Energy development is taken as a separate chapter; in-situ energy conversion is added to energy processing and conversion, common features are summarized to form general provisions and other provisions. According to respective characteristics of system for total amount control of energy development, performance guarantee system, environmental trust fund system, energy retaining system and environmental lien system, incorporate them into energy development, in-situ energy conversion and energy processing and conversion, in the hope of solving China's shortage of supply for environmental protection laws on energy development and in-situ conversion, responding to times of environmental protection, and optimizing China's Energy Law. 展开更多

In 2009,the pig iron output of China increased dramatically up to 543.75 Mt and was 15.87%higher than that in 2008,accounting for 60.53%of the world production.The processing of pig iron must consume huge amount of iron ores and coal and consequently leads to the shortage of ores and cokemaking coals supply,with prices soaring but quality worsening remarkably.How to maintain or even improve the efficiency of blast furnace production under negative conditions of constantly worsening resources of iron ore and coal has become an important scenario the Chinese ironmaking industry must face.In this paper,the production with high coal injection rate,low fuel rate and big productivity in the Wuhan Iron and Steel Corporation(Group) was introduced and revealed.The quantitative correlation between blast furnace production efficiency and diverse technical measures through combined mass-heat balances and gas-liquid counter-current flow dynamics analysis.Moreover,potential problems and countermeasures in ironmaking by feeding high Al_2O_3 and low grade iron ores were also discussed. 展开更多

In this study, the optimum insulation thickness of the external walls of the housing and it’s energy saving and environmental impact in the provinces—Ardahan, Aydin, Eskisehir and Samsun—located in four different climate regions of Turkey was calculated for the expanded polystyrene and polyurethane insulation materials. Natural gas and coal were selected as fuels. Ardahan in the coldest climate region and Aydin in the hottest climate region, for the coal and optimum thickness of expanded polystyrene and polyurethane insulation materials, the reduction of CO<sub>2</sub> and SO<sub>2</sub> emissions. In the study, the relations between annual energy cost saving and insulation thickness are given. The value of energy cost saving increases up to optimum insulation thickness and beyond this level, the energy cost saving is decreased. For coal and optimum thickness of expanded polystyrene and polyurethane insulation materials, the energy cost savings was higher for the cold climate regions when it was compared with the hot climate regions. 展开更多

Requirements for the respect of the environment encourage to reduce the impact of human activity on the nature. Civil engineering answers these requirements by the development of ecological construction materials. This paper deals with the transformation of clay raw materials which enable the processing of environmentally friendly construction materials: in addition to their biodegradability, the alveolar fired clay materials allow energy saving in home heating thanks to their thermal isolation properties. But their manufacturing is a high energy consumption process, in particular during compaction, drying and firing which contribute to the emission of greenhouse gases. The goal of this paper is to study the rheology of clay pastes in order to develop low energy in manufacturing processes. For this purpose, theoretical and experimental approaches were carried out on six clay varieties. In the theoretical approach, a finite element (FE) simulation model has been developed for pressing a non-rigid material predicting deformations and stresses occurring within the clay structure. Experiments have then been carried out to validate the finite element modelling. In this experimental approach, the clay pastes were transformed with water content respecting the Atterberg limits which determine the plasticity of clays. The samples compaction has been carried out under variable loadings in order to determine the suitable low energy consumption loading. 展开更多

In this work, 20 mining cities in Eastern and Central China from 2010 to 2014 have been selected as research samples using data envelopment analysis(DEA).Research results show that the level of energy efficiency in mining cities is still low. China is in an extensive economic growth mode with high input, high consumption, low output and low efficiency. Mining cities in China have a huge potential to conserve energy and reduce emissions. China should optimize industrial structures, strengthen scientific and technological input and innovation, as well as implement energy-saving emissions reductions, and increase investment in environmental protection and ideological propaganda. 展开更多

Energy Saving for Automatic Train Control in Moving Block Signaling System

With rapid development of the railway traffic, the moving block signaling system (MBS) method has become more and more important for increasing the track capacity by allowing trains to run in a shorter time-headway while maintaining the required safety margins. In this framework, the tracking target point of the following train is moving forward with its leading train. This paper focuses on the energy saving tracking control of two successive trains in MBS. Nonlinear programming method is used to optimize the energy-saving speed trajectory of the following train. The real-time location of the leading train could be integrated into the optimization process. Due to simplicity, it can be used for online implementation. The feasibility and effectiveness are verified through simulation. The results show that the new method is efficient on energy saving even when disturbances present. 展开更多

