Purpose:The goal of this study is a comparative analysis of the relation between funding(a main driver for scientific research)and citations in papers of Nobel Laureates in physics,chemistry and medicine over 2019-202...Purpose:The goal of this study is a comparative analysis of the relation between funding(a main driver for scientific research)and citations in papers of Nobel Laureates in physics,chemistry and medicine over 2019-2020 and the same relation in these research fields as a whole.Design/methodology/approach:This study utilizes a power law model to explore the relationship between research funding and citations of related papers.The study here analyzes 3,539 recorded documents by Nobel Laureates in physics,chemistry and medicine and a broader dataset of 183,016 documents related to the fields of physics,medicine,and chemistry recorded in the Web of Science database.Findings:Results reveal that in chemistry and medicine,funded researches published in papers of Nobel Laureates have higher citations than unfunded studies published in articles;vice versa high citations of Nobel Laureates in physics are for unfunded studies published in papers.Instead,when overall data of publications and citations in physics,chemistry and medicine are analyzed,all papers based on funded researches show higher citations than unfunded ones.Originality/value:Results clarify the driving role of research funding for science diffusion that are systematized in general properties:a)articles concerning funded researches receive more citations than(un)funded studies published in papers of physics,chemistry and medicine sciences,generating a high Matthew effect(a higher growth of citations with the increase in the number of papers);b)research funding increases the citations of articles in fields oriented to applied research(e.g.,chemistry and medicine)more than fields oriented towards basic research(e.g.,physics).Practical implications:The results here explain some characteristics of scientific development and diffusion,highlighting the critical role of research funding in fostering citations and the expansion of scientific knowledge.This finding can support decision-making of policymakers and R&D managers to improve the effectiveness in allocating financial resources in science policies to generate a higher positive scientific and societal impact.展开更多

Background: International research and innovation efforts for neglected tropical diseases have increased in recent decades due to disparities in overall health research funding in relation to global burden of disease....Background: International research and innovation efforts for neglected tropical diseases have increased in recent decades due to disparities in overall health research funding in relation to global burden of disease. However, within the field of neglected tropical diseases some seem far more neglected than others. In this research the aim is to investigate the distribution of resources and efforts, as well as the mechanisms that underpin funding allocation for neglected tropical diseases. Methodology: A systematic literature review was conducted to establish a comprehensive overview of known indicators for innovation efforts related to a wide range of neglected tropical diseases. Articles were selected based on a subjective evaluation of their relevance, the presence of original data, and the breadth of their scope. This was followed by thirteen in-depth open-ended interviews with representatives of private, public and philanthropic funding organizations, concerning evaluation criteria for funding research proposals. Results: The findings reveal a large difference in the extent to which the individual diseases are neglected with notable differences between absolute and relative efforts. Criteria used in the evaluation of research proposals relate to potential impact, the probability of success and strategic fit. Private organizations prioritize strategic fit and economic impact;philanthropic organizations prioritize short-term societal impact;and public generally prioritize the probability of success by accounting for follow-up funding and involvement of industry. Funding decisions of different types of organizations are highly interrelated. Conclusions: This study shows that the evaluation of funding proposals introduces and retains unequal funding distribution, reinforcing the relative neglect of diseases. Societal impact is the primary rationale for funding but application of it as a funding criterion is associated with significant challenges. Furthermore, current application of evaluation criteria leads to a primary focus on short-term impact. Through current practice, the relatively most neglected diseases will remain so, and a long-term strategy is needed to resolve this.展开更多

This article aims to share an innovative experience of organizing and funding research involving those most directly affected:patients.The“ECLAIR”working group of the Canceropole Lyon Auvergne-Rhone-Alpes(CLARA)was ...This article aims to share an innovative experience of organizing and funding research involving those most directly affected:patients.The“ECLAIR”working group of the Canceropole Lyon Auvergne-Rhone-Alpes(CLARA)was created at the end of 2020 with the goal of contributing to the development of a call for projects on the patient experience in oncology,which was launched in January 2021.Initially composed of 8 members,including 7 patients,coordinated by a project manager from CLARA,the ECLAIR working group actively participated in drafting the specifications of the call for projects,developing the eligibility criteria for applications,revising the evaluation and selection criteria for projects,and monitoring the selected projects.This experience was repeated twice.With significant freedom of action,the working group made two decisions that strongly demonstrate the commitment to supporting research partnerships and the active involvement of those affected:firstly,by making partnership a mandatory requirement for the eligibility of applications,and secondly,by conducting the selection of projects themselves,after an independent scientific evaluation phase.Seeking to shed light on the“black box”of partnership,the article also presents the concrete modalities of interaction among the working group members,the adjustments made between different editions of the call for projects,and the relationships maintained with CLARA.展开更多

