During the five years after its entry into force, 23 States have ratified the optional Protocol, and 23 individual communications have been submitted to the committee on economic,Social and cultural Rights? comparing with the acceptance of individual communication procedures under other core international human rights treaties, the record of ratification of the optional Protocol is not satisfactory? in its examination of individual communications,the committee on economic, Social and cultural Rights has made detailed reasoning, extensively referred to its previous general comments, and in case of violations found, suggested both specific and general remedies? in its practice of examining individual communications, the committee on economic, Social and cultural Rights needs to clarify and define the rights under the covenant and their corresponding obligations, while maintaining its nature and role as a supervisory body, without expanding its competence to an unacceptable extent?

Chinese Social History： Forty Years of Research under the Chinese Economic Reform

In the wake of the Chinese economic reform, Chinese scholars have welcomed in the resurgence of historical social research. Looking back over the past 30-odd years of research development, it could be said there existed four general periods： A brainstorm period, an initial ＂beginning＂ period, a period of maturation and lastly an expansion period. From looking at the context of [its] theoretical development, it is clear that scholars researching Chinese social history were, from the beginning, focused on how exactly to define ＂society.＂ This, however, resulted in much debate about the different concepts of social history itself. Though the matter has yet to be setded, the ultimate research objective for the field of historical social research is in its pursuit of truth. In recent years following the dissolution of disciplinary boundaries, the interdisciplinary viewpoint（s） established by social and cultural history have also provided forth a new horizon for the development of Chinese historical social research.

Triangulate the Culture, Economy, and Social Capital （Interdisciplinary Approach）

Following the knowledge revolution, the role of knowledge in economic value creation became much more pronounced. Islamic teachings put emphasis on knowledge-based economy functions. The aim of this study is explanation of being consistent with the science coordination. This study was descriptive-analytic method. The results show that the Islamic teachings emphasize the progress and prosperity of the earth and provide capacity （power） authority, knowledge-based, inclusive approach to the dissemination of knowledge for the benefit of humanity. The important indicators of social capital, trust, collectivity, and cooperation, are affected by belief, opinions, values, and cultural norms and affection depth and strength of them. Progress of the development needs to pay attention to importance of culture and that＇s role in creation of base of interactions of society. Innovation in this research is explanation of being consistent with the knowledge-based Islamic economics that Islamic economics literature has not seen so far.

Regional cultural patterns and characteristics play a positive role in economic and social development.By planning and constructing cultural amenities and creating cultural scenes,the spatial quality and quality of life in a region can be enhanced,facilitating the expansion of cultural consumption.Shaanxi,with its rich historical and cultural resources,positions the capital city of Xi’an as a“world historical city”,boasting a vast number of cultural amenities represented by“cultural facilities”,“cultural activities”,“cultural experiences”,and“cultural services”.The development of urban cultural scene,with the aim of promoting the upgrading of regional cultural consumption in Shaanxi,requires comprehensive planning and a multifaceted approach,particularly in integrating provincial cultural scenes,clarifying the positioning of cultural scenes,innovating cultural scene experience projects,creating cultural scene intellectual property(IP),and empowering cultural scenes through the application of science and technology.

共同富裕:理论比较、思想渊源与中国经验

扎实推动共同富裕是新时代最重要的历史任务之一,也是中国特色社会主义政治经济学最重要的研究议题之一。从理论上来看,西方经济学理论只能促进“富裕”,而无法实现“共同”,马克思主义的共同富裕理论才是中国式现代化的共同富裕的理论基石。尤其需要强调的是,共同富裕不等于西方高福利社会。从历史上来看,共同富裕是中华民族千百年来孜孜以求的目标,具有深厚的思想渊源。中国共产党自成立以来就以共同富裕作为初心使命,在实践中不断探索实现共同富裕的道路,积累了丰富的中国经验。基本国情是制定共同富裕目标的出发点;改革开放是共同富裕的关键之举;全面建成小康社会是共同富裕的阶段性目标;“五位一体”是推动共同富裕的总体布局;中国式现代化是共同富裕的实现路径。

