This paper analyzes the practical dilemma of energy-saving renovation of theexisting residential buildings in China, summarizes the practical experience of multi-subject and multi-objective integrated optimization of energy-saving renovation of the existing residential buildings in foreign countries, and puts forward beneficial practical enlightenment on the basis of comparison at home and abroad;The design principles of the target integrated optimization system have established a multi-subject and multi-objective integrated optimization system framework for the energy-saving renovation of the existing residential buildings, from six aspects: government guidance, trust consensus, value co-creation, risk sharing, revenue sharing, and social responsibility sharing. Renovation system of urban villages in Xi'an City was evaluated. Influence factors of urban village renovation were analyzed on the basis of brittleness theory, and an evaluation index system established through multi-level inconsistency decomposing. By incorporating the catastrophe theory with fuzzy mathematical theory, the mathematic model was created, and catastrophe membership function was obtained as well as evaluation results. Policies for the renovation of urban villages and new direction of the renovation were interpreted. The application case proved that catastrophe progression method was objective and effective and it could provide new concepts for the evaluation and adjustment of urban village renovation. Moreover, application of brittleness theory in the research on urban village renovation is of great instruction and reference value for the present urban construction. 展开更多

A ceramic gas turbine can save energy because of its high thermal efficiency at high turbine inlet temperatures. This paper deals with the thermodynamic and economic aspects of a ceramic gas turbine cogeneration system. Here cogeneration means the simultaneous production of electrical en-ergy and useful thermal energy from the same facility. The thermodynamic performance of a ceramic gas turbine cycle is assessed using a computer model. This model is used in parametric studies of performance under partial loads and at various inlet air temperatures. The computed performance is compared to the measured performance of a conventional gas turbine cycle. Then, an economic evaluation of a ceramic gas turbine cogeneration system is investigated. Energy savings provided by this system are estimated on the basis of the distributions of heat/power ratios. The computed economic evaluation is compared to the actual economic performance of a conventional system in which boilers produce the required thermal energy and electricity is purchased from a utility. 展开更多

在长期政策实施过程中调整政府行为与优化政策设计,以提升公众对政策的评价是国家治理效能的体现。本文从政府回应和政策收益两个层面探索政策实施中的公众政策评价的形成与影响机制。基于清洁取暖改造政策情境的联合实验设计,本文对北... 在长期政策实施过程中调整政府行为与优化政策设计,以提升公众对政策的评价是国家治理效能的体现。本文从政府回应和政策收益两个层面探索政策实施中的公众政策评价的形成与影响机制。基于清洁取暖改造政策情境的联合实验设计,本文对北方某一地级市的农村居民开展实地入户问卷调查。研究结果证实了政府回应可以显著提升公众政策评价,个体政策收益的利他、互惠、利己维度在促进公众政策评价的正向影响方面呈现由低到高的谱系。在影响机制方面,政府回应增强了政策利他收益对公众政策评价的影响,呈现出与政策收益之间的互补效应;政策执行时长、信息获取、政府信任等因素均会调节政府回应和政策收益对公众政策评价的影响。政府基于动态政策评估及时识别公众政策评价,并结合评价来改善执行过程中的治理行为与方式,是促进公众满意与可持续治理的潜在路径。 展开更多