为合理利用畜禽粪污资源,保护黑龙江省黑土地资源,优化农畜业生产布局,实现农牧业绿色发展,本研究基于2011—2020年统计数据及文献资料,测算了黑龙江省畜禽粪污排放情况,并据此分析黑龙江省畜禽粪污资源化利用潜力及畜禽养殖环境承载力... 为合理利用畜禽粪污资源,保护黑龙江省黑土地资源,优化农畜业生产布局,实现农牧业绿色发展,本研究基于2011—2020年统计数据及文献资料,测算了黑龙江省畜禽粪污排放情况,并据此分析黑龙江省畜禽粪污资源化利用潜力及畜禽养殖环境承载力。结果表明:从时间动态来看,2011—2020年,黑龙江省畜禽粪尿、粪尿养分、COD排放量均有小幅下降,降幅分别为3.68%、3.24%和5.82%;畜禽粪污的化肥替代潜力虽整体略有下降,但10年来均保持在35%以上,2020年化肥替代潜力已达到41.89%,具有较高的有机肥替代化肥潜力;黑龙江省畜禽粪污的能源潜力略有增长,但对煤炭的替代潜力呈下降趋势且替代作用并不显著,2020年畜禽粪污的沼气潜力为46.74亿m^(3),折合为标准煤仅占标准煤消费量的2.90%,能源潜力有待进一步开发利用;黑龙江省畜禽粪尿、粪尿氮、粪尿磷的耕地负荷均未超载,无养殖环境风险,畜禽养殖环境容量的空间剩余呈上升趋势,剩余约2/3,以氮为基准计算,余量为13006.13万头猪当量,以磷为基准计算,余量为8463.19万头猪当量,具有较大养殖潜力。从空间分布来看,黑龙江省各地区畜禽粪污排放及资源化利用潜力存在明显差异,哈尔滨市、齐齐哈尔市、绥化市、大庆市以及佳木斯市等畜禽养殖集聚区的畜禽粪尿资源丰富,畜禽粪污的替代化肥潜力、能源潜力及畜禽养殖发展潜力较大。 展开更多

环境补贴既是国家实现“双碳”目标的宏观调控手段,也是减轻企业环保负担、引导企业节能减排的推动力。选取2014~2019年接受环境补贴的1094家A股上市公司3735个观测值作为研究样本,采用双向固定效应模型,实证探究环境补贴对企业碳绩效... 环境补贴既是国家实现“双碳”目标的宏观调控手段,也是减轻企业环保负担、引导企业节能减排的推动力。选取2014~2019年接受环境补贴的1094家A股上市公司3735个观测值作为研究样本,采用双向固定效应模型,实证探究环境补贴对企业碳绩效的影响。研究表明,环境补贴与企业碳绩效显著正相关且具有滞后性特征,异质性检验发现,成立时间长的企业、国有企业、东部地区与中低污染企业环境补贴作用效果显著;进一步研究发现,环境补贴中的节能减排补贴与企业碳绩效显著正相关,环境治理补贴对企业碳绩效起负向作用。据此,提出环境补贴应以降碳为重点、减污降碳协同增效为目的等建议。 展开更多

针对核电站低温余热回收利用的问题,将海水淡化技术与基于吸收式热交换的热电联产集中供应技术相结合,设计了一个溴化锂吸收式余热回收机组。该机组主要由蒸发器、吸收器、发生器、冷凝器、溶液热交换器、节流装置、溶液泵、冷剂泵等组... 针对核电站低温余热回收利用的问题,将海水淡化技术与基于吸收式热交换的热电联产集中供应技术相结合,设计了一个溴化锂吸收式余热回收机组。该机组主要由蒸发器、吸收器、发生器、冷凝器、溶液热交换器、节流装置、溶液泵、冷剂泵等组成。验证分析表明:该机组可有效回收高温海水的余热,并用于淡化海水,在所需制热量为28784 kW的前提下,按年利用7200 h计算,全年海水的余热回收量约280000 GJ,全年淡水产量约2160000 t,减少了对生态环境的影响,大大提高了经济效益。因此该机组可为溴化锂吸收式热泵机组的优化设计提供良好参考。 展开更多

天然气是清洁能源,其开发利用有助于减少酸雨形成,减缓地球温室效应,从根本上改善环境质量。天然气在冬季生产过程中,经常需要井口放空处理,如果直接将天然气排入大气中,则会造成环境污染;如果不进行放空,则不利于气井的正常处理,存在... 天然气是清洁能源,其开发利用有助于减少酸雨形成,减缓地球温室效应,从根本上改善环境质量。天然气在冬季生产过程中,经常需要井口放空处理,如果直接将天然气排入大气中,则会造成环境污染;如果不进行放空,则不利于气井的正常处理,存在环境污染与气井管理的矛盾。针对这个问题,引入了井口点火放空橇,通过管线与气井井口采气树相连接,利用车载小型气液分离器将天然气进行气液分离,液体排入储液灌,天然气则在井口直接点火燃烧,有效避免了环境问题,又解决了气井的处理需求。井口点火放空橇体积小,以车载方式移动,施工时安装连接方便,两个小时内可完成施工作业,投入产出比为1.00∶4.34,推广应用前景广阔。 展开更多
