Study on Emergency Management Mechanism of Public Health Emergencies

The outbreak of SARS in 2003 opened the way of public health emergency management in China.COVID-19 which suddenly outbroke in 2019 is still raging all over the world,and emergency management mechanism of China is being tested.Efforts to improve the emergency management mechanism can provide effective institutional guarantee for the overall victory of anti epidemic and the prevention and control of public health emergencies.

Research on the Reform of Teaching Management Emergency Mechanism in University Based on Big Data

Sudden major public health events once again test the ability of the whole society to deal with emergencies.Universities are no exception.There are many kinds of management work in Colleges and universities,among which teaching management is the most important one,which is also one of the most affected in this epidemic situation.Therefore,in view of the problems of teaching management in Colleges and universities exposed in the epidemic,combined with the characteristics of independent colleges,starting from the aspects of teaching guarantee mechanism,teaching supervision mechanism,teaching process construction,teaching resources construction and so on,the advantages of big data technology,such as large amount of information,easy to communicate and easy to integrate,are fully used to put forward a set of open-minded,perfect mechanism and advanced technology teaching management emergency response mechanism.

Research on the Emergency Response Mechanism and the Applications on Coastal Communities Storm Disaster Management

In this paper, we conduct research on the emergency response mechanism and applications on the coastal communities storm disaster management. Investment of pre-disaster prevention and the post-disaster remedy is larger in emergency in the financial system that has been structural problems, although in a disaster and financial support is especially important after a disaster, but increase before preventive investment should be the focus of our general government. Before preventive emergency government investment is to prevent incident broke out and reduce the incident after the outbreak of the impact of the main means. Under these circumstances, we analyze the coastal communities storm disaster management mode with the integration of the enhanced emergency response mechanism that will be meaningful for promoting the management efficiency and effectiveness.

Earthquake Emergency Response System of High-speed Railway by Least Square Method

This paper studies the Least Square Method to define high-speed railway(HSR) earthquake risk and solve the problem of its emergency response mechanism. Based on the construction of a monitoring system for HSR earthquake emergency response, the technical operational procedures for HSR seismic emergency response are proposed. The quantity, scale, and location of HSR earthquake emergency response mechanism are defined, and the corresponding emergency response system is built. In particular, the earthquake emergency response system can conduct real-time continuous dynamic monitoring of seismic activity along the railway. When earthquake occurs, the intensity of the ground motion is detected by the system. When the earthquake monitoring value reaches the earthquake alarm threshold, it will send an alarm signal to the dispatch center, and the emergency power supply will be forced to cut off. The earthquake emergency response system will continue to monitor the follow-up ground motion acceleration. The system provides the operation scheduling center with a basis for train operation control to resume operation after stopping. The monitoring result of the system reduces the disaster, and the secondary disaster is caused by the earthquake. This paper improves the HSR response mechanism in detecting earthquake disasters. The result improves the ability of HSR to deal with earthquake disasters, and reduces casualties and economic and property loss caused by earthquake disasters.

Comparison of Emergency Management Strategies for Nosocomial Infections Between Two Earthquakes

Aim:Based on the experience of the 5.12 Wenchuan Earthquake and the 8.8 Jiuzhaigou Earthquake,the emergency management strategies for nosocomial infections were compared between the two earthquakes.The experience shared in the present study provides a guideline for the emergency medical rescue of future earthquake.Methods:The patients involved in this study were those injured in the earthquake and admitted to the hospital for treatment.As an earthquake relief center,the hospital participated in the emergency rescue work of the two recent major earthquakes in western China.Review analysis was carried out in the hospital's infection control experience adopted in the two major earthquakes.It was emphasized that,targeting the characteristics and difficulties in the prevention and control of nosocomial infection,different innovative infection control emergency strategies were adopted by the frontline disaster relief hospitals,under the special circumstances and medical conditions in an earthquake disaster.Results:According to the different focus of infection control in the two earthquakes,different hospital infection control strategies were adopted,and the incidence of nosocomial infections was effectively controlled.

Preliminary Study on the Construction of University Emergency Response System

Along with the deepening of reform and opening up, the impact of diversified culture, changing educational environment, emergencies occur ~equently in university, which seriously affected the normal teaching and management order in university. This article analyzesthe concept, characteristics, causes and linkage system of university emergencies.

Perianesthesia emergency repair of a cut endotracheal tube’s inflatable tube:A case report

BACKGROUND During the perianesthesia period,emergency situations threatening the life and safety of patients can occur at any time.When dealing with some emergencies,occasional confusion is inevitable.CASE SUMMARY This case report describes the rare situation wherein a surgeon inadvertently detached the inflatable tube of an endotracheal tube during a tonsillectomy,and positive pressure ventilation could not be provided.While reintubation may increase the risk of respiratory tract infection and aspiration,patients with a difficult airway might die due to apnea.The best treatment method is to optimize the damaged tracheal tube junction to avoid secondary intubation and ensure patient safety.An intravenous needle and cannula were used to repair the damaged gap in the current case.Following the repair,the anesthesia machine showed no indication of low tidal volume,and there was no deflation of the endotracheal tube cuff.Subsequently,the patient was transferred to the postanesthesia recovery room,and the tracheal tube was removed with satisfactory results.CONCLUSION Using an intravenous needle to repair a break in the inflatable tube surrounding an endotracheal tube is safe and reliable.

