Cloud-Enabled E-Governance Framework for Citizen Centric Services

In the modern arena, the Information and Communication Technologies (ICTs) have been playing a vital role in every walks of our day to day life. In order to enhance the ICT capacity and align with the global technology transformations, the developing countries have started introducing the computerization and automation processes at different levels of the governments. The several research studies revealed that the existing legacy of governance system and their services in current state have several issues and challenges in terms of timeliness, cost of services, delay in service delivery, time-bound availability of services (24/7/365), inefficiency services, ease of service and discomforts, poor service collaboration, absence of responsiveness, and limited security of sensitive information/documents. A significant question is still unanswered that how to bring the Citizens and Government bodies closer for alleviating the aforementioned issues and challenges of existing government system services. This research paper aims to investigate the issues and challenges in the current status of Governance and partial E-Governance systems which encompass the computerization or automation process. The research designs a cloud framework for effective delivery of citizen centric services in general and Ethiopia as a specific case study. After rigorous analysis of prior research efforts, along with primary survey and interview, it was clearly observed that cloud computing can be an alternative instrumental for significant transformation of governmental service delivery. The research paper used a mix of exploratory and constructive research design and methodology with qualitative & quantitative data analysis approach. Finally, a Cloud Based E-Governance (CBEG) Framework is designed for the delivery of Ethiopian Citizen Centric Services. The validation, evaluation and acceptance test of the framework proves that the revealed knowledge can provide a significant transformation towards the betterment of the E Governance Services Delivery Systems.

Design and Development of E-Governance Model for Service Quality Enhancement

Governance is a process of establishing policies or laws and continuously monitoring their implementation in the public. Citizens are the main stakeholders in this process. To make the governance process cost effective, easy and convenient to the citizens, information and communication technologies (ICTs) are playing a vital role. Using ICTs in governance domain can be referred as e-governance. It helps citizen to participate not only in policy making but also in service quality improvements and getting government services over network. Web technology is one of the major technologies that have been used in e-governance as a major contributor. Before invention of web, citizens used to write their opinions and send to concerned body via post mail or local suggestion box for improvements of services. After the invention of the web, it became possible to post or send the opinions/comments over organization’s web sites or portals. As the number of comments increases over the web, it is very difficult to have relevant information for furthering the decision making processes. In these study, text processing and data mining techniques have been used. The prototype system classifies citizen’s opinions in one of six service categories with the precision of 87.3% and recall of 85.8%. Further, the system determines opinions as appreciation with the precision of 100% for both depression and appreciation, and average recall of 90.85% for both depression and appreciation. The results obtained from the prototype system indicate that the techniques that have been applied are promising for real world application in e-governance.

Social Media in e-Governance: A Study with Special Reference to India

This paper makes an attempt to analyze current use of social media and their promising advantages for e-governance in government organizations. It discusses potential issues especially issues related to security and privacy of individuals, employees, infrastructure and data that impede successful implementation of social media for e-governance. It examines draft government of India framework for embedding social media in organizational structure and examines issued guidelines for platform to be used, authorization to engage on behalf of government organization, scope and extend of such engagement, etc. It compares these guidelines with similar guidelines of some other nations in terms of employee’s access, account management, acceptable use, employee conduct, content, security, legal issues and citizen conduct and enumerates its merits, demerits and scope for further improvements.

E-Governance in Rural India: Need of Broadband Connectivity Using Wireless Technology

The Information and Communication Technologies play an important role in rural development. The Empowerment of rural communities is crucial for the development of the rural region. Bringing the people in the rural region in the mainstream of the digital technologies to access and adopt modern technologies is a major concern now. Rural Development implies both, the economic development of the people and greater social transformation using electronic governance (e-governance). In order to provide the rural people in Maharashtra with better prospects and opportunities for economic development, agricultural development and management, marketing management, increased participation of rural people in usage and adoption of information and communication technologies (ICTs) is envisaged. This paper aims to explore the nature, role and relevance of the Electronic/Digital Governance using ICTs and wireless technologies for agriculture and rural development in the rural regions. It also aims to study the impact of e-governance on rural development and methods for improving local environmental governance having regard particularly to the range of interests and actors involved in e-governance. The paper examines the current status of electronic governance in Jalgaon district in India. It focuses on development of the model using ICTs/wireless technologies for e-governance of Jalgaon district in Maharashtra state, India.

Formalizing Land Administration through E-Governance Mechanism in Sri Lanka

This paper proposes a comprehensive and practical approach to implement a land administration act in Sri Lanka followed by setting up a Land Administration Commission (LAC), which is a separate entity to maintain a Land Administration Database Management System in support of the land information collected and maintained by stakeholders who deal with matters related to land and its decision-making under e-governance concept. Also, It describes the operations of the four core functions: land tenure, land valuation, land use, and land development in land administration under a single sustainable national land policy, underpinned by spatial information under the e-Governance mechanism. Further, the paper identifies the stakeholders and their main responsibilities in each of the four core functions with the current issues in sharing information across stakeholders. Finally, the paper describes setting up a Land administration entity thereby empowering the LAC and introduces spatial information layers at different resolution levels in a centralized land administration spatial database to keep track of all land transactions carried out by each stakeholder. This approach will enable the top-level decision-making authority (the central level) to manage all land-related activities under one platform to contribute towards the sustainable land development of the country. It is proposed to implement this approach as a pilot activity in the district of Colombo and expand it in the entire country gradually with its output.

