It was approved by the State Council in1984 to establish economic andtechnological development zones in 14coastal port cities to function as windows forthose cities to attract foreign investment,introduce advanced technology andmanagement methods and expand the export-oriented economy. Since 1992, 18 otherdevelopment zones have been approved bythe Council, increasing the number of suchzones to 32.

Analysis on preserving or increasing the value of social security funds under the new normal economy in China

The ＂new normal＂ is the current stage of development of China＇s economy. The ＂new＂ in new normal means different to past; the ＂normal＂ means relatively stable. For a period of time in the future, the decrease of potential growth rate has become an indisputable fact. Social security fund is an important source of funds for the protection of people＇s livelihood, whose every movement often attract much attention. Under the situation of new normal economy, how to ensure the preserving or increasing value of social security funds on the premise of security is the core task in the operations management of social security fund investment. At present, there are some difficulties in the development of the social security funds, such as the management system and operation mechanism are not perfect, some institutional measures have not been fully implemented and the progress of the law and regulations is slow. In this paper, we will put forward some corresponding improvement measures, such as expand the scope of social security fund investment, accelerate the implementation of the nominal account system and strengthen the actuarial management of social security fund.

Research and Analysis of Transformation and Development of China's Green Economy under the New Normal

In May 2014,Chairman Xi Jinping mentioned the "new normal" for the first time during his inspection of Henan,and proposed that China's development is still in an important period of strategic opportunity. It was advocated to promote the transformation and development of China's green economy and to go out an ecological path of green innovation,green production and green consumption. This paper mainly explains the current situation,problems,corresponding countermeasures and suggestions of the transformation and development of China's green economy under the new normal to let readers understand the necessity of the transformation and development of China's green economy.

Human Rights Protection under the New Normal State of Economy

The new normal state of economy is not only the overall trend of China's current economic development stage, but also the strategic choice of China for the future economic development, the anticipation for the economic development and its outcome under the new strategy. It is of great strategic significance for the long-term development of China's human rights as a whole, yet it makes a short-term challenge to the realization of the rights of vulnerable groups. S Phase Cell Percentage Normalized BrdU Incorporation Rate, a New Parameter for Determining S Arrest

In this study, a new parameter, S phase cell percentage （S fraction） normalized BrdU （SFN-BrdU） incorporation rate, was introduced to detect $ arrest. The results showed a positive linear correlation between the BrdU incorporation rate and the S fraction in unperturbed 16HBE cells. Theoretical analysis indicated that only S arrest could result in a decrease in the SFN-BrdU incorporation rate. Additionally, the decrease in SFN-BrdU incorporation rate and the activation of DNA damage checkpoints further demonstrated that S arrest was induced by diethyl sulfate treatment of 16HBE cells. In conclusion, $FN-BrdU incorporation rate can be used to detecting S arrest.

长三角经济新常态下江苏省终身教育旅游职业人才培养实践研究

基于文旅融合时代实践背景,文章以精准对接长三角旅游新产业为目标,针对培养目标不一致、“双师型”教师短缺、创新创业机会有限和终身培训不完备等问题,采取深化教育教学改革、搭建创新创业平台、构建多元终身教育体系等措施,培养复合型、技能型、创新型长三角旅游人才,促进旅游经济高质量发展。实践价值不仅在旅游人才培养领域具有关键作用,而且还是对长三角经济新常态、终身教育、旅游职业、人才培养等领域知识进行价值判断的基础。文章结论强调了实践在构建长三角旅游经济新常态中的关键作用,为经济和社会发展提供了有力支持,也为其他地区提供了有益的经验借鉴。