Recommendations for Emergency Management of Rural Major Infectious Diseases in Non-epicenter Areas:Taking Village B during COVID-19 as an Example

This paper analyzed the key issues and challenges confronted in the governance of Village B in the non-epicenter area in rural areas of China during the COVID-19 pandemic.It clarified the weak points in the prevention and control of infectious diseases in Village B.A triple emergency management mechanism of"people-materials-environment"in rural areas should be established.It came up with constructive recommendations for scientifically and effectively responding to public health emergencies in rural non-epicenter areas,which is helpful to improve the rationality,legality and scientific effectiveness of the construction of emergency response mechanisms in rural areas.

Construction of an intelligent patient satisfaction assessment system and its application in emergency management

Hospital emergency management work is of great importance which not only related to the life and health of the people but also related to social stability.It is necessary to construct and improve the patient satisfaction assessment system so that doctors and patients can interact in a timely and effective manner,and the hospital can alert or respond promptly.This study constructs a closed-loop emergency management system consisting of patient-end,data center and decision-making-end,and apply the feedback information to hospital emergency management.In the preliminary applications,the system has a significant effect on the hospital emergency management mechanism.The researchers will improve the system in the follow-up study。

Construction of the All-region Linkage System for Emergency Management of Agricultural Product Quality and Safety in West China

Quality and safety of agricultural products are significant for national socioeconomic development,sustainable development,and vital interests of people.To safeguard quality and safety of agricultural products in west China is to safeguard economic safety and ecological safety of the country,public health and social stability,of which an important task is to properly handle emergencies concerning quality and safety of agricultural products.Considering actual conditions of west China,suggestions are given to construct the all-region linkage system for emergency management of agricultural product quality and safety in the local area,enhance the all-region linkage,and improve the linkage efficiency.

Emergency access mechanism in IEEE 802.15.4 for wireless body area sensor networks

IEEE 802.15.4 protocol has attracted much attention in research and industrial communities as candidate technology for wireless body area sensor networks（WBASNs）.IEEE 802.15.4 supports the exclusive use of a wireless channel through guaranteed time slot（GTS）.However,on one hand,bandwidth underutilization rate may be lower because of the variance between the guaranteed bandwidth and the arrival rate.On the other hand,the waiting time for transmitting emergency notification is getting longer when the GTSs assigned to the nodes increase in WBASNs.To solve these problems,in this article,a new scheme is proposed to reduce transmission delay for the alarm notification in emergent situations.Simulation results are presented to validate the efficiency of the proposed scheme by comparing it with the medium access control（MAC） protocol of IEEE 802.15.4.

A review of behavior mechanisms and crowd evacuation animation in emergency exercises

Emergency exercises are an efficient approach for preventing serious damage and harm, including loss of life and property and a wide range of adverse social effects, during various public emergencies. Among various factors affecting the value of emergency exercises, including their design, development, conduct, evaluation, and improvement planning, this paper emphasizes the focal role of evacuees and their behavior. We address two concerns: What are the intrinsic reasons behind human behavior? How do we model and exhibit human behavior? We review studies investigating the mechanisms of psychological behavior and crowd evacuation animation. A comprehensive analysis of logical patterns of behavior and crowd evacuation is presented first. The interactive effects of information (objective and subjective), psychology (panic, small groups, and conflicting roles), and six kinds of behavior contribute to a more effective understanding of an emergency scene and assist in making scientific decisions. Based on these studies, a wide range of perspectives on crowd formation and evacuation animation models is summa- rized. Collision avoidance is underlined as a special topic. Finally, this paper highlights some of the technical challenges and key questions to be addressed by future developments in this rapidly developing field.

Risk warning technologies and emergency response mechanisms in Sichuan-Tibet Railway construction

Safety is one of the most critical themes in any large-scale railway construction project.Recognizing the importance of safety in railway engineering,practitioners and researchers have proposed various standards and procedures to ensure safety in construction activities.In this study,we first review four critical research areas of risk warning technologies and emergency response mechanisms in railway construction,namely,(i)risk identification methods of large-scale railway construction projects,(ii)risk management of large-scale railway construction,(iii)emergency response planning and management,and(iv)emergency response and rescue mechanisms.After reviewing the existing studies,we present four corresponding research areas and recommendations on the Sichuan-Tibet Railway construction.This study aims to inject new significant theoretical elements into the decision-making process and construction of this railway project in China.

