However, the usage of e-government services by common ci...The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.展开更多

The cloud computing is a new way of computing which aims to provide better communication style and storage resources in a safe environment via the internet platform. The E-governments around the world are facing the continued budget challenges and increasing in the size of their computational data so that they need to find ways to deliver their services to citizens as economically as possible without compromising the achievement of desired outcomes. Considering E-government is one of the sectors that is trying to provide services via the internet so the cloud computing can be a suitable model for implementing E-government architecture to improve E-government efficiency and user satisfaction. In this paper, the adoption of cloud computing strategy in implementing E-government services has been studied by focusing on the relationship between E-government and cloud computing by listing the benefits of creation E-government based on cloud computing. Finally in this paper, the challenges faced the implementation of cloud computing for E-government are discussed in details. Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a m...Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.展开更多

Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. This paper highlights some of the key ones;it critically assesses key factors that influence e-Government services adoption and diffusion. Thus, the aim of this study is to examine and identify the factors that influence and affect the utilization of e-Government in the developing countries, specifically in Jordan. Furthermore, this article investigates the challenges and barriers that must be overcome in order to successfully implement e-Government in Jordan. Semi-structured interviews were conducted and used in this study to collect the data. The results of this study show that the most significant challenges and factors influencing the implementation of e-Government services in Jordan are related to budgeting and financial costs, human expertise, social influence, technological issues, lack of awareness, resistance of public employees, data privacy and security, the legal framework, the needed technology, administrative obstacles, and trust or believing in e-Government. The study first looked at the major challenges faced by the Zambian transport sector in the implementation of e-government services among the citizens. The study then proposed a model through a web-based e-commerce web portal that could be adopted to address the challenges identified in the study. The study was based on all registered motor vehicles. These were from the various transport sectors in Zambia’s capital city, Lusaka. Both qualitative and quantitative data was collected from respondents using a structured questionnaire. The questionnaire was generated based on the UTAUT conceptual model. The response rate was 57% giving 141 questionnaire responses from the four transport providers. The Chi-Square test of independence was used to analyze the data using SPSS software. The results showed that interaction between trust in government and trust in the Internet has a significant effect on the utilisation of e-government services. The test had an observed P-Value of 0.05 against the Chi-Square value of 59.535. The results further showed that e-services control and effort expectancy had a significant impact on the actual utilisation of e-government services.展开更多

Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Banglades...Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Bangladesh.The cost of development finance is much higher in public procurement than that of others in Bangladesh.There have been no unified rules or laws regarding government purchases since 2006.The Government of Bangladesh enacted its ever first act of public procurement,the Public Procurement Act,2006(PPA,2006),and the Public Procurement Rules,2008(PPR,2008).The procurement entity must disseminate procurement information through electronic medium i.e.Electronic Government Procurement(hereinafter e-GP).Despite passing over an era since its enactment,the role of the PPA,2006 remains seriously under-researched area,specifically there is no research on the issue of the grievance redress mechanisms.The study has been done using a qualitative case study methodology,backed by both primary and secondary documentary analysis.Based on empirical data,this paper explained the role of digitalization in the process of government procurement and depicted changes that have been brought by the implementation of e-GP in government purchases.However,it concluded that the grievance redress mechanism in the process of procurement is only existing in the policy papers which need mandatory implementation for a transparent and accountable governance system.Despite the significant changes and up-gradation in digital government procurement,it is hardly found that the GRM process is digitalized.And the mass tenderers are yet to be acquainted with the improvised system apart from the consistent efforts of the government.展开更多

Therefore, public sectors interact with many individuals;utilizing this technology lowers costs, enhances services, boosts efficiency, and saves time. The Government of Saudi Arabia has had various obstacles in serving its populace. Poor service delivery and excessive Government operating costs resulted from this manual service delivery. As a result, the Government launched the E-Government systems, which provide services more quickly. As a result, the report covered Saudi Arabia’s efforts to adopt E-Government, its difficulties, and its objectives to advance the 2030 vision. This study examined the adoption of E-Government systems using the Unified Theory of Acceptance and Use of Technology (UTAUT) in Saudi Arabia. A sample size of 200 was estimated using the Convenience approach and received 58% of the response from employees and end-users of the E-Government systems. Data were analyzed using MS-Excel and SMART PLS for testing the hypothesis and applying the Partial Least Square approach. The results of the hypothesis testing reveal several meaningful relationships, including relative benefits, compatibility, security, management support, performance expectations, perceived Usefulness of E-Government, ease of use by reducing uncertainty to E-Government, and IT infrastructure by reducing language on E-Government adoption.展开更多

文摘Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Bangladesh.The cost of development finance is much higher in public procurement than that of others in Bangladesh.There have been no unified rules or laws regarding government purchases since 2006.The Government of Bangladesh enacted its ever first act of public procurement,the Public Procurement Act,2006(PPA,2006),and the Public Procurement Rules,2008(PPR,2008).The procurement entity must disseminate procurement information through electronic medium i.e.Electronic Government Procurement(hereinafter e-GP).Despite passing over an era since its enactment,the role of the PPA,2006 remains seriously under-researched area,specifically there is no research on the issue of the grievance redress mechanisms.The study has been done using a qualitative case study methodology,backed by both primary and secondary documentary analysis.Based on empirical data,this paper explained the role of digitalization in the process of government procurement and depicted changes that have been brought by the implementation of e-GP in government purchases.However,it concluded that the grievance redress mechanism in the process of procurement is only existing in the policy papers which need mandatory implementation for a transparent and accountable governance system.Despite the significant changes and up-gradation in digital government procurement,it is hardly found that the GRM process is digitalized.And the mass tenderers are yet to be acquainted with the improvised system apart from the consistent efforts of the government.
文摘Governments are implementing E-Government systems to match the other services due to the rapid worldwide development. Therefore, public sectors interact with many individuals;utilizing this technology lowers costs, enhances services, boosts efficiency, and saves time. The Government of Saudi Arabia has had various obstacles in serving its populace. Poor service delivery and excessive Government operating costs resulted from this manual service delivery. As a result, the Government launched the E-Government systems, which provide services more quickly. As a result, the report covered Saudi Arabia’s efforts to adopt E-Government, its difficulties, and its objectives to advance the 2030 vision. This study examined the adoption of E-Government systems using the Unified Theory of Acceptance and Use of Technology (UTAUT) in Saudi Arabia. A sample size of 200 was estimated using the Convenience approach and received 58% of the response from employees and end-users of the E-Government systems. Data were analyzed using MS-Excel and SMART PLS for testing the hypothesis and applying the Partial Least Square approach. The results of the hypothesis testing reveal several meaningful relationships, including relative benefits, compatibility, security, management support, performance expectations, perceived Usefulness of E-Government, ease of use by reducing uncertainty to E-Government, and IT infrastructure by reducing language on E-Government adoption.
