Purpose:The transformative impact of disruptive technologies on the restructuring of the times has attracted widespread global attention.This study aims to analyze the characteristics and shortcomings of China’s arti...Purpose:The transformative impact of disruptive technologies on the restructuring of the times has attracted widespread global attention.This study aims to analyze the characteristics and shortcomings of China’s artificial intelligence(AI)disruptive technology policy,and to put forward suggestions for optimizing China’s AI disruptive technology policy.Design/methodology/approach:Develop a three-dimensional analytical framework for“policy tools-policy actors-policy themes”and apply policy tools,social network analysis,and LDA topic model to conduct a comprehensive analysis of the utilization of policy tools,cooperative relationships among policy actors,and the trends in policy theme settings within China’s innovative AI technology policy.Findings:We find that the collaborative relationship among the policy actors of AI disruptive technology in China is insufficiently close.Marginal subjects exhibit low participation in the cooperation network and overly rely on central subjects,forming a“center-periphery”network structure.Policy tool usage is predominantly focused on supply and environmental types,with a severe inadequacy in demand-side policy tool utilization.Policy themes are diverse,encompassing topics such as“Intelligent Services”“Talent Cultivation”“Information Security”and“Technological Innovation”,which will remain focal points.Under the themes of“Intelligent Services”and“Intelligent Governance”,policy tool usage is relatively balanced,with close collaboration among policy entities.However,the theme of“AI Theoretical System”lacks a comprehensive understanding of tool usage and necessitates enhanced cooperation with other policy entities.Research limitations:The data sources and experimental scope are subject to certain limitations,potentially introducing biases and imperfections into the research results,necessitating further validation and refinement.Practical implications:The study introduces a three-dimensional analysis framework for disruptive technology policy texts,which is significant for formulating and enhancing disruptive technology policies.Originality/value:This study utilizes text mining and content analysis techniques to quantitatively analyze disruptive technology policy texts.It systematically evaluates China’s AI policies quantitatively,focusing on policy tools,policy actors,policy themes.The study uncovers the characteristics and deficiencies of current AI policies,offering recommendations for formulating and enhancing disruptive technology policies.展开更多

They are precursors of sulfur dioxide and ozone, which can seriously pollute the atmosphere and endanger human health. After the “14th Five-Year Plan”, VOCs, instead of SO2, became one of the five indicators of China’s atmospheric governance. As a result, the government’s efforts to control VOCs have increased significantly. VOCs governance mustn’t be delayed. This paper provides a comprehensive summary and analysis of VOCs governance, covering the classification of VOCs, analysis of VOC governance technology (with a focus on end-of-pipe governance technology), national policy regulations, current governance shortcomings, and a forward-looking perspective on the future direction of VOCs governance, emphasizing healthy and sustainable development.展开更多

Organizations cannot rely solely on technical solutions for defense, since many cyber attacks attempt to exploit non-technical vulnerabilities such as how well employees comply with the organization’s cybersecurity policies. This study surveyed 245 randomly selected employees of government organizations in the Kingdom of Saudi Arabia with an electronically distributed questionnaire about factors that influence employees’ compliance with cybersecurity policies. The study found that ethical factors had the most influence on employee compliance with cybersecurity policies, followed in decreasing order of influence by legislative factors, technical factors, and administrative factors.展开更多

The emergence of health technologies have precipitated and supported policy advances. The Medicare Act (Title XVIII the United States Social Security Act of 1935) as such an entitlement program, was originally directed to resolving the health coverage concerns of the elderly without families or finances to afford coverage. The program entered crises periods over rising costs and continuity of funding concerns. Many have been assisted, in the U.S., in addition to the aged population, by the development of Medicare entitlements. These entitlements have emerged during periods of social need often accompanied by health technology or service delivery innovation. The program benefits more than its constituents and contributes to the health of the overall society. This paper will provide both a historical overview of the conflicts and uncertainties weathered by the Medicare Act in the later quarter of the 20th Century in the U.S. (United States of America). The paper will also explore the implications of changes in the technology of federal and state funding mechanisms along with demographic changes that offered the greatest challenges to the continuation of the Medicare Act as a mainstay of stable health coverage to millions of needy Americans, into the 21st century.展开更多

How to alleviate the pressure of resources and the environ-ment and to achieve the sustainable development of the economy has become a global agenda.China' s economy growth has been rapid for decades since the reform and opening up policy,but this has also been a great drain on China' s resources and the environment, which is an ur-gent problem to tackle. In recently years, the Chinese government has launched many environ-mental policies in the hope of encouraging technological innovation to guarantee the sustain-able development of the economy. However, research suggested that technological innovationis negatively correlated with environmental policies in most scenarios. In some cases, the num-ber of technological innovation decreases after policies take effect and increases after a whilelike a U - curve. In order to solve this problem, I decided to analyze the panel data from 80provinces in China between 2008 and 2014 and conclude that local governance can implementenvironmental regulations while having a positive impact on the technological innovation inenterprises. In the conclusion, suggestions are given to local governments on how to better en-force environmental policies.展开更多
Quality education is one of the pillars in the United Nations 2030 Agenda for Sustainable Development,which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all....Quality education is one of the pillars in the United Nations 2030 Agenda for Sustainable Development,which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.This overall goal can be connected to some general trends affecting education in the information age.We argue that education is key to the future quality of human life and the sustainability of the world.Generally,education is being transformed in both formal and informal learning contexts by new digital technologies.Overall,some of these major innovations and how they are changing education can be summarized into the following aspects:1)our educational aims and objectives;2)educational ecologies and contexts of learning;3)the processes of learning;4)the processes of teaching;and 5)educational governance and policy.Meanwhile,we note some of the potential risks and downsides of these technology trends.From the sustainable perspective,our review points to a great potential for educational reform,but it can only be achieved if we are willing to rethink and even abandon some of our traditional ways of doing things in education.展开更多

