The outbreak of SARS in 2003 opened the way of public health emergency management in China.COVID-19 which suddenly outbroke in 2019 is still raging all over the world,and emergency management mechanism of China is being tested.Efforts to improve the emergency management mechanism can provide effective institutional guarantee for the overall victory of anti epidemic and the prevention and control of public health emergencies.

Research on the Emergency Response Mechanism and the Applications on Coastal Communities Storm Disaster Management

In this paper, we conduct research on the emergency response mechanism and applications on the coastal communities storm disaster management. Investment of pre-disaster prevention and the post-disaster remedy is larger in emergency in the financial system that has been structural problems, although in a disaster and financial support is especially important after a disaster, but increase before preventive investment should be the focus of our general government. Before preventive emergency government investment is to prevent incident broke out and reduce the incident after the outbreak of the impact of the main means. Under these circumstances, we analyze the coastal communities storm disaster management mode with the integration of the enhanced emergency response mechanism that will be meaningful for promoting the management efficiency and effectiveness.

Sudden major public health events once again test the ability of the whole society to deal with emergencies.Universities are no exception.There are many kinds of management work in Colleges and universities,among which teaching management is the most important one,which is also one of the most affected in this epidemic situation.Therefore,in view of the problems of teaching management in Colleges and universities exposed in the epidemic,combined with the characteristics of independent colleges,starting from the aspects of teaching guarantee mechanism,teaching supervision mechanism,teaching process construction,teaching resources construction and so on,the advantages of big data technology,such as large amount of information,easy to communicate and easy to integrate,are fully used to put forward a set of open-minded,perfect mechanism and advanced technology teaching management emergency response mechanism.

Emergency Plan for Water Supply in Consecutive Droughts and Sustainable Water Resources Management in Beijing

Beijing, the capital city of China, has suffered from acute water shortage, with only 300 m3/a of water resources available per capita. In addition, Beijing has experienced a prolonged period of consecutive droughts from 1999 to 2010. Water crisis has constrained the socio-economic development of Beijing. Meanwhile, the national "South-to-North Water Transfer"（STNWT） project, which is expected to provide some relief to the water crisis in Beijing, is still under development. In order to ensure the security of water supply in Beijing before the completion of the STNWT project, several measures have been implemented to cope with droughts, including pumping groundwater from emergency well fields,water saving, recycling of water, rain and flood water harvesting, and the diversion of water from neighboring rivers and groundwater basins. Groundwater from four emergency well fields contributes the most to the public and domestic water supplies in Beijing, supplying a total volume of 1.8×10;m;.The water crisis is supposed to be mitigated by the completion of the STNWT project. After the completion of this project, more sustainable management of water resources will be implemented,including the use of aquifers as groundwater reservoirs and conjunctive use of surface water and groundwater resources.

Intelligent Load Management Scheme for a Residential Community in Smart Grids Network Using Fair Emergency Demand Response Programs

In the framework of liberalized deregulated electricity market, dynamic competitive environment exists between wholesale and retail dealers for energy supplying and management. Smart Grids topology in form of energy management has forced power supplying agencies to become globally competitive. Demand Response (DR) Programs in context with smart energy network have influenced prosumers and consumers towards it. In this paper Fair Emergency Demand Response Program (FEDRP) is integrated for managing the loads intelligently by using the platform of Smart Grids for Residential Setup. The paper also provides detailed modelling and analysis of respective demands of residential consumers in relation with economic load model for FEDRP. Due to increased customer’s partaking in this program the load on the utility is reduced and managed intelligently during emergency hours by providing fair and attractive incentives to residential clients, thus shifting peak load to off peak hours. The numerical and graphical results are matched for intelligent load management scenario.

Recommendations for Emergency Management of Rural Major Infectious Diseases in Non-epicenter Areas:Taking Village B during COVID-19 as an Example

This paper analyzed the key issues and challenges confronted in the governance of Village B in the non-epicenter area in rural areas of China during the COVID-19 pandemic.It clarified the weak points in the prevention and control of infectious diseases in Village B.A triple emergency management mechanism of"people-materials-environment"in rural areas should be established.It came up with constructive recommendations for scientifically and effectively responding to public health emergencies in rural non-epicenter areas,which is helpful to improve the rationality,legality and scientific effectiveness of the construction of emergency response mechanisms in rural areas.

Construction of an intelligent patient satisfaction assessment system and its application in emergency management

Hospital emergency management work is of great importance which not only related to the life and health of the people but also related to social stability.It is necessary to construct and improve the patient satisfaction assessment system so that doctors and patients can interact in a timely and effective manner,and the hospital can alert or respond promptly.This study constructs a closed-loop emergency management system consisting of patient-end,data center and decision-making-end,and apply the feedback information to hospital emergency management.In the preliminary applications,the system has a significant effect on the hospital emergency management mechanism.The researchers will improve the system in the follow-up study。

Quality and safety of agricultural products are significant for national socioeconomic development,sustainable development,and vital interests of people.To safeguard quality and safety of agricultural products in west China is to safeguard economic safety and ecological safety of the country,public health and social stability,of which an important task is to properly handle emergencies concerning quality and safety of agricultural products.Considering actual conditions of west China,suggestions are given to construct the all-region linkage system for emergency management of agricultural product quality and safety in the local area,enhance the all-region linkage,and improve the linkage efficiency.

