In this arti...In post-disaster emergency shelter aid, various relief agencies and other actors with different backgrounds need to cooperate in a tremendously short amount of time and under very different circumstances. In this article, we describe a research project that develops and tests a new approach in which the demands for shelters in a specific situation are methodically connected with available, innovative and sustainable shelter solutions, a DSS (decision support system). The DSS is a digital tool that translates the gathered evidence on needs, solutions and location including long-term effects of shelter provision into advice for the provision of sustainable, integral broader shelter solutions and designs. The outcome is a set of characteristics for a DSS for the provision of on-demand emergency shelters. A DSS that meets these characteristics leads to the provision of sustainable shelters that meet the needs of the users and, therefore, have higher performance in long term.展开更多

With the development of virtual simulation technology, virtual simulation-base...Helicopters are playing an increasingly important part in emergency relief, such as earthquake rescue, firefighting and medical transport. With the development of virtual simulation technology, virtual simulation-based training is widely used in the training of the helicopter crew especially for the dangerous and costly missions mentioned above. A complete training effectiveness evaluation method is proposed to evaluate the trainees' training effect based on virtual simulation in this paper. A key to this method is regarding the complicated process as a discrete event-activity flow system and establishing the evaluation indicator system. Then expert group and Analytical Network Process(ANP) are applied to determine the weight of indicators. When the training data are processed, there is a novel attempt to apply Fuzzy Comprehensive Evaluation(FCE) model to calculate the two categories of indicators. Eventually, an experiment and the analysis were carried out to validate the evaluation method.展开更多

The administrative distributed platform is integrated with BeiDou positioning and multiple communication ways so as to achieve main disaster reduction application services, including disaster information acquisition and monitoring, emergency relief for trapped people, on-site emergency relief command service, relief supplies' transportation monitoring, and disaster information publishing service. By the platform, serious disaster information reporting time may be reduced to one hour and the emergency decision-making information service for serious natural disasters can be effectively improved, and it will be helpful to provide technical references for the industrial application and promotion of BeiDou inte- grated disaster reduction.展开更多