The Role of Blockchain in E-Governance and Decision-Making in Project and Program Management

This paper discusses the impact of e-governance powered by blockchain in the project and program management industry. With the rise in technological innovations, many countries have turned to e-governance for efficiency in service delivery, transparency, and decision-making. E-governance backed by blockchain technology entails improving the public services provision by implementing structures of information and communication technologies. There are many challenges with the traditional project management approach that causes organizations and its stakeholders’ cost and time. Thus, the introduction of blockchain has given many organizations a new approach to adopt in order to eliminate the challenges associated with the typical project management approach. In spite of the cutting-edge technology of blockchain and its broad applications in program management and e-governance, there are still many challenges that restrain its adoption on a broader scale. The research discusses the challenges of the blockchain deployment in the program management field and e-governance in private and government sectors and it highlights the efforts put by both sectors to make use of the technology. Also, the research covers the opportunities and the advantages of a blockchain adoption in various segments. The paper uses various case studies in the UAE, in both private and government sectors, and a qualitative research approach was implemented. The case studies were on government entities such as Smart Dubai and the Ministry of Health Prevention and also private entities like DP World and Emirates NBD. The paper concludes with recommendations and solutions on how to maximize the benefit of blockchain in the program management industry and how it is improving the decision-making process.

Reinforcing of Citizen’s Trust in E-Government: The Cameroon’s Case

The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.

Mapping cloud computing in university e-governance system

Purpose–The purpose of this paper is to propose a model to map the on-premise computing system of the university with cloud computing for achieving an effective and reliable university e-governance(e-gov)system.Design/methodology/approach–The proposed model incorporates the university’s internal e-gov system with cloud computing in order to achieve better reliability,accessibility and availability of e-gov services while keeping the recurring expenditure low.This model has been implemented(and tested on a university e-gov system)in the University of Kashmir(UOK);case study of this implementation has been chosen as the research methodology to discuss and demonstrate the proposed model.Findings–According to the results based on practical implementation,the proposed model is ideal for e-governed systems as it provided adequate cost savings and high availability(HA)with operational ease,apart from continuing to have the necessary security in place to maintain confidential information such as student details,grades,etc.Practical implications–The implication of this study is to achieve HA and to reduce the cost from using external clouds,mapping internal IT servers of the university with the external cloud computing services.Originality/value–Because no established mapping model for universities has been provided for effective,low-cost,highly available university e-gov system,the proposed mapping model through this paper closes this gap and provides guidelines to implement a hybrid-mapped e-gov model for universities while keeping the recurring expenditure on cloud computing minimal.The paper provides the perceptions of its adoption at UOK for achieving high reliability,accessibility and uptime of its e-gov applications while keeping the recurring expenditure on cloud computing minimal.

An Acceptance Model of Using Mobile-Government Services(AMGS)

In recent years,the telecommunications sector is no longer limited to traditional communications,but has become the backbone for the use of data,content and digital applications by individuals,governments and companies to ensure the continuation of economic and social activity in light of social distancing and total closure inmost countries in the world.Therefore,electronic government(e-Government)andmobile government(m-Government)are the results of technological evolution and innovation.Hence,it is important to investigate the factors that influence the intention to use m-Government services among Jordan’s society.This paper proposed a new m-Government acceptance model in Jordan(AMGS);this model combines the Information System(IS)Success Factor Model and Hofstede Cultural Dimensions Theory.The study was conducted by surveying different groups of the Jordanian community.Astructured questionnaire was used to collect data from203 respondents.Multiple regression analysis has been conducted to analyze the data.The results indicate that the significant predictors of citizen intention to use m-Government services in Jordan are Information Quality,Service Quality,Uncertainty Avoidance,and Indulgence vs.restraint.While,the results also suggest that Power Distance is not a significant predictor of citizen intention to use m-Government services.

A Framework of Information Service Platform in E-Government

For exchanging and sharing information and services in e-government, a framework of information service platform (ISP) is presented. The multi-layer architecture of the ISP is introduced. They are. user's requirement layer, business service layer, business process layer, business function layer and data layer. The lower layers are based on the architecture of web services and the upper layers are related to the institutional and organizational issues. In order to deal with the variation of user's requirements and changing environment, the matching and mapping processes with adaptive mechanism are illustrated.

