Timber harvesting data are very essential for sustainable management of forest resources. These data are very scarce in developing countries. Therefore,we collected and analyzed data on the rate of timber production of the free areas and the forest reserves in Ondo State,Nigeria. The data collected from the State Department of Forestry's official records, annual reports and files were on the species, volume and number of different economic timbers exploited on monthly basis between 2003 and 2005.Analyses were done with the student t-test and one-way analysis of variance. Results reveal that the highest numbers of species, families and stems were exploited in the free areas when compared with what was exploited from the reserves for the three-year period. However, the total volume of trees removed from the reserves was significantly higher(p〈0.05) than what was removed from the free areas.A total 60 different indigenous hardwood species in 25 families were exploited from the free areas, and 57 in 23 families from the reserves. The total number of stems exploited from the forest ecosystem of Ondo state during the three-year period stood at 111377 with an estimated volume of 295089.67 m^3.While the mean number of stems and volume exploited per annum is 37125 and 98363.22 m^3,respectively.The monthly average number of stems and volume is 3094 and 8196 m^3,respectively.The t-test results show that there were significant differences(p〈0.05) in number of stems and volume removed from the free areas and the reserves. The ANOVA results reveal a significant increase(p〈0.05) in logging activities between the years of 2003 and 2004 but there was a decline in year 2005.This trend reveals that economic timber species were disappearing from the forests and the ecosystem was seriously disturbed during logging activities.Principles for achieving the goals of sustainable forest management(SFM) and urgent conservation measures to mitigate the consequences of forest degradation were suggested. 展开更多

At this stage, the sustainability of human resources in China is becoming more apparent. As vital units of social development, public institutions are facing fierce competitions under the appalling situation of today’s market economy, and the problem of human resource management is increasingly significant. In order to improve their potentiality for sustainable development and enhance their core competitiveness, public institutions must pay attention to human resource management. At present, the human resource management of public institutions, whether from the micro level of employees and managers,or the regional differences at the macro level, all show significant problems, such as the flawed employee management system, the serious phenomenon of difference and mismatch,as well as the lack of professional knowledge among managers.Based on this, this paper takes the coordinated relationship between human resource management and sustainable economic development as a breakthrough and proposes several measures for the problems that exist in the human resource management of public institutions,so as to continuously improve the level of their human resource management as well as promote the sustainable development of public institutions and social economy. 展开更多

Background: Climate change may strongly influence soil erosion risk, namely through variations in the precipitation pattern. Forests may contribute to mitigate the impacts of climate change on soil erosion and forest managers are thus challenged by the need to define strategies that may protect the soil while addressing the demand for other ecosystem services. Our emphasis is on the development of an approach to assess the impact of silvicultural practices and forest management models on soil erosion risks under climate change. Specifically, we consider the annual variation of the cover-management factor(C) in the Revised Universal Soil Loss Equation over a range of alternative forest management models to estimate the corresponding annual soil losses, under both current and changing climate conditions. We report and discuss results of an application of this approach to a forest area in Northwestern Portugal where erosion control is the most relevant water-related ecosystem service. Results: Local climate change scenarios will contribute to water erosion processes, mostly by rainfall erosivity increase.Different forest management models provide varying levels of soil protection by trees, resulting in distinct soil loss potential. Conclusions: Results confirm the suitability of the proposed approach to address soil erosion concerns in forest management planning. This approach may help foresters assess management models and the corresponding silvicultural practices according to the water-related services they provide. 展开更多

We used a goal programming technique to determine the optimal harvest volume for the Iranian Caspian forest. We collected data including volume, growth, wood price at forest roadside, and variable harvesting costs. The allometric method was used to quantify seques- trated carbon. Regression analysis was used to derive growth models. Expected mean price was estimated using wood price and variable harvesting costs. Questionnaire was used to determine the constraints and the equation coefficients of the goal programming model. The optimal volume was determined using the goal programming method according to multipurpose forest management. LINGO software was used for analysis. Results indicated that the optimum volumes of species were 250.25 m3.ha-1 for beech, 59 m3.ha-1 for hornbeam, 73 m3.ha-1 for oak, 41 m3.ha-1 for alder, and 32 m3.ha-1 for other species. The total optimum volume is 455.25 m3.ha-1. 展开更多

