Ideas of establishing the information system for emergence decisions on the protection against earthquakes and disaster reduction in cities (application of GIS)

ith urban reformation and opening becoming deeper,the work of protection against earthquake and disaster reduction would be more important.In this paper,some ideas are suggested about establishing the information system for emergency decisions on protection against earthquake and disaster reduction in cities .The information system mainly includes a subsystem for rapid evaluation of damage loss from earthquake (which includes input of seismic information,distribution of earthquake intensity,evaluation of seismic fragility on all social factors and etc.) and a subsystem for the decisive information of seismic emergency(which mainly includes project of disaster relief,project of personnel evacuation,dangerous degree warning for the dangerous articlesstoring places and protection measures against them,assistant decision on fire due to earthquake,location of headquarter for providing disaster relief,and etc.). It is thought that the data investigation and collection about all kinds of buildings(including lifeline engineering)are the most important and difficult work as establishing this system.

Construction and Development of China’s Earthquake Information Release System

Focused on the current situation,monitoring system,technical management regulation,process,system composition,and information publication of the earthquake information release,we summarized the construction and development of China’s earthquake information release system and expected its future.In general,China’s earthquake information release systems is able to publish auto-results with MS≥3.0 from 1 to 3 minutes,M_S≥6.0 in global from 2 to 30 minutes,and formal results with MS≥3.0 in China from 8 to 30 minutes,MS≥6.0 in global from 20 to 60 minutes.These earthquake information is released by various channels such as short message,website,microblog,mobile application,etc.

Research on the fuzzy relationship between the precursory anomalous elements and earthquake elements

This paper deals with the fuzzy information processing method in the research of the relationship between two variables or among multi-variables, with the undetermined or fuzzy features, different from that in the traditional statistical method. The reliability and effectiveness of the method have been tested and confirmed in the numerical simulation for a set of man-made data of precursory anomalous parameters and earthquake elements. Finally the relation between the actual monthly frequency of small earthquakes occurring in Huoshan, Anhui Province, China and the magnitude of future stronger earthquakes, as two variables, has been analyzed by the method. It seems to the authors that more reasonable and perfect results could be given with a quantitative analysis of accession degree in fuzzy mathematics by using this method than that of traditional statistical correlation analysis.
