This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control. 展开更多

The Code for Seismic Design of Buildings(GB50011-2010)in 2016 and the method of seismic performance-based design for high-rise buildings in the Guide for Performance-based Design of High-Rise Buildings(TBI2017)are compared.In view of the characteristics and limitations of the seismic performance index set by the Sino-US seismic code,a“three-index”performance index system and evaluation process considering the displacement angle of the structural interlayer,the plastic damage degree of components and the plastic strain of material is put forward;combining the example of time-history analysis of a out-of-code high-rise building under the rare earthquakes is verified.The results show that the method of seismic performance evaluation by using deformation control index in Sino-US seismic code is relatively simple;however,both are lacking in the setting of specific components and the whole structure level respectively.The"three-index"system can comprehensively and quantitatively evaluate the seismic performance of out-of-code high-rise buildings. 展开更多

On the basis of analyzing the typical waste collection and transportation mode,the evaluation index system for performance of the waste collection and transportation system was proposed with three grades,which related to six factors,such as economic evaluation,high efficient evaluation,environmental impact assessment,resource evaluation,evaluation of security and emergency,evaluation of management and society. With the performance evaluation theory,the performance evaluation model of waste collection and transportation system was constructed,which quantified the grading standard of index and determined the index weight in analytic hierarchy process (AHP). After evaluating the waste collection and transportation system of the main districts of Chongqing city,the results show that the it has an excellent performance evaluation grade with very high performance level of three indices involving evaluation of management and society,environmental impact assessment,evaluation of security and emergency and quite low performance level of two indices that include high efficient evaluation and economic evaluation. 展开更多

This paper presents a new index system for the performance evaluation and network planning of multimedia communication systems using measurement on actual systems to support several different traffic types. In this index system, we develop an expert system to evaluate the performance of such multimedia communication networks including channel utilization and call blocking probability and packet delay, and apply the network planning methods to optimize the networks and forecast the demand of the growing multimedia communications systems. Two important planning problems for the multimedia communication systems are presented: optimization problem for construction of the world system and forecast problem for increasing traffic demands. We first discuss analysis methods, performance measures for the multimedia communication systems. Then, we describe network planning methods for the multimedia communication systems and give some efficiency network planning methods. Finally, we present some results studied in traffic forecast for the campus network and show the effectiveness of these methods. 展开更多

Based on the concept of stiffness degradation, a damage index of the whole frame and the storey is proposed for the frame seismic performance evaluation. The index is compatible with the non-linear static analysis (e. g. the pushover analysis), and the structural damage is considered via plastic hinges. Simultaneously, a practical approach is developed to obtain the relationships between the proposed index and earthquake intensities based on the capacity spectrum method. The proposed index is then illustrated through two low-rise reinforced concrete frames, and it is also compared with some other indices. The results indicate that the proposed index is on the safe side and not sensitive to the lateral load pattern. The storey index is helpful to reflect the storey damage and to uncover the position of the weak storey. Finally, the relationship between performance levels and damage index values is also proposed through statistical analysis for the performance-based seismic evaluation. 展开更多

Indicators are the basis for judging the working performance of exhaust hood and capture performance are usually used as the only indicator.An evaluation index system including three factors of cooking oil fumes(COF)instantaneous capture,health risk impact and thermal comfort was proposed to assess the comprehensive performance of exhaust hood in the present study.The primary capture efficiency(PCE)of formaldehyde,the PCE of particulate matter with the diameter less than or equal to 2.5μm(PM_(2.5)),the incremental lifetime cancer risk(ILCR)of formaldehyde,the ILCR of PM_(2.5)and the predicted mean vote(PMV),which can all be quantified with the aid of computational fluid dynamics(CFD),were selected as the indicators.And the analytic hierarchy process(AHP)method was introduced to perform the comprehensive performance evaluation of exhaust hood.The performance of two exhaust hood structures(grille and orifice type)with three exhaust rates(3000,4000,and 5000 m^(3)/h)in two cooking zones of a university canteen kitchen were evaluated.The result showed that the reduction of ILCR of COF exposure is the most important to the performance of exhaust hood.The comprehensive performance of orifice exhaust hood with exhaust rate of 4000 and 5000 m^(3)/h are optimal;the orifice exhaust hood with exhaust of 3000 m^(3)/h and grille exhaust hood with exhaust rate of 5000 m^(3)/h are moderate;the grille exhaust hood with exhaust rate of 3000 and 4000 m^(3)/h are low.Decision-making priorities based on comprehensive and individual performance are not exactly the same in the two cooking zones.It is necessary to use the index system to evaluate the comprehensive performance of exhaust hood that considers the impact on human health and thermal comfort. 展开更多