Mar- ket value loss and ecological ftmction value loss, caused by reduction of wetland area and environmental pollution were calculated using commonly accepted methods of market valuation, ecological valuation, environmental protection investment cost analysis, and outcome parameters. According to market value loss and ecological function value loss, preliminarily fund allocation for wetland and ecological compensation was calculated. According to summary and analysis of the empirical work of forest eco-compensation at international level,some significant inspirations are duaw on this paper. Based on them, this paper focuses on the forest eco-compensation mechanism of china. Firstly, integrating with the actual situation of china, the paper puts forward the policy framework of eco-compensation .The institutional framework of eco-compensation should be established among the multi-departments with different temporal and spatial scales. The aim of this paper is first to examine the meaning of ecocompensation and to present a framework for analyzing it. Next the development of eco-compensation in China is examined. Finally, four typical models of eco-compensation are compared: the government financial transfer payment compensation model; the ecological resource exploiters′ payment compensation model; the ecological destruction compensation model; and the ecological resource tax collection compensation model. Objective The National Natural Science Foundation of China(NSFC)has made great progress in promoting the development of aortic dissection research in recent years.This study aimed to examine the development and resear...Objective The National Natural Science Foundation of China(NSFC)has made great progress in promoting the development of aortic dissection research in recent years.This study aimed to examine the development and research status of aortic dissection research in China so as to provide references for future research.Methods The NSFC projects data from 2008 to 2019 were collected from the Internet-based Science Information System and other websites utilized as search engines.The publications and citations were retrieved by Google Scholar,and the impact factors were checked by the InCite Journal Citation Reports database.The investigator’s degree and department were identified from the institutional faculty profiles.Results A total of 250 grant funds totaling 124.3 million Yuan and resulting in 747 publications were analyzed.The funds in economically developed and densely populated areas were more than those in underdeveloped and sparsely populated areas.There was no significant difference in the amount of funding per grant between different departments’investigators.However,the funding output ratios of the grants for cardiologists were higher than those for basic science investigators.The amount of funding for clinical researchers and basic scientific researchers in aortic dissection was also similar.Clinical researchers were better in terms of the funding output ratio.Conclusion These results suggest that the medical and scientific research level of aortic dissection in China has been greatly improved.However,there are still some problems that urgently need to be solved,such as the unreasonable regional allocation of medical and scientific research resources,and the slow transition from basic science to clinical practice.展开更多

One of them, ...To reverse the continuous deterioration of grassland ecology and to improve the well-being of herders, China has been formulating many national policies on payments for grassland ecological conservation. One of them, the Grassland Eco-compensation Policy(GEP), is the biggest program for grassland protection in China since 1949. The GEP conserves natural grassland by paying herders cash subsidies. It also has worldwide significance because it can increase vegetative cover, improve the ecological balance, increase carbon sequestration and lessen the amount of dust reaching other countries through inhibiting soil erosion. Overall, we find that its ecological and socioeconomic effects are beneficial and further benefits may be observed in the future because while the socioeconomic effects usually appear quickly, ecological effects may take longer to manifest. 2015 is the last year for the first round of the GEP policy implementation and the extended policy for the GEP will be approved and continued by the central government. To make the policy more successful, we suggest coordinated planning, a comprehensive overview, higher compensation and collaborative study. Efficient implementation of the GEP could also provide valuable experience for other eco-compensation programs in China and numerous other regions of the world.展开更多

The latter used median studies to “contribute” MYR 500 to EPF members with less than RM 10,000 in their accounts. Baffled/bewildered by the current Government’s generosity and highlighted in this paper, I used Monte Carlo simulation, a method used by analysts when determining the size of a client’s portfolio to support their desired retirement lifestyle, to establish a reference-type table displaying ideal savings when reaching 50. The Government could use the table mentioned above to give more meaningful contributions to EPF members, apart from EPF active and inactive members, knowing where they stand concerning their current EPF savings.展开更多