Environmental education (EE) is a vital dimension of modern day acumen that portends a great promise in solving the myriad environmental resource management challenges at global, regional and local levels. A study was carried out in 18 locations in the Nandi North, Nandi South and Nandi Hills districts of Kenya, which cover the Nandi Hills and Nandi Forests in Nandi County, major water catchments for Lake Victoria. A mixed methodological approach, incorporating both qualitative and quantitative data obtained from focus group discussions, key informant interviews, household survey and observations was embraced in data collection and analysis. The study reveals that there are several strategies that have been adopted by the local population and institutions involved in the management of the Nandi Hills Forests (NHFs) and that these strategies have contributed to an improvement in the perceptions of the local population in terms of the importance of environmental management of the forests. This paper highlights EE as a vehicle for ensur- ing a sustainable management of the Nandi Hills Forests. As such, it illuminates the great potential that lies in sustainably managing the NHFs by integrating formal and informal EE approaches. It further points out the functional gaps in the management of NHFs and proposes best-practices that could be adopted and/or domesticated in NHFs management regimes. 展开更多

Iran is a Near East country with low forest cover. Iran uses 7 criteria and 65 indicators for regional and national monitoring of forest management. We evaluated the status of SFM in Iran, and a location imaging in its path towards SFM was provided by existing validation data and library references for the Criteria and Indicators (C&I) adopted in the Near East, We identify challenges and opportunities associated with SFM in Iran. Although the information to evaluate the trend of SFM in Iran was incomplete, we compiled some information on the basis of C&I. Comparison of some indicators with the values for the rest of the world revealed that the situation in Iran is very different. Although some indicators revealed a better situation in Iran, Iran lags the rest of the world in the implementation of SFM. Iran, like many countries, is trying hard to find ways to sustainably use its forests. Not all C&I for assessment of SFM in Iran have been determined or defined. However, a consistent and comprehensive framework of criteria and indicators to monitor progress towards SFM is being applied. Defining some C&I is still at an early stage. 展开更多

The objective of this study entails the review and assessment of the relevance of existing and draft policies and legislation that affects the Non-timber Forest Products (NTFP) sector in Swaziland. A hierarchical method of policy and legislation review and analysis was devised for this study. Findings indicated that most national policies and legislation are outdated and old-fashioned, with gaps and overlaps, and there is lack of collaboration between institutions implementing these. The present national forest policy does not adequately guide the development of NTFPs. As a consequence, whilst international policies and legislation capture an excellent spectrum of elements and issues on NTFPs they still remain difficult to implement. However, national level criteria and indicators have issues and elements that are relevant to the sustainable use of NTFPs. It was recommended that national strategies, action plans, policies and legislation be reviewed and updated. The study shows that there are no existing institutional networks or formal collaboration between the institutions involved in the implementation of local, national, regional, and international policies and legislation that affect NTFPs. Government, private sector, Non-Governmental Organizations (NGO's), communities, individuals, and all concerned agencies should jointly develop and implement policies and legislation to provide secure access and benefits to people whose livelihood depends on/is supplemented by NTFPs and further foster networking and collaboration. The immediate adoption and implementation of the 11 policy recommendations on the sustainable management of Non-timber Forest Resources compiled by the Secretariat of the Convention on Biodiversity (CBD) from the Convention on Biological Diversity is highly recommended. It is worthwhile to note that while some of the 11 recommendations were directly inherited from certain articles of the CBD some are general recommendations. 展开更多

