In present article the author offers a variation in which a damaged nuclear station can be quickly covered by such a cheap inflatable dome. By containing the radioactive dust from the damaged nuclear station, the danger zone is reduced to about 2 km2 rather than large regions which requires the resettlement of huge masses of people and which stops indus-try in large areas. If there is a big city (as Tokyo) near the nuclear disaster or there is already a dangerous amount of radioactive dust near a city, the city may also be covered by a large inflatable transparent Dome. The building of a gi-gantic inflatable AB Dome over an empty flat surface is not difficult. The cover is spread on a flat surface and a venti-lator (fan system) pumps air under the film cover and lifts the new dome into place but inflation takes many hours. However, to cover a city, garden, forest or other obstacle course in contrast to an empty, mowed field, the thin film cannot be easily deployed over building or trees without risking damage to it by snagging and other complications. This article proposes a new method which solves this problem. The design is a double film blanket filled by light gas such as, methane, hydrogen, or helium - although of these, methane will be the most practical and least likely to leak. Sections of this AB Blanket are lighter than air and will rise in the atmosphere. They can be made on a flat area serving as an as-sembly area and delivered by dirigible or helicopter to station at altitude over the city. Here they connect to the already assembled AB Blanket subassemblies, cover the city in an AB Dome and protect it from bad weather, chemical, bio-logical and radioactive fallout or particulates. After assembly of the dome is completed, the light gas can be replaced by (heavier but cheaper) air. With joint efforts of the international community, a series of international norms and arrangements have been gradually established, mainly involving nuclear disarmament and nuclear arms control, prohibition of the use of nuclear weapons, as well as non-proliferation of nuclear arms, effectively influencing nuclear activities among sovereign states, warding off the outbreak of nuclear war, and limiting the number of nuclear states. Since the beginning of the 21 st century, the international strategic environment has undergone major changes. Mankind has entered a new age when nuclear and missile technologies have been proliferated in an accelerated way, with Iran's nuclear capability steadily growing, the DPRK obtaining nuclear weapons by successfully breaching the international nuclear non-proliferation regime, and non-state actors becoming the major subjects to proliferate nuclear technology and nuclear materials. Since coming into office, Trump has thoroughly negated the policy proposition of a nuclear-free world advocated by Obama, insisting on building a powerful missile defense system, developing new forms of strategic weapons, producing low-yield nuclear warheads, and withdrawing from the Iranian nuclear agreement.Trump's policy adjustment has much weakened the nuclear taboo and the nuclear non-proliferation regime, and has initiated a new round in the race toward cutting edge nuclear weapons technology, thus undermining strategic stability among major powers, all highlighting historic limitations of the international nuclear order.展开更多

The capability of this material for absorbing thermal neutrons of different inten...A new composite of silicone rubber and boric acid was developed to be used as a personal wearing for protection from nuclear radiation. The capability of this material for absorbing thermal neutrons of different intensities followed by a detonation of nuclear weapon has been investigated. This investigation was performed by using californium-252 neutron source of like fission spectrum. The thermal neutron flux was measured behind different thicknesses of the developed material using a BF3 detector. Two positions of measurements were performed;at position near the detonation where the intensity of thermal neutron flux is low and at position far from the detonation where the intensity of thermal neutron is high. For both cases, the contribution of total thermal, initial incident and new produced thermal neutron fluxes are measured. The obtained results indicated that, addition of boron with concentration of about 17% to the silicon rubber tends to decrease the flux by more than 70%.展开更多

It has supported to prevent proliferation of nuclear weapons and furthermore suggested to establish a nuclear-weapon free zone in the Middle East. In contrast to its nonproliferation policies, it is hosting US tactical nuclear warheads in its own territory. In addition, Turkey's positive stance towards Iranian nuclear program was questioned. Despite the West's warnings and concerns over the Iranian nuclear program, Turkey has supported Iran's right to have a peaceful nuclear program as suggested in the Nonproliferation Treaty. It also opposed to further economic sanctions and military intervention against Iran and endorsed diplomatic solution as the only viable option for convincing Iran to respond fully to the concerns of the international community. Therefore, Turkey welcomed the Geneva Agreement reached by Iran and P5+l. This article argues that the current uncertainties about the Geneva Accord and the comprehensive treaty necessitates Turkey to revise its nonproliferation policies, which should be based on the norm of nonproliferation, rather than the non-use and deterrence norms, in order to suggest long-term and permanent solution to the proliferation of nuclear weapons.展开更多

It is time for the U...The use of sanctions to coerce Pyongyang into abandoning its nuclear weapons and related programs is not working. North Korea continues to survive and expands its nuclear and missile capabilities. It is time for the US to construct a more successful North Korea strategy by applying a smart power strategy before the North Koreans can operationalize their nuclear ICBMs within the next several years. If and when that occurs, the US will inevitably consider the use of force to resolve the North Korean nuclear issue, but that will be too costly for the US and its allies. Washington must do all it can to avoid another war on the Asian mainland. The only practical uses of force are as defensive and enhanced deterrence measures to protect the US and its allies against North Korean nuclear and conventional provocations. Instead, the US should call for an immediate freeze of North Korea's nuclear and missile programs and demonstrate its willingness to co-exist with Pyongyang, Only by accepting co-existence with Pyongyang, Washington has an opportunity to persuade Beijing and Moscow to join its efforts with Seoul and Tokyo to denuclearize North Korea.