文摘Public funded targeted normal students are an important component of China's teacher team construction.Since its implementation in 2007,a large number of outstanding rural teachers who have been striving on the front line of education have been trained.Based on the theory of goal management,this paper explores the problems and countermeasures in the training of public funded targeted normal students.It strives to solve the problems of low willingness to teach and high default rates among public funded normal students,and hopes that the suggestions proposed in this paper can further promote the effective implementation of policies for public funded normal students.
文摘The ecological protection of the watersheds in China is being confronted with a lot of problems such as soil and water erosion, water pollution at present. Therefore watershed eco-compensation is becoming a question of common interest. Based on the analyses of the major problems and their origins in the watershed protection in China, the paper discusses the concerned policies including relative rules and laws, financial policies and water right transaction policies. Simultaneously the paper reviews the practices carried out in China, including the ecological construction project in the western China, the trans-provincial eco-compensation practice and the small watershed eco-compensation practice. According to the present situation of eco-compensation practices and the future policy requirement, this paper finally puts forward four key problems to be solved in the watershed eco-compensation of China in the future.

文摘Wetlands play an important ecological role and provide many functions for people, yet wetlands are cur- rently decreasing and deteriorating. The ability to calculate an economic value for the loss of wetlands is becoming in- creasingly important for policy makers. In this study, remote sensing, field investigations, department visits, and other methods were used to survey wetland types, assess wetland area changes, and calculate wetland economic value. Mar- ket value loss and ecological ftmction value loss, caused by reduction of wetland area and environmental pollution were calculated using commonly accepted methods of market valuation, ecological valuation, environmental protection investment cost analysis, and outcome parameters. According to market value loss and ecological function value loss, preliminarily fund allocation for wetland and ecological compensation was calculated. This will provide an important reference for future Yellow River Delta eco-compensation studies.

文摘With the using up of land resources, people are beginning to pay attention to the exploitation of the ocean and the use of marine resources is becoming more and more intense. Whether and how the ocean can be sustainably exploited as it is being exploited is an academic hot topic. This question is addressed in this paper based on the theories of carrying capacity of a marine region and marine eco-compensation, and the amount of the loss is calculated by the method of Time Value of Capital. This thesis covers the study of eco-compensation between two specific subjects with clear compensation objects, and as a defined approach and standard, the proposed method has good operability and positive practical significance in the good use of the ocean.
文摘China is a country with a vast territory and a large population but limited forest resources, which is mainly distributed in the economically less developed regions. Therefore, it is particularly important to address the issue to establish forest eco-compensation mechanism to overcome the problems of inequity between the people and promote the public incentive for forest management and conservation. The definition of eco-compensation is deeply discussed based on the literature review of national and international initiatives. According to summary and analysis of the empirical work of forest eco-compensation at international level,some significant inspirations are duaw on this paper. Based on them, this paper focuses on the forest eco-compensation mechanism of china. Firstly, integrating with the actual situation of china, the paper puts forward the policy framework of eco-compensation .The institutional framework of eco-compensation should be established among the multi-departments with different temporal and spatial scales. Secondly, the types and ranges of forest eco-compensation are further studied, that is three levels of forest eco-compensation such as micro-level, macro-level as well as media-level, and then the standards of eco-com-pensation are primarily estimated which include the three factors, namely direct expense of plantation opporiunity cost for forests protection and benefits of forest ecosystem services.Finally the recommendation is created in terms of above research conclusions, which is provide the vital important references for government policy making in the forest eco-compensation domain.

文摘Harmonious regional development poses difficult problems, especially in so far as the harmonious regional development of ecological resources is concerned. China has explored several eco-compensation models, and in each province eco-compensation has different characteristics. These methods have had significant impacts. The aim of this paper is first to examine the meaning of ecocompensation and to present a framework for analyzing it. Next the development of eco-compensation in China is examined. Finally, four typical models of eco-compensation are compared: the government financial transfer payment compensation model; the ecological resource exploiters′ payment compensation model; the ecological destruction compensation model; and the ecological resource tax collection compensation model. Each model has its own unique feature and potential to contribute to harmonious regional development.

