Analysis of Construction Duration and Cost for Public Sector Civil Engineering Projects in Libya

Public construction project data were analyzed to develop models for the actual construction duration and actual cost. Based on 50 civil engineering projects in Libya from the database of the Great Man-Made River System 1992-2009, the models identified extension as a main factor that affecting both the actual duration and cost of a project, while considering the contract cost and contract duration as fixed for the project. The suitability of each model was confirmed by examining RMSE (root mean squared error), NSE (Nash-Sutcliffe efficiency), and MEF (modeling efficiency factor). The models were validated with data from 17 different projects. The validation of both models demonstrated that models are very practical and accurate. The models are very effective in capturing the uniqueness of Libyan construction industry practice. 展开更多

The need for Optimum Value benefit realization on Road Projects in developing countries has become topical. While the traditional Cost Control project management process only aligns actual costs with budgeted costs, Value Engineering (VE) is a sustainable and systematic innovative methodology for establishing the best functional balance among desired features of a project. A Value Engineering (VE) study was conducted with the aim of examining the benefits associated with its use on Road Projects in Ghana. This study employed a two-stage research procedure: desk study and field research. The literature review identified the Optimum Value benefits associated with VE road project management technique as increased Confidence Level in Contract Compliance, reliable Implementation Level of Construction Delivery and enhanced Effectiveness Level of Project Sustainability. A quantitative survey research design based on a purposive sampling technique of selecting respondents was adopted. Employing closed-ended questions, 40 sets of questionnaires were issued to professionals in Road Infrastructure and Support Agencies (RISA) under the Ministry of Roads and Highways (MRH) in the Eastern Region of Ghana. At a response rate of 85%, descriptive statistical analysis (Means, Standard Deviations and Variances) and inferential statistical analysis of variance (ANOVA) test were used to process the data and determine whether there was any significant difference between VE benefit parameters and the groups of respondents. The results revealed that road professionals are familiar with the VE process but solely use Cost Control project management technique. Road professionals recognized the high Optimum Value benefits of professionally ethical Contract Compliance, efficient Construction Delivery and functionally viable Project Sustainability on VE road project management process. 展开更多

Segment Routing(SR)is a new routing paradigm based on source routing and provide traffic engineering(TE)capabilities in IP network.By extending interior gateway protocol(IGP),SR can be easily applied to IP network.However,upgrading current IP network to a full SR one can be costly and difficult.Hybrid IP/SR network will last for some time.Aiming at the low flexibility problem of static TE policies in the current SR networks,this paper proposes a Deep Reinforcement Learning(DRL)based TE scheme.The proposed scheme employs multi-path transmission and use DRL to dynamically adjust the traffic splitting ratio among different paths based on the network traffic distribution.As a result,the network congestion can be mitigated and the performance of the network is improved.Simulation results show that our proposed scheme can improve the throughput of the network by up to 9%than existing schemes. 展开更多

The particle swarm method was used to optimize the engine workscope and overhaul cost. Cost has become a decisive factor for aircraft design. To control the continual rapid increased cost, engine cost prediction is indispensable early in the design phase. But the cost data of an aircraft engine is small; we introduce the Robust Partial Least Squares Method in solving this problem, and reducing or removing the effect of outlying data points, which is different from the Classical PLS. We use the MATLAB software doing several simulations; results and analysis of a real turbofan engine data set show the effectiveness and robustness of the Robust PLS method. The Robust PLS method can effectively be used to estimate Turbofan Engine cost with reasonable accuracy. 展开更多