Cloud Computing of E-Government

Over the past years, many businesses, government and individuals have been started to adopt the internet and web-based technologies in their works to take benefits of costs reduction and better utilization of existing resources. The cloud computing is a new way of computing which aims to provide better communication style and storage resources in a safe environment via the internet platform. The E-governments around the world are facing the continued budget challenges and increasing in the size of their computational data so that they need to find ways to deliver their services to citizens as economically as possible without compromising the achievement of desired outcomes. Considering E-government is one of the sectors that is trying to provide services via the internet so the cloud computing can be a suitable model for implementing E-government architecture to improve E-government efficiency and user satisfaction. In this paper, the adoption of cloud computing strategy in implementing E-government services has been studied by focusing on the relationship between E-government and cloud computing by listing the benefits of creation E-government based on cloud computing. Finally in this paper, the challenges faced the implementation of cloud computing for E-government are discussed in details. As a result from understanding the importance of cloud computing as new, green and cheap technology is contributed to fixing and minimizing the existing problems and challenges in E-government so that the developed and developing countries need to achieve E-government based on cloud computing.

Understanding trust-related factors affecting citizen adoption of e-government services

Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.

A New Approach to a Local E-Government Portal for Information Management and Deep Searching

The paper introduces a new approach, that is, semantic Web techniques, to shed a new light on the solutions for local e-government information portal. After taking the comparison between traditional approaches and semantic approaches, the design of arehitecture and components of a local e-government information portal are illustrated in details based on semantic technologies. The paper also researches on the core technologies of implementation of the new approach, including the definition of e-government information portal Ontologies and searching algorithms.

A Cultural E-Government Readiness Model

E-Government is defined as a system utilizing the Internet and the world-wide-web for delivering government informa-tion and services to citizens. This system reduces the processing costs, improves service delivery, and increases trans-parency and communication between a government and its citizens. The aim of this paper is to propose a new model to measure the readiness of e-Government according to cultural factors. By assessing to which degree these cultural factors are present/absent in a country and which of them have a significant impact on government readiness, the government will be able to identify their weakness and strength points, then build a preparing plan that can help them to achieve the readiness required toward a successful implementation of the e-Government systems.

The E-Government in Local Governance and Its Contribution to the Regional Development: A Comparative Study

The purpose of this article is to designate the impact of the implementation of e-governance in municipalities and to suggest some proposals for further growth. More specific, in the first chapter, there is a theoretical approach of e-governance by presenting its definition and describing the current situation of the progression of e-governance to these municipalities. In the second chapter, it is presented a comparison between these municipalities about the implementation and progress of e-governance among them. Finally, in the third and last chapter, there are the conclusions and some proposals for future growth of e-governance to these municipalities.

Towards Developing Successful E-Government Websites

Quality is a key factor to ensuring success of e-government websites. Therefore, a definition for high-quality e-government website is required, as well as, an e-government system’s quality evaluation methodology. This paper identifies quality attributes that are required to assess the quality of an e-government website, which should be considered by developers during the development of e-government applications. The primary goals are identifying, qualifying, categorizing, and ranking these factors, and then defining the interrelations among these quality factors.

Challenges and Factors Affecting the Implementation of E-Government in Jordan

Electronic government (e-Government) in its simplest form can mean using information and communication technology (ICT) tools to provide services to citizens. Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. This paper highlights some of the key ones;it critically assesses key factors that influence e-Government services adoption and diffusion. Thus, the aim of this study is to examine and identify the factors that influence and affect the utilization of e-Government in the developing countries, specifically in Jordan. Furthermore, this article investigates the challenges and barriers that must be overcome in order to successfully implement e-Government in Jordan. Semi-structured interviews were conducted and used in this study to collect the data. The results of this study show that the most significant challenges and factors influencing the implementation of e-Government services in Jordan are related to budgeting and financial costs, human expertise, social influence, technological issues, lack of awareness, resistance of public employees, data privacy and security, the legal framework, the needed technology, administrative obstacles, and trust or believing in e-Government. Conclusions, recommendations and future work are stated at the end of the paper.

E-Government Strategy and Plans in Jordan

Life is being developed every day in all of the life aspects. One of the major developing aspects is information technology (IT), and communication technology which makes life easier, faster, and more connected. ICT is evolving fast in Jordan and offering the government to deliver multiple delivery services with different characteristics among E-government services. The Jordanian government has invested heavily in E-government initiatives for the last 10 years to transform from traditional service delivery to more effective and efficient service to deliver high-quality customer-centric and performance-driven services to E-government stakeholders. However the global rank of E-government readiness as well as regional rank of Jordan is still in low rank according to the global countries but it is still quite according to the Arab countries. This research provides a trend analysis to find the trends (positive or negative) in the UN E-government indicators in Jordan and provides an overview to the E-government in Jordan where the researchers analyze the development of E-government in Jordan by introducing a general framework for the E-government through discussing the past, present status and the future plans for E-government in Jordan to get better service to their recipients and to improve overall progress of Jordan achievements compared with regional and global countries.
