The Theoretical Gap in the Study of New Quality Productive Forces and the Economic Analytical Perspective of “Heterogeneity”

Economic studies on the new quality productive forces NQPF are mushrooming, however, on the whole, the majority of existing studies primarily focus on revealing and summarizing the economic laws guiding the development of NQPF based on the“general”characteristics of individual organizations at the microlevel and institutions at the macro level. This paper argues that the background of “getting great” and the competition scenario between countries determine that “heterogeneity” is the most relevant and theoretically challenging issue in the NQPF, and also the most likely to yield significant academic outcomes. In view of the fact that the existing problem setting, conceptual framework, and analytical tools of existing eccomics fail to effectively address the unique prescriptive phenomena of NQPF, including direct competition between countries, power countries, and heterogeneity, future academic research on new quality productive forces should go beyond the current “general” issues orientation, directly address the extreme phenomena and problems in the “genesis” stage in the latest round of scientific and technological revolution, and strive to push forward the frontiers of theoretical research.

Empowerment Mechanisms and Empirical Evidence of Payment Technology in Capacity Expansion and Quality Improvement of Residents’Consumption

The time-varying difference-in-difference model is used to identify the impact of payment technology on residents’consumption,and the moderation effect analysis method is used to identify its mechanism.It is found that payment technology promotes consumption capacity expansion and quality improvement(CEQI)through three pathways of alleviating liquidity constraints,reducing transaction costs and weakening the payment of pain.The parallel and serial mechanisms of the three are further explored.The effect of payment technology on the CEQI of residents’consumption shows obvious heterogeneity due to differences in urban and rural household registration and financial literacy.Based on the empirical research results and the national conditions of China,targeted policy recommendations are proposed from the demand side,the supply side and the technological side.

数字技术创新是新质生产力的组成部分,出口产品质量升级是高质量开放发展的基本要求。聚焦数字技术创新对出口产品质量的影响,从而探讨新质生产力促进高质量发展的渠道、机制和障碍,理论分析表明:数字技术创新降低资源投入、提升资源效率影响在位企业产品质量、临界企业产品质量和整体平均产品质量,对平均产品质量的影响具有不确定性。实证分析发现,数字技术创新自身难以提升平均产品质量,但与传统技术创新交叉项却显著稳健为正,这体现了数实融合、新旧融合的必要性;这一作用对中高技术产品并不显著,意味着中高技术产品质量升级可能更依靠技术创新质量;上述结论在考虑测量误差、样本选择、内生性等因素后依然显著。促进数字技术创新与传统技术创新融合是提升产品质量、促进高质量发展的关键,新质生产力无法孤立于旧生产力而发挥作用。

地区新质生产力对企业全要素生产率的影响与机制

发展新质生产力是推动经济高质量发展的内在要求和重要着力点。从微观视角出发,考察具有显著差异化特征的地区新质生产力对企业全要素生产率的影响效应及其内在机制,不仅能够为加速形成新质生产力提供精准的政策指引,还能够为经济运行的关键微观基础提供有效改善生产效率的战略指导。基于2012—2022年我国30个省份(未含港澳台藏)和沪深A股上市公司数据,在通过熵值法测算地区新质生产力发展水平的基础上,利用文本分析法、固定效应模型,深入探究地区新质生产力对企业全要素生产率的影响及其机制。研究发现,地区新质生产力能显著提升企业全要素生产率。从机制检验结果来看,地区新质生产力能够通过赋能企业数字技术创新突破、数字技术应用成效以及内外部交易成本降低,进而提高企业全要素生产率,且公司内部治理与市场公平竞争环境的强化均能增强地区新质生产力对企业生产率的提升效应。异质性检验结果表明,在非国有企业、制造业以及胡焕庸线以东地区,地区新质生产力对企业全要素生产率提升作用更加明显。为此,应在因地制宜的原则下培育和发展新质生产力,统筹推进新型基础设施建设,重视并激发数据要素潜能,促进传统产业和新兴产业协调发展;重视企业治理效能提升,优化信息披露机制,强化披露质量,同时鼓励金融机构将公司治理水平纳入信用评估体系,切实提升公司治理能力;努力营造公平竞争的市场环境,严格落实公平竞争审查,维护良好市场秩序与健康竞争生态,以期助力新质生产力的重大战略意义实现。