社会治理视域下应急物流架构设计与运行机制体系构筑

在新时代背景下,应急物流发展是一项战略性系统工程。该文以应急物流为视角,利用调查研究、文献综述、案例比较、理论分析以及多学科交叉法,按照“响应→执行→作业→停止”的路线展开,分析应急物流发展现状与问题,建立应急物流架构设计原则及思路,探索应急物流运行模式,创新应急物流架构设计。通过着眼于时代变迁下应急管理,从响应、执行、作业、停止四个层面破解应急物流“响执融合”“执作精进”与“作停有序”难题,突破应急物流管理瓶颈,从而推动应急物流运行机制建设,确保突发事件区域的经济秩序有序恢复和实现社会高效治理。

面向突发公共卫生事件的全流程应急决策体系构建

[研究目的]构建面向突发公共卫生事件的全流程应急决策体系,以辅助相关部门根据事件发展态势开展及时有效的动态分级决策。[研究方法]从应急决策的全流程出发,构建了包括情报获取渠道、情报感知路径和动态分级决策的全流程应急决策体系。首先,根据突发公共卫生事件的特点,建立了“五位一体”情报获取渠道;其次,基于情报感知理论,确立了从数据感知、情景感知到态势感知的应急情报感知路径;最后,结合动态决策知识库,构建了动态分级决策模型,以弥补决策实施的延时和反馈滞后的问题。[研究结果/结论]该应急决策体系可面向突发公共卫生事件应急决策全流程,提供情景适配的应急决策方案,为相关部门开展应急管理工作提供参考。

大湾区给排水企业安全智能化体系建设思路探讨

为有效提升给排水企业安全管理成效,探索采用新一代信息化技术成果转化搭建给排水企业“智能化”安全管理平台,加速智能化深度融入安全生产核心业务,减少安全事故发生。结合大湾区现有给排水企业工程实践数据与信息化研究成果,从概念与框架、执行指标与子系统、建设要求3个方面分析给排水企业安全智能化体系的建设思路,介绍了政策法规合规管理、教育培训管理、安全要素管理、隐患排查管理、应急事件管理、统计分析及分级管控等子系统在施工、运营、维护等环节中的应用,对给排水企业智能化发展趋势、技术路线和发展过程中面临的挑战进行了分析,以期为给排水企业未来可持续发展提供参考。

国内外应急情报研究热点、演化趋势与未来展望(1990-2023)

应急情报在重塑现代化应急管理体系中承担了数据化、智能化的重要角色,识别分析应急情报研究热点与趋势,能为完备应急情报体系、促进应急管理方式蜕变提供决策支持。文章从文献分布特征、科研合作、术语和引文关系等方面对国内外应急情报研究进行计量分析,通过关键词共现、聚类分析提取应急情报研究热点,并根据可视化研究脉络分析总结演化趋势。研究结果显示:当前应急情报研究呈现出面向国家重大需求的融合趋势、应急情报核心研究力量亟待形成、围绕数智转型的多元化发展态势和聚焦公众参与的群众路线倾向的特征,未来研究方向主要有建设应急情报学科、深化应急情报体系、创新应急情报数智技术和探索应急管理情报实践。

数智赋能推进敏捷化应急情报体系研究

[目的/意义]为有效提高应急情报的流转效率,本研究提出敏捷化应急情报体系。[方法/过程]本文从物理世界、信息空间、社会系统3个层面分析敏捷化应急情报体系现实困境,阐明数智赋能对于推进敏捷化应急情报体系建设的重要性,基于敏捷治理理论剖析敏捷化应急情报体系的理论内涵,提出敏捷化应急情报体系架构。[结果/结论]敏捷化应急情报体系主要面临聚集性、融合性、即时性困境。数智赋能通过制定全流程应急数据吸纳机制、建立联动的应急情报共同体、运用多元化应急情报技术推进应急情报体系敏捷化。敏捷化应急情报体系具有灵敏和迅捷、联通和共识、双向反馈的三大核心理念,并基于三大交互系统实现即时风险感知、快速信息生成和科学情报提供的运行机制,从而提升应急管理效能。

中国智慧应急研究进展与趋势——基于CiteSpace的可视化分析

该文主要梳理了我国智慧应急领域相关研究文献,总结智慧应急现阶段研究进展和未来研究趋势。以中国知网(CNKI)数据库中2002—2023年在中文核心期刊和CSSCI期刊上发表的206篇有关智慧应急的研究文献为样本,以CiteSpace软件为分析工具,对文献关键词、作者、机构进行可视化分析,并根据时间线逻辑将我国智慧应急领域研究发展划分为三个阶段。研究结果表明:我国智慧应急领域相关研究文献数量总体呈现稳定增长趋势;领域内发文作者和发文机构数量较少,合作程度不高;领域内研究热点集中在如何将数字化、信息化技术全面赋能我国应急管理体系方面。