儒家文化作为中国最具代表性的文化之一,对企业的管理活动有着重要影响。为了深入研究儒家文化在经济管理领域的研究进展,在Web of Science数据库中系统检索了与儒家文化相关的文献,利用VOSviewer和CiteSpace软件构建了儒家文化在经济管理领域应用的知识图谱。研究结果表明,儒家文化在经济管理领域的应用受到越来越多的学者的关注,形成了“关系”伦理、儒家美德、霍夫斯泰德文化分析模型以及家长式领导4个知识群,以及“企业治理”“企业社会责任”“人力资源管理”“差异化”4大研究热点。此外,每一研究热点的维持时间不长,均不超过3年。最后,总结了儒家文化在经济管理领域的研究不足并提出了未来的研究方向。

培育数字素养的价值与路径:基于农村共同富裕的分析

促进农村居民共享数字红利,以人的知识与技能现代化,缩小不同群体间收入差距,是推进共同富裕与中国式现代化发展的重要内容。在三维资本的理论框架下,分析公众数字素养作用于农村收入分配的机制,并基于CFPS2014、CFPS2016、CFPS2018、CFPS2020年四期调查数据进行了实证检验,得出:①培育数字素养能显著缩小农村收入差距、促进农村共同富裕。②个体经济、文化与社会资本是数字素养作用于农村家庭收入差距的重要渠道,而以上三个渠道畅通的关键在于数字素养的要素收入与劳动技能提升效应以及社会网络和信任关系增强效应。③致富动力、数字习得意识以及素养培育外围环境均会作用于数字素养的价值层,进而约束数字技能与知识水平,从而在促进共同富裕方面表现出异质性效应:当家庭抚养负担重或依赖农业生产时,致富动力较强,培育数字素养对优化收入分配格局的价值更大,从而有利于促进农村共同富裕;增强个体数字习得意识能有效提升个体数字技能,进而增强培育数字素养在促进共同富裕方面的正向价值;优化治理能力体现的软环境与数据技术发展的硬环境,能进一步激发数字素养培育的共同富裕促进效应。以上结论显现了培育数字素养的价值,从人的知识与技能现代化发展视角,探索了缩小收入差距的可行方案,既回应了自由主义与凯恩斯主义实现“库茨涅兹拐点”的争论,又呼应了中国式现代化与共同富裕的战略要求。

个人发展权既是国际人权理论中形成的新概念,也能在马克思主义关于人的全面自由发展的论述中寻找到其理论渊源,因而人的发展既包含全面发展,也涵括自由发展。在民生视域中,个人发展权可分为基础性权利、支持性权利和保障性权利三大类。基础性权利侧重于人的发展基础条件的培养和塑造,以受教育权和健康权为代表;支持性权利是为了使人的发展有更高的平台、更好的支撑,文化权与参与权是其中的典型;保障性权利是以社会安全权为核心,为人们在社会中的生存、生活、生计提供安全的社会环境。

Probe into the “Mania for School District Houses”——Research into the Motivations for Purchasing School District Houses from the Perspective of Cultural Capital

In recent years,the"mania for school district houses"has disrupted the housing market and undermined education equity and class mobility,thus becoming a common concern.Most existing research focus on market motivations for purchasing school district houses while neglecting the connections between school district houses and cultural and social elements in the process of class reproduction.To make up for this deficiency this article introduces the neighborhood-based cultural capital theory to explore the diversified motivations,the processes of motivation formation,and the determining factors in purchasing school district houses.Reviews and analysis of interview materials revealed that while theories based on western experience can explain the basic purchasing motivations and their formation processes,there are distinct and varied purchasing motivations in China,more comprehensive and complex forms of capital exchange,and more dynamic factors that impact purchases of school district houses.Suggestions on solving the"mania for school district houses"are also presented.
