Since 1978, China has launched a series of R&D programs in promoting environmental science and technology development. Uneven spatial distribution and sectoral structure give us a profile of the present status of ET in China. Both opportunities and constraints are analyzed for the development of ET, and strategies for its future development are presented in this paper.展开更多

Based on a study of the cotton sector, this article examines the effects of adopting PA with regard to international trade. We examine whether PA can contribute to the further destabilization of the terms of trade between countries in Central and West Africa (CWA) and Northern countries. We show that PA can be used by Northern countries at the expense of CWA, since it is used to implement strategic commercial policies based on subsidies. These policies are made more credible by the fact that international authorities cannot easily condemn them.展开更多

It would be a significant way that enterprises undertake R&D activities for a change. This paper is based on the Shanghai and Shenzhen A-share listed heavy pollution enterprises in 2011-2016, which is based on the review and summary of research results of former researchers, combining with current environmental regulation situation of our country, raising the relevant hypothesis between environmental regulations, R&D investment and business performance against heavy pollution industry. Adopting the method of empirical research, it also built the linear regression model which employs the relevant financial data of heavy-polluting enterprises in China as the statistical research sample. The relationship for heavy-polluting enterprises affected by environmental regulations between environmental protection R&D investment and enterprise business performance was tested. The results show that there is a positive influence on the environmental R&D investment and business performance, and a lag effect upon the R&D investment of enterprises to business performance. Finally, the research results were used to evaluates problems existing in the R&D investment on pollution industry in China as well as business performance and we put forward some suggestions on improving environmental regulation standards and technology innovation consciousness as well as optimizing the structure of R&D investment.展开更多
Sheep production in Iceland is heavily subsidized with a part of the payments tied to land condition and compliance with sustainable land use according to a Quality Management System (QMS). A large proportion of the r...Sheep production in Iceland is heavily subsidized with a part of the payments tied to land condition and compliance with sustainable land use according to a Quality Management System (QMS). A large proportion of the rangelands used for sheep grazing are public lands. The paper is based on Land Improvement Plans (LIP’s) and Soil Conservation of Iceland (SCSI) correspondence obtained by appeal under the Information Act. The results show that “green payments” are made for use of land that fails to meet the criteria given for such payments, based on the extent of barren areas, active soil erosion, and vegetation condition. Strong formal objections by the SCSI about the content and implementation of QMS have been ignored. It is further shown that the land use section of the QMS (L-QMS) is non-transparent and not well scientifically grounded. The use of the term “sustainable land use” is confounded when used to justify the use of collapsed ecosystems. The LIP’s show high to extreme grazing intensities on land in poor condition, thus further defying ideas for green subsidy schemes. The investigation reveals serious conflicts between environmental and agricultural sectors, at agency and ministerial levels, which is enhanced by incoherent legislation structures. It is vital to reconstruct the green subsidies for sheep farming in Iceland, based on science and best available information with a much broader stakeholder participation than at present, involving multi-sectoral agencies and scientists, NGO’s, communities, the general public, and land users.展开更多

According to the technical route of previous planning and related policies, the principles of our garbage disposal are based on sanitary landfill, supplemented by burning. However, with the accelerated process of urbanization, land resources are increasingly strained and most large cities have been unable to find a suitable landfill within the feasible urban extent, the main equipment for the incinerator and the localization of the overall process greatly reduced its capital investment and these factors will promote the rapid development of waste incineration power generation industry. Waste incineration and power generation technology has the dual benefits of environmental protection and energy and it is the development direction of waste disposal in the future. According to the condition that our country's waste incineration power generation started from scratch and developed rapidly in recent years ,there is a introduction about the application of the waste incineration and a brief analysis of the its obstacles in the promotion and financing, as well as the potential for future applications.展开更多
This paper introduces and analyzes Korea's NGV (natural gas vehicles) policy for soot-free bus fleet which intends to promote CNG (compressed natural gas) bus in metropolitan area for the reduction of air polluti...This paper introduces and analyzes Korea's NGV (natural gas vehicles) policy for soot-free bus fleet which intends to promote CNG (compressed natural gas) bus in metropolitan area for the reduction of air pollution from road sector. At the early stage, Korean goverrmaent established various supporting policy systems to encourage public transportation companies to purchase CNG buses as a means to replace diesel buses. It was evaluated as very successful with making net economic benefit of CNG bus promotion policy. During the 2nd stage, Korean government implemented CNG hybrid bus promotion policy to further reduce both air pollution and greenhouse gas. Now, a new social demand for the vehicles is zero-emission vehicles. The author asserts that current FCEV (fuel cell electric vehicle) should be considered as an alternative to zero-emission vehicles in Korea and suggests policy recommendation for the promotion of FCEV by referring the current CNG bus promotion policy in public transportation sector.展开更多