数智赋能社区应急治理:何以可能,何以可为?——基于上海市L街道“社区大脑”建设的案例分析

依托数智技术理顺社区应急治理内在机理并突破治理阈值,已成为社区应急治理创新的可行路径。上海市L街道“社区大脑”建设催生了以“大数据+网格化管理”为特征的社区应急治理新模式,充分利用当前数智化发展的有利契机,既从主体、空间、规则以及方式等维度重塑原有的社区应急治理结构,又将数智赋能落实到社区应急治理的全生命周期,集中体现为社区应急预防、应急准备、应急响应以及应急恢复等动态接续的行动环节,切实保障社区应急治理全过程的高质量运行。因应数智技术赋能社区应急治理的双重路径,需加强顶层设计、畅通多元参与、保障信息安全以及创新人才培养等机制建设。

5G时代面向情报需求的智慧矿山应急管理新模式研究

随着5G时代的到来和信息技术的快速发展,应急管理所涉及的数据量急剧增加。为了解决应急管理中存在的安全数据信息密度低、应急主体孤立等问题,该文从用户的角度出发进行了调查研究。通过分析突发事件的发展过程,剖析了安全情报的阶段、内容、类型和技术需求,并将智慧服务理念作为链条,采用需求分析、功能分析和运行机制为逻辑主线,系统地探讨了应急管理的新模式。构建了情报驱动的全生命周期应急管理新模式的组织架构,并据此建立了智慧矿山应急管理模式的组织架构。研究结果表明,建立一个情报驱动、集成统一、合作共享的智慧矿山应急管理新模式,可以有效推动智慧矿山应急管理朝着科学化、人性化和智能化的方向发展。

突发事件应急预案的若干理论与实践问题思辨

2018年机构改革以来,全国应急预案体系建设进入了全面重构升级的历史机遇期,从理论和实践相结合的视角梳理分析预案作用机制对持续稳定发挥应急预案在应急管理工作中的牵总作用具有重要理论和现实意义。本文从应急预案的基本构成出发,从应急预案体系建构、预案编制、预案全生命周期管理三个层面揭示阐释预案作用机制,遵循“问题表现——原因分析——改进思路”的基本逻辑深入分析了应急预案编制工作小组的设想与现实、风险评估在预案编制过程中的作用发挥机制、预警响应与应急响应的关系、分级响应的意涵变化与实践运用、应急预案的计划性与适应性、预案有效性的评价标准等影响预案质量和实施绩效等突出矛盾问题,揭示了预案全生命周期各阶段各相关方面工作对于预案有效性的复杂综合作用,强调以过程视角而非结果视角开展应急预案体系建设工作,从预案全生命周期着眼,充分发挥预案预期作用。

突发事件中的嵌入式协同情报服务机制

[目的/意义]面对错综复杂的跨域突发事件时,必须破除情报资源、情报服务和应急管理内权责之间的壁垒,以产生嵌入式协同效应,从而提高应急管理效能。[方法/过程]文章从情报制度保障、情报组织保障及预警情报机制3个层面的视角出发,研究跨域情报服务突发事件的基础保障、情报缺失问题和实现路径。基于应急管理体系和传统情报协同服务体系,利用嵌入式协同情报监测采集系统和危机预警情报系统等工具,构建嵌入式协同情报服务体系框架。[结果/结论]情报理应成为突发事件应急管理的“冲锋号”。文章以嵌入式协同视角从3个层面提出变革情报支持范式:在法律法规层面凸显情报主导、提升情报组织保障和赋能、建立常态化危机预警情报机制。通过构建耦合联动的情报共同体,优化功能互补的应急管理工具箱,打造双重共轭的情报保障体系,从而形塑“随时待命、明辨真相、贴身决策”的嵌入式情报主导的突发事件应急管理情报服务机制。

公共安全领域工程科技未来20年发展战略研究

安全是人类生存和发展的基本问题,建设更高水平的平安中国是实现高质量发展的紧迫要求,也是新发展阶段的重要目标。本文旨在展望2040年公共安全领域工程科技的远景目标,为我国公共安全建设的发展战略和工程科技项目部署提供支撑。以未来新形势与新技术发展背景下的公共安全领域科技发展态势为导向,全面分析了世界公共安全科技发展现状与发展趋势;重点围绕自然灾害防御、事故灾难防范、安全韧性城市、综合应急4个领域,剖析了我国公共安全领域的发展需求。在此基础上,提出了我国公共安全领域工程科技发展的思路、战略目标与总体框架,总结了我国公共安全领域工程科技的发展方向,涵盖重点任务、基础研究方向、重大工程与重大工程科技项目。最后,针对我国公共安全领域的科技发展路径,从政策与研究体系方面提出了发展建议。