文摘Objective The National Natural Science Foundation of China(NSFC)has made great progress in promoting the development of aortic dissection research in recent years.This study aimed to examine the development and research status of aortic dissection research in China so as to provide references for future research.Methods The NSFC projects data from 2008 to 2019 were collected from the Internet-based Science Information System and other websites utilized as search engines.The publications and citations were retrieved by Google Scholar,and the impact factors were checked by the InCite Journal Citation Reports database.The investigator’s degree and department were identified from the institutional faculty profiles.Results A total of 250 grant funds totaling 124.3 million Yuan and resulting in 747 publications were analyzed.The funds in economically developed and densely populated areas were more than those in underdeveloped and sparsely populated areas.There was no significant difference in the amount of funding per grant between different departments’investigators.However,the funding output ratios of the grants for cardiologists were higher than those for basic science investigators.The amount of funding for clinical researchers and basic scientific researchers in aortic dissection was also similar.Clinical researchers were better in terms of the funding output ratio.Conclusion These results suggest that the medical and scientific research level of aortic dissection in China has been greatly improved.However,there are still some problems that urgently need to be solved,such as the unreasonable regional allocation of medical and scientific research resources,and the slow transition from basic science to clinical practice.

文摘Larger amount of national and provincial forest eco-compensation funds in China have been distributed to farmers annually,which aims to encourage farmers input more labor and fund in daily forestry management.We selected 503 household from 50 villages of 10 counties in Jiangxi Province in the paper.Household labor and cash input responded negatively towards forest eco-compensation fund in forestry management.Forest eco-compensation subsidy(FECS)granted to the household in the rural mountain area didn't stimulate the household labor and cash input in forestry management.It implies that it is not a wise way to distribute FECS equally to the rural household,so as to promote the forestry ecological quality.The current forest eco-compensation policy(FECP)need modifying urgently.

文摘Taking Scotland Rural Priority Scheme as an example, experiences of EU rural eco-compensation policy were discussed to enlighten China. The implementing objectives and processing program of Scottish policy were respectively set forth,including 6 steps of statement of Intent, proposal, assessment, contract signing, claims and inspections, breaches and penalties.Therein 3 meaningful aspects for the construction of current compensation mechanism in China were as following: keeping consistency between national and local policies to establish close connection in eco-goal and funding subsidy, setting both improved assessment procedure and scientific compensation system to promote the lasting implementation of environmental-friendly measures, making correspondent check and monitor mechanism together with breach and penalty mechanism to secure the payment execution.

文摘To reverse the continuous deterioration of grassland ecology and to improve the well-being of herders, China has been formulating many national policies on payments for grassland ecological conservation. One of them, the Grassland Eco-compensation Policy(GEP), is the biggest program for grassland protection in China since 1949. The GEP conserves natural grassland by paying herders cash subsidies. It also has worldwide significance because it can increase vegetative cover, improve the ecological balance, increase carbon sequestration and lessen the amount of dust reaching other countries through inhibiting soil erosion. Overall, we find that its ecological and socioeconomic effects are beneficial and further benefits may be observed in the future because while the socioeconomic effects usually appear quickly, ecological effects may take longer to manifest. 2015 is the last year for the first round of the GEP policy implementation and the extended policy for the GEP will be approved and continued by the central government. To make the policy more successful, we suggest coordinated planning, a comprehensive overview, higher compensation and collaborative study. Efficient implementation of the GEP could also provide valuable experience for other eco-compensation programs in China and numerous other regions of the world.

文摘Employees Provident Fund (EPF) has always been a hot topic, from the previous Government permitted “withdrawals” during the pandemic to the present Government disallowing further withdrawals (afraid it would lead to a financial crisis) and allowing emergency loans through an EPF collateral agreement. The latter used median studies to “contribute” MYR 500 to EPF members with less than RM 10,000 in their accounts. Baffled/bewildered by the current Government’s generosity and highlighted in this paper, I used Monte Carlo simulation, a method used by analysts when determining the size of a client’s portfolio to support their desired retirement lifestyle, to establish a reference-type table displaying ideal savings when reaching 50. The Government could use the table mentioned above to give more meaningful contributions to EPF members, apart from EPF active and inactive members, knowing where they stand concerning their current EPF savings.