Barriers and limitations for the large-scale deployment of CCS are discussed. CCS and different technological solutions for emission reduction (e.g., energy conservation and renewable energy) are compared. The analysis shows that China should carefully evaluate the negative impacts of CCS deployment and needs to enhance the research and development input in CCS in order to master core technologies of CCS systems. Furthermore, CCS incentives should depend on actual CCS development. Based on the current situation, China may need to focus on retrofitting existing thermal power plants with CCS technology, so CCS can be promoted for future large-scale application.展开更多
The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy...The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.展开更多

Several issues are analyzed about their relationships with the technological advancement. Among them are: basic knowledge and trivia, high education, human-touch decreasing, communication and media, freedom and responsibility, culture, bureaucracy, and population inquiry methods. At the last section, the social-capitalism idea is presented and proposed to be the political-economic platform of contemporary era. The proposed manifesto, which rests on collaboration, balanced activity, and common interest, refers to the following points: a. Firm’s goals should contain three elements1;b. competition is just one of other motivation factors;c. government involvement in economy is a real must;d. local and global considerations should be balanced;and e. social services The digital era/age represents a remarkable period of many technological achievements. Technical accomplishments achieved during the past 50 years, well surpassed almost all the advancements invented from the early days of history, some 5,000 years back. This achievement just demonstrates the smartness and talent, ingenuity, and wisdom of the members of Western civilization. However, it is a sad fact that since the early days of civilization, a permanent race took place between technological advancement and people or society development. This unfortunate race took place from those early days when science, philosophy, and arts were created and executed by gifted individuals that were only few and scarce until today. It is a known fact that only a small number of scholars were able to write and read the scripts of the early Egyptians or the wit of the ancient Greeks. The rest of those people, the majority, remained illiterate and ignorant. Similarly, the printing technology that was invented in the 15th century and enabled books and printed matter to be more popular and available did not terminate illiteracy. Nevertheless, 500 years had to pass until, due to public schooling, education prevailed and illiteracy was defeated. Usually, throughout history, one can see that technology advances faster and more rapidly than the ability of human beings or societies to accept, practice, and maximize their use of it. This permanent gap between two of the leading trends in manhood grows even faster during the as a security-net must be maintained. 文摘The paper presents a new analytical framework to discuss the effect of Chinese foreign investment policy on the international technology transfer absorbed by enterprises of different ownership.The US Trade Representative claims that the Chinese government’s requirements regarding joint ventures pressure US companies to transfer intellectual property to Chinese companies.However,we argue that:(1)Based on analysis of the technical fees of technology import contracts and the number of US patents transferred to enterprises registered in the Chinese mainland,China’s foreign investment policy does not pressure US companies to transfer unremunerated technology to Chinese companies.(2)The invention and utility model patents filed by Chinese joint-venture enterprises or Chinese partner companies do not show an abnormally rapid growth,which means China’s FDI policy does not force US companies to transfer intellectual property in exchange for China’s market.(3)After 2012,the US-China technology transfer absorbed by enterprises of different ownership showed a significantly positive effect in reducing China-US trade surplus.
文摘Much of the history of the American Social Welfare movement has been directed to the identification and development of entitlement programs needed to strengthen the health and economy of even the neediest members of the society. The emergence of health technologies have precipitated and supported policy advances. The Medicare Act (Title XVIII the United States Social Security Act of 1935) as such an entitlement program, was originally directed to resolving the health coverage concerns of the elderly without families or finances to afford coverage. The program entered crises periods over rising costs and continuity of funding concerns. Many have been assisted, in the U.S., in addition to the aged population, by the development of Medicare entitlements. These entitlements have emerged during periods of social need often accompanied by health technology or service delivery innovation. The program benefits more than its constituents and contributes to the health of the overall society. This paper will provide both a historical overview of the conflicts and uncertainties weathered by the Medicare Act in the later quarter of the 20th Century in the U.S. (United States of America). The paper will also explore the implications of changes in the technology of federal and state funding mechanisms along with demographic changes that offered the greatest challenges to the continuation of the Medicare Act as a mainstay of stable health coverage to millions of needy Americans, into the 21st century.

