The mission reliability assessment plays a great role in logistics planning and supporting resource optimization of complex system.But the current problem,which is difficult to solve,is how to model and analyze the ch...The mission reliability assessment plays a great role in logistics planning and supporting resource optimization of complex system.But the current problem,which is difficult to solve,is how to model and analyze the characters of system reliability under the complex mission profile.In order to solve the problem,an agentbased simulation method was used to assess reliability for complex systems with various random working conditions.A multi-working condition simulation agent(MA)was designed and used to simulate the random transferring process of working conditions of system,and it cooperated with system simulation agents(SAs)and unit simulation agents(UAs)to realize system mission reliability(MR)simulation.Through simulation experiments,effect of multiple working conditions mission on the reliability of system was analyzed by comparing with the basic reliability condition.Feasibility and efficiency of the method were proved through simulation experiments of the case system.The research result provides a viable and useful method and a solution for MR analysis and assessment of complex systems in multi-working conditions,which can help to evaluate the reliability of operating system orienting to the practical mission and environment,and it is meaningful for the reliability analysis and the design of complex systems.展开更多

The assessments provide a comparison of the economical performance, energy efficiency and environmental impacts of the three alternatives. And the development potential of the three alternatives in China was examined. The results are very useful for the Chinese government to make decisions on the biomass ethanol energy policy, and some advises for the decision-making of Chinese government were given.展开更多

Public procurement agencies h...The public procurement system in Bangladesh has been running by traditional manual process under the flagship of Public Procurement Act (PPA 2006) and Public Procurement Rules (PPR 2008). Public procurement agencies have been facing challenges in this manual tendering system. To overcome this problem and to bring reality to the “Digital Bangladesh” slogan, the Government of Bangladesh introduced the e-Procurement system under the e-GP (Electronic Government Procurement) guideline 2011. After the inception of e-procurement, there is no e-procurement assessment model to improve the e-GP system. The purpose of this research is to develop a conceptual framework and to design an e-procurement assessment model. With this view, we have considered one of the biggest entity Roads and Highways Department (RHD) of the Government of Bangladesh, for field study. Mixed methods along with FGD (Focus Group Discussion), KII (Key Informant Interview), and survey questionnaires are used to collect data from RHD, and then Statistical Package for Social Science (SPSS) software is used for regression analysis and hypothesis testing to develop the e-Procurement assessment model. The novel contribution of the study lies in the test of the hypothesis that focuses on developing the conceptual model of the e-procurement assessment system in Bangladesh. Findings of the study are essential for all Procurement Entity (PE) and suppliers <i>i.e. </i> contractors of RHD who are engaged in the construction of the infrastructure project development project.展开更多
Digital elevation model (DEM) is the most popular product for three-dimensional (3D) digital representation of bare Earth surface and can be produced by many techniques with different characteristics and ground sa...Digital elevation model (DEM) is the most popular product for three-dimensional (3D) digital representation of bare Earth surface and can be produced by many techniques with different characteristics and ground sampling distances (GSD). Space-borne opti- cal and synthetic aperture radar (SAR) imaging are two of the most preferred and modern techniques for DEM generation. Using them, global DEMs that cover almost entire Earth are produced with low cost and time saving processing. In this study, we aimed to assess the Satellite pour robservation de la Terre-5 (SPOT-5), High Resolution Stereoscopic (HRS), the Advanced Space-borne Thermal Emission and Reflection Radiometer (ASTER), and the Shuttle Radar Topography Mission (SRTM) C-band global DEMs, produced with space-borne optical and SAR imaging. For the assessment, a reference DEM derived from 1 : 1000 scaled digital photogrammetric maps was used. The study is performed in 100 km2 study area in Istanbul including various land classes such as open land, forest, built-up land, scrub and rough terrain obtained from Landsat data. The analyses were realized considering three vertical accuracy types as fundamental, supplemental, and consolidated, defined by national digital elevation program (NDEP) of USA. The results showed that, vertical accuracy of SRTM C-band DEM is better than optical models in all three accuracy types despite having the largest grid spacing. The result of SPOT-5 HRS DEM is very close by SRTM and superior in comparison with ASTER models.展开更多

In this study, 60 students in grades three to six of an Elementary School in Nantou County of Taiwan participated in the research experiments. The results of this study reveal that the learning on Chinese idioms through the cloud-based E-learning assessment and remedial tutoring system is superior to the traditional reading to learn. The learning achievements of the students learning Chinese idioms by the proposed system are significantly improved. Therefore, the cloud-based E-learning teaching materials, methods of assessment, and remedial instruction are worth to develop and research.展开更多

Project objective generally includes three elements: time, cost, quality. Risk occurrin g in the projects will affect these three factors to some various degrees in the end. There are different emphases in each stage and integrated balanced goals b etween the three factors. A large complex engineering project generally consists of several stages each of which has variable objective combinations leading to variable important risks. In order to achieve strategic goals on the schedule under the restriction of lim ited resources, the paper gives the analysis of the so-called risk identificati on-assessment process on the basis of objective orientation. In this paper the set of involved mostly hazards is presented in terms of given objective weight v ector, and so is the model of risk ranking .By reducing the range of risk factor s step by step, risk manager could pay more attention to important ventures and effectively control of them. According to different objective combination at different stages, primary risk f actor sets at different stages are given. With the probability and their various effects to project objectives, evaluation of these sets is made aiming to r educing of the scope of risks and providing decision maker with a better decisio ns support. Successful projects are those, which focus on the relevant business objectives t hroughout the whole process and seek to information integration across project l ife cycle.