新常态下海洋经济新旧动能转换测评与影响因素分析

海洋经济新旧动能转换是坚持新发展理念、深化海洋供给侧结构性改革、推动海洋经济转型升级的重要标志,对实现海洋经济高质量发展有重要意义。基于海洋经济新旧动能转换内涵与机理,从需求侧、供给侧、结构转换动能三个维度构建综合评价指标体系;运用主客观赋权法、TOPSIS模型和核密度估计,对中国2006—2020年海洋经济新旧动能转换进行测算与评价;引入GWR模型探讨中国沿海11个省份各影响因素的空间异质性。结果表明,中国海洋经济新旧动能转换综合指数总体呈现波动上升趋势。其中,结构转换动能提升最为显著,需求侧动能总体呈波动上升态势,供给侧动能转换指数整体发展水平不高,对海洋经济新旧动能转换贡献力度较小;2006—2020年,中国海洋经济新旧动能转换指数差异呈先缩小后扩大继而再缩小的变化过程;陆域经济发展水平、海洋产业结构水平、海洋科技创新水平对海洋经济动能转换的提升起正向作用,各因素影响效应具有空间异质性。

经济新常态下基于Verhulst-SVM的中长期负荷预测模型

经济新常态背景下,电力系统中长期负荷预测面临着很多新问题,例如:GDP、人口等电力负荷影响因素呈"S"型曲线增长、电力负荷影响因素与电力负荷之间的不确定性增加、历史样本数量少等。为此,提出一种基于Verhulst-SVM的中长期负荷预测模型。首先,从经济新常态特征中提取影响电力负荷的主要因素,并分析各影响因素的发展趋势;然后,利用Verhulst模型对"S"型曲线增长的电力负荷影响因素进行预测,并采用支持向量机(Support Vector Machine,SVM)替代线性回归预测模型,实现小样本、高不确定性条件下中长期负荷高精度预测。最后,通过天津市2015年和2016年的负荷预测算例,验证了所提模型的精度和可靠性,可为经济新常态背景下中长期负荷预测提供借鉴。

房产税改革会对经济产生冲击吗?——基于包含异质性家庭的DSGE框架分析

房产税改革在经济新常态背景下面临"稳增长"与"促改革"的内在张力。文章拓展了Iacoviello和Neri(2010)的分析框架,构建了一个包含异质性家庭部门、生产部门和政府部门的多部门动态随机一般均衡(DSGE)模型,分析房产税改革对宏观经济的影响。模拟结果表明,当实施免税面积与抵扣税负相结合的方案且房产税率为1.2%时,总产出下降0.38%,房地产投资下降4.71%,房价下降1.3%。房产税改革对宏观经济的负面影响被有效对冲。下一步推进房产税改革应遵循"稳""低""活"的原则。

经济新常态与中国商业银行效率变化研究——基于风险约束Malmquist全要素生产率指数的实证研究

经济新常态下,金融风险凸显,从而使得在商业银行效率分析中融入风险因素更加必要。本文以2009~2018年23家商业银行为样本,利用全局参比的非导向超效率EBM模型对商业银行风险约束动态效率——Malmquist全要素生产率指数进行测度。在此基础上,本文构建了经济新常态的指标体系,并分析了经济新常态对商业银行Malmquist全要素生产率指数的影响。经过分析,本文得出结论如下:第一,商业银行受风险约束的Malmquist全要素生产率指数在样本期间内没有呈现出明显的上升或者下降趋势,且与无风险约束的Malmquist指数相比波动性更大;第二,经济新常态对商业银行风险约束动态效率的影响是复杂的,经济增长速度下降与风险约束动态效率无关。鉴此,商业银行应强化风险管理能力,重视新技术领域和消费领域的金融服务,推动供给侧结构性改革,不断提高自身效率。

生成式人工智能助力新质生产力的价值证成、技术隐忧与战略因应

我国军民融合产业对制造业运行的动态响应——基于VAR模型的变量解释与OLS模型的回归分析

基于db(n=5)小波函数,对我国证券市场军工航天板块收盘价与成交量自2005年6月以来的2 512个交易日进行时序模拟,通过对低频信号进行提取后认为,我国军工航天产业发展对宏观经济政策的依赖度较高,军民融合产业整体仍面临着深度发展的良好机遇。基于VAR模型,对我国制造业宏观经济运行指标进行了动态模拟、脉冲函数响应分析与方差分解。结果显示,制造业新产品订单指数可作为研究我国制造业经济运行的重要指标,经对数化后其每提升1个百分点或高端装备制造业指数每增长1个百分点,相应的军民融合产业指数分别提高2.86%和1.22%。为提升我国制造业尤其是高端装备制造业水平,应促进军民融合产业深度发展。