Discussion on Construction and Mechanism of Practice Bases for Professional Degree Postgraduates Based on the Integration of Production and Education in Local Universities

Under the background of emerging agricultural education,practice bases are an important place to train profession talented person that match social needs,so it is very important to build stable and long-term practice bases.At present,the main problems in the construction of practice bases for postgraduates in local colleges and universities are mainly focusing on construction and neglecting management,imperfect cooperation mechanism and lack of teaching management effectively.It is of great significance to build a long-term management mechanism to ensure the education quality of practice bases.Therefore,constructing the mode of"double integration and double promotion of production and education"with practice bases as the carrier and realizing the organic combination of industrial needs and postgraduate projects is an important idea for local colleges and universities to train professional degree postgraduates to"know agriculture,love agriculture,strengthen agriculture and promote agriculture",and it also provides a reference for the mechanism construction of postgraduate bases.

依托数智技术理顺社区应急治理内在机理并突破治理阈值,已成为社区应急治理创新的可行路径。上海市L街道“社区大脑”建设催生了以“大数据+网格化管理”为特征的社区应急治理新模式,充分利用当前数智化发展的有利契机,既从主体、空间、规则以及方式等维度重塑原有的社区应急治理结构,又将数智赋能落实到社区应急治理的全生命周期,集中体现为社区应急预防、应急准备、应急响应以及应急恢复等动态接续的行动环节,切实保障社区应急治理全过程的高质量运行。因应数智技术赋能社区应急治理的双重路径,需加强顶层设计、畅通多元参与、保障信息安全以及创新人才培养等机制建设。

在科技飞速发展和大国博弈日益白热化的背景下,情报成为抢占国家发展先机的重要工具之一。在复杂信息环境的情报生产新环境和决策新要求下,本文以如何实现情报支撑国家战略决策为研究问题,通过文献调研与案例分析等方法,在总结梳理相关理论和实践经验的基础上,对情报快速反应机制的内涵、特征和决策支撑场景进行深入探究。本文创新性地提出一套适用于复杂信息环境下的“3+5+9情报快速反应机制”,以“早发现、早预判、早报告、早决策、早应对”为五大核心目标,以“联动协调、信息监测、信息资源、情报分析、应急处置、技术支撑、专家协作、组织保障、跟踪评估监督”为九大支撑子体系,适用于常态化监测、回应关切和突发应急三类重要决策支撑场景的情报工作机制,以期为未来相关实践提供较为扎实的理论基础。

新型产业用地的概念辨析与规划引导机制研究

新型产业用地是新质生产力的核心孵化和承载空间,是对当前产业用地体系的重要创新与补充,厘清新型产业用地的概念内涵并探究其规划引导机制,对规范与促进新型产业用地的规划管理具有重要意义。本文首先辨析了新型产业用地的学术概念和政策界定,从土地出让市场指标分析比较了江苏省新型产业用地与江苏省和全国工业用地在土地出让指标上呈现出的相对地块面积小、平均地价高、开发强度大等特征,并从相关实践做法中总结出其规划引导具有用地功能混合、准入要求复杂等特点,进而指出其在规划引导、用地监管机制、用地效益等方面存在的问题,最后结合政策导向和实践需求,从“人、地、时、空、钱、势”六个维度提出了推进新型产业用地规划引导机制优化的策略建议。

湖南省人口变化特征分析与国土空间规划应对策略研究

人口结构变化正深刻影响着经济、社会、资源的发展方式,研究人口结构变化特征,把握人口发展规律与趋势,提出国土空间规划应对策略,对促进国土空间的高质量发展具有重要作用。文章基于人口普查数据,分析了湖南省近十年人口变化特征,提出了面向人口变化的国土空间规划应对策略。结果表明:(1)在规划响应机制方面,人口规模变化驱动规划需求、人口结构变化影响设施配置、人口城乡分布影响城乡格局、人口流动影响区域平衡。(2)在人口变化特征方面,湖南省人口规模呈负增长趋势,人口结构少子化老龄化趋势明显,城镇人口向主要的交通干道与经济通道集聚,人口流出规模与比例呈扩大趋势。(3)针对人口变化特征,国土空间规划应对策略包括分级分类引导、优化公共服务设施供给、强化城乡融合动能和提高产业发展效能。

智库研究在新兴产业评估评价中发挥的作用——以太空经济为例

针对智库评估评价对产业发展作用认识不足的问题,以太空经济为研究对象,提出了智库在新兴产业中发挥解码-内化-输出的作用机理,并采用利益相关者方法,从个体、产业、国家3个层面分析出太空经济发展领域智库研究的12类利益相关者;基于作用机理,分析了国内外智库围绕太空经济开展的研究实践;提出智库要成为太空经济产业分析模型搭建的推动者、产业发展各主体的桥接者、产业政策及行业态势的传播者。研究内容对智库研究在产业培育方面的作用机理探讨具有一定的普适性和实践价值,可为智库发挥公共服务价值、促进太空经济发展提供新的方法和思路。