We reviewed the principles and key literature related to forest tenure and sustainable forest management, and then examined the status of sustainable forestry and land ownership at the aggregate national level for major forested countries. The institutional design principles suggested by Ostrom are well accepted for applications to public, communal, and private lands. The analyses of countries as a whole suggest that problems of forest land loss and sustainable forest management are related to the amount of public lands owned, as well as the difference between developed and developing countries. Developed countries have largely achieved a stable level of land use and resource extraction after centuries of exploitation of forests and natural resources. Many developed countries do have greater amounts of private forest land than developing countries, which have occurred as the countries transfer lands to private owners in the course of development. Public lands and management approaches require diligence, but can be developed to meet the design criteria suggested by tenure rights theorists. Private or communal ownership is often considered superior, but also must meet the criteria suggested above in order to foster sustainable forest management in poor countries. 展开更多

Forest resource management planning began in the United States at the turn of the nineteenth century with an emphasis on timber production, sustained yield, and maximum timber growth. A set of well-documented procedures, philosophies, rules, and understandings developed within the forestry profession on the reasons for and requirements of a professionallydeveloped forest resource management plan. For most of the next decade, this framework controlled the development of timber-oriented forest management plans. In the late twentieth century, the forest resource management plans became stewardship- or sustainability-oriented. A broader expansive framework that stressed sustainable forest management developed. However, the framework of both types of plans is fundamentally the same. The natural resource being manipulated is still timber and that is the variable the management plan still focuses on. The set of fundamental underpinnings to the forest management plan has not changed. We describe these underpinnings in terms of both types of forest management plan, as they have remained unchanged over time. Also addressed are the questions of who are the forest owners that plan and what are the differences in the type of forest management plans they prepare. 展开更多

The earliest American forest resource management plans date to the birth of the forestry profession around 1900. For the next half century, these management plans were essentially timber production management plans. Certainly, other forest values, especially watershed protection, were important parts of the planning. But not until the second half of the twentieth century did multiple-use and a wide array of forest values become normal components of a forest management plan. Within the last twenty-five years forest management plans have developed a forest stewardship or sustainable forest management foundation. That is, a forest resource management plan is now expected to consider an entire set of forest values, to have a long-term sustainability focus, and to meet a set of expected management and operational criteria. Often, the forest management plan is the basis of a forest certification scheme. The early forest management plans were primarily timber-based and thus had a commercial or financial focus. Today’s forest management plans are based on multiple forest values and may or may not have a financial focus. We contrast the traditional timber management plan with today’s sustainable forest management plan, realizing the basis of both plans is by definition the forest or the timber. Involving both timber harvesting activities and the operational foundation of the sustainable forest management plan is essentially a timber management plan. One cannot ignore the fact that all forest management plans accomplish silvicultural objectives via manipulation of timber density variables, like stocking and spacing. Management of a forest still involves timber harvests. Our discussion shows that the timber management plan is still very much alive and forms the basis of modern sustainable forest management plans. 展开更多

Indigenous knowledge and adaptation are the collective information, with improvement from generation to generation. The expectation is that under community control, local expertise on biodiversity will play a significant role in natural resource management through traditional practices. This paper discusses the characteristics and application of the traditional ecological knowledge of aboriginal peoples in northeast India and its role in natural resource management. Examples are provided in two different eco-cultural landscapes, i.e., Demazong (the Buddhist eco-cultural landscape in Sikkim Himalaya) and the Apatani eco-cultural landscape in Arunachal Pradesh, which illustrate the utility value of traditional ecological knowledge in sustainable natural resource management. Both eco-cultural landscapes are indeed very complex and highly evolved systems with high levels of economic and ecological efficiencies. The paper concludes that traditional ecological knowledge systems and institutions could serve as entry points into the sustainable utilization and management of natural resources. This could be achieved through the exploration of the cultural practices of the local people and integrating useful aspects into the modern natural resource management expertise. With rapidly depleting biodiversity in the developing tropic regions, there is a greater utilization today than ever before of the value of respecting the "Sacred" as a tool towards better conservation of natural resources. 展开更多

