Research on Disciplines in China’s Local Universities from the Perspective of Special Zones

China's local colleges and universities are the main force of China's higher education.Due to the limited construction funds,weak discipline foundation and other reasons,China's local colleges and universities generally face the embarrassment of weak discipline.How to break the constraints of the traditional management system,concentrate and efficiently allocate limited resources to achieve the overall improvement of the discipline construction level,the successful experience of China's special economic zones provides model reference and construction guidance for Chinese local universities.This study takes the subject special zones of local universities in China as the research object,chooses the theoretical system of economics and institutional theory as the logical starting point of the research,constructs the research framework of three dimensions of idea value,system design and action strategy,takes the reform of special economic zones as the institutional model and practice reference,and carries out the research from five dimensions of reform subject,logic,path,idea and strategy.Explore the effective development path of the rise of discipline construction.

LAND USE STRATEGIES IN SPECIAL ECONOMIC ZONES OF CHINA:THE CASE STUDY OF HAINAN PROVINCE

Special economic zones are important bridges between Chinaand intemational market. Their economic structure is being transformed andnew land use strategies should be taken correspondingly. HainanProvince, as the biggest special economic zone, has great superiorities andpotentialities for the development of land use. In order to realize the goal,the present land use decision should be mainly guided by market, moreattention should be paid to tropical agriculture and aquatic productindustry, the principle of sustainable development should be strengthened,and the area of farmland for grain production should be stabilized.

The Role of Special Economic Zones in Enhancing Enterprise’s Export Structures:The Perspective of Industry Complexity

Special economic zones(SEZs)help provide the momentum for China’s economic growth.This paper studies the influence of SEZs on enterprise’s export structures from the perspective of production complexity using data from the China Industry Business Performance Database(CIBPD)collected between 2000 and 2007.We found that enterprises in SEZs have a higher export propensity and volume due to more complexity.Also,enterprises with more complexity outside SEZs show a higher export propensity and volume depending on the number of SEZs near them and the radiation effect of the SEZs.Similarly,high and new-tech industrial development zones perform more prominently in this regard.

Special Economic Zones——New growth points in China's economy

It was approved by the State Council in1984 to establish economic andtechnological development zones in 14coastal port cities to function as windows forthose cities to attract foreign investment,introduce advanced technology andmanagement methods and expand the export-oriented economy. Since 1992, 18 otherdevelopment zones have been approved bythe Council, increasing the number of suchzones to 32.

Recognition and depiction of special geologic bodies of Member 3 of Dongying Formation in Littoral Slope Zone,Qikou Sag

The purpose of this study is to forecast the profitable oil and gas reservoir,which is the key of finding hydrocarbon,based on the conception of special geologic bodies.With the guiding methodology of the research thinking of integration of point-line-surface by using the methods and techniques of logging,seismic,seismic attribute,and logging constrained inversion in 3D data volume,the special geologic bodies of Member 3 of Dongying Formation in Littoral Slope Zone of Qikou Sag,which has important hydrocarbon exploration potential,are recognized and described under the constraint of sequence stratigraphic framework.As a result,the developed scale,geometric shape and space distribution feature of the special geologic bodies are forecasted;the inner structure and sequence structure patterns of the geologic bodies are also ascertained.From the lowstand system tract (LST) and lacustrine expanding system tract (EST) to the highstand system tract (HST),the geologic bodies have evolved from relative centralization of lake basin reducing period to three relative dispersive isolated parts of broad lake basin period.According to the relevance and regularity of the development of geologic bodies,the conclusions can be obtained that three types of potential profitable reservoir traps,including the lithologic lens traps,lithologic updip pinchout traps and structural-lithologic composite traps,are forecasted.In addition,scientific basis for further hydrocarbon exploration in new area (few-well area and no-well area) is offered in the guidance of sequence stratigraphic model.

Factors Influencing the Successful Adoption of Human Resource Information System: The Content of Aqaba Special Economic Zone Authority

This study examines the key factors that have impact on the successful adoption of Human Resource Information System (HRIS) within the Aqaba Special Economic Zone Authority (ASEZA)/Jordan. In order to accomplish the purpose of the study four critical factors are inquired. So, four critical factors are inquired: First, TAM Model (Perceived Ease of Use (PEOU) and Perceived Usefulness (PU)). Second, Information Technology Infrastructure (ITI). Third, Top Management Support (TMS). Finally, Individual Experience with Computer (IEC). The research model was applied to collect data from the questionnaires answered by 45 users of HRIS as a source of primary data, based on a convenience sample the response rate was about 91%. In addition, the results were analyzed by utilizing the Statistical Package for Social Software (SPSS). Furthermore, the findings were analyzed;multiple Regression analysis indicated that all research variables have significant relationship on successful adoption of HRIS. The findings indicated IT infrastructures have a positive and significant effect on the successful adoption of HRIS. But there is no significant of PU, PEOU, TMS, and IEC on the successful adoption of HRIS. Finally, the results indicated that no significant statistical differences of demographic characteristics on HRIS adoption. Depending on the research’s findings;the researchers proposed a set of recommendations for better adoption of HRIS in SEZA.