文摘The current situation of the recreational agriculture development in Hainan was analyzed. The problems of imperfect security system,unsound policies and regulations,scant government support,low enthusiasm for developing recreational agriculture,lacking science and technology support and less special competitive products in Hainan were discussed. Through the reference of foreign countries and Taiwan Region policy support and legislative experience on recreational agriculture,it was recommended to perfect the policy system,develop the leading role of the government,enhance the legislation and supervision,pay attention to science and technology support,in order to promote the healthy sustainable development of recreational agriculture in Hainan.
文摘Against the backdrop of the knowledge economy, global economy is goingthrough a major transformation. How to alleviate the pressure of resources and the environ-ment and to achieve the sustainable development of the economy has become a global agenda.China' s economy growth has been rapid for decades since the reform and opening up policy,but this has also been a great drain on China' s resources and the environment, which is an ur-gent problem to tackle. In recently years, the Chinese government has launched many environ-mental policies in the hope of encouraging technological innovation to guarantee the sustain-able development of the economy. However, research suggested that technological innovationis negatively correlated with environmental policies in most scenarios. In some cases, the num-ber of technological innovation decreases after policies take effect and increases after a whilelike a U - curve. In order to solve this problem, I decided to analyze the panel data from 80provinces in China between 2008 and 2014 and conclude that local governance can implementenvironmental regulations while having a positive impact on the technological innovation inenterprises. In the conclusion, suggestions are given to local governments on how to better en-force environmental policies.
文摘Quality education is one of the pillars in the United Nations 2030 Agenda for Sustainable Development,which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.This overall goal can be connected to some general trends affecting education in the information age.We argue that education is key to the future quality of human life and the sustainability of the world.Generally,education is being transformed in both formal and informal learning contexts by new digital technologies.Overall,some of these major innovations and how they are changing education can be summarized into the following aspects:1)our educational aims and objectives;2)educational ecologies and contexts of learning;3)the processes of learning;4)the processes of teaching;and 5)educational governance and policy.Meanwhile,we note some of the potential risks and downsides of these technology trends.From the sustainable perspective,our review points to a great potential for educational reform,but it can only be achieved if we are willing to rethink and even abandon some of our traditional ways of doing things in education.

文摘This paper introduces the development of Carbon Capture and Storage (CCS) technology, the progress in CCS demonstration projects, and regulations and policies related to CCS. Barriers and limitations for the large-scale deployment of CCS are discussed. CCS and different technological solutions for emission reduction (e.g., energy conservation and renewable energy) are compared. The analysis shows that China should carefully evaluate the negative impacts of CCS deployment and needs to enhance the research and development input in CCS in order to master core technologies of CCS systems. Furthermore, CCS incentives should depend on actual CCS development. Based on the current situation, China may need to focus on retrofitting existing thermal power plants with CCS technology, so CCS can be promoted for future large-scale application.

文摘The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.
文摘As a new support platform of information technology for social development, virtual reality technology(VRT) has been widely used in many fields. Here, the concept and important features of VRT are summarized first. Then, the analysis requirement for VRT in design, display, operation and maintenance training, and state monitoring for aerospace products is elaborated. This is followed with a review of foreign and domestic policy planning of VRT, and their application in aerospace. Last, future development of VRT is discussed.
文摘The article discusses the emergence of some major catches throughout the present digital era. It reviews the discrepancy between the technology rate of advancement and human-beings’ ability to follow, comprehend, and adjust to it. This is, in essence, the articles’ subject matter. Several issues are analyzed about their relationships with the technological advancement. Among them are: basic knowledge and trivia, high education, human-touch decreasing, communication and media, freedom and responsibility, culture, bureaucracy, and population inquiry methods. At the last section, the social-capitalism idea is presented and proposed to be the political-economic platform of contemporary era. The proposed manifesto, which rests on collaboration, balanced activity, and common interest, refers to the following points: a. Firm’s goals should contain three elements1;b. competition is just one of other motivation factors;c. government involvement in economy is a real must;d. local and global considerations should be balanced;and e. social services The digital era/age represents a remarkable period of many technological achievements. Technical accomplishments achieved during the past 50 years, well surpassed almost all the advancements invented from the early days of history, some 5,000 years back. This achievement just demonstrates the smartness and talent, ingenuity, and wisdom of the members of Western civilization. However, it is a sad fact that since the early days of civilization, a permanent race took place between technological advancement and people or society development. This unfortunate race took place from those early days when science, philosophy, and arts were created and executed by gifted individuals that were only few and scarce until today. It is a known fact that only a small number of scholars were able to write and read the scripts of the early Egyptians or the wit of the ancient Greeks. The rest of those people, the majority, remained illiterate and ignorant. Similarly, the printing technology that was invented in the 15th century and enabled books and printed matter to be more popular and available did not terminate illiteracy. Nevertheless, 500 years had to pass until, due to public schooling, education prevailed and illiteracy was defeated. Usually, throughout history, one can see that technology advances faster and more rapidly than the ability of human beings or societies to accept, practice, and maximize their use of it. This permanent gap between two of the leading trends in manhood grows even faster during the as a security-net must be maintained. It is assumed that such a balanced policy will enable a continual course of creative prosperity combined with stable fair and happier life for all.