为提高道路工程中不可再生资源利用的合理性,建立养护措施综合效益的全寿命周期费用评价方法,推动交通运输基础设施的可持续发展,基于全寿命周期费用评价(life-cycle cost assessment,LCCA)理论,引入了资源稀缺性的评价指标,并基于存量... 为提高道路工程中不可再生资源利用的合理性,建立养护措施综合效益的全寿命周期费用评价方法,推动交通运输基础设施的可持续发展,基于全寿命周期费用评价(life-cycle cost assessment,LCCA)理论,引入了资源稀缺性的评价指标,并基于存量稀缺、进口稀缺和技术稀缺3个评价维度,建立了适用于路用材料的项目级资源稀缺性评价体系,同时,将该指标量化为货币当量计入成本清单中。依托江苏省路面养护管理系统数据,将资源稀缺性、经济效益、性能发展3个维度统一,定量分析了再生类、铣刨重铺类和罩面类共3类、12个常见养护措施的综合效益。研究结果表明:考虑资源稀缺性,再生类养护措施旧料利用率较高,具有极佳的资源合理性;EC A-10薄层罩面处治厚度薄、耗材量小,与普通罩面相比能节省50%左右的资源;铣刨料直接废弃、石料来源选择不当将导致额外支出10%~20%的当量成本。考虑综合效益,各养护方案与施工特性(如施工工期、施工水平、工艺先进性等)相关的成本效益接近60%,其中用户间接的经济损失占比超过30%,直接由施工工期决定。因此,建议谨慎选择材料来源及去向以减少不可再生资源浪费,优化养护施工流程以降低用户的间接经济损失,提高施工水平以降低用户的直接油耗开支,开展科学养护决策以降低政府投入成本。 展开更多

四川省发展气电是实现“双碳”目标,提升电力调峰调频、确保安全稳定供电的重大举措。2022年四川省出台气电上网两部制电价政策指导意见,明确气电容量电价按一定合理收益回收固定投资成本,电量电价与气价实施联动调整。通过梳理国家及... 四川省发展气电是实现“双碳”目标,提升电力调峰调频、确保安全稳定供电的重大举措。2022年四川省出台气电上网两部制电价政策指导意见,明确气电容量电价按一定合理收益回收固定投资成本,电量电价与气价实施联动调整。通过梳理国家及部分省份的气电两部制电价政策,调查分析四川气电的成本构成,研究对气电投资成本回收机制并测算容量电价,提出了容量电价测算原则、方法以及疏导路径的相关建议。研究结果表明:①因地制宜出台气电价格政策有利于推动气电产业健康可持续发展;②实施气电两部制电价有利于通过容量电价回收固定成本且取得合理收益,有利于促进四川气电产业有序健康可持续发展,并通过相对较低的电量电价实现与电力市场逐步接轨,增强市场竞争力;③容量电价按照“谁受益、谁承担”和“合理分摊、动态调整”原则进行疏导;④气电容量电价标准按资本金内部收益率8%对应取值,F机组容量电价标准可为28元/(kW·月),并且容量电费由该省内大工业、一般工商业用户疏导分摊。 展开更多

考虑鲁棒成本与绝对后悔的最短路径问题研究

为克服鲁棒偏差方法在处理区间路网时所求鲁棒最短路径的保守性问题,通过分析鲁棒成本的定义以及鲁棒最短路径过于保守的原因,结合算例分析提出了绝对后悔值的概念,并以鲁棒成本和绝对后悔值为目标函数建立了区间路网的多目标最短路径模... 为克服鲁棒偏差方法在处理区间路网时所求鲁棒最短路径的保守性问题,通过分析鲁棒成本的定义以及鲁棒最短路径过于保守的原因,结合算例分析提出了绝对后悔值的概念,并以鲁棒成本和绝对后悔值为目标函数建立了区间路网的多目标最短路径模型;根据最短路径模型的特点设计了分离路径决策变量与连续变量的Benders分解算法,同时基于传统有效路径的判断依据重新定义了符合该最短路径模型的有效路径,并在分解后的主问题模型中引入了有效路径约束以加快算法收敛速度;利用MATLAB生成了一个包含29个节点、70条双向通行路段的区间路网对模型与算法进行仿真测试。结果表明:考虑鲁棒成本和绝对后悔值的最短路径模型能在区间路网中找到不保守,且同时兼具鲁棒性的最短路径,能够有效克服鲁棒偏差方法的缺陷。 展开更多