Reverting to nature as a major arsenals in a universal fight against Climate Change impact and loss of biodiversity, the United Nations Convention to Combat Desertification (UNCCD), views sustainable Land use and Forest (the main crux of the Glasgow declaration 2021) as the way to go. Forest conservation, protection and management in the context of REDD+ would guarantee sustainable ecosystem and mitigate climate change impacts. At National and subnational levels, the Nigerian REDD+ readiness scheme holds out hope for environmental sustainability. This study throws light into the historical background of trends in land use forest change in Nigeria, and places Nigeria on a “red” stage 3 (Low Forest Cover, High Deforestation Rate-LFHD) status while maintaining optimism that with REDD+ properly implemented in Nigeria, Stage 4: Low forest cover, Low Deforestation Rates (LFLD) and Stage 5: Low forest cover, Negative Deforestation Rates (LFND) can be achieved by 2030 and 2050 respectively, if the trio of reforestation, afforestation and natural restoration is practiced as a matter of national policy and subnational implementation within the context of REDD+. Four (4) broad drivers of deforestation and forest degradation were identified as direct, indirect, pre-disposing and planned /unplanned. The paper concludes that a viable pathway to sustainable environmental management is appropriate monitoring and evaluation of land use and forest dynamics in the context of REDD+. 展开更多

Management of forest lands considering multi-functional approaches is the basis to sustain or enhance the provi-sion of specific benefits, while minimizing negative impacts to the environment.Defining a desired management itinerary to a forest depends on a variety of factors, including the forest type, its ecological characteristics, and the social and economic needs of local communities.A strategic assessment of the forest use suitability(FUS)(namely productive,protective,conservation-oriented,social and multi-functional)at regional level, based on the provision of forest ecosystem services and trade-offs between FUS alternatives, can be used to develop management strategies that are tailored to the specific needs and conditions of the forest. The present study assesses the provision of multiple forest ecosystem services and employs a decision model to identify the FUS that sup-ports the most present and productive ecosystem services in each stand in Catalonia. For this purpose,we apply the latest version of the Ecosystem Management Decision Support(EMDS)system,a spatially oriented decision support system that provides accurate results for multi-criteria management. We evaluate 32 metrics and 12 as-sociated ecosystem services indicators to represent the spatial reality of the region.According to the results, the dominant primary use suitability is social, followed by protective and productive.Nevertheless, final assignment of uses is not straightforward and requires an exhaustive analysis of trade-offs between all alternative options,in many cases identifying flexible outcomes, and increasing the representativeness of multi-functional use.The assignment of forest use suitability aims to significantly improve the definition of the most adequate management strategy to be applied. 展开更多

This study focused on identifying factors affecting the benefits of Participatory Forestry Management (PFM) income generating activities in Upper Imenti Forest and whether they are dependent on status of participation in forest management through membership of Community Forest Association (CFA) or not. Cross-sectional survey research design was applied for collecting quantitative data using a semi-structured questionnaire administered to 384 households stratified on the basis of PFM participation status. Qualitative data was collected through focused group discussions using a checklist and key informant interviews using an interview schedule. Using Statistical Package for Social Sciences version 25, Binomial regression with Wald Chi-square was analyzed to identify factors perceived to be significantly influencing benefits for PFM participants and Pearson Chi-square to compare factors perceived to be affecting PFM and non-PFM participants. CFA members participation in PFM was significantly and positively affected by benefits of PFM income generating activities and forest products accessed in the forest. Benefits linked to Plantation Establishment for Livelihood Improvement System (PELIS) for CFA members were significantly reduced by enforcement of moratorium policy since February 2018, diseases and pests, poor PELIS guideline adherence and animal damage. Benefits related to state forest access for firewood by the CFA members were negatively influenced by the moratorium policy. Diseases and pests affected benefits associated with bee keeping significantly. Comparing factors under different PFM participation status, crop production was significantly affected by policy changes, pest and diseases, animal damage and PELIS guideline adherence for CFA members than for Non-CFA members. Policy changes also affected the CFA members significantly in firewood collection and access to fodder in the state forest than the Non-CFA members. Hence, sustainable community participation in Upper Imenti Forest management requires: increasing PFM benefits, addressing factors reducing benefits and enhancing active participation of CFA members in PFM related decision-making processes. 展开更多