破解海岸带环境司法困境:基于陆海统筹原则

我国海岸带环境案件存在管辖权冲突、法律适用有争议、原告资格不明确、诉讼性质认定有争鸣、诉讼程序衔接未确定、司法执行机制不完善等环环相扣的问题,造成海岸带环境司法困境。究其根源,主要在于陆海“二分法”的分类思维影响较大,其与陆海统筹合为表里的内涵尚未得到全面、深入的理解。为破解海岸带环境司法困境,既要重视海岸带环境案件的特殊性,将其确立为类型化案件并由海事法院专门管辖,又要贯彻陆海统筹原则,实现司法规则内在融贯、法治环节协调一致。

西北高等教育全面振兴的“特区模式”研究

振兴西北高等教育是贯彻落实党的二十大报告关于教育、科技、人才三位一体建设的重要内容。文章以“粤港澳大湾区”高等教育集群式发展为借鉴,提出建立西北高等教育“特区模式”的必要性和可行性,对其面临的区域性国家政策支持和地方政府投入有限、区域内学科建设与产业发展耦合度不高、外部环境对西部高校人才建设的冲击等不利因素进行了回应与分析,提出优化顶层政策设计和加大高等教育投入,增强产业升级贡献度和构建人才共享机制等对策,以期为振兴西北高等教育,促进区域经济社会高质量发展,推动西北地区共同富裕提供“靶向治疗”的重要依据。

考虑特殊区域的离散区域划分方法

基于多机器人系统的区域覆盖中的区域划分问题,分析现有区域覆盖任务发现,在任务区域中存在危险区域或优先级更高的特殊区域。针对特殊区域需要分配给最少的机器人的情况,设计了一种基于Morse分解的离散区域划分方法。该方法用放射状Morse分解来定义离散任务区域的空间结构,并提出一种改进回溯法来确定最优分割线,以避免分割特殊区域并保持多机器人工作量均衡。仿真给出了在特殊区域分布不同、机器人数量不同的场景下的区域划分结果,并与两种现有算法进行了比较。结果表明,所提方法能够生成稳定的解,有效减少特殊区域的分割,合理分配多机器人的工作量。

深汕特别合作区火灾风险及消防安全对策措施

为全面提升深汕特别合作区城市与乡村消防安全水平,推动其成为“区域协调发展示范区”,本文结合深汕特别合作区火灾风险防控要求与消防安全管理现状,从老旧建筑、自建房民宿、建筑施工工地和新能源汽车产业等方面进行火灾风险分析,并有针对性地提出落实消防安全责任、聚焦新能源汽车产业消防安全管理难题、推动消防安全检查与火灾隐患整改、加强消防安全宣传教育和培训、落实基层消防安全网格化管理等5项对策措施。

克里金方法与深度学习方法用于浅层地下水位估计的对比研究:以深汕特别合作区为例

掌握区域地下水位分布是地下水资源评价与环境保护的重要基础。由于区域尺度观测的地下水位数据有限,克里金插值与深度学习方法逐渐被用于区域地下水位预测,但两者的适用性及鲁棒性缺乏对比分析。针对这个问题,基于239口监测井水位,采用普通克里金方法、融合地表高程的协同克里金方法、深度学习方法估计深汕特别合作区地下水位空间分布,调查3种方法在区域地下水位预测中的应用潜力。为了研究训练集样本量对3种方法预测效果的影响,将239口监测井分为2组(76口和163口)用于3种模型的训练。结果显示,使用76眼井的训练数据拟合验证集样本时RMSE分别为6.09,4.04,7.11,考虑了地表高程信息的协同克里金法明显优于普通克里金法与深度学习法。而当训练样本量增加到163口水位数据时,普通克里金、协同克里金及深度学习法的预测精度都明显提升,3种方法拟合验证数据集的RMSE相差很小,分别为1.33,1.36,1.54。另外,使用较大数据样本量进行全区域的地下水位预测时不同方法得到的预测水位分布均有所提高,但空间分布特征依旧存在明显差异。结果表明,当观测数据稀疏时,融合高程信息的协同克里金方法的预测效果显著高于普通克里金方法和深度学习方法,而当观测数据量增加到达一定数量时,3种方法预测得到的RMSE较接近。