Taking a naval ship as an example, the major parameters related to COGAG power plant performance are obtained by computer simulation, and a set of synthetic performance evaluation index system is established. The result shows that the strong fuzzy propulsion system performance indexes can be quantified by this fuzzy evaluation model in order to provide the reference for choosing the optimal design of ship propulsion system. 展开更多

Moreover, it can foster new economic point of growth and international competitiveness. This essay uses the super efficiency DEA model and Malmquist index method to analyze the performance of new-energy-automotive industry listing corporation. The data is from Year 2011 to 2013. 【目的】分析足尺路面试验环道所用7种上面层细粒式改性沥青混合料的低温性能。【方法】通过小梁低温弯曲、中梁线收缩系数和法国M2F梯形梁动态模量3种室内试验开展研究及相关性分析,并应用多指标试验结果的无量纲归一化赋权求和法进行... 【目的】分析足尺路面试验环道所用7种上面层细粒式改性沥青混合料的低温性能。【方法】通过小梁低温弯曲、中梁线收缩系数和法国M2F梯形梁动态模量3种室内试验开展研究及相关性分析,并应用多指标试验结果的无量纲归一化赋权求和法进行综合对比评价。【结果】最大弯拉应变、应变能密度、线收缩系数、复模量和相位角均可作为改性沥青混合料低温性能的合理评价指标;对比改性沥青类型,采用低温延性强的SBS改性沥青制备的混合料低温性能最优,橡胶沥青混合料的次之,掺抗车辙剂能增强SBS改性AC类混合料的低温性能;对比矿料合成级配,SMA类的低温性能最优,SBS改性AC类中粗集料含量越低,其低温性能越好;多孔排水式高黏SBS改性PAC类具有优良的黏弹性和低温收缩性能。【结论】评价结果可为环道沥青路面低温性能长期监测对比提供参考。 展开更多

地下泵站进水流道数值模拟与方案优化

以典型地下泵站的进水流道为研究对象,建立数值仿真模型,分析设计方案的水力特性及存在不足,并给出优化方案.研究结果表明:在原方案中,外侧水泵进水管入口中心和圆洞出口中心的连线与来流方向的夹角达到70°,水流大角度偏转,并在进... 以典型地下泵站的进水流道为研究对象,建立数值仿真模型,分析设计方案的水力特性及存在不足,并给出优化方案.研究结果表明:在原方案中,外侧水泵进水管入口中心和圆洞出口中心的连线与来流方向的夹角达到70°,水流大角度偏转,并在进水管入口出现脱流现象,水头损失系数达到2.31~2.44,水泵进水管出口的流速分布均匀度为95.09%~96.80%,速度加权平均角为86.51°~87.41°,原方案的圆洞突扩进入压力罐,然后突缩进入水泵的进水管,且压力罐内无任何导流措施,致使局部流道产生了较大的水头损失;优化方案提出了“集管+岔管”的分流措施,通过2个60°弯头实现水流流向的偏移,平面和垂直方向均没有突扩或突缩结构,水头损失系数减小至0.93~1.07,优化方案不仅改善了流道的水力性能,也避免了开挖、衬砌压力罐.研究结果可为类似地下泵站进水流道设计提供一定依据. 展开更多
