PM_(2.5) and PM_(10) concentration were closely related to meteorological factors such as temperature,relative humidity,wind speed,precipitation and air pressure,and were mainly affected by rainfall.展开更多

The results showed that the natural wetland and agricultural land tended to decrease, while the saltern, maricultural areas and construction land increased apparently. [Method] By using the daily and hourly precipitation data in Hanbin District of Ankang City during 1961-2003, the occurrence rule and variation characteristics of rainstorm weather in 43 years in the zone were analyzed. [Result] The distribution of rainstorm days in Hanbin District of Ankang City had the obvious season characteristic. The earliest rainstorm days occurred in May and started to increase in June. It frequently happened in July, August and gradually decreased in September. The latest rainstorm finished in the middle ten-day of October. The storm rainfall and days in Hanbin District of Ankang City during 1961-2003 both presented the obvious linear increase trend. From the 1970s to the end of 1980s, it was the period when the storm rainfall was more. The rainstorm days during the 1960s-early 1970s and early 1990s were fewer. The rainstorm days were more from the metaphase of 1970s to late 1980s and after the metaphase of 1990s. The time distribution characteristic of hourly precipitation in the rainstorm days was obvious and based mainly on the single peak type. The time mainly concentrated in the daytime, and the short-time strong precipitation was more. [Conclusion] The research provided the reference basis for accurately forecasting the rainstorm occurrence, disaster prevention and reduction work.展开更多

It is an inevitable choice and important way to realize the transformation from traditional agriculture to modern agriculture. This paper reviewed the construction background,functional characteristics and development history of agricultural science and technology parks. It analyzed the current development situations of the provincial agricultural science and technology parks in Jiangyang District,Luzhou City of Sichuan Province. Then,it summarized its experience in park construction and compared with surrounding national and provincial agricultural science and technology parks. It found existing problems including insufficient industry-university-research integration,low level of agricultural intensification,weak functions of public service platforms and brand effect,and insufficient exploration of tourism resources. In view of these problems,it came up with recommendations for development of agricultural Sci-Tech Park District of Luzhou City,including gathering scientific and technological resources,enhancing scientific and technological support,strengthening the high-quality development of the park economy,and building a national 4 A-level excellent scenic spot.展开更多
The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of C...The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of China(Legislation Law) has led to two divergent views. One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. Chinese cities need the appropriate administration system and governance model to support the implementation of low carbon eco-city projects, and to effectively scale up this urban development model across the nation....Chinese cities need the appropriate administration system and governance model to support the implementation of low carbon eco-city projects, and to effectively scale up this urban development model across the nation. Currently, local planning authorities are piloting the implementation of these low carbon eco-city projects through the statutory Regulatory Plans system(the local district zoning plans system). However, the focus has been put primarily on the use of the relevant technologies and the control through design approval. There is a lack on research and study on the establishment of an effective planning administration and governance environment for the subsequent promulgation of this development model. This situation is affecting the speed in the scaling up of the implementation of low carbon ecological projects in Chinese cities. This paper argues that while technology applications and design issues are important factors, attention shall be put to setting up innovative planning administration and governance models for the statutory Regulatory Plan to facilitate the implementation of the low carbon eco-city projects. This paper puts forth an analysis framework on the administration and governance system which includes 4 governance components:(1) Administration platform and local capacity;(2) Planning conditions and approval process;(3) External public policy context;(4) Developers involvement and participation. A case study was undertaken based on Taihu New City eco-city project located at Wuxi, China. Based on research and analysis of the project implementation process, the study examines the challenges faced by the local planning offi cials and development companies during the implementation stage of the low carbon eco-city project. Finally this paper puts forth initial recommendations that could lead to further research in this important area.展开更多
